"Billboard" means any freestanding sign and supporting structure, maintained or <strong>use</strong>d<br />
for display of advertising matter, or any advertising sign displayed in conjunction with<br />
mural artwork occupying an equal or greater surface area on a building, wall or fence.<br />
"Boarding Ho<strong>use</strong>" means a private dwelling in which three but not more than six<br />
rooms are offered for rent and table board is furnished only to roomers and in which no<br />
transients are accommodated;<br />
"Building" includes any structure placed on, over or under <strong>land</strong> and every part of the<br />
same and any external chimney, staircase, porch, or other fabric <strong>use</strong>d in connection<br />
with a building whether affixed to the realty or not, but does not include a mobile home<br />
as defined in this <strong>by</strong>-<strong>law</strong>;<br />
"Building Line" means any line regulating the position of a building in relation to the<br />
street and the side and rear lot lines in accordance with the provisions of this <strong>by</strong>-<strong>law</strong>;<br />
"Commercial Building" means any building from which retail, rental or wholesale<br />
trade is carried on;<br />
"Commercial Enterprise" means any enterprise which conducts retail, rental or<br />
wholesale trade;<br />
"Commercial Recreation Use" means a building or part of a building in which a<br />
recreational activity is performed and for which a membership or instruction fee is<br />
charged, and, without limiting the generality of the foregoing, shall include<br />
weight-lifting and/or fitness centres, boxing or racquet sport clubs, martial arts schools<br />
and dance studios, but shall not, for the purpose of this <strong>by</strong>-<strong>law</strong>, include bingo halls or<br />
am<strong>use</strong>ment centres.<br />
"Community Facility" means a building or site owned <strong>by</strong> a government agency or<br />
non-profit organization or religious institution or philanthropic institution and <strong>use</strong>d as a<br />
meeting place for entertainment or education or social activities <strong>by</strong> the general public<br />
on a regular or occasional basis and includes a church hall or a public hall. A<br />
community facility may also include, in combination with offices or facilities of a<br />
non-profit organization, a store for the sale or provision of donated merchandise.<br />

“Conservation Use” means any activity carried out for the purpose of conserving<br />
soils, water, vegetation, fish, shellfish, including wildlife sanctuaries and similar<br />

“Construction and demolition materials” hereinafter referred to as C&D Materials,<br />
means materials which are normally <strong>use</strong>d in the construction of buildings, structures,<br />
roadways, walls and <strong>land</strong>scaping features, and includes, but is not limited to, soil,<br />
asphalt, brick, concrete, ceramics, porcelain, window glass, mortar, drywall, plaster,<br />
cellulose, fiberglass fibres, lumber, wood, asphalt shingles and metals.<br />
