Austria<br />

Executive Summary<br />

Austria is seen as a neutral country and a safe place for international meetings with a mutual<br />

interest for collaboration of the two sides. No successful attempts <strong>to</strong> promote “reactionary values”<br />

can be observed so far; however, the country is a hub of Russian spies and Russia is successful in<br />

pushing policy issues and keeping a wide range of ac<strong>to</strong>rs supporting it. Since 2007, Moscow found<br />

new political partners with the radical right FPÖ party of Heinz-Christian Strache, and especially<br />

during the Russian-Ukrainian conflict we saw an extending strategic alliance between the FPÖ and<br />

representatives of the Russian Federation. In 2014 the oppositional FPÖ explicitly supported<br />

Russia's annexation of Crimea by “observing” the “referendum” which has not been recognized by<br />

the international community so far. The extent of support goes well beyond this. The “dovish”<br />

attitude is dominant on the center-left and the center-right as well, with influential businessmen<br />

and employers in these parties and around the government, with vested interest <strong>to</strong> return <strong>to</strong><br />

“business as usual” regarding Russia, including raising the sanctions.<br />

Representatives of the economic wing of the two ruling parties, social-democratic SPÖ and<br />

conservative ÖVP, as well as the prominent “Austro-Russian Friendship Organization” expressed<br />

understanding regarding Russia's legitimation of its activities against Ukraine. Politicians and<br />

businessmen in Austria have been repeatedly calling for the abolition of EU sanctions imposed<br />

against Russia; their argument focuses on economic damage for Austrian companies.<br />

The Russian minority in Austria<br />

Recent events in Germany, following the case in Berlin, illustrate that Russian minorities can be<br />

used by the Kremlin as an effective <strong>to</strong>ol <strong>to</strong> interact with local politics. 66 Compared <strong>to</strong> Germany,<br />

where many migrants from Russia and other parts of the former Soviet Union reside, Austria has<br />

significantly less, but not a negligible amount of Russian inhabitants. In addition, there are several<br />

thousands of naturalized former Soviet or Russian citizens, and there are 32.000 official residents<br />

with Russian citizenship in the country. In addition, 467.000 Russian <strong>to</strong>urists visited Austria in<br />

2014. 67 The mass of Russian <strong>to</strong>urists provides an additional reason for politicians and<br />

businessmen <strong>to</strong> call for the abolition of sanctions.<br />

Media<br />

Russian-language media & organizations within the Russian community in Austria<br />

Vienna, as the obvious center of Russian life in Austria, features a limited number of print and<br />

online media for a Russian-reading audience. All these media have no relevance outside their<br />

immediate audience, with barely a few mentions in the Austrian mainstream, and with no<br />

instances of any of their articles being republished. Most of the articles, in fact, focus on practical<br />
