the Spine road connection did not exist, the<br />

increase in traffic at peak would be only about<br />

40 vehicles per hour, or one every two minutes.<br />

How can this present a major safety argument?<br />

We believe that our traffic research, now<br />

supported by the BCC figures, constitutes a<br />

'material difference' which was not properly<br />

considered by Councillors and Cabinet before<br />

they made their decisions. We had asked that<br />

WDC defer agreement on the Local Plan until<br />

after WDC and BCC had reviewed the traffic<br />

data. This was refused for the wider reasons<br />

explained by Katrina Wood in her article here.<br />

As a result of our various conversations with<br />

both the lead Councillor for Planning and<br />

Katrina Wood, an amendment was added to the<br />

Local Plan. The amendment reads:<br />

"The purpose of this Spine Road is to<br />

distribute traffic from the Development. It is not<br />

intended to act as an unofficial 'bypass' as this<br />

would be detrimental to Penn and Tylers<br />

Green due to the increase in through<br />

traffic. The capacity of the Spine road<br />

and the northern end of Cock Lane must<br />

therefore be restricted through effective<br />

traffic calming to deter through traffic."<br />

At the Cabinet meeting which approved the<br />

Local Plan on 18th September, Katrina made<br />

reference to this issue and said she hoped the<br />

amendment alleviated our fears. Sadly, it did<br />

not alleviate our fears, and now BCC have<br />

substantiated our fears with concrete numbers.<br />

We do not believe traffic calming deters<br />
