May, June, July 2016 Colorado Nurse • Page 9 Government Affairs and Public Policy Committee Your Voice Matters Patricia Abbott, PhD, APRN, RN, and Lauren Snyder, Lobbyist The Government Affairs and Public Policy (GAPP) committee has established Policy Advisory Work Groups to engage more Colorado Nurses Association (CNA) members in the discussion, formation and education about health care related policy in Colorado. These workgroups will follow current legislation and make recommendations to the GAPP committee to consider in determining position statements of CNA. In between active legislative sessions the policy advisory work groups will continue to meet to review trends and recommend legislative action going forward. The Advisory Work Groups will meet the first hour of the GAPP meeting on the second Wednesday of each month followed by report and discussion with the GAPP committee. The option to participate via call in options will be available to encourage state-wide participation. Please let us know your interest in participating by emailing info@coloradonurses.org. Your wisdom and voices are wanted, needed and appreciated. Current Advisory Work Groups 1. Professional Issues & RN Scope of Practice 2. Healthcare Access & Coverage 3. Quality & Safe Patient Care Issues 2016 Legislative Session Review HB16-1142 ‘Rural & Frontier Health Care Preceptor Tax Credit’ (Support) • Provides a tax credit for primary care preceptors in rural or frontier areas. • For income tax years commencing on or after January 1, 2017, but prior to January 1, 2020, the bill offers an income tax credit in the amount of $1,000 to a health care professional • Applies to physicians, advanced practice nurses, physician assistants, and dentists. HB16-1160 ‘Sunset Surgical Assistants Surgical Technicians’ (Actively Monitor) • The bill continues the requirement that surgical technicians and surgical assistants register with the director of the division of professions and occupations in the department of regulatory agencies. SB16-027 ‘Medicaid Option For Prescribed Drugs By Mail’ (Support) • For persons receiving medical assistance, the bill allows the option to receive prescribed medications used to treat chronic medical conditions through the mail. SB16-069 ‘Community Paramedicine Regulation’ (Support) • This bill is based on the recommendations of the Community Paramedicine/Mobile Integrated Healthcare Task Force. • The bill allows the Department of Public Health and Environment to adopt rules for the endorsement of emergency medical service providers as community paramedics. • It also requires minimum continuing competency standards for community paramedics and that community paramedics work within their scope of practice. • CNA worked to protect the critical role that home health nurses play in healthcare and ensured their inclusion in this piece of legislation SB16-135 ‘Collaborative Pharmacy Practice Agreements’ (Support) • The bill allows a health benefit plan to provide coverage for health care services provided by a pharmacist – The bill also allows a pharmacist to enter into a collaborative pharmacy practice agreement with one or more physicians or advance practice nurse if: o The pharmacist holds a current license to practice in Colorado; o The pharmacist is engaged in the practice of pharmacy; o The pharmacist has earned a doctorate of pharmacy degree or completed at least 5 years of experience as a licensed pharmacist; o The pharmacist carries adequate malpractice insurance; o The pharmacist agrees to devote a portion of his or her practice to collaborative pharmacy practice; and o There is a mechanism in place to document changes to medical records. Colorado Nurses Association Contracts with Linda L. Siderius Linda L. Siderius, Partner with Caplan and Earnest, LLC, and CNA have engaged in a contractual retainer based relationship for the primary purpose of providing ongoing regulatory issues review and advisement. Many Colorado RN’s may know that Ms. Siderius is an RN and previously served as counsel to the Colorado State Board of Nursing. CNA is excited with this relationshp and we thank the Colorado Nurses Association Legal Defense Fund donors for facilitating this effort.
