contribution to the Fresh Start<br />

agreement for Stormont.<br />

The new Stormont Executive<br />

now has an agreed Budget<br />

constrained by the special<br />

arrangements for welfare<br />

reform and the probable<br />

lower than inflation annual<br />

supplements.<br />

In comparative terms in the<br />

recent past the construction<br />

industry was hard hit by<br />

two overlapping features.<br />

First, the crash in property<br />

values including housing and<br />

commercial property put a<br />

near stop to many commercial<br />

proposals. Second, the public<br />

sector capital programme has<br />
