decisions regard<strong>in</strong>g detention of youth. A 2010 study found that use of <strong>the</strong><br />

screen<strong>in</strong>g <strong>in</strong>strument has resulted <strong>in</strong> a significant reduction <strong>in</strong> <strong>the</strong> proportion of<br />

African-American youth be<strong>in</strong>g deta<strong>in</strong>ed.<br />

In North Carol<strong>in</strong>a, <strong>the</strong> state Division of <strong>Juvenile</strong> <strong>Justice</strong> piloted a detention<br />

assessment <strong>in</strong>strument from January through June of 2012, which resulted <strong>in</strong> a<br />

22 percent overall reduction <strong>in</strong> detention admissions from <strong>the</strong> previous year,<br />

<strong>in</strong>clud<strong>in</strong>g a 24 percent reduction for African-American youth <strong>and</strong> a 16 percent<br />

reduction for <strong>Lat<strong>in</strong>o</strong> youth.<br />

Kenosha, Outagamie, <strong>and</strong> Rock counties <strong>in</strong> Wiscons<strong>in</strong> began us<strong>in</strong>g <strong>the</strong> <strong>Youth</strong><br />

Assessment <strong>and</strong> Screen<strong>in</strong>g Instrument (YASI) dur<strong>in</strong>g <strong>the</strong>ir case plann<strong>in</strong>g process<br />

to help <strong>the</strong>m make decisions regard<strong>in</strong>g conf<strong>in</strong>ement that were race-, gender-,<br />

<strong>and</strong> culture-neutral. In Rock County, through <strong>the</strong> use of <strong>the</strong> YASI <strong>and</strong> a<br />

graduated sanctions probation violation program, placements of youth <strong>in</strong> state<br />

correctional facilities dropped 88 percent between 2007 <strong>and</strong> 2009, <strong>and</strong> detention<br />

of youth of color for probation violations also decl<strong>in</strong>ed.<br />

Develop More Community-Based Alternatives<br />

Increas<strong>in</strong>g <strong>and</strong> exp<strong>and</strong><strong>in</strong>g pathways out of <strong>the</strong> juvenile justice system can help to<br />

reduce <strong>the</strong> disproportionate numbers of youth of color that are securely deta<strong>in</strong>ed or are<br />

conf<strong>in</strong>ed after adjudication. By develop<strong>in</strong>g more diversion programs <strong>and</strong> communitybased<br />

alternatives to <strong>in</strong>carceration—such as even<strong>in</strong>g report<strong>in</strong>g centers <strong>and</strong> evidencebased<br />

treatment programs <strong>in</strong> <strong>the</strong> community—jurisdictions have been able to reduce<br />
