In Pursat, only 10-11 percent <strong>of</strong> paddy fields can be irrigated for dry season rice<br />
cultivation 5 . With<strong>in</strong> the DAP scheme, wet season rice is cultivated on approximately 20,000 ha<br />
and dry season rice on approximately 5,000 ha. In the last few years, farmers have <strong>in</strong>creas<strong>in</strong>gly<br />
been try<strong>in</strong>g to cultivate dry-season rice whenever they have adequate amounts <strong>of</strong> available<br />
<strong>water</strong>. This <strong>in</strong>crease <strong>in</strong> dry-season cultivation has thus occurred <strong>in</strong> paddies that are close to<br />
the ma<strong>in</strong> canal. Current statistics report rice yields <strong>of</strong> 2.5-3 tonnes per ha <strong>in</strong> the dry season,<br />
and 2-2.5 tonnes per ha <strong>in</strong> the wet season. Although these statistics represent the average,<br />
<strong>water</strong> shortages have been a serious issue for farmers <strong>in</strong> Pursat where periods <strong>of</strong> drought have<br />
occurred <strong>in</strong> the wet season <strong>in</strong> the last few years and are becom<strong>in</strong>g longer each year, sometimes<br />
to the extent that farmers with fields far from the <strong>irrigation</strong> canals have to use a pump<strong>in</strong>g<br />
mach<strong>in</strong>e to supplement ra<strong>in</strong> <strong>water</strong>.<br />

The World Bank supported PDOWRAM to establish the DAP FWUC, which was<br />
registered at MOWRAM <strong>in</strong> 2004-05. This FWUC committee consists <strong>of</strong> a chairperson,<br />
two vice chairs, one f<strong>in</strong>ance <strong>of</strong>ficer and one accountant (all <strong>of</strong> them CC members). The first<br />
commune councillor (first chum tup) <strong>of</strong> Lolok Sar commune chairs the FWUC. Accord<strong>in</strong>g to<br />
PDOWRAM, when the scheme is completely restored, FWUGs will be established to take<br />
responsibility for <strong>water</strong> allocation along the secondary canals. PDOWRAM plans to provide<br />
tra<strong>in</strong><strong>in</strong>g about PIMD and other related <strong>water</strong> resource management pr<strong>in</strong>ciples to the FWUC<br />
committees, FWUGs, communes and villagers liv<strong>in</strong>g along the ma<strong>in</strong> canal so that they can<br />
better manage the <strong>irrigation</strong> system.<br />
4.3 Stung Ch<strong>in</strong>it Scheme<br />
Stung Ch<strong>in</strong>it scheme is located <strong>in</strong> Santuk district, Kampong Thom prov<strong>in</strong>ce, approximately<br />
140 km north <strong>of</strong> Phnom Penh. The ma<strong>in</strong> <strong>water</strong> source that feeds the scheme is Stung Ch<strong>in</strong>it<br />
River. The scheme irrigates an area <strong>of</strong> 2645 ha, benefitt<strong>in</strong>g 3000 households across 24 villages<br />
with<strong>in</strong> three communes 6 ; it is considered a medium-scale <strong>irrigation</strong> system (Figure 4). The<br />
