ANC period. However, due to important differences<br />
between the types of interventi<strong>on</strong>s and the range of<br />
potential outcomes, these outcomes were further<br />
prioritized separately <strong>for</strong> individual questi<strong>on</strong>s.<br />
In<strong>for</strong>med by the qualitative review of women’s views,<br />
including values and preferences related to ANC, we<br />
included assessment of maternal satisfacti<strong>on</strong> with<br />
a particular interventi<strong>on</strong>, and maternal rating of the<br />
usefulness of a particular interventi<strong>on</strong>.<br />
Throughout the scoping process, the Steering Group<br />
c<strong>on</strong>sulted and engaged with other <str<strong>on</strong>g>WHO</str<strong>on</strong>g> departments<br />
that have issued guidelines with implicati<strong>on</strong>s <strong>for</strong> the<br />
<strong>antenatal</strong> period, incorporating their feedback and<br />
technical expertise into the scoping. The process<br />
and approach were also presented at a number of<br />
meetings and internati<strong>on</strong>al c<strong>on</strong>ferences between<br />
April 2014 and March 2015 to elicit further feedback<br />
from stakeholders.<br />
This scoping and c<strong>on</strong>sultati<strong>on</strong> process led to the<br />
identificati<strong>on</strong> of priority questi<strong>on</strong>s and outcomes<br />
related to the effectiveness of clinical, test accuracy,<br />
and health systems interventi<strong>on</strong>s aimed at achieving<br />
a <strong>positive</strong> <strong>pregnancy</strong> <strong>experience</strong> that includes a<br />
healthy mother and a healthy baby. These questi<strong>on</strong>s<br />
and outcomes are listed in Web annex 1.<br />

2.8 Focus and approach<br />
To capture and examine the complex nature of the<br />
issues that are important during the ANC period,<br />
within the c<strong>on</strong>text of health systems and the<br />
c<strong>on</strong>tinuum of <strong>care</strong>, the focus of this guideline is the<br />
essential core package of ANC that all pregnant<br />
women and adolescent girls should receive, with the<br />
flexibility to employ a variety of opti<strong>on</strong>s based <strong>on</strong><br />
the c<strong>on</strong>text of different countries (i.e. in terms of the<br />
c<strong>on</strong>tent of the model, who provides the <strong>care</strong>, where<br />
the <strong>care</strong> is provided, and how the <strong>care</strong> is provided to<br />
meet women’s needs). There<strong>for</strong>e, the overarching<br />
questi<strong>on</strong>s addressed by this guideline focused <strong>on</strong> the<br />
following:<br />

<str<strong>on</strong>g>WHO</str<strong>on</strong>g> <str<strong>on</strong>g>recommendati<strong>on</strong>s</str<strong>on</strong>g> <strong>on</strong> <strong>antenatal</strong> <strong>care</strong> <strong>for</strong> a <strong>positive</strong> <strong>pregnancy</strong> <strong>experience</strong><br />
2.7 ANC-related <str<strong>on</strong>g>recommendati<strong>on</strong>s</str<strong>on</strong>g> in other<br />
<str<strong>on</strong>g>WHO</str<strong>on</strong>g> guidelines<br />
To avoid duplicati<strong>on</strong> and ensure harm<strong>on</strong>izati<strong>on</strong> of<br />
<str<strong>on</strong>g>recommendati<strong>on</strong>s</str<strong>on</strong>g> across <str<strong>on</strong>g>WHO</str<strong>on</strong>g> departments and<br />
publicati<strong>on</strong>s, we searched all relevant <str<strong>on</strong>g>WHO</str<strong>on</strong>g> GRCapproved<br />
guidelines and identified 21 guidelines<br />
c<strong>on</strong>taining <str<strong>on</strong>g>recommendati<strong>on</strong>s</str<strong>on</strong>g> relevant to ANC (see<br />
Annex 2). These <str<strong>on</strong>g>recommendati<strong>on</strong>s</str<strong>on</strong>g> were mapped<br />
to the priority questi<strong>on</strong>s <strong>for</strong> this new guideline<br />
and the Steering Group reached out to the <str<strong>on</strong>g>WHO</str<strong>on</strong>g><br />
departments and technical units that had issued the<br />
relevant guidance to engage and collaborate with<br />
them throughout the process of developing this new<br />
ANC guideline. Recommendati<strong>on</strong>s found in other<br />
<str<strong>on</strong>g>WHO</str<strong>on</strong>g> guidelines that related to health promoti<strong>on</strong><br />
and the identificati<strong>on</strong> of risk factors (e.g. smoking,<br />
HIV) during ANC were c<strong>on</strong>sidered to be within the<br />
scope of the guideline, whereas <str<strong>on</strong>g>recommendati<strong>on</strong>s</str<strong>on</strong>g><br />
<strong>on</strong> management and treatment of risk factors,<br />
complicati<strong>on</strong>s and c<strong>on</strong>current diseases were deemed<br />
to be bey<strong>on</strong>d the scope of the guideline; <strong>for</strong> these,<br />

The guideline focuses <strong>on</strong> the core ANC clinical<br />
package that all women should receive at routine<br />
ANC visits. The management of identified<br />
complicati<strong>on</strong>s or c<strong>on</strong>current diseases or risk factors<br />
that require additi<strong>on</strong>al treatment or specialist <strong>care</strong><br />
and follow-up is bey<strong>on</strong>d the scope of this guideline.<br />
The DECIDE framework is a tool that has been<br />
developed to help decisi<strong>on</strong>-makers c<strong>on</strong>sider a range<br />
of relevant criteria, including benefits, harms, values,<br />
resources, equity, acceptability and feasibility (17). To<br />
synthesize and examine evidence across the domains<br />
of DECIDE (see secti<strong>on</strong> 2.11), the preparatory work <strong>for</strong><br />
the ANC guideline was organized according to five<br />
work streams, using both quantitative and qualitative<br />
data sources, as summarized in Box 2.<br />
