Crisis stations
... as EMLM financial status report to be sent to MEC
ANDISA BONANI
NOCH Mgijima Local Municipality
(EMLM) may not be able to pay Eskom –
and is running the risk of not being able
Eto pay salaries at the end of the month –
due to its current financial state.
The validity of a financial report,
of which the author is not known
and which was leaked to the
media, which details the current
financial challenges faced by the
local authority, was acknowledged
by EMLM executive mayor Lindiwe
Gunuza-Nkwentsha during a crisis
meeting called by concerned
business owners on Monday.
The report indicates that EMLM
had R4.25-million in its bank
account as of October 6.
The salary bill, due by October 25, is
R24.6-million while a whopping R40.8-million is
owed to Eskom. The total due to Eskom includes
interest of R503813 incurred in September when
the municipality paid only R16-million of a
R31-million bill.
The meeting was attended by various business
people, chaired by Ken Clark and Enoch Mgijima
Local Municipality (EMLM) officials, including
Gunuza-Nkwentsha and various other government
st a ke h o l d e r s .
Gunuza-Nkwentsha said she did not know how
the financial report tabled at the meeting had
been made public but that it was a true
reflection of the current status of the
municipalit y.
“The municipality currently does not have
money and it is difficult for us to pay
creditors. One of the main issues are [the]
strikes, they hinder us from collecting
money that is owed to us and we
therefore struggle to pay our bills.
“The issue of instability within the
municipality is also a huge problem – we
have no full-time management starting
from the municipal manager.”
The report indicated that from July to
September this year, only R25.8-million was
collected by municipality which fell short of
the expected R68.5-million.
Clark said he had not received his electricity
bill in two months and would be happy to pay
the money that would amount to millions because
it would help to relieve the Eskom debt.
Acting municipal manager
Mzoxolo Dingani said he wanted
to acknowledge that the
municipality did have
problems and that they were
doing everything to ensure
that the current situation
was addressed.
“We want permanent
solutions for all the
issues. On the issue of
staffing, the position of
municipal manager has
already been advertised
and we will follow up
on the appointments of
the CFO and other
director positions to
ensure that the
municipality is stable.
“We need to ensure
that the businesses are
booming in Komani as
they contribute
significantly to its
economy and the
employment of its residents.”
Clark said the core of the municipality needed to
function properly and that people with the suitable
capacity should be appointed to uphold the
mandate of the municipality which is to serve its
people.
The regular collection of revenue owed to the
municipality was imperative to
allow it to pay its bills.
The salary bill is
R24.6-million while
a whopping
R40.8-million is
owed to Eskom
“We need the revenue
collection to exceed the
monthly expenditure of the
municipality as it should. If
this does not happen, we will
have meetings like these
again and talk about the same
things without a resolution. It
is imperative that the senior
people within the municipality
are able to hold their officials
accountable.”
Consultant Peter Bezuidenhout who was tasked
by the municipality to evaluate its electrical
accounts, said the municipality’s Eskom bill was of
concern and that if the municipality did not settle
its bill by October 26, Eskom would issue a 14-day
notice for the payment to be made. Load-shedding
would be next to follow.
A Cooperative Governance and Traditional
Affairs (Cogta) representative, who would not give
her name, said the situation was embarrassing
because, while government was trying to sort out
the issues of other municipalities, they were not
aware of EMLM’s problems.
“While provincial government is currently
engaging Eskom on behalf of other municipalities,
this particular municipality did not come out as
having challenges,” she said.
“I know for a fact that the Cogta MEC [Fikile
Xasa] said there would be no bailouts for
municipalities – but when there is a crisis such as
this, discussions take place and a resolution is
taken. As Cogta, we did not know that EMLM
problems are of this magnitude.”
She suggested that a task team made up of
various stakeholders in the meeting was
appointed.
“Our job is to monitor municipalities and accept
reports, but I must say some of the reports we’ve
Enjoy some scarily low prices this October.
received from the mayor were deceiving because
the reports that were tabled to the MEC a month
ago when he came to this municipality, did not
reflect this kind of a crisis. We need to be truthful
on behalf of the communities and local
businesses.”
It was decided that the task team would look
into the issues of electricity within the
municipality and that it would ensure that a
certain amount of money be paid to Eskom before
the end of the month.
The media was asked to step out while the
stakeholders continued the meeting and set up a
task team. It was decided that the present Cogta
representatives would write a report to the MEC to
alert him about the situation in EMLM.
At the time of going to press, The Rep had not
yet been informed as to who would be serving on
the task team.
Poisoning of
dogs escalate
SONJA RAASCH
A WEEK after dog owners in the Weshof area
found eight dogs dead in their back yards,
another nine dogs have been reported as
poisoned – this time in the Komani Park
residential area of Komani.
The Rep reported (“Tragic poisoning of
Weshof dogs”, October 13) that eight dogs had
died after suspected cases of poisoning in the
residential area over the previous weekend. A
double cab bakkie was stolen from a nearby
premises at the same time.
An irate dog owner called The Rep on
Monday to report that nine dogs had been
poisoned in Komani Park at the weekend with
another two vehicles stolen.
She said the family had found their beloved
pet lying dead outside on Monday morning
and had taken it to a vet for a post-mortem.
The findings had proven that the dog had
ingested poison. She said she would be laying
charges with the police this week.
Isebella Blignault, who lost two sausage
dogs, said their bakkie was stolen on Saturday
night. Both their dogs had succumbed to the
poison, believed to have been ingested
through pellets thrown onto the front lawn.
Blignault said residents were also
concerned that a child could easily ingest the
poison with fatal results.
Unconfirmed reports yesterday were that a
further four dogs had been poisoned at
Amberdale just outside the town and that a
bakkie had been stolen.
State vet Dr Alan Fischer confirmed that he
had performed post-mortems on five dogs to
date. The dogs had ingested a poison in the
form of a blue-gray granule. The results of the
post-mortems were being awaited, but Fischer
said it was suspected that the poison was
either Aldicarb, a poison used as an
insecticide, or Sodium Fluro Acetate, also
known as Two-step. He confirmed that the
poisons could be fatal to humans if ingested.
Komani vet Elreza Klopper said 23 dogs and
two cats in total had been reported as
poisoned. Three dogs were treated but failed
to survive. The poison may be a combination
of different poisons mixed together and was
extremely fast-acting. She urged home owners
to inspect their yards and to consider any
strange substances/food thrown into their
yards as possibly dangerous and lethal.
Police spokesman Captain Namhla Mdleleni
confirmed that cases of theft of a vehicle and
of cruelty to animals were under investigation.
Community Policing Forum chairman
Andries Schlebusch said the CPF was aware of
the poisonings and asked residents to report
suspicious activity to him on 072-242-3261 or
to the police on 10111.
Lack of agendas halt meeting
ANDISA BONANI
A
N ENOCH Mgijima Local
Municipality meeting
turned to chaos soon
after it started on Friday as
councillors raised queries
about the lack of agendas.
The bickering started when
EFF councillor Luthando Amos
asked whether the meeting
was an ordinary or a special
meeting since councillors had
not received agendas.
Speaker Mzoxolo Peter said,
“I signed off the agendas the
previous Friday, therefore I do
not understand how the
agendas could not have
reached councillors in time.”
He said the meeting was a
special council meeting.
Acting municipal manager
(MM) Mzoxolo Dingani
claimed to have received an
instruction from someone,
whose name he did not reveal,
whom he said had told him not
to hand out the agendas.
Peter said such an
instruction would be out of
order and that he would follow
up on the matter.
DA councillor Chris de Wet
said there could be no official
meeting as councillors had not
received the agendas in time
and therefore could not
prepare. Council agreed to a
10-minute recess for members
to familiarise themselves with
the agendas. The media was
told not to return to the special
closed meeting.
A copy of the agenda was
however leaked with one of
the issues the contracts of
senior managers which had
expired.The Rep has copies of
letters written by mayor
Lindiwe Gunuza-Nkwentsha
informing former Tsolwana
Local Municipality officials
Similo Dayi, Mountain Siqaza
and Zandisile Nxano about the
termination of their contracts.
Officers recover
stolen trolleys
RED Guard response officer recovered two
trolleys stolen from a local cash and carry last
week. The suspects were released after the
owner declined to open a case, operations
manager Willie Reynecke said.
Two suspects who had tried to break into a
home in Top Town were apprehended and
handed over to the police last Wednesday.
A staff member who had allegedly stolen
goods at a local store was handed over to the
police and the items returned to the store on
S at u r d ay.
An off-duty response officer apprehended a
man following the theft of money from a
business in Ezibeleni, but the suspect was
released after the owner declined to open a
criminal case.
On Sunday, security officers on duty at a
local retail store apprehended a suspect for
theft and returned the goods to the manager. –
... while contracts take centre
stage in EMLM council discussions
In a letter dated September
26, Gunuza-Nkwentsha wrote
to the acting MM, instructing
him to investigate how Dayi
had been reporting for duty
and had received a salary in
September despite being
informed about the end of his
fixed-term contract on August
31. The mayor wrote to the
acting MM again on October 4,
stating that her office still had
not received a report with
regard to how Dayi had
received a salary after his
contract had been terminated.
The letter reads, “Kindly
advise as a matter of urgency
what steps you have taken to
remedy the situation and in
particular the irregular
payment of a salary for a
senior manager whose
contract expired without any
alternative arrangements
being agreed upon.”
In a legal opinion document
from Dayi’s lawyers, Ntsiki
Pakade Attorneys, it was
stated that Dayi had been
working after his contract had
ended, subjectively created an
expectation that the contract
would be renewed and that the
municipalit y’s silence on the
renewal of the initial
fixed-term contract left a lot to
be desired.
In another letter to the MM
dated October 4, the mayor
queried why Siqaza and Nxano
had been reporting for duty
after council had resolved on
June 7 that their contracts be
terminated. Their last working
day had been on September
30.
Gunuza-Nkwenstha wrote, “I
am afraid that the two
managers may take decisions,
make agreements or involve
themselves in supply chain
management processes which
could stand to be challenged
in future. The municipality will
not be liable for any claims of
compensation to the two
managers for any period
during which they reported for
duty during October. Any
person who acts contrary to
what council resolved, will be
personally held liable for all
and any costs that may arise
from such.”
Dayi declined to comment
as he was seeking legal
advice.
An e-mail was sent to EMLM
spokesman Fundile
Feketshane for comment on
the contracts of the officials,
including Siqaza and Nxano,
but no comment had been
received at the time of going
to press.
During Friday’s council
meeting it was resolved that
the contracts of senior
managers should be renewed
for a further three months.
CONCERN over the state
of infrastructure in the
Enoch Mgijima Local
Municipality (EMLM)
area took centre stage in
a crisis meeting
attended by executive
mayor Lindiwe Gunuza-
Nkwentsha, and acting
municipal manager
Mziwoxolo Dingani in
Komani on Monday.
Businessman Ken
Clark said electrical
infrastructure and roads
seemed to be the worst
hit.
“The municipality is
not budgeting the 6%
required by the National
Energy Regulator of
South Africa [Nersa] for
infrastructure repair. The
result is that the
infrastructure is going
b a c k wa r d s . ”
Input of between
R22-million to
R25-million could make
a difference in
preventing an electrical
crisis should another
transformer blow. An
amount of R128-million
over three years could
get the electrical system
back on track.
Clark said the
Waterdown Dam could
only supply 60% of the
town’s water and that
the Bonkolo Dam was
virtually empty. Both
dams could no longer
supply in the long-term
demands of the town
and it was essential for
the Xonxa Dam pipeline
to become operational.
“My business relies on
water and if I do not have
water, I do not have a
business and 500 people
will go without jobs.”
Concern existed about
the deteriorating state of
roads with some which
would have to be rebuilt.
Dingani acknowledged
that EMLM was facing
problems but, he said,
the authority was doing
everything possible to
address the situation.
“We have drafted a plan
to address the
infrastructure in
Ezibeleni, Queendustria
and other areas. We
need a lot of money to
address the situation
and currently we do not
have it.”
He said the previously
established idea of a
task team needed to be
revived. Relevant posts,
including that of the
municipal manager, had
been advertised.
Councillor Pamela
Xelo, who is in the CHDM
office of Integrated
Planning and Economic
Development, was in
accordance that the task
team needed to be
revived.
“We need to say what
needs to happen and it
needs to happen fast.”
Resources, skills and
capacity remained an
issue.
“The ANC-led
government is clear on
this, so when we talk
capacity, we mean we
will be critical in EMLM
when it comes to
employment.”
Border-Kei Chamber of
Business chairman Les
Holbrook said, “The only
way we are going to
solve these problems is
if we have the right
leadership. I recommend
that we choose two
captains – one from the
private sector and one
from the municipality.”
The representatives
would establish a team
to address the crisis.
A SUCCESSFUL Cuppa-4-Cansa was
hosted on Saturday in Dordrecht.
Ingrid Takis, a qualified
thermographist from Johannesburg,
was the guest speaker.
Digital infrared thermal imaging
(DITI) is a non-invasive test of
physiology to alert a doctor to changes
that can indicate early-stage breast
disease.
The benefit is that it offers the
opportunity of earlier detection of
breast disease that has been possible
through breast self-examination, doctor
examination or mammography alone.
It detects the subtle physiologic
changes that accompanies breast
pathology, whether it is cancer,
disease. This assist the doctor to plan
accordingly and lay out a careful
programme to further diagnose, and/or
monitor patients during and after any
treatment. It detects and records
ANDISA BONANI
DRAMA and performing arts coach
Nelisa Ndema hosted the third
annual Battle of Communities
Performing Arts Festival in the
Ilinge community hall on Saturday
to showcase the talents of young
people from Ilinge and Komani.
Ndema said she decided to host
the competition as young people
needed to keep busy.
The fun-filled and
heritage-themed event was divided
into various categories, including
dance, music, drama, poetry and
the cooking of traditional food.
Winners from the various
categories received cash prizes
with first-prize winners receiving
R1 000, second-prize winners R500
and third-prize winners R300.
Thulani Tembani, who came out
top for the best-cooked traditional
meal, said he cooked his favourite
meal, isophu, which is a
combination of corn and sugar
beans.
Judge Noluthando Majavu said
the competition was well attended
and the level of commitment from
artists was amazing.
“A bigger venue was used this
year as compared to previous
years and the turnout was
wonderful, including the support
from parents which is something
that did not happen before.
“The artists have improved
greatly which made it difficult for
us judges to choose the ultimate
winners, but we decided
unanimously on all the winners.”
STERKSTROOM – Soaking rain fell
in town and district over the past
two weeks. An average of 55mm
has been measured throughout the
district. Farmers are rejoicing as
planting season starts.
CONDOLENCES to the Kleynhans
CONGRATULATIONS to Jan and
the birth of their daughter Carmi in
son. Congratulations to all the
grandparents.
AN interesting tourist passed
through the district last week.
Dominic Luther from Manchester UK
has been touring Southern Africa on
his bicycle since March. He was
picked up by a local farmer of the
district, near Whittlesea. On hearing
that Dominic was heading to Lady
Grey, the farmer and his family
hosted him for the night and on his
way through Sterkstroom he had
coffee and cake at Horse Shoe B&B.
From Sterkstroom, he spent a night
in Jamestown, then onto Lady Grey.
He is currently in Lesotho and will
fly back to Manchester in early
November. He has spent six years
touring the world on his bicycle and
has so many interesting stories to
tell.
GOOD CAUSE: Charlotte van der Berg,
organiser of the Cuppa-for-Cansa
event, with Ingrid Takis
mammography to be effective, as it
provides a clinical marker to the doctor
or mammographer that a specific area
of the breast needs particularly close
e x a m i n at i o n .
According to research, it can pick up
early cancer cells when there is about
256 cells, as early as two years from
when a cancer starts to grow.
A mammogram only pick cancer up
when there are 268435 456 cells –
which is seven to eight years after the
tumour has started.
This contribute as an excellent tool
for earlier diagnosis resulting in
pro-active treatment options.
Several ladies underwent
thermographic scanning afterwards,
with results that will be interpreted by
qualified specialists in the US. The
results will then be sent through to the
ladies.
Numerous donations have been
received in aid of Cansa.
Thank you to all who attended the
talk, the Dordrecht Community Church
for the venue, and to Tim and Sharon
Salmon for sponsoring the guest
s p e a ke r ’s accommodation.
THE young children of the Wilhelmina
Church in Dordrecht, in The Netherlands
started to raise funds for the gardening
project of the ACVV recently by making
clay items, baking biscuits, arranging
fun walks and other things.
The ACVV is currently in their 13th
year of supplying seeds to 500 indigent
families in Dordrecht town and
township. The twinning partnership
between the two towns has been
supporting the project through the
years.
This year, seven different types of
seeds will be distributed to the people
with extra money donated to be used
for seed potatoes.
The community grows good crops
from their seeds, and is aiding the fight
against malnutrition.
They also visited the Dutch Reformed
Church, the Uniting Reformed Church,
the twinning committee and various
other stakeholders. Thanks for your
continuous support to Dordrecht SA.
ROUND&ABOUT
Ta b l e ’s Melodrama a laugh fest
THE photographs have been chosen and
printing is underway, so it will not be
too long before you can get your own
copy of the Komani calendar for
2018…and what a wonderful Christmas
gift it will make for anyone who used to
live here and still has nostalgic feelings
about our town.
In this project, initiated by the Anns of
the Queenstown Rotary Club, members
of the public were asked to submit
photos of the town and its surrounding
R
OUND Table No16 took their
audiences on a nostalgic
trip to the Wild West during
Melodrama 2017 at the weekend
– and what a ride it was!
The shows started on
Thursday with packed halls over
three nights bearing testimony
to the popularity of Melodrama
which has become known as the
perfect opportunity to let your
hair down and to enjoy a great
time of laughter with family and
friends every four years.
After six months of hard work
and countless hours of practice,
the Tablers and their Gems
produced a line-up of
entertaining and sometimes
awe-inspiring skits, ranging from
popular dance numbers like the
extremely popular Uptown Funk
and Juicy Wiggle to the hilarious
Wedding Day Pictures and At the
Movies.
areas and the four judges have
deliberated and chosen 14 pictures – 13
to cover the months from January 2018
to January 2019 and an extra one for the
c o v e r.
Thanks to assistance from advertisers
the printers have been given the
go-ahead and it is hoped the finished
product will be available from early in
November. When they are ready the
calendars will be sold for R100 each and
the public may obtain copies from All
Bright costumes and brilliant
choreography lent to the magic
of the show which was produced
by Simone and Dean
Goldschmidt and sponsored by
Bowes McDougall Inc and 3%
Comm Properties.
The work that is put into such
a mammoth production is often
underappreciated – but not
undervalued – and Round Table
No16 produced yet another
hilarious and entertaining show
which not only gave the
audience a chance to escape the
drudgery of everyday life but to
start salivating in anticipation of
the next Melodrama.
The skit auction at the end of
the show raised a large amount
of money which will be ploughed
back into charity bodies in the
Komani area.
Well done, Round Table No 16!
– Rep reporter
Wood in Queens Drive. A spokeswoman
for the Anns said, “We are very grateful
to all who submitted photos for
consideration. We are planning to invite
them all to an event when they will have
the opportunity to see all the entries
and we will give out prizes and copies
of the calendar to those whose pictures
were chosen.”
Those concerned will be notified of
the arrangements once they have been
finalised.
scholar patrols
KEEP IT SAFE: While
driving past some
schools in Mlungisi
this week, I noted that
there is a lack of
scholar patrols when
it’s home time for the
pupils.
The result is children
who run wild and are
at risk of being hurt or
even killed by passing
cars. I am sure that
Lotto or even the
education department
would show interest in
funding such
initiatives – all it
would need is some
traffic boards and
lumo vests for the
pupils.
It is quite an honour
for pupils to serve on
these patrol bodies
and it teaches
responsibility and
discipline. It also
shows that the schools
care for the wellbeing
of their pupils – so
how about it?
OPINION
EMLM –
it’s time to
get real
THE Enoch Mgijima Local strain is starting to show.
Municipality (EMLM) is in So, where to now? The Rep this
t rouble.
week reports on the formation of
Despite opposition, it was a task team which includes
decided in 2015 that the former members of the private sector
Lukhanji Municipality would and municipal representatives
amalgamate with the Tsolwana who will strive to find solutions
and Nkwanca municipalities to and to turn the ship around.
form a new local authority – What is positive is that there
EMLM – which would oversee the will be a joint effort to try and
towns of Komani, Tarkastad, turn EMLM into a financially
Hofmeyr, Whittlesea, Ilinge, Sada, viable entity and to ensure that
Sterkstroom and Molteno. service delivery happens in the
Tight financial restraints facing area. Now is not the time for
the former Lukhanji have since politics. We all have a vested
then bloomed into a crisis as interest in ensuring that the
power cuts and a lack of municipality and the area it
maintenance of infrastructure, serves recovers and that it,
resulting in the accompanying hopefully, grows and develops
woes of pot-holed streets without into a thriving structure.
lights, collapsing stormwater The benefits of local
drains, a filthy environment and government that is accountable
more with no money to fix it, take and prospers are manifold –
its toll on the area.
better services, improved
The added pressure of two working relationships with the
massive strikes by municipal community, investor confidence
workers within just over a year, and more jobs.
has done little to improve the A failing local government will
situation as the concern and result in the exact opposite –
grumblings over service delivery more unrest and protests, a lack
grow among residents.
of service delivery, disinvestment
To be fair, the new EMLM and less jobs.
inherited a difficult situation after It’s time to get real and to join
the amalgamation of three efforts – regardless of political or
municipalities – not one of which personal interests – to make this
was thriving financially – and the area work.
What next?
I HAVE never been to any other
country other than South Africa in
my 40 odd years of existence. Even
though that might be so, I bet ours
is one of the most eventful
count ries.
Things occur at breakneck speed
and if you do not keep abreast of
it, you will be left behind. I jokingly
said on Facebook that teachers
must from now on never include in
their tests to their pupils this
particular question: “Who is the
minister of what portfolio?”
This would
perplex the poor
pupils as our
commander-inchief
has a
nasty habit of
reshuffling his
cabinet as often
as a card player on the blackjack
table. His party, the ANC, seems
powerless to do anything about it.
By the look of things, December
is too far, so much water would
have flowed under the bridge by
then that it would well-nigh be
impossible to turn the tide. The
choice is simple, really – shrug
your shoulders and brace for more
or stand up and push back.
Both choices have their own
inherent risks and there are sure to
be casualties – but what is losing
bodyguards, a luxury car and a
driver as compared to the real
possibility of death and
imprisonment during the struggle?
Why are our gallant freedom
fighters so scared to stand up for
principles when their lives are not
in danger as compared to during
the struggle?
IN
TOUCH
... with Phumelele P Hlati
Have they gone so soft that their
comfort and job security are more
important than principle? Are VIP
lounges and five-star hotels so
impor tant?
Or were we sold a ruse about
these gallant fighters who were
going to march down Church Street
in Pretoria and liberate us all? Are
we seeing their real selves?
Can the ANC be saved or, more
importantly, are there enough
leaders of high moral standing and
integrity to right the capsizing
ship? Do those
leaders
possess what
is needed to
forge their way
through the
dirty tricks
that are sure
to come their way? Once again the
hopes are pinned on one person in
December to right all the wrongs. I
am afraid we are set to be
disappointed again.
The saying goes: “Histor y
teaches us nothing”.
People have said Zuma is not the
problem – instead its the
multitudes that allowed him to
ascend to the top.
All he is doing is being himself.
Now that has happened, what are
they doing to pull the country back
from the brink?
Not much, except whine at every
opportunity. Have I depressed you
enough? I had hoped to write
about the positives, but these are
hard to come by.
Even the brave loss by the
Springboks is still a loss – so here
we are.
Question: What best defines
a good leader?
Answer: A good leader is
someone who listens to others
and allows his or her inner
wisdom to learn, grow, change
and reflect.
Q: If you were to meet a
younger version of yourself,
what advice would you give
h i m?
A: Be strong and
courageous, and all your
dreams and desires will come
t rue.
Q: Do you think we are living
in the best or worst times
and why?
A: We are currently living in
the worst times ever, where our
leaders’ only concern is their
own enrichment. Our country’s
economy is in junk status
because of that and political
intolerance and instability is
also at its peak, hence the
political killings in
K wa Z u l u - N at a l .
Q: What is your typical
weekend like?
A: Playing cricket and going
DO YOU think society has
Luthando Dondolo from
Whittlesea
I think people do not have
enough knowledge about
depression, because they
have not experienced it or
they do not know someone
who is suffering from it.
Depression leads to people
to church with my family.
Q: Describe South Africa in
three words?
A: Democratic rainbow
Q: What is that one thing you
do everyday?
A: Pray.
Q: If you were an animal,
which one would you be and
why?
A: A lion, it's a symbol of
strength and courage.
Q: What do you think are the
biggest problems facing the
countr y?
A: Corruption, inequality and
pover t y.
Q: What is your motto in life?
A: Fight for what is right
until you have nothing left for
which to fight.
Q: What would you change
about Komani?
A: I would bring back the
love of sport and build and
maintain the sports fields so
that our children and the
younger generation can keep
on playing.
YOUR VOICE
What do you think about ...
GLADILE MINGA
committing suicide, because
they do not have enough
support from their relatives
and friends. It is not a
physical problem, but an
emotional one.
Gladile Minga from
Mlunigisi
Society is not aware
enough about depression.
People suffering from
depression tend to keep their
emotions to themselves.
I think there should be
support groups where they
could share their stories with
other people. I think it would
be better to share your story
with chairman of the Queenstown club
cricket association Siviwe Ngoqo
SIYABULELA MKOSI
NOLUTHANDO PETER
with a stranger, than with
someone you know because
some people are afraid of
being judged.
Siyabulela Mkosi from
E zibeleni
We as the society are not
fully aware of mental
illnesses like depression
because it is not talked
about as much as other
diseases. I think there should
be support groups for people
with depression and anxiety.
Noluthando Peter from
Khayelitsha
Depression is dangerous,
SITHELISO SINYANDA
as it makes people
delusional about things that
affect their lives. There
should be more awareness,
just like there is for HIV/Aids.
People do need support from
their families and friends.
Sitheliso Sinyanda from
Khayelitsha
I do not think people have
enough knowledge about
mental illnesses, and society
does not empathise with
people suffering from such
illnesses due to a lack of
knowledge. There is more to
depression than what people
think.

RE/MAX number one for listings in SA
...with Komani’s own office ready to be of help
RE/MAX of Southern
Africa is ranked as the
No 1 real estate brand in
the country based on
the number of listings.
According to property search
portal data, as at September
this year, RE/MAX had more
than 45 000 listings on its
books – nearly 15000 more
than its closest competitor –
and Komani has its own
RE/MAX office based at 46
Prince Alfred Street, ready to
be of help.
According to Adrian Goslett,
regional director and CEO of
RE/MAX of Southern Africa, the
reason the brand continues to
outperform other agencies
regarding the number of
listings is that the brand has
gained a reputation for getting
homes sold for the best
possible price, within the
shortest possible timeframe.
“Another key factor that has
contributed is that the brand
services all sectors of the
market. Our aim as a brand is
to be able to cater to all people
from all walks of life,” he says.
“We have listings within the
affording housing market, as
well as the luxury home market
and everything in between. We
have offices such as RE/MAX
sold high-end properties and
ONCE you have done research and made up
your mind about going for high rental
yields instead of high capital growth
properties, the next step is to master the
process of picking the right investment property.
CEO of Private Bank Lending at FNB, Praven
Subbramoney, says many inexperienced
investors often get it wrong when choosing the
first few rental properties, which is both costly
and not ideal when starting to build a portfolio.
He points out five mistakes to avoid when
choosing the right rental property:
ý Emotions – try and avoid falling in love
with the property. Rather weigh its potential to
attract quality tenants.
Don’t look for features that appeal to you, but
the market you are targeting.
ý Hasty decisions – talk to different property
agents and view a minimum of five properties
or units in the area before making your final
decision - unless you are taking advantage of a
good deal.
Also let the agents know that you are buying
an investment property and will be exploring a
few options. This will help you make an
informed decision and also negotiate a good
price.
ý Cost of maintenance – before buying your
investment property, it is essential to establish
the type of maintenance required.
The idea with this property investment
strategy is to make as much money as possible
from the rental income, while avoiding ongoing
expenses such as outsourcing maintenance.
For example, it may be more practical to go a
low maintenance unit like a flat or cluster,
instead of a standalone house.
However, if you are buying a house, it is
important to get an expert to thoroughly inspect
it for visible and hidden defects that may be
costly to repair.
ý Investigate rental yield – don’t just take the
agents’ word about how much tenants are likely
to pay for rent. Do your own research and find
out how much other properties in the area are
being rented out for.
In this case, you risk ending up with a low
rental yield and low capital growth property,
which will cost you as you may have to re-sell it.
ý Talk to experts - don’t be reluctant to share
ideas and seek advice from experienced
property investors. If possible, also join credible
property investment groups.
Taking advantage of advice and learning from
the mistakes of experienced investors will go a
long way in helping you to succeed.
“After selecting the right rental property, the
second most important thing is to consider is
how to finance the investment,” s ay s
S u b b r a m o n e y.
Investors who are planning to build a sizeable
rental portfolio can get more value from a
structured loan which provides secured finance
for larger property acquisitions, allowing them
to borrow against mixed collateral such as a
combination of property, shares, cash or
investment portfolio in order to take advantage
of opportunities.
“A viable high rental yield property investment
strategy depends on the rental income you get
as well as access to capital. As a result, finance
and skills required for selecting the right
property are critical elements for success,” s ay s
Taxi body
allays fears
of TB in Ilinge
SIMTEMBILE MGIDI
HE Uncedo Taxi
Association has moved
to allay fears of a health
Trisk after it was found
that an Ilinge taxi driver who
was ill with tuberculosis (TB)
was continuing to ferry
passengers in the area.
Uncedo public relations
officer Thulie Madoda said the
association encouraged all taxi
owners and drivers to be
tested to ensure the protection
of the health of their
passengers.
“As the association we do
not allow drivers to drive until
they are well, especially
drivers who have TB. When we
were informed that the driver
had returned to work, we took
him back to the [Ilinge] clinic
and he was tested and his
results came back negative.”
He said some drivers feared
that TB could not be cured and
therefore did not disclose their
st at u s .
“When we see symptoms of
ill health, we send the drivers
to be tested.”
Madoda said the association
encourages the community to
lodge complaints with the
association if the drivers did
not treat the passengers well
or if they were drunk.
“People can come to the taxi
association offices with their
complaints and we will attend
to the matter. The taxi industry
relies on the passengers. We
can be contacted on
082-699-38991.”
The department of health
organised a TB screening
campaign and invited NGOs,
including the TB HIV Care
Association at the Ilinge taxi
rank near the clinic recently.
The department of health
sub-district, along with the
Enoch Mgijima Local
Municipality and
non-government organisations,
also conducted a community
dialogue and TB awareness
campaign.
Professional nurse Sister
Fundiswa Mngxaso from TB
HIV Care Association said,
“There are people who do not
know which services they have
a right to, so we raised
awareness of TB and HIV
t e st i n g . ”
A large number of people
were tested.
Sputum was collected from
various people and sent to
Frontier Hospital for testing
with the results to be sent to
the clinic.
IT ALL COMES TO AN END: Ezibeleni school, Minah T. Soga Primary
hundreds of pupils’ academic lives over the past decades. Some of
the teachers will retire in January. Pupils performed traditional
dances for them. At the event are, from left, NomaRussia Madliwa,
FRESH START: The new interns at the Chris Hani District Municipality
Picture: SUPPLIED
New interns settle in at CHDM
THE Chris Hani District Municipality
(CHDM) has welcomed 40 new interns that
will serve for a period of two years.
The interns are unemployed graduates
who are bona fide residents in the district,
who have not been employed before and
who have not undergone an internship.
According to a press release by CHDM,
their service began on September 30 and
they have been placed in different offices
based on their qualifications. The interns
get a monthly stipend of R5000.
This marks the third intake of interns by
CHDM with some of the interns from the
two preceding intakes being employed in
CHDM and other institutions.
The internship programme was first
launched by CHDM in 2011 with the
purpose of assisting unemployed
graduates to bridge the experience.
All interns are assigned mentors who
guide them throughout the internship
programme ensuring that they attain
required skills which make them
m a r ke t a b l e .
Intern Andile Mbandezi from
Westbourne said “I obtained a BA degree
in Development studies in 2015 at the
University of Zululand and also completed
a Honours degree in Community
Development in 2016. I have been anxious
to get my first job and up to now I had not
been successful. I believe when I have
completed my internship programme I will
be better able to attract employers as I
need to plough back the knowledge I
attained in university.
“I also see this as an opportunity to
market myself as a dedicated hardworking
and competent employee.”
An advert inviting applications for
internship was published in July and a
recruitment process followed afterwards.
In ensuring that it is only suitable CHDM
citizens who apply, a process of
verification was also undertaken to
ascertain residency and employment
New structure wants to help the needy
SIVENATHI GOSA
THE Basil February Detachment
is a Komani body which has
been established to assist
members of the community in
meeting challenges such as
obtaining identity documents.
While the body is currently
made up of mainly ANC
members, it aims to assist
people regardless of their
political affiliation.
Acting chairman of the
interim board Peter King said
community leaders needed to
realise the needs of the people.
“The structure was
established last year with an
objective of helping people who
are struggling to get help from
the government, such as
pensioners who do not have
any identity documents, and
can therefore not receive social
grants.”
He said the aim of the body
was not “to fight with
government” but to ensure that
communities knew and
benefitted from their rights.
The structure was also
hoping to work with ward
commit tees.
Grace Schmidt said her
two-year-old grandchild has
been without a birth certificate
but due to intervention by the
Basil February Detachment this
was resolved.
“We are truly grateful for
what this organisation is doing
for us as the community.”
Julius Zila, 81, a Mlungisi
resident, said he had been
concerned about the lack of a
title deed for his home.
“I have been reporting my
matter to the Enoch Mgijima
Local Municipality’s (EMLM)
human settlements, and they
said they do not have it yet. I
have applied for the title deed,
but nothing is happening.
When the executive mayor of
EMLM Lindiwe
Gunuza-Nkwenstha was
handing out title deeds last
week, I was told by a municipal
official to go back to the human
settlements offices for
assistance, I have decided to
ask help from this organisation,
as I believe they can do
something for me.”
Themba Gwazube, 61, who
has been living without an
identity document, said things
became worse when his health
deteriorated while living in
Gauteng.
G wa z u b e ’s niece Rachel Rooy
said two weeks ago they went
to department of home affairs
to apply for another identity
document.
“Things are looking
promising and it looks like my
uncle may get it soon.”

THE REPRESENTATIVE 20 October 2017
Youth starts
ABONGILE SOLUNDWANA
SIVIWE Mgolodela from Komani
has launched a chat room,
Unor thodox.co.za with the aim of
allowing people to remain
anonymous when they make posts.
Mgolodela, a Bcom Management
Sciences student, majoring in
entrepreneurship and innovation
management at Stellenbosch
University, said he came up with
the idea of an anonymous chat
room two months ago. He and
fellow-student and web developer
Klensch Lucas set to work to
implement his vision.
“Unorthodox is about
authenticity where a person can
share his or her own experiences
and thoughts. This platform allows
people to be anonymous and
relieves the pressure to present
their ‘best selves’ leaving them
space to express their true selves.”
He said people were yearning for
greater authenticity “which does
not exist in present platforms
their identities. This cripples
people from being able to express
their true thoughts and emotions,
because they fear judgment. 100%
anonymity equates to 0% shame”.
Mgolodela said the world was
immersed in social media culture .
Dr. Martin Luther King Jr once said
that men hated one another out of
fear because they were strangers
who were separated by a lack of
c o m m u n i c at i o n .
“Those words played in my head
when I thought of social media.
“We are a generation that is
instantly and effortlessly
connected, yet there is still so
much division.
“Unorthodox would try to break
down barriers by creating an open
platform, where no profile, race,
gender, or sexual orientation,
exists. The emphasis is on seeing
the world through the eyes of
someone else and allowing people
to see the world through your
SUDOKU NUMBER 25 - Hard
What IZWA had to
say about refuse
SIMTEMBILE MGIDI
NON-GOVERNMENTAL or g a n i s at i o n Institute of
Zero Waste in Africa (IZWA) has indicated that
various stakeholders are responsible for keeping
towns and areas clean and free of litter.
The Rep reported (“Litter outrage”, October 6)
about the growing concern about the levels of
pollution of Komani rivers and air pollution due to
the dumping of refuse and rampant littering in
the area. Questions were sent to national IZWA
coordinator Muna Lakhani, who said that if
people were harmed by the actions of (usually)
corporations, it could be considered a crime.
“Pollution of rivers is the department of wat e r
a f fa i r s ’ primary responsibility and the
municipality to provide safe and dignified
sanitation. The department of environmental
affairs can take up any pollution concern,
especially from corporations.”
Reacting to concerns about livestock grazing
amid plastic bottles and bags in Komani, he said
companies should take responsibility for what
they manufactured, but packaging businesses
often did not consider this.
“Not only do livestock die from this, but they
also absorb harmful chemicals, which then find
their way into people through the food they eat.”
Two years ago, The Rep series “Drowning in
filth” indicated concern over waste and illegal
dumping in the then Queenstown area.
At the time, the former Lukhanji Municipality
(EMLM) committed itself to a cleaner area, with
spokesman Fundile Feketshane saying the local
authority had to replace its old fleet of refuse
removal vehicles to ensure reliable collection.
Equipment to clean illegal dumping sites,
including a new front-end loader, was needed.
The municipality had a door-to-door awareness
campaign two years ago, working with the
organisation The Youth Job in Waste Programme.
EMLM spokesman Gcobani Msindwana this
week confirmed that the query on the refuse
problem had been received and that it had been
sent to the relevant stakeholders for comment.
The municipality had not responded at the time of
going to press.
CHDM campaign
to conserve water
THE Chris Hani District Municipality (CHDM) was
hosting awareness campaigns to urge residents to
save water amid an ongoing drought.
The Rep contacted CHDM after the newspaper
was contacted by residents asking why car
washes remained operational despite water
restrictions which were being imposed in the area.
CHDM spokesman Thobeka Mqamelo said the
awareness campaigns were targeting
establishments like car washes and other
businesses, schools (which had been discovered
to be high water-users possibly due to high
volumes of water leaks), hospitals, government
departmental offices and households. – Rep
said the parade was also aimed
at paying tribute to those who
had lost their lives while serving
“There will always be risks in
Pet dog raises ire of
Tafelberg residents
ABONGILE SOLUNDWANA
A FURORE has erupted over a
dog which residents of Tafelberg
Road, Top Town, in Komani say is
putting their safety at risk.
The most recent incident
involving the dog, occurred two
weeks ago, when a domestic
worker had to be taken to
hospital, apparently after she
was chased by the dog.
The woman, who declined to
be named, told The Rep this
week, that she was walking past
a home when she saw the dog
lying outside an open gate.
“I continued walking because I
thought the dog was harmless,
and then out of the blue, it
chased me. I was frightened and
ran. I tripped and hit my head on
the tar,” she said.
The woman said she was still
lying on the ground following the
fall, when the dog ran back to
the home after being called by its
owner. She was bleeding from
the left side of the head and had
bruising to her forehead.
“The dog’s owner took me to
the hospital and said she would
return to pick me up. I received
treatment and I got stitches to
the side of my head.”
continue serving with pride and
bravery, in spite of the limited
resources at their disposal,
urging them to act honestly and
to avoid violating the law
themselves.
Vision 2030, which aimed to
bring safety to communities, was
a high mountain to climb.
“Children and women must
walk in the street in the middle
of the night without any fear.
“This is a challenge to police
members and the community to
take back their freedom.”
Cluster commander Major
General Thembisile Patekile said
the 195 police members who
were awarded medals were loyal
ser vants.
“We want to thank the police
for serving with integrity over the
years. When a police officer goes
to work he has no certainty of
returning home. There are a
number of them who never
returned.”
Erasmus said he was grateful
to have completed 40 years as a
She said the dog’s owner did
not return to fetch her as
promised.
“This woman was supposed to
make a follow-up because it was
her dog which chased me. I have
seen the gate open a number of
times, she should not be keeping
her dog behind the gate.”
A neighbour, who also wanted
to remain anonymous, said
residents lived in fear of being
attacked. A meeting had been
held with the municipality last
year where it was promised that
action would be taken, but
nothing had transpired.
She said when residents of the
neighbourhood tried to speak to
the dog owner, they were told
that they were racist.
“I am not a racist. Of the 10
people who were victimised by
the dog, most were black. I want
to walk on the street freely, but I
can not do so without a stick and
I worry about that the dog will
attack my grandchild who is just
over two years old,” the
neighbour said.
Zama Mateza, whose mother
owns the dog, said they knew
nothing about the 10 alleged
victims as none had approached
them about the allegations.
policeman. “Ever since I was
about five to six, I wanted to be a
policeman, I work with a great
team and I have a wonderful
c o m m a n d e r. ”
In his years of service, he said
he has seen stock theft move to
a point where it is now an
organised crime.
“Stock theft is a difficult crime
to solve. They always say murder
is easier to solve than stock theft
because you do not eat your
victim. You only have a certain
amount of time to solve the case
before the evidence is gone.”
Erasmus said discipline in the
police and promotion of junior
members were the biggest
challenges faced by the
organisation. “I do not think that
it is fair for a constable to serve
16 years and still remain in the
same position because no one
wants to retire a constable.”
This, he said, would make it
difficult for future police
members to complete 40 years
of service.
“The dog was not outside the
premises when it barked at the
woman. When I asked her what
happened, she said she tripped
over herself after hearing the dog
bark. We do keep the dog locked
in. The only problem is that my
neighbours have a problem with
me jogging with the dog on the
leash,” the owner said.
She said the employer of the
woman who had fallen in the
road, had threatened to sue them
and said the SPCA had come to
assess the dog and found
nothing wrong with it.
Enoch Mgijima Municipality
communications manager
Fundile Feketshane said
according to their records the
matter was thought to have been
put to rest as the dog was not
supposed to be outside the yard.
“ It is our firm belief that
everyone knows that dogs can be
vicious and must be kept in
locked places.We call upon
everyone to take the matter
s e r i o u s l y. ”
Police spokeswoman Captain
Namhla Mdleleni confirmed that
a case had been opened
following the injury to the woman
and the matter was under
i n v e st i g at i o n .
RADIO and television
personality, Nonala
Tose, who is on 5FM,
inspired John Noah,
Sixishe and St Theresa’s
Primary School pupils
as part of the John
Maxwell Team Global
Youth Week Initiative in
Komani last week.
Tose, who hails from
Komani, is a certified
John Maxwell Team
leadership trainer and
life coach.
“After hosting the
Global Youth Initiative
at Freedom Park in
Pretoria on Freedom
Day, I decided to bring
this leadership skills
development home to
Komani in order make a
long-term impact on
school pupils.
“This is just my way
of paying it forward and
making a long-term
difference in young
lives.”
The global initiative
was aimed at impacting
on half-a-million young
people through
encouraging them to
become great leaders.
Topics ranged from
leadership to
anti-bullying to
She said the initiative
was part of the
development phase of
the 2018 launch of
Africa’s first Leadership
Academy of Excellence.
“The academy is an
extra curriculum
training programme
that equips young
leaders like student
representative councils,
class leaders and other
young community
leaders with world-class
leadership skills
training and
mentorship. This
includes boot camps,
workshops, after-school
training and pairing
them with community
and business leaders.”
The district
department of
education assistant
director Madoda
Ndembe said it was a
fascinating experience
for pupils to be inspired
by someone of Tose’s
calibre.
“Quite often the norm
is to focus on
motivating high school
pupils and Tose has
shown that the best
place to start inspiring
learners is when the
pupils are young.”
SIVENATHI GOSA
ESKOM, in partnership
with the Intsika Yethu
Local Municipality,
hosted a public safety
media tour, as well as
safety awareness
campaign in Cofimvaba
at the Eskom customer
network centre on
We d n e s d ay.
Safety, hygiene,
environmental and
quality officer Rolly
McIntyre said the main
objective of the
campaign was to
educate people about
the dangers of
electricity and the need
to inform the company
of illegal connections.
“The main places that
we want to focus on are
the rural areas and
schools. We have been
in discussions with the
department of
education to int roduce
the dangers of
electricity in the
curriculum.”
Eskom was looking
to install telephones,
particularly in rural
areas, to allow for the
reporting of
emergencies and illegal
connections.
“We want to partner
with other stakeholders,
South African Police
Services, Emergency
Medical Services and
local municipalities.”
Intsika Yethu council
speaker Khanyisa
Mndleleni said the
municipality was based
in rural surroundings
where it was difficult
for people to be
connected.
“We are working well
with Eskom by
informing them about
where illegal
connections happen.
We also submit some
information about
people who are in need
of electrification. The
death rate is high when
it comes to people
being killed by wires
connected illegally.”
Senior manager of
the Eastern Cape
operating unit Unathi
Figlan said funds were
allocated from the
energy department with
villages identified as
beneficiaries.
“It is frustrating for
some community
members to see other
villages getting
electricity while they do
not have.
“We do not have a
choice as the money
that we are allocated
for that specific year,
will be for that certain
village.”
Figlan said the
Eastern Cape and
KwaZulu-Natal were the
only two provinces in
the country that had
high death rates of
people being killed by
electricity mainly due
to a lack of awareness.
A resident of Joe
Slovo, Nicholas Gambu,
said Eskom should
return and look at flood
lights that were not
working in the area as
this was resulting in an
increase in crime.

A new tournament for Ezibeleni youth
SIMTEMBILE MGIDI
THE Ezibeleni Zone 1 South
African Football Association
(Safa) officially introduced the
Griffiths Attorneys’ Legends and
Youth tournament and drew the
fixtures on Monday at Sthimela's
Butchery and Braai in Ezibeleni.
The tourney takes place this
weekend with the local Soccer
Legends to play as a curtain-raiser
for the final on October 28.
The event was attended by local
clubs and players.
Ezibeleni Zone 1 Safa secretary
Mawethu Nzayo said the purpose of
the launch was to introduce Manelisi
Griffiths who is an attorney from
Ezibeleni.
Nzayo said Safa indicated that
ANDISA BONANI
junior leagues should run from
January to October, so the under-15
league would be starting at the end
Pupil shines at
EC challenge
of the period. Teams from Ezibeleni,
Komani, Ilinge, Sada, Cacadu and
Ngcobo are expected to face off at
the Ezibeleni Stadium.
Griffiths said he was approached
by the Ezibeleni Zone 1 Safa
members to sponsor their junior
tournament.
“The slogan of the tournament is,
'Preserving the Past and Protecting
the Future’.”
He said the tourney would show
the legends how to continue playing
soccer locally while following a
healthy lifestyle and serving as
rolemodels for the youth.
The draw for the junior fixtures was
done by Griffiths: Young leaders v
Future Stars; Rovers v New Spurs;
Griffiths 11 v Moonlight; Sunrise v
Peace Makers; Holy Kings v Buddies;
UNATHI Mkhefa Public Primary School Grade 7 pupil
Inathi Nongauza represented the school at the education
depar tment’s provincial Career Dress-Up Competition last
Friday in East London.
The competition, which is linked to the life orientation
school subject, had pupils dressing up according to the
careers they would like to follow after completing matric.
Life orientation subject adviser and competition
organiser Nonkosi Mabombo said as the department they
sent out invitations to all schools in the district but since
it was already exam time when the competition started at
zone level, most schools did not participate.
Unathi Mkhefa pupils Simanye Roda entered as a
police officer, Nongauza as a medical doctor and Lilitha
Cingo as a traffic officer.
Roda, who won at zonal level, said, “We had to do
some research on the careers we want to follow. We were
always going to the library and had to prepare a
Powerpoint presentation.”
All three competed in the Komani district leg with
Nongauza winning.
“I was so excited to find out that I had won but nervous
at the thought of competing at provincial level,” she said.
Mabombo said the competition was important for
Grade 7 pupils as it served as a vehicle for pupils to
decide for themselves what they would like to be in life.
“This competition teaches pupils to realise their
interests and to choose a career accordingly. This will
also help them when they get to Grade 10 and have to
choose subjects.”
Unathi Mkhefa deputy principal Nobuntu Peter said she
was proud of the pupils.
STAR PERFORMANCES: Queen’s College athletes, back, Seth van Schoor
AN IKHALA TVET College
student's dream has come true
with the publication of the Xhosa
book Izinto Zalo Mhlaba (Things
of this World).
Lundi Mdokwana, who lives in
Komani and hails from Lady
Frere, finally finished his book
which he started writing in 2006.
Delays along the way led to
him only continuing with the
book again in 2013.
“I was busy with my school
work, so I never really had time
to spare and had to put the book
on hold.
“The book demonstrates the
lives of people living in rural
areas and why service delivery is
difficult due to some people only
wanting to meet their own selfish
needs.”
Mdokwana said he gained his
inspiration and love for literature
by reading Xhosa literature.
“I love books because it gives
you the opportunity to exchange
information with people through
books. Writing is a great stress
r e l i e v e r. ”
He said his parents were proud
of him and supported him in his
love for writing.
He would also like for the book
to be included in the school
curriculum.
“I believe we should support
attempts for development.
People who are interested in
becoming authors, should not
lose hope or be discouraged.
“They must continue to write
although it is not easy.”
