PERSONALITY PROFILE<br />

We make a lot of effort to reach out to the general<br />

public and ensure money is properly used; but rarely<br />

do we feel appreciated. I would like to ask citizens to<br />

guard public money and hold our leaders responsible,<br />

especially those we have given the responsibility of<br />

caring for our resources. <strong>The</strong>y belong to all of us.<br />

encouraged by her conviction that the work<br />

they are doing, holds a brilliant prospect of<br />

a more outstanding and efficient future<br />

for this country, especially with regard to<br />

public financial management. Her secret<br />

to success seems to lie in her penchant<br />

for hard work, her good presentation,<br />

communication, and strong organizational<br />

skills and her deep Christian faith. She<br />

interacts easily with all classes of people<br />

and is an excellent team player who works<br />

well under pressure.<br />

This accountant embraces her honors<br />

with pride.<strong>The</strong> awards she received from<br />

KASNEB include CPS part 11 Section<br />

4 – best candidate in company law ( June<br />

1998), CPS part 111 section 5, best<br />

candidate overall (December 1998) and<br />

from KEFRI, Excellent Performance –<br />

( <strong>Jul</strong>y 2007-June 2008) among others. She<br />

is a member of the Institute of Certified<br />

Public <strong>Accountant</strong>s of Kenya (ICPAK),<br />

Kenya Institute of Management (KIM),<br />

and Association of Women <strong>Accountant</strong>s<br />

in Kenya (AWAK). She advises that if you<br />

are given a job, do it to the best of your<br />

knowledge; adding that you should always<br />

remember that it is God who opens doors<br />

for you every day.<br />

Below are excerpts from our fascinating<br />

interview;<br />

What inspires you?<br />

<strong>The</strong> realization that I am in this world for a<br />

purpose; God has defined my purpose and<br />

the way to go is to do the best in what I do;<br />

if I don’t meet your expectations, don’t ask<br />

me, ask my maker because I did the best I<br />

could through what he made me. I am here<br />

to actualize God’s purpose for me.<br />

What inspired you to take up<br />

accounting?<br />

I would say that accounting has been<br />

following me. When I was in campus, I<br />

wanted to be a Human Resource Manager<br />

or a Company Secretary. Becoming a<br />

Certified Public Secretary was my first<br />

exposure to Accounting. But as I moved<br />

on, I did Finance and Marketing, then<br />

got my professional qualification in<br />

accountancy. It wasn’t a straight one from<br />

campus into accounting. Now I love it and<br />

can’t do anything else. It is dynamic and<br />

keeps changing and growing. Accountancy<br />

is challenging and that’s what I like.<br />

Your educational progression<br />

I have a Masters in Business Administration<br />

from Nairobi University (2008-2010)<br />

and a Bachelor of Arts in Sociology and<br />

History from Kenyatta University (1990-<br />

1994). Other courses include Public<br />

Budgeting and Financial Management,<br />

Duke University: Stanford School of<br />

Public Policy – DCID -2015; Fiscal<br />

Decentralization and Local Governance,<br />

Georgia State University; Andrew<br />

Young School of Policy Studies; Senior<br />

Management Course, , Certified Public<br />

<strong>Accountant</strong> (CPA) (K); Performance<br />

Management and Appraisal; Certified<br />

Public Secretaries – Finalist (CPS (K) and<br />

a Diploma in Personnel Management and<br />

Industrial Relations.<br />

Work experience<br />

• Present Job: Commissioner; Commission<br />

on Revenue Allocation (from December<br />

2010 to date)<br />

• Constitutional Office whose<br />

responsibilities include:<br />

• Recommending the basis of equitable<br />

share of revenue raised by national<br />

government between national and country<br />

government.<br />

• Recommending the basis of equitable<br />

share of revenue raised by national<br />

government among county government.<br />

• Recommend on matters concerning the<br />

financing of and financial management of<br />

county government.<br />

• Define and enhance revenue sources<br />

of national government and county<br />

governments.<br />

• Encourage fiscal responsibility by national<br />

government and county governments<br />

• Publish and review policy that sets out<br />

criteria for indentifying marginal areas in<br />

actualizing the equalization fund.<br />

Other responsibilities include;<br />

Participation in drafting devolution and<br />

Public finance Bills since 2011; team leader,<br />

health and devolution in the commission;<br />

chairperson finance Committee of the<br />

commission; Member of budget committee<br />

under IEBC, Commission Representative<br />

to Commission on implementation of<br />

the constitution (CIC) and Council of<br />

Governors; Team leader KEGOSES<br />

project –building Public Finance<br />

Management to county government;<br />

Presidential appointment to the taskforce<br />

identifying functions and funds for transfer<br />

to county governments.<br />
