The Czech Republic<br />

Executive Summary<br />

In the Czech Republic there is a relatively low influence of Christianity. Consequently, the<br />

possibility <strong>to</strong> spread the reactionary values via the Church is highly limited. An important<br />

systematic fac<strong>to</strong>r is the his<strong>to</strong>rical context of the so-called “Munich Complex” which explains the<br />

prevalent suspicion of “big powers” and gives room for anti-Americanism. Another important<br />

fac<strong>to</strong>r is the enormous fear of Islam and immigration—polls 254 show that up <strong>to</strong> two thirds of the<br />

country expressed this fear. Anti-Islamism, exploited by pro-Russian ac<strong>to</strong>rs, is strongly related <strong>to</strong><br />

a socially conservative political-ideological agenda.<br />

In this environment, 1) the real grassroots activity of clearly pro-Kremlin civic society groups is<br />

relatively limited; 2) mainstream media occasionally fall for the Kremlin narrative, but they are<br />

dominantly pro-Western or neutral; 3) the nest of pro-Kremlin narratives lies among several<br />

dozens of websites, which call themselves “alternative media”: some are officially paid by the<br />

Kremlin, some only express its agenda (the most influential one is Parlamentní listy, a widely read<br />

online medium); 4) President Miloš Zeman is the agenda setter for pro-Kremlin stances in various<br />

aspects ranging from denying the Russian presence in Ukraine, 255 attacking LGBT groups 256 or<br />

political prisoners in Russia, 257 <strong>to</strong> a supportive ideological narrative legitimizing authoritarian<br />

leaders. In Zeman’s ideology, the anti-human-rights, socially regressive and pro-Russian<br />

narratives are interconnected. His campaign was co-financed by Lukoil. 5) Another force is the<br />

far-right, anti-refugee politician Tomio Okamura who has expressed pro-Russian attitudes before.<br />

The problems with counter-narratives in the Czech context are the following: the lack of credible<br />

pro-Western voices and the division of citizens on geopolitical and value-based issues. The current<br />

cabinet has done virtually nothing noteworthy in the field of countering Russian propaganda in<br />

2014 – 2015. In late 2015, the Government launched Review of National Security report, one of<br />

the eleven chapters of which scrutinizes the Influence of foreign powers. The most significant step<br />

taken so far is the establishment of the Hybrid Threat Centre in the Czech Interior Ministry, <strong>to</strong> be<br />

operational from January 2017 with up <strong>to</strong> 30 staffers. A number of NGOs and initiatives support<br />

pro-Western values, but very few of them actually conduct systematic activities.<br />

Media<br />

The Russian efforts <strong>to</strong> gain influence and spread propaganda mainly follow the means attested<br />

already during the Soviet era: concealment, covering their own (Russian/Soviet) actions and the<br />

demonization of the West. Russia has been building influential propaganda structures in the Czech<br />

Republic, the goal being the assertion and protection of Russian economic and political interests.<br />

The spectrum of the Russian propaganda <strong>to</strong>ols used in the Czech Republic stretches from<br />

ideologically manipulating citizens <strong>to</strong> professionals consciously cooperating with Russians. As the<br />

internationalists memorial affair showed at the Olšany Cemetery in Prague in March 2014, where<br />

a memorial plaque was advocating and supporting the Warsaw Pact invasion of Czechoslovakia<br />

in 1968. 258<br />
