NOCH Mgijima Local Municipality<br />
(EMLM) may not be able to pay Eskom –<br />
and is running the risk of not being able<br />
Eto pay salaries at the end of the month –<br />
due to its current financial state.<br />
<strong>The</strong> validity of a financial report,<br />
of which the author is not known<br />
and which was leaked to the<br />
media, which details the current<br />
financial challenges faced by the<br />
local authority, was acknowledged<br />
by EMLM executive mayor Lindiwe<br />
Gunuza-Nkwentsha during a crisis<br />
meeting called by concerned<br />
business owners on Monday.<br />
<strong>The</strong> report indicates that EMLM<br />
had R4.25-million in its bank<br />
account as of <strong>October</strong> 6.<br />
<strong>The</strong> salary bill, due by <strong>October</strong> 25, is<br />
R24.6-million while a whopping R40.8-million is<br />
owed to Eskom. <strong>The</strong> total due to Eskom includes<br />
interest of R503813 incurred in September when<br />
the municipality paid only R16-million of a<br />
R31-million bill.<br />
<strong>The</strong> meeting was attended by various business<br />
people, chaired by Ken Clark and Enoch Mgijima<br />
Local Municipality (EMLM) officials, including<br />
Gunuza-Nkwentsha and various other government<br />
st a ke h o l d e r s .<br />
Gunuza-Nkwentsha said she did not know how<br />
the financial report tabled at the meeting had<br />
been made public but that it was a true<br />
reflection of the current status of the<br />
municipalit y.<br />
“<strong>The</strong> municipality currently does not have<br />
money and it is difficult for us to pay<br />
creditors. One of the main issues are [the]<br />
strikes, they hinder us from collecting<br />
money that is owed to us and we<br />
therefore struggle to pay our bills.<br />
“<strong>The</strong> issue of instability within the<br />
municipality is also a huge problem – we<br />
have no full-time management starting<br />
from the municipal manager.”<br />
<strong>The</strong> report indicated that from July to<br />
September this year, only R25.8-million was<br />
collected by municipality which fell short of<br />
the expected R68.5-million.<br />
Clark said he had not received his electricity<br />
bill in two months and would be happy to pay<br />
the money that would amount to millions because<br />
it would help to relieve the Eskom debt.<br />
Acting municipal manager<br />
Mzoxolo Dingani said he wanted<br />
to acknowledge that the<br />
municipality did have<br />
problems and that they were<br />
doing everything to ensure<br />
that the current situation<br />
was addressed.<br />
“We want permanent<br />
solutions for all the<br />
issues. On the issue of<br />
staffing, the position of<br />
municipal manager has<br />
already been advertised<br />
and we will follow up<br />
on the appointments of<br />
the CFO and other<br />
director positions to<br />
ensure that the<br />
municipality is stable.<br />
“We need to ensure<br />
that the businesses are<br />
booming in Komani as<br />
they contribute<br />
significantly to its<br />
economy and the<br />
employment of its residents.”<br />
Clark said the core of the municipality needed to<br />
function properly and that people with the suitable<br />
capacity should be appointed to uphold the<br />
mandate of the municipality which is to serve its<br />
people.<br />
<strong>The</strong> regular collection of revenue owed to the<br />
municipality was imperative to<br />
allow it to pay its bills.<br />
<strong>The</strong> salary bill is<br />

“We need the revenue<br />
collection to exceed the<br />
monthly expenditure of the<br />
municipality as it should. If<br />
this does not happen, we will<br />
have meetings like these<br />
again and talk about the same<br />
things without a resolution. It<br />
is imperative that the senior<br />
people within the municipality<br />
are able to hold their officials<br />
accountable.”<br />
Consultant Peter Bezuidenhout who was tasked<br />
by the municipality to evaluate its electrical<br />
accounts, said the municipality’s Eskom bill was of<br />
concern and that if the municipality did not settle<br />
its bill by <strong>October</strong> 26, Eskom would issue a 14-day<br />
notice for the payment to be made. Load-shedding<br />
would be next to follow.<br />

her name, said the situation was embarrassing<br />
because, while government was trying to sort out<br />
the issues of other municipalities, they were not<br />
aware of EMLM’s problems.<br />
“While provincial government is currently<br />
engaging Eskom on behalf of other municipalities,<br />
this particular municipality did not come out as<br />
having challenges,” she said.<br />
“I know for a fact that the Cogta MEC [Fikile<br />
Xasa] said there would be no bailouts for<br />
municipalities – but when there is a crisis such as<br />
this, discussions take place and a resolution is<br />
taken. As Cogta, we did not know that EMLM<br />
problems are of this magnitude.”<br />
She suggested that a task team made up of<br />
various stakeholders in the meeting was<br />
appointed.<br />
“Our job is to monitor municipalities and accept<br />
reports, but I must say some of the reports we’ve<br />

received from the mayor were deceiving because<br />
the reports that were tabled to the MEC a month<br />
ago when he came to this municipality, did not<br />
reflect this kind of a crisis. We need to be truthful<br />
on behalf of the communities and local<br />
businesses.”<br />
It was decided that the task team would look<br />
into the issues of electricity within the<br />
municipality and that it would ensure that a<br />
certain amount of money be paid to Eskom before<br />
the end of the month.<br />
<strong>The</strong> media was asked to step out while the<br />
stakeholders continued the meeting and set up a<br />
task team. It was decided that the present Cogta<br />
representatives would write a report to the MEC to<br />
alert him about the situation in EMLM.<br />
At the time of going to press, <strong>The</strong> <strong>Rep</strong> had not<br />
yet been informed as to who would be serving on<br />
the task team.<br />

Poisoning of<br />
dogs escalate<br />

A WEEK after dog owners in the Weshof area<br />
found eight dogs dead in their back yards,<br />
another nine dogs have been reported as<br />
poisoned – this time in the Komani Park<br />
residential area of Komani.<br />
<strong>The</strong> <strong>Rep</strong> reported (“Tragic poisoning of<br />
Weshof dogs”, <strong>October</strong> 13) that eight dogs had<br />
died after suspected cases of poisoning in the<br />
residential area over the previous weekend. A<br />
double cab bakkie was stolen from a nearby<br />
premises at the same time.<br />
An irate dog owner called <strong>The</strong> <strong>Rep</strong> on<br />
Monday to report that nine dogs had been<br />
poisoned in Komani Park at the weekend with<br />
another two vehicles stolen.<br />
She said the family had found their beloved<br />
pet lying dead outside on Monday morning<br />
and had taken it to a vet for a post-mortem.<br />
<strong>The</strong> findings had proven that the dog had<br />
ingested poison.She said she would be laying<br />
charges with the police this week.<br />
Isebella Blignault, who lost two sausage<br />
dogs, said their bakkie was stolen on Saturday<br />
night. Both their dogs had succumbed to the<br />
poison, believed to have been ingested<br />
through pellets thrown onto the front lawn.<br />
Blignault said residents were also<br />
concerned that a child could easily ingest the<br />
poison with fatal results.<br />
Unconfirmed reports yesterday were that a<br />
further four dogs had been poisoned at<br />
Amberdale just outside the town and that a<br />
bakkie had been stolen.<br />
State vet Dr Alan Fischer confirmed that he<br />
had performed post-mortems on five dogs to<br />
date. <strong>The</strong> dogs had ingested a poison in the<br />
form of a blue-gray granule. <strong>The</strong> results of the<br />
post-mortems were being awaited, but Fischer<br />
said it was suspected that the poison was<br />
either Aldicarb, a poison used as an<br />
insecticide, or Sodium Fluro Acetate, also<br />
known as Two-step. He confirmed that the<br />
poisons could be fatal to humans if ingested.<br />
Komani vet Elreza Klopper said 23 dogs and<br />
two cats in total had been reported as<br />
poisoned. Three dogs were treated but failed<br />
to survive. <strong>The</strong> poison may be a combination<br />
of different poisons mixed together and was<br />
extremely fast-acting. She urged home owners<br />
to inspect their yards and to consider any<br />
strange substances/food thrown into their<br />
yards as possibly dangerous and lethal.<br />
Police spokesman Captain Namhla Mdleleni<br />
confirmed that cases of theft of a vehicle and<br />
of cruelty to animals were under investigation.<br />
Community Policing Forum chairman<br />
Andries Schlebusch said the CPF was aware of<br />
the poisonings and asked residents to report<br />
suspicious activity to him on 072-242-3261 or<br />
to the police on 10111.<br />

Lack of agendas halt meeting<br />

after it started on Friday as<br />
councillors raised queries<br />
about the lack of agendas.<br />
<strong>The</strong> bickering started when<br />
EFF councillor Luthando Amos<br />
asked whether the meeting<br />
was an ordinary or a special<br />
meeting since councillors had<br />
not received agendas.<br />
Speaker Mzoxolo Peter said,<br />
“I signed off the agendas the<br />
previous Friday, therefore I do<br />
not understand how the<br />
agendas could not have<br />
reached councillors in time.”<br />
He said the meeting was a<br />
special council meeting.<br />
Acting municipal manager<br />
(MM) Mzoxolo Dingani<br />
claimed to have received an<br />
instruction from someone,<br />
whose name he did not reveal,<br />
whom he said had told him not<br />
to hand out the agendas.<br />
Peter said such an<br />
instruction would be out of<br />
order and that he would follow<br />
up on the matter.<br />
DA councillor Chris de Wet<br />
said there could be no official<br />
meeting as councillors had not<br />
received the agendas in time<br />
and therefore could not<br />
prepare. Council agreed to a<br />
10-minute recess for members<br />
to familiarise themselves with<br />
the agendas. <strong>The</strong> media was<br />
told not to return to the special<br />
closed meeting.<br />
A copy of the agenda was<br />
however leaked with one of<br />
the issues the contracts of<br />
senior managers which had<br />
expired.<strong>The</strong> <strong>Rep</strong> has copies of<br />

termination of their contracts.<br />
Officers recover<br />
stolen trolleys<br />
RED Guard response officer recovered two<br />
trolleys stolen from a local cash and carry last<br />
week. <strong>The</strong> suspects were released after the<br />
owner declined to open a case, operations<br />
manager Willie Reynecke said.<br />
Two suspects who had tried to break into a<br />
home in Top Town were apprehended and<br />
handed over to the police last Wednesday.<br />
A staff member who had allegedly stolen<br />
goods at a local store was handed over to the<br />
police and the items returned to the store on<br />
S at u r d ay.<br />
An off-duty response officer apprehended a<br />
man following the theft of money from a<br />
business in Ezibeleni, but the suspect was<br />
released after the owner declined to open a<br />
criminal case.<br />
On Sunday, security officers on duty at a<br />
local retail store apprehended a suspect for<br />
theft and returned the goods to the manager. –<br />

... while contracts take centre<br />
stage in EMLM council discussions<br />
In a letter dated September<br />
26, Gunuza-Nkwentsha wrote<br />
to the acting MM, instructing<br />
him to investigate how Dayi<br />
had been reporting for duty<br />
and had received a salary in<br />
September despite being<br />
informed about the end of his<br />
fixed-term contract on August<br />
31. <strong>The</strong> mayor wrote to the<br />
acting MM again on <strong>October</strong> 4,<br />
stating that her office still had<br />
not received a report with<br />
regard to how Dayi had<br />
received a salary after his<br />
contract had been terminated.<br />
<strong>The</strong> letter reads, “Kindly<br />
advise as a matter of urgency<br />
what steps you have taken to<br />
remedy the situation and in<br />
particular the irregular<br />
payment of a salary for a<br />
senior manager whose<br />
contract expired without any<br />
alternative arrangements<br />
being agreed upon.”<br />
In a legal opinion document<br />
from Dayi’s lawyers, Ntsiki<br />
Pakade Attorneys, it was<br />
stated that Dayi had been<br />
working after his contract had<br />
ended, subjectively created an<br />
expectation that the contract<br />
would be renewed and that the<br />
municipalit y’s silence on the<br />
renewal of the initial<br />
fixed-term contract left a lot to<br />
be desired.<br />
In another letter to the MM<br />
dated <strong>October</strong> 4, the mayor<br />
queried why Siqaza and Nxano<br />
had been reporting for duty<br />
after council had resolved on<br />
June 7 that their contracts be<br />
terminated. <strong>The</strong>ir last working<br />
day had been on September<br />
30.<br />
Gunuza-Nkwenstha wrote, “I<br />
am afraid that the two<br />
managers may take decisions,<br />
make agreements or involve<br />
themselves in supply chain<br />
management processes which<br />
could stand to be challenged<br />
in future. <strong>The</strong> municipality will<br />
not be liable for any claims of<br />
compensation to the two<br />
managers for any period<br />
during which they reported for<br />
duty during <strong>October</strong>. Any<br />
person who acts contrary to<br />
what council resolved, will be<br />
personally held liable for all<br />
and any costs that may arise<br />
from such.”<br />
Dayi declined to comment<br />
as he was seeking legal<br />
advice.<br />
An e-mail was sent to EMLM<br />
spokesman Fundile<br />
Feketshane for comment on<br />
the contracts of the officials,<br />
including Siqaza and Nxano,<br />
but no comment had been<br />
received at the time of going<br />
to press.<br />
During Friday’s council<br />
meeting it was resolved that<br />
the contracts of senior<br />
managers should be renewed<br />
for a further three months.<br />

seemed to be the worst<br />
hit.<br />
“<strong>The</strong> municipality is<br />
not budgeting the 6%<br />
required by the National<br />
Energy Regulator of<br />
South Africa [Nersa] for<br />
infrastructure repair. <strong>The</strong><br />
result is that the<br />
infrastructure is going<br />
b a c k wa r d s . ”<br />
Input of between<br />
R22-million to<br />
R25-million could make<br />
a difference in<br />
preventing an electrical<br />
crisis should another<br />
transformer blow. An<br />
amount of R128-million<br />
over three years could<br />
get the electrical system<br />
back on track.<br />
Clark said the<br />
Waterdown Dam could<br />
only supply 60% of the<br />
town’s water and that<br />
the Bonkolo Dam was<br />
virtually empty. Both<br />
dams could no longer<br />
supply in the long-term<br />
demands of the town<br />
and it was essential for<br />
the Xonxa Dam pipeline<br />
to become operational.<br />
“My business relies on<br />
water and if I do not have<br />
water, I do not have a<br />
business and 500 people<br />
will go without jobs.”<br />
Concern existed about<br />
the deteriorating state of<br />
roads with some which<br />
would have to be rebuilt.<br />
Dingani acknowledged<br />
that EMLM was facing<br />
problems but, he said,<br />
the authority was doing<br />
everything possible to<br />
address the situation.<br />
“We have drafted a plan<br />
to address the<br />
infrastructure in<br />
Ezibeleni, Queendustria<br />
and other areas. We<br />
need a lot of money to<br />
address the situation<br />
and currently we do not<br />
have it.”<br />
He said the previously<br />
established idea of a<br />
task team needed to be<br />
revived. Relevant posts,<br />
including that of the<br />
municipal manager, had<br />
been advertised.<br />
Councillor Pamela<br />
Xelo, who is in the CHDM<br />
office of Integrated<br />
Planning and Economic<br />
Development, was in<br />
accordance that the task<br />
team needed to be<br />
revived.<br />
“We need to say what<br />
needs to happen and it<br />
needs to happen fast.”<br />
Resources, skills and<br />
capacity remained an<br />
issue.<br />
“<strong>The</strong> ANC-led<br />
government is clear on<br />
this, so when we talk<br />
capacity, we mean we<br />
will be critical in EMLM<br />
when it comes to<br />
employment.”<br />
Border-Kei Chamber of<br />
Business chairman Les<br />
Holbrook said, “<strong>The</strong> only<br />
way we are going to<br />
solve these problems is<br />
if we have the right<br />
leadership. I recommend<br />
that we choose two<br />
captains – one from the<br />
private sector and one<br />
from the municipality.”<br />
<strong>The</strong> representatives<br />
would establish a team<br />
to address the crisis.<br />

Performing Arts Festival in the<br />

to showcase the talents of young<br />
people from Ilinge and Komani.<br />
Ndema said she decided to host<br />
the competition as young people<br />
needed to keep busy.<br />
<strong>The</strong> fun-filled and<br />
heritage-themed event was divided<br />
into various categories, including<br />
dance, music, drama, poetry and<br />
the cooking of traditional food.<br />
Winners from the various<br />
categories received cash prizes<br />
with first-prize winners receiving<br />
R1 000, second-prize winners R500<br />
and third-prize winners R300.<br />
Thulani Tembani, who came out<br />
top for the best-cooked traditional<br />
meal, said he cooked his favourite<br />
meal, isophu, which is a<br />
combination of corn and sugar<br />
beans.<br />

AN interesting tourist passed<br />
through the district last week.<br />
Dominic Luther from Manchester UK<br />
has been touring Southern Africa on<br />
his bicycle since March. He was<br />
picked up by a local farmer of the<br />
district, near Whittlesea. On hearing<br />
that Dominic was heading to Lady<br />
Grey, the farmer and his family<br />
hosted him for the night and on his<br />
way through Sterkstroom he had<br />
coffee and cake at Horse Shoe B&B.<br />
From Sterkstroom, he spent a night<br />
in Jamestown, then onto Lady Grey.<br />
He is currently in Lesotho and will<br />
fly back to Manchester in early<br />
November. He has spent six years<br />
touring the world on his bicycle and<br />
has so many interesting stories to<br />
tell.<br />

when a cancer starts to grow.<br />
A mammogram only pick cancer up<br />
when there are 268435 456 cells –<br />
which is seven to eight years after the<br />
tumour has started.<br />
This contribute as an excellent tool<br />
for earlier diagnosis resulting in<br />
pro-active treatment options.<br />
Several ladies underwent<br />
thermographic scanning afterwards,<br />
with results that will be interpreted by<br />
qualified specialists in the US. <strong>The</strong><br />
results will then be sent through to the<br />
ladies.<br />

THE young children of the Wilhelmina<br />
Church in Dordrecht, in <strong>The</strong> Netherlands<br />
started to raise funds for the gardening<br />
project of the ACVV recently by making<br />
clay items, baking biscuits, arranging<br />
fun walks and other things.<br />
<strong>The</strong> ACVV is currently in their 13th<br />
year of supplying seeds to 500 indigent<br />
families in Dordrecht town and<br />
township. <strong>The</strong> twinning partnership<br />
between the two towns has been<br />
supporting the project through the<br />
years.<br />
This year, seven different types of<br />
seeds will be distributed to the people<br />
with extra money donated to be used<br />
for seed potatoes.<br />
<strong>The</strong> community grows good crops<br />
from their seeds, and is aiding the fight<br />
against malnutrition.<br />
<strong>The</strong>y also visited the Dutch Reformed<br />
Church, the Uniting Reformed Church,<br />
the twinning committee and various<br />
other stakeholders. Thanks for your<br />

<strong>The</strong> shows started on<br />
Thursday with packed halls over<br />
three nights bearing testimony<br />
to the popularity of Melodrama<br />
which has become known as the<br />
perfect opportunity to let your<br />
hair down and to enjoy a great<br />
time of laughter with family and<br />
friends every four years.<br />
After six months of hard work<br />
and countless hours of practice,<br />
the Tablers and their Gems<br />
produced a line-up of<br />
entertaining and sometimes<br />
awe-inspiring skits, ranging from<br />
popular dance numbers like the<br />
extremely popular Uptown Funk<br />
and Juicy Wiggle to the hilarious<br />
Wedding Day Pictures and At the<br />
Movies.<br />
areas and the four judges have<br />
deliberated and chosen 14 pictures – 13<br />
to cover the months from January <strong>20</strong>18<br />
to January <strong>20</strong>19 and an extra one for the<br />
c o v e r.<br />
Thanks to assistance from advertisers<br />
the printers have been given the<br />
go-ahead and it is hoped the finished<br />
product will be available from early in<br />
November. When they are ready the<br />
calendars will be sold for R100 each and<br />
the public may obtain copies from All<br />
Bright costumes and brilliant<br />
choreography lent to the magic<br />
of the show which was produced<br />
by Simone and Dean<br />
Goldschmidt and sponsored by<br />
Bowes McDougall Inc and 3%<br />
Comm Properties.<br />
<strong>The</strong> work that is put into such<br />
a mammoth production is often<br />
underappreciated – but not<br />
undervalued – and Round Table<br />
No16 produced yet another<br />
hilarious and entertaining show<br />
which not only gave the<br />
audience a chance to escape the<br />
drudgery of everyday life but to<br />
start salivating in anticipation of<br />
the next Melodrama.<br />
<strong>The</strong> skit auction at the end of<br />
the show raised a large amount<br />
of money which will be ploughed<br />
back into charity bodies in the<br />
Komani area.<br />

at risk of being hurt or<br />
even killed by passing<br />
cars. I am sure that<br />
Lotto or even the<br />
education department<br />
would show interest in<br />
funding such<br />

traffic boards and<br />
lumo vests for the<br />

It is quite an honour<br />

ONCE you have done research and made up<br />
your mind about going for high rental<br />
yields instead of high capital growth<br />
properties, the next step is to master the<br />
process of picking the right investment property.<br />

Subbramoney, says many inexperienced<br />
investors often get it wrong when choosing the<br />
first few rental properties, which is both costly<br />

ý Emotions – try and avoid falling in love<br />

an investment property and will be exploring a<br />
few options. This will help you make an<br />
informed decision and also negotiate a good<br />
price.<br />
ý Cost of maintenance – before buying your<br />
investment property, it is essential to establish<br />
the type of maintenance required.<br />
<strong>The</strong> idea with this property investment<br />
strategy is to make as much money as possible<br />
from the rental income, while avoiding ongoing<br />
expenses such as outsourcing maintenance.<br />
For example, it may be more practical to go a<br />
low maintenance unit like a flat or cluster,<br />
instead of a standalone house.<br />
However, if you are buying a house, it is<br />
important to get an expert to thoroughly inspect<br />
it for visible and hidden defects that may be<br />
costly to repair.<br />
ý Investigate rental yield – don’t just take the<br />
agents’ word about how much tenants are likely<br />
to pay for rent. Do your own research and find<br />
out how much other properties in the area are<br />
being rented out for.<br />
In this case, you risk ending up with a low<br />

to allay fears of a health<br />
Trisk after it was found<br />
that an Ilinge taxi driver who<br />
was ill with tuberculosis (TB)<br />
was continuing to ferry<br />
passengers in the area.<br />
Uncedo public relations<br />
officer Thulie Madoda said the<br />
association encouraged all taxi<br />
owners and drivers to be<br />
tested to ensure the protection<br />
of the health of their<br />
passengers.<br />
“As the association we do<br />
not allow drivers to drive until<br />
they are well, especially<br />
drivers who have TB. When we<br />
were informed that the driver<br />
had returned to work, we took<br />
him back to the [Ilinge] clinic<br />
and he was tested and his<br />
results came back negative.”<br />
He said some drivers feared<br />
that TB could not be cured and<br />
therefore did not disclose their<br />
st at u s .<br />
“When we see symptoms of<br />
ill health, we send the drivers<br />
to be tested.”<br />
Madoda said the association<br />
encourages the community to<br />
lodge complaints with the<br />
association if the drivers did<br />
not treat the passengers well<br />
or if they were drunk.<br />
“People can come to the taxi<br />
association offices with their<br />
complaints and we will attend<br />
to the matter. <strong>The</strong> taxi industry<br />
relies on the passengers. We<br />

<strong>The</strong> department of health<br />
organised a TB screening<br />
campaign and invited NGOs,<br />
including the TB HIV Care<br />
Association at the Ilinge taxi<br />
rank near the clinic recently.<br />

sub-district, along with the<br />
Enoch Mgijima Local<br />
Municipality and<br />
non-government organisations,<br />
also conducted a community<br />
dialogue and TB awareness<br />
campaign.<br />

“<strong>The</strong>re are people who do not<br />
know which services they have<br />
a right to, so we raised<br />
awareness of TB and HIV<br />

Sputum was collected from<br />
various people and sent to<br />
Frontier Hospital for testing<br />
with the results to be sent to<br />
the clinic.<br />

New interns settle in at CHDM<br />
THE Chris Hani District Municipality<br />
(CHDM) has welcomed 40 new interns that<br />
will serve for a period of two years.<br />
<strong>The</strong> interns are unemployed graduates<br />
who are bona fide residents in the district,<br />
who have not been employed before and<br />
who have not undergone an internship.<br />
According to a press release by CHDM,<br />
their service began on September 30 and<br />
they have been placed in different offices<br />
based on their qualifications. <strong>The</strong> interns<br />
get a monthly stipend of R5000.<br />
This marks the third intake of interns by<br />
CHDM with some of the interns from the<br />
two preceding intakes being employed in<br />
CHDM and other institutions.<br />
<strong>The</strong> internship programme was first<br />
launched by CHDM in <strong>20</strong>11 with the<br />
purpose of assisting unemployed<br />
graduates to bridge the experience.<br />
All interns are assigned mentors who<br />
guide them throughout the internship<br />
programme ensuring that they attain<br />
required skills which make them<br />
m a r ke t a b l e .<br />
Intern Andile Mbandezi from<br />
Westbourne said “I obtained a BA degree<br />
in Development studies in <strong>20</strong>15 at the<br />
University of Zululand and also completed<br />
a Honours degree in Community<br />
Development in <strong>20</strong>16. I have been anxious<br />
to get my first job and up to now I had not<br />
been successful. I believe when I have<br />
completed my internship programme I will<br />
be better able to attract employers as I<br />
need to plough back the knowledge I<br />
attained in university.<br />
“I also see this as an opportunity to<br />
market myself as a dedicated hardworking<br />
and competent employee.”<br />
An advert inviting applications for<br />
internship was published in July and a<br />
recruitment process followed afterwards.<br />
In ensuring that it is only suitable CHDM<br />
citizens who apply, a process of<br />
verification was also undertaken to<br />
ascertain residency and employment<br />
histor y.<br />
New structure wants to help the needy<br />

THE Basil February Detachment<br />
is a Komani body which has<br />
been established to assist<br />
members of the community in<br />
meeting challenges such as<br />
obtaining identity documents.<br />
While the body is currently<br />
made up of mainly ANC<br />
members, it aims to assist<br />
people regardless of their<br />
political affiliation.<br />
Acting chairman of the<br />
interim board Peter King said<br />
community leaders needed to<br />
realise the needs of the people.<br />
“<strong>The</strong> structure was<br />
established last year with an<br />
objective of helping people who<br />
are struggling to get help from<br />
the government, such as<br />
pensioners who do not have<br />
any identity documents, and<br />
can therefore not receive social<br />
grants.”<br />
He said the aim of the body<br />
was not “to fight with<br />
government” but to ensure that<br />
communities knew and<br />
benefitted from their rights.<br />
<strong>The</strong> structure was also<br />
hoping to work with ward<br />
commit tees.<br />

say about refuse<br />

NON-GOVERNMENTAL or g a n i s at i o n Institute of<br />
Zero Waste in Africa (IZWA) has indicated that<br />
various stakeholders are responsible for keeping<br />
towns and areas clean and free of litter.<br />
<strong>The</strong> <strong>Rep</strong> reported (“Litter outrage”, <strong>October</strong> 6)<br />
about the growing concern about the levels of<br />
pollution of Komani rivers and air pollution due to<br />
the dumping of refuse and rampant littering in<br />
the area. Questions were sent to national IZWA<br />
coordinator Muna Lakhani, who said that if<br />
people were harmed by the actions of (usually)<br />
corporations, it could be considered a crime.<br />
“Pollution of rivers is the department of wat e r<br />
a f fa i r s ’ primary responsibility and the<br />
municipality to provide safe and dignified<br />
sanitation. <strong>The</strong> department of environmental<br />
affairs can take up any pollution concern,<br />
especially from corporations.”<br />
Reacting to concerns about livestock grazing<br />
amid plastic bottles and bags in Komani, he said<br />
companies should take responsibility for what<br />
they manufactured, but packaging businesses<br />
often did not consider this.<br />
“Not only do livestock die from this, but they<br />
also absorb harmful chemicals, which then find<br />
their way into people through the food they eat.”<br />
Two years ago, <strong>The</strong> <strong>Rep</strong> series “Drowning in<br />
filth” indicated concern over waste and illegal<br />
dumping in the then Queenstown area.<br />
At the time, the former Lukhanji Municipality<br />
(EMLM) committed itself to a cleaner area, with<br />
spokesman Fundile Feketshane saying the local<br />
authority had to replace its old fleet of refuse<br />
removal vehicles to ensure reliable collection.<br />
Equipment to clean illegal dumping sites,<br />
including a new front-end loader, was needed.<br />
<strong>The</strong> municipality had a door-to-door awareness<br />
campaign two years ago, working with the<br />
organisation <strong>The</strong> Youth Job in Waste Programme.<br />
EMLM spokesman Gcobani Msindwana this<br />
week confirmed that the query on the refuse<br />
problem had been received and that it had been<br />
sent to the relevant stakeholders for comment.<br />
<strong>The</strong> municipality had not responded at the time of<br />
going to press.<br />
CHDM campaign<br />
to conserve water<br />
THE Chris Hani District Municipality (CHDM) was<br />
hosting awareness campaigns to urge residents to<br />
save water amid an ongoing drought.<br />
<strong>The</strong> <strong>Rep</strong> contacted CHDM after the newspaper<br />
was contacted by residents asking why car<br />
washes remained operational despite water<br />
restrictions which were being imposed in the area.<br />
CHDM spokesman Thobeka Mqamelo said the<br />
awareness campaigns were targeting<br />
establishments like car washes and other<br />
businesses, schools (which had been discovered<br />
to be high water-users possibly due to high<br />
volumes of water leaks), hospitals, government<br />

Pet dog raises ire of<br />
Tafelberg residents<br />

A FURORE has erupted over a<br />
dog which residents of Tafelberg<br />
Road, Top Town, in Komani say is<br />
putting their safety at risk.<br />
<strong>The</strong> most recent incident<br />
involving the dog, occurred two<br />
weeks ago, when a domestic<br />
worker had to be taken to<br />
hospital, apparently after she<br />
was chased by the dog.<br />
<strong>The</strong> woman, who declined to<br />
be named, told <strong>The</strong> <strong>Rep</strong> this<br />
week, that she was walking past<br />
a home when she saw the dog<br />
lying outside an open gate.<br />
“I continued walking because I<br />
thought the dog was harmless,<br />
and then out of the blue, it<br />
chased me. I was frightened and<br />
ran. I tripped and hit my head on<br />
the tar,” she said.<br />
<strong>The</strong> woman said she was still<br />
lying on the ground following the<br />
fall, when the dog ran back to<br />
the home after being called by its<br />
owner. She was bleeding from<br />
the left side of the head and had<br />
bruising to her forehead.<br />
“<strong>The</strong> dog’s owner took me to<br />
the hospital and said she would<br />
return to pick me up. I received<br />
treatment and I got stitches to<br />
the side of my head.”<br />

seen the gate open a number of<br />
times, she should not be keeping<br />
her dog behind the gate.”<br />
A neighbour, who also wanted<br />
to remain anonymous, said<br />
residents lived in fear of being<br />
attacked. A meeting had been<br />
held with the municipality last<br />
year where it was promised that<br />
action would be taken, but<br />
nothing had transpired.<br />
She said when residents of the<br />
neighbourhood tried to speak to<br />
the dog owner, they were told<br />
that they were racist.<br />
“I am not a racist. Of the 10<br />
people who were victimised by<br />
the dog, most were black. I want<br />
to walk on the street freely, but I<br />
can not do so without a stick and<br />
I worry about that the dog will<br />
attack my grandchild who is just<br />
over two years old,” the<br />
neighbour said.<br />
Zama Mateza, whose mother<br />
owns the dog, said they knew<br />
nothing about the 10 alleged<br />
victims as none had approached<br />
them about the allegations.<br />

In his years of service, he said<br />
he has seen stock theft move to<br />
a point where it is now an<br />

“Stock theft is a difficult crime<br />
to solve. <strong>The</strong>y always say murder<br />
is easier to solve than stock theft<br />
because you do not eat your<br />
victim. You only have a certain<br />
amount of time to solve the case<br />
before the evidence is gone.”<br />
Erasmus said discipline in the<br />
police and promotion of junior<br />
members were the biggest<br />
challenges faced by the<br />
organisation. “I do not think that<br />
it is fair for a constable to serve<br />
16 years and still remain in the<br />
same position because no one<br />
wants to retire a constable.”<br />
This, he said, would make it<br />
difficult for future police<br />
members to complete 40 years<br />
of service.<br />
“<strong>The</strong> dog was not outside the<br />
premises when it barked at the<br />
woman. When I asked her what<br />
happened, she said she tripped<br />
over herself after hearing the dog<br />
bark. We do keep the dog locked<br />
in. <strong>The</strong> only problem is that my<br />
neighbours have a problem with<br />
me jogging with the dog on the<br />
leash,” the owner said.<br />
She said the employer of the<br />
woman who had fallen in the<br />
road, had threatened to sue them<br />
and said the SPCA had come to<br />
assess the dog and found<br />
nothing wrong with it.<br />

particularly in rural<br />
areas, to allow for the<br />
reporting of<br />
emergencies and illegal<br />

Griffiths Attorneys’ Legends and<br />
Youth tournament and drew the<br />
fixtures on Monday at Sthimela's<br />
Butchery and Braai in Ezibeleni.<br />
<strong>The</strong> tourney takes place this<br />
weekend with the local Soccer<br />
Legends to play as a curtain-raiser<br />
for the final on <strong>October</strong> 28.<br />
<strong>The</strong> event was attended by local<br />
clubs and players.<br />

the launch was to introduce Manelisi<br />

UNATHI Mkhefa Public Primary School Grade 7 pupil<br />
Inathi Nongauza represented the school at the education<br />
depar tment’s provincial Career Dress-Up Competition last<br />
Friday in East London.<br />
<strong>The</strong> competition, which is linked to the life orientation<br />
school subject, had pupils dressing up according to the<br />
careers they would like to follow after completing matric.<br />
Life orientation subject adviser and competition<br />
organiser Nonkosi Mabombo said as the department they<br />
sent out invitations to all schools in the district but since<br />
it was already exam time when the competition started at<br />
zone level, most schools did not participate.<br />
Unathi Mkhefa pupils Simanye Roda entered as a<br />
police officer, Nongauza as a medical doctor and Lilitha<br />
Cingo as a traffic officer.<br />
Roda, who won at zonal level, said, “We had to do<br />
some research on the careers we want to follow. We were<br />
always going to the library and had to prepare a<br />
Powerpoint presentation.”<br />
All three competed in the Komani district leg with<br />
Nongauza winning.<br />
“I was so excited to find out that I had won but nervous<br />
at the thought of competing at provincial level,” she said.<br />
Mabombo said the competition was important for<br />
Grade 7 pupils as it served as a vehicle for pupils to<br />
decide for themselves what they would like to be in life.<br />
“This competition teaches pupils to realise their<br />
interests and to choose a career accordingly. This will<br />
also help them when they get to Grade 10 and have to<br />
choose subjects.”<br />
Unathi Mkhefa deputy principal Nobuntu Peter said she<br />
was proud of the pupils.<br />

AN IKHALA TVET College<br />
student's dream has come true<br />
with the publication of the Xhosa<br />
book Izinto Zalo Mhlaba (Things<br />
of this World).<br />
Lundi Mdokwana, who lives in<br />
Komani and hails from Lady<br />
Frere, finally finished his book<br />
which he started writing in <strong>20</strong>06.<br />
Delays along the way led to<br />
him only continuing with the<br />
book again in <strong>20</strong>13.<br />
“I was busy with my school<br />
work, so I never really had time<br />
to spare and had to put the book<br />
on hold.<br />
“<strong>The</strong> book demonstrates the<br />
lives of people living in rural<br />
areas and why service delivery is<br />
difficult due to some people only<br />
wanting to meet their own selfish<br />
needs.”<br />
Mdokwana said he gained his<br />
inspiration and love for literature<br />
by reading Xhosa literature.<br />
“I love books because it gives<br />
you the opportunity to exchange<br />
information with people through<br />
books. Writing is a great stress<br />
r e l i e v e r. ”<br />
He said his parents were proud<br />
of him and supported him in his<br />
love for writing.<br />
He would also like for the book<br />
to be included in the school<br />
curriculum.<br />
“I believe we should support<br />
attempts for development.<br />
People who are interested in<br />
becoming authors, should not<br />
lose hope or be discouraged.<br />
“<strong>The</strong>y must continue to write<br />
although it is not easy.”<br />

Cartoon fun run on Friday as a<br />
fundraising project for the school’s<br />
Interact Club.<br />
<strong>The</strong> funds are to be used for the<br />
Interact Christmas project.<br />
Teacher in charge of the Interact<br />
Club, Antoinette van Greunen, said<br />
funds would be used mainly to buy<br />
food for two Hospices which the club<br />
suppor ted.<br />
“<strong>The</strong> race also afforded pupils the<br />
chance to relax as they prepare for<br />
their final exams. It is the first time that<br />
we are doing the race and we are<br />
hoping that it will become an annual<br />

the Interact Club, said it would be great<br />
to see the entire Komani community<br />
participating in the race.<br />
“It was a good way to get out and<br />
relax. We needed this break to unwind<br />
and have fun before going back to the<br />
books.”<br />
He will also add stability, physique<br />
and a different dimension to the<br />
Western Province backline. Ironically,<br />
his scrumhalf partner JP Smith have<br />
also changed alliance and moved to<br />
the Free State Cheetahs.<br />
Stander said this week, ”<strong>The</strong><br />
change of scenery will be good for my<br />
career and rugby – I can only improve<br />
as a player and person. I have set<br />
high standards for myself and my<br />
aspirations is to play Super Rugby and<br />
ultimately play for the Springboks.”<br />
He said he was willing to fight for<br />
the No10 jersey at WP.<br />
“Nothing comes easy in life and at<br />
times one must make sacrifices and<br />
take the necessary steps to succeed.”<br />
He was thankful to his father,<br />

hit <strong>20</strong>3 not out off 231 balls, including 30 fours to<br />
take the Knight’s total to 489 for five declared.<br />
Second was on 119 not out when the Knights<br />
resumed their innings at 376 for four and enjoyed<br />

QUEEN’S College Junior has been selected<br />
to represent the Eastern Cape at the <strong>20</strong>17<br />
Physical Education Challenge.<br />
<strong>The</strong> Challenge, a collaboration between<br />
SuperSport, Active Education and the National<br />
Sports Trust with support by the Ilifa Foundation,<br />
will have the Eastern Cape final taking place at the<br />
Queen’s Junior Fields next Friday.<br />

IT’S finally time for Komani to join the worldwide<br />
parkrun phenomenon.<br />
Tomorrow at 8am, Comrades legend Bruce<br />
Fordyce will oversee the launch of the first-ever<br />
Komani parkrun at the Queenstown Golf Club.<br />
Make sure you register before the run – either<br />
on www.parkrun.co.za or on Friday from 6pm at the<br />
golf club. Registration forms are also available at<br />
Louis Sports and MX Print in Komani and you will<br />
need the barcode issued to you to time your run<br />
on a weekly basis.<br />
Participation in the 5km run – or walk if you’d<br />
prefer – is free of charge.<br />
Individuals, groups, families and friends are<br />
welcome to come and enjoy a time of fun and<br />
exercise in the open air.<br />
