CHAPTER 7 POLICY RECOMMENDATIONS<br />

Change must be enacted through various stakeholders at a local and larger-than-local<br />

level to reduce the lack <strong>of</strong> congruence between the ideal and actual <strong>governance</strong> practice as<br />

well as between the physical size <strong>of</strong> the scheme and the <strong>governance</strong> system design. Reduc<strong>in</strong>g<br />

this lack <strong>of</strong> congruence will result <strong>in</strong> greater agricultural productivity, improved livelihoods<br />

and allow faster progress towards the national goals <strong>of</strong> <strong>irrigation</strong> development and poverty<br />

reduction. Specific recommendations aris<strong>in</strong>g from the study are listed below:<br />

At Local Level:<br />

Integrate FWUCs <strong>in</strong>to the exist<strong>in</strong>g power structure with<strong>in</strong> the community through the<br />

nom<strong>in</strong>ation <strong>of</strong> group leaders, village chiefs and commune councillors (i.e., exist<strong>in</strong>g local<br />

<strong>governance</strong> system) or traditional leaders (e.g., achar, former local state leaders, elders) and<br />

other outspoken <strong>in</strong>dividuals with leadership skills <strong>in</strong> the FWUCs, to embrace the patronclient<br />

relationship already embedded <strong>in</strong> Cambodian culture.<br />

Mobilise farmers <strong>in</strong>to functional FWUGs, the leaders <strong>of</strong> which must be <strong>in</strong>tegrated <strong>in</strong>to the<br />

FWUC.<br />

Dim<strong>in</strong>ish the physical expanse <strong>of</strong> command areas or <strong>in</strong>crease the size <strong>of</strong> the FWUC<br />

strategically, tak<strong>in</strong>g representatives from different communes and villages across the<br />

scheme.<br />

Undertake greater knowledge dissem<strong>in</strong>ation about farmers’ rights and responsibilities <strong>in</strong><br />

regards to the <strong>irrigation</strong> scheme and its management as drafted <strong>in</strong> the PIMD policy to nurture<br />

farmers’ sense <strong>of</strong> ownership and will<strong>in</strong>gness to participate.<br />

Conduct greater knowledge dissem<strong>in</strong>ation about the purpose and necessity <strong>of</strong> ISF<br />

contributions from all farmers.<br />

Facilitate greater non-formal communication between FWUCs and farmers to foster greater<br />

trust <strong>in</strong> the <strong>governance</strong> body and social capacity with<strong>in</strong> the scheme.<br />

At Sub-national Level (<strong>in</strong>clud<strong>in</strong>g NGOs):<br />

Enforce the development <strong>of</strong> realistic exit strategies by donor agencies at the start <strong>of</strong> projects<br />

so as to ensure the susta<strong>in</strong>ability <strong>of</strong> schemes once donor fund<strong>in</strong>g has f<strong>in</strong>ished.<br />

Unify adm<strong>in</strong>istration through encourag<strong>in</strong>g, legislat<strong>in</strong>g and enforc<strong>in</strong>g greater <strong>in</strong>volvement<br />

and commitment from <strong>governance</strong> bodies at the prov<strong>in</strong>cial and district levels to coord<strong>in</strong>ate<br />

schemes and manage issues that concern <strong>water</strong> shar<strong>in</strong>g at a catchment scale (i.e., between<br />

upstream and downstream users). This engagement with the ma<strong>in</strong>stream government<br />

system has to be conceived as a long-term process to advance <strong>in</strong>stitutional changes with<strong>in</strong><br />

the government system.<br />

Dissem<strong>in</strong>ate knowledge about local hydrology to FWUCs and other local authorities to<br />

assist <strong>in</strong> environmentally responsible and agriculturally effective <strong>water</strong> allocation.<br />
