Compared to Mauritius, the Kenyan T&C industry<br />

is slowly gravitating towards low-value addition<br />

CMT operations . The textile industry is not able<br />

to support the export oriented activities, the EPZ<br />

sector is not linking with the Non-EPZ, and local<br />

designers and small operators are left out of the<br />

emerging F2F value-chain.<br />

Positioning of Kenya & Mauritius in the value chain<br />

Policy context today<br />

The Kenya Vision 2030 is Kenya’s development<br />

blueprint to create a robust, vibrant, globally<br />

competitive, and prosperous middle-income<br />

nation with high quality of life by 2030. Vision<br />

2030 recognises the central role to be played<br />

by the manufacturing sector in spearheading<br />

the industrialisation of Kenya through local<br />

entrepreneurship development, more specifically<br />

the development of Micro-Small and Medium<br />

Enterprises (MSMEs). MSMEs, in all countries,<br />

developed as well as developing, remain the<br />

engine of economic development and growth for<br />

jobs creation, income generation (including foreign<br />

exchange earnings), technology transfer, attracting<br />

investment (including Foreign Direct Investment),<br />

entrepreneurship development (including women<br />

and youth entrepreneurs), and strengthening the<br />

National Value-chain (NVC), Regional Value-chain<br />

(RVC) and Global Value-chain (GVC).<br />

The textile and clothing sector, despite its<br />

low present contribution to GDP, has been<br />

designated as a priority industry to drive Kenya’s<br />

industrialization. As a result, the Government has<br />

launched a host of policy measures to create a<br />

conducive environment for mobilising domestic<br />

investment and attracting higher levels of quality<br />

FDI. The policy measures include legal and<br />

regulatory reforms. infrastructure investments,<br />

human resource development, improving the<br />

ease of doing business, establishing appropriate<br />
