S<strong>in</strong>gapore<br />

S<strong>in</strong>gapore is attract<strong>in</strong>g <strong>in</strong>vestors and foreign <strong>in</strong>dustry<br />

players along with extensive government support and<br />

expertise of corporate mentors to position itself as an<br />

<strong>in</strong>ternational leader.<br />

S<strong>in</strong>gapore has framed a cohesive regulatory structure<br />

specific tof<strong>in</strong>tech. The country has a strong stand<strong>in</strong>g <strong>in</strong><br />

the major sectors form<strong>in</strong>g the backbone of f<strong>in</strong>tech, i.e.,<br />

f<strong>in</strong>ancial services, technology and telecom and, contribut<strong>in</strong>g<br />

to strong digital <strong>in</strong>frastructure. International entrepreneurs<br />

and banks have set up their local Asian units <strong>in</strong> S<strong>in</strong>gapore,<br />

br<strong>in</strong>g<strong>in</strong>g <strong>in</strong> global expertise and experience. S<strong>in</strong>gapore ranks<br />

one on the ease of do<strong>in</strong>g bus<strong>in</strong>ess 148 .<br />

F<strong>in</strong>tech <strong>in</strong>novation is flourish<strong>in</strong>g <strong>in</strong> S<strong>in</strong>gapore primarily<br />

driven by the global talent attracted to live and base<br />

themselves there. S<strong>in</strong>gapore is gradually morph<strong>in</strong>g <strong>in</strong>to<br />

a major Asian start-up hub of immigrant talent build<strong>in</strong>g<br />

regional/global bus<strong>in</strong>ess ventures.<br />

The Monetary Authority of S<strong>in</strong>gapore (MAS) is strongly<br />

committed towards develop<strong>in</strong>g the f<strong>in</strong>tech sector <strong>in</strong> the<br />

country, mak<strong>in</strong>g it one of the most competent f<strong>in</strong>tech<br />

ecosystems <strong>in</strong> Asia, and thus is a prime example of the<br />

state policies attract<strong>in</strong>g <strong>in</strong>vestments for the entire<br />

community 149 . Example:<br />

• The U.K. and S<strong>in</strong>gapore entered <strong>in</strong>to a deal to share and<br />

use <strong>in</strong>formation on f<strong>in</strong>ancial services <strong>in</strong>novation by the<br />

U.K.'s F<strong>in</strong>ancial Conduct Authority (FCA) and S<strong>in</strong>gapore's<br />

MAS. A "regulatory cooperation agreement“ was<br />

designed to help companies w<strong>in</strong> authorization rights for<br />

new f<strong>in</strong>ancial technology products, services and bus<strong>in</strong>ess<br />

models <strong>in</strong> both jurisdictions 150 .<br />

Bus<strong>in</strong>ess Environment<br />

S<strong>in</strong>gapore’s <strong>in</strong>cumbent importance as a f<strong>in</strong>ancial hub<br />

provides a diverse support backbone, talent pool,<br />

<strong>in</strong>frastructure and <strong>in</strong>terest of global giants <strong>in</strong> the proximity.<br />

This serves a steady source of funds, mentorship,<br />

<strong>in</strong>novation and <strong>in</strong>cubation support. Examples:<br />

• International banks such as Citi 151 and global<br />

consultants such as KPMG 152 have set up <strong>in</strong>novation<br />

labs, driv<strong>in</strong>g tech <strong>in</strong>novation <strong>in</strong> f<strong>in</strong>ancial services.<br />

• S<strong>in</strong>gaporean bank DBS has allocated a SGD 10 million<br />

<strong>in</strong>vestment <strong>in</strong>to the development of the S<strong>in</strong>gapore<br />

start-up ecosystem 153 .<br />

F<strong>in</strong>ancial <strong>in</strong>clusion<br />

S<strong>in</strong>gapore has been a global leader <strong>in</strong> improv<strong>in</strong>g its f<strong>in</strong>ancial<br />

<strong>in</strong>clusion statistics with the use of f<strong>in</strong>ancial technologies. It<br />

leveraged smartphone usage with strong offers and<br />

policies to drive this change, which sets its f<strong>in</strong>tech sector<br />

towards accelerated growth of more than 50 per cent <strong>in</strong><br />

the global average adoption rate by 2026.<br />

Emerg<strong>in</strong>g strength areas<br />

Entrepreneurial m<strong>in</strong>dset<br />

The S<strong>in</strong>gaporean populace has been well-educated <strong>in</strong><br />

technology and management and is well-placed<br />

f<strong>in</strong>ancially. With a grow<strong>in</strong>g skill focus and entrepreneurial<br />

temperament by the universities and public <strong>in</strong>stitutions,<br />

an accelerated growth <strong>in</strong> f<strong>in</strong>tech <strong>in</strong>novation is <strong>in</strong> plans.<br />

Example:<br />

• SkillsFuture, a national programme to up-skill<br />

S<strong>in</strong>gaporeans was recently launched 154 .<br />

• The S<strong>in</strong>gapore Management University launched a<br />

student community f<strong>in</strong>tech SMU 155 focused on<br />

foster<strong>in</strong>g <strong>in</strong>novation <strong>in</strong> the sector.<br />

• The new F<strong>in</strong>ancial Sector Technology and Innovation<br />

(FSTI) scheme, which was <strong>in</strong>troduced <strong>in</strong> June 2015,<br />

br<strong>in</strong>gs together stakeholders from the government and<br />

the <strong>in</strong>dustry to identify issues and develop solutions that<br />

<strong>in</strong>crease productivity.<br />
