Page 26 Local Town Pages www.millismedwaynews.com May 2016 Millis Town Election May 2nd Contested Race for Board of Selectmen, Question on Road Repair Override Polls will open at 7 a.m. and close at 8 p.m. at Millis Town Hall on May 2, for the Millis Annual Election. This year, the election will feature a ballot question on whether the town of Millis should assess a permanent $300,000 general override for the purpose of road repair beginning FY July 1,2016. “We have a $5 million backlog of roads that need to be addressed,” says Millis Town Administrator Charles Aspinwall. This was a choice between a debt exclusion versus an operating override. The debt exclusion would do it faster, but the impact on property tax would be higher.” This operating override would translate to about $100 per year per property owner. This year’s election also features a contested race for Board of Selectmen. Those running include Christopher Smith, incumbent, Catherine MacInnes, currently on the planning board, and Peter Jurmain, currently on the Finance Committee. Following are their candidate statements: Peter Jurmain: Candidate for Millis Selectman Why I’m running for Selectman in Millis, MA.My name is Pete Jurmain and I’m running for Selectman in Millis, Massachusetts. There are several reasons for my decision to run, but chief among them is pride in my community. I believe that as our community grows, there are many issues that will challenge the character of the Town. It is a time for an increase in the amount of open discussion of all issues, for examining options, for considering how to manage our future and for... taking responsibility for managing our community. What makes me qualified?As a member of the Finance Committee for the past decade, with several years as Chair, I am concerned that citizens in Millis understand what is going on in the Town. I have also had a dozen years of management experience in three Fortune 50 companies, and have run my own small business for nearly 30 years. I have significant experience in evaluating issues and then making decisions. My operating style has always been inclusive and I am always open to input from others. I am also a veteran who served a tour of duty in Vietnam, and have never forgotten what it means to evaluate the problem, explain the alternatives and lead by example. So when I’m asked why I’m running, it’s because I believe we need to make some changes in the way we respond to our community’s needs, and rather than complaining, I’m choosing to try to make a difference. In this instance, that means running for Selectman. Would I prefer to remain on the Finance Committee and enjoy my retirement? Yes. But I firmly believe that if I’m elected, I will make a difference to the Town of Millis. I am asking for your support. I hope you will consider me when you vote on May 2nd. I look forward to serving all of the community as a Selectman for the Town of Millis for the next three years. Cathy MacInnes: Candidate for Millis Selectman My passion for public service began in in 1979, when I was appointed to the Wrentham Zoning Board of Appeals. State Inspection Station Steve MacInnes, and I needed no convincing to move to Millis to live and raise our family. Thereafter, I was appointed secretary of the Millis ZBA. I served on the Charter Review Commission that changed the form of Millis government to include a Town Administrator. My Planning Board membership began in 1993, when I prevailed in a contested race. Twenty-three years later, I continue to represent the interests of all residents regarding safety, especially pedestrian and vehicular, in all applications before the Board. During my tenure, the Planning Board has approved the applications of Milliston Common (excluding only the Roche Bros. building); Centennial Park, CVS; Rocky’s Ace Hardware; Mobil gas station; Dunkin Donuts; Needham Savings Bank; cleanup of Millis Used Auto; and several large and small residential subdivisions, including the Glen Ellen Country Club senior residential development, to name but a few. The Planning Board has also successfully passed several zoning by-laws, keeping the town current with trends described in its Master Plan, for example: Senior Residential Community Development, Open Space Preservation, Village Business Developments, Large Scale Ground-Mounted Solar Photovoltaic Installations, car washes, adult entertainment uses, personal wireless communications facilities, Millis Center Economic Opportunity Overlay District, Village Center, Medical Marijuana Treatment Center, Wineries, and Substance Abuse Treatment Centers. I also served on the police station site committee and was instrumental in the committee’s choice to construct the police station at its current location, thereby enhancing the downtown development. My work for the town also includes membership on the Community Preservation Committee and Sidewalk Committee. I am a member of the Millis Garden Club and co-chaired our recent Millis Beautification Day. However, my great happiness was for several years a Merit Badge Counsellor for Millis Boy Scout Troop 15. I tremendously enjoyed teaching our young men about their role in family; government, both local and global; keeping a budget; communication skills; and especially volunteerism. Several went on to become Eagle Scouts. They, in turn, taught me much! My experience has prepared me to be your next Selectman. I have worked successfully with the town boards and commissions to bring cohesiveness and teamwork to all our joint projects. I am proud of where Millis is headed. I could go on and on and bore you more, but I will let my activities in our great town speak for itself. Christopher Smith: Candidate for Millis Selectman My name is Chris Smith and I am running for re-election to the Millis Board of Selectmen. First, I would like to thank the citizens of Millis for granting me the opportunity of serving as one of your Selectmen for the last three years. I certainly have learned a lot and have a great sense of personal satisfaction through helping my community and individuals. I hope during my tenure that I have earned your trust and support for another three years. We as a community have had a number of challenges over the last 18 months, but we dealt with them together and through those challenges have become a stronger community. I, like most everyone, would like to forget February 2015 where upwards of 9 feet of snow fell upon us. It was truly inspiring to see neighbors helping neighbors in what hopefully will be the worst month of weather we ever live through. We all remember the first day of school, the unfortunate and frightening events of the day, and the unthinkable happenings afterwards. This tested our ability to collaborate and communicate together. The employees of this town, the School Department, the DPW, the Fire Department, the administration, and of course the Millis Police Department came together to get a difficult, stressful and critical job done. Through it all, the citizens of Millis were in it with them, cooperating, assisting where possible, and most significantly showed your support and appreciation for the efforts and the job well done. More recently we had to deal with the purchase and sale agreement for the Glen Ellen Country Club property, this tested our ability to ensure the Town’s interests would be protected and we were able to hold public meetings in a short time frame to inform and to hear the concerns of the community. It exemplified the importance of providing information to the public and having public discussions pertaining to long term strategic plans impacting the entire town. When I first began as a Selectman in May, 2013, I established local office hours and maintained an open door policy. I have always welcomed comments, questions, criticisms and support. I am a fiscal conservative who understands that your hard earned tax dollars when spent by the Town should be well utilized. I believe in public forums for sharing information, and although we may not always agree on every issue and every dollar spent, it is important for the board and committee members to listen to and consider your input, by giving the townspeople the forum and by you exercising the opportunity to provide your views enables us to make better decisions. My experience over these three years working with you has fortified my beliefs that we all need to work together, because as we have seen we are all collectively the town of Millis, and we are certainly all in this together. Looking ahead and why I chose to run for another term, we have recently begun to address new challenges and will have some very difficult decisions to make that will impact us all. Repairing or replacing the Clyde Brown School, which may be the most expensive and perhaps important project to date for our little Town. Additional items of priority and importance are: whether to sell water to Exelon; how to fund maintenance and repair on our roads in the future; and additional decisions regarding the Glen Ellen project and the impact on the Town for perhaps generations. These are just some of the challenges that lie in front of us, there will be others. I believe that I am the best candidate to not only represent you, but work with you in determining our various paths. Over the next couple of weeks, I will be communicating out my positions on these and many other matters through my Facebook page (Chris Smith: Millis Selectman). I realize and I appreciate that people feel very strongly about many of these issues, and I can make no promises that we are all going to see eye to eye on every issue; but what I do promise is to continue to encourage respectful communication, discussion, and debate and we, together as a community, will determine the future of Millis.
