MELAKA CARBON INVENTORY
Melaka is the first amongst the 14 States
in Malaysia to prepare its Greenhouse Gas
(GHG) Emission Inventory and has become
a shining example, not only in Malaysia
but within the ASEAN region as well. The
report gives a clear picture of the total carbon
emissions and will help plan and implement
appropriate mitigation programs to reduce
Melaka’s GHG emissions.
The GHG Inventory has been prepared
in accordance with the approved principles
and standards of the Global Protocol for
Greenplus TM MARCH 2016
Community-Scale Greenhouse Gas Emissions
(GPC). This protocol provides internationally
based methodologies and guidelines to
assist local governments in quantifying the
GHG emissions from the whole community
(residential, commercial, transport, industrial
and agricultural sectors) within the geographical
boundaries of cities and regions. Based on the
International Local Government Greenhouse
Gas Emissions Analysis Protocol (IEAP)
(developed by ICLEI in 2009) and other
recognised protocols, the World Resources
Institute (WRI), ICLEI, and the C40 Cities
Climate Leadership Group (C40) - supported
by the World Bank Group, UN-Habitat and
UNEP – have jointly developed the GPC.
The GPC is an international protocol, being
formalised for international standard reporting
for sub-national governments across the world.
The total carbon emission for Melaka has
been calculated at 1.96 million tonnes of carbon
dioxide equivalent (TCO2E) for 2013. The per
capita GHG emission for Melaka is about 2.33
tonnes of CO2 equivalent (TCO2E), based on
our population of 842,500 as of 2013.
The major contributors of carbon emission
are on-road transportation (59.2%) and
