county police told me it might be disruptive,”<br />
McLaughlin said.<br />
“Historically and to my knowledge, ward<br />
meetings have not been closed to only residents<br />
who live in the ward,” Kennedy said.<br />
“I’ve attended Ward 3 and Ward 1 meetings.”<br />
Kennedy said the city has guidelines for<br />
ward meetings such as on who pays for<br />
refreshments and who arranges them, and<br />
asserted that there is “a statement in city<br />
policy that specifically says ward meetings<br />
are open to the general public.” He said he<br />
later went back into the meeting.<br />
“Mayor Bowlin finished talking and<br />
immediately walked to the back and left<br />
– there had been a disturbance in the back<br />
involving a councilman and citizens, but<br />
he had kept right on talking and didn’t step<br />
in to calm things down,” Kennedy said.<br />
Bowlin – a former Ward 6 councilmember<br />
himself, who appointed Porter last year<br />
to fill an unexpired term on the council<br />
– later said, “As part of my commitment<br />
to attending as many ward and subdivision<br />
meetings in Wildwood as possible, I<br />
attended the Ward 6 town hall.”<br />
“I was focused on responding to questions<br />
from the residents who had been invited<br />
and didn’t see anything that caused me to<br />
conclude Councilmember Porter assaulted<br />

Mr. McLaughlin,” Bowlin said. “Our town<br />
hall meetings are forums we provide to<br />
obtain resident input. That should be the<br />
focus, and anything that fosters that input<br />
should be encouraged.”<br />
As to whether meetings publicized by<br />
the city are open public meetings, Bowlin<br />
said “the primary focus of the ward town<br />
hall meetings is the residents of the ward<br />
involved, and it probably depends on how<br />
the meetings are structured.”<br />
McLaughlin said he filed a complaint<br />
against Porter with campus police for what<br />
he called violation of his civil rights and<br />
assault.<br />
“There needs to be some repercussion for<br />
[Porter’s] actions,” he said.<br />
Lt. Benjamin Talley, with the St. Louis<br />
Community College campus police and<br />
based at the Meramec campus, confirmed<br />
a complaint was filed in a report taken on<br />
June 1, adding the case has been turned<br />
over to the St. Louis Prosecuting Attorney’s<br />
office for deposition.<br />
“That office can file charges or refuse<br />
charges or advise us to do more investigation<br />
if it’s needed,” Talley said.<br />
Porter said he has spoken to City Attorney<br />
John Young, and “he has regarded the<br />
gathering as ‘non public.’”<br />
Regarding McLaughlin’s complaint,<br />
Porter said he has “no knowledge of these<br />
charges; therefore I cannot comment.”<br />
