U.S. CRIMINAL JUSTICE SYSTEM UNFAIR,<br />

UNJUST FOR HISPANICS<br />

WASHINGTON, D.C. – <strong>Hispanic</strong>s are overrepresented <strong>in</strong> <strong>the</strong> nation’s crim<strong>in</strong>al justice<br />

system, with <strong>Hispanic</strong> defendants imprisoned three times as often <strong>and</strong> deta<strong>in</strong>ed before<br />

trial for first-time offenses almost twice as often as whites, despite be<strong>in</strong>g <strong>the</strong> least likely<br />

of all ethnic groups to have a crim<strong>in</strong>al history, a report released today has found.<br />

Commissioned by <strong>the</strong> National Council of La Raza (NCLR), <strong>the</strong> nation’s largest<br />

<strong>Hispanic</strong> civil rights organization, <strong>the</strong> report – Lost Opportunities: The Reality of <strong>Lat<strong>in</strong>o</strong>s<br />

<strong>in</strong> <strong>the</strong> U.S. Crim<strong>in</strong>al <strong>Justice</strong> <strong>System</strong> – also found that <strong>Hispanic</strong>s represented 13 percent<br />

of <strong>the</strong> U.S. population <strong>in</strong> 2000, but accounted for 31 percent of those <strong>in</strong>carcerated <strong>in</strong> <strong>the</strong><br />

federal crim<strong>in</strong>al justice system. <strong>Hispanic</strong>s have one chance <strong>in</strong> six of be<strong>in</strong>g conf<strong>in</strong>ed <strong>in</strong><br />

prison dur<strong>in</strong>g <strong>the</strong>ir lifetimes, <strong>the</strong> authors found.<br />

“It is apparent that <strong>the</strong> crim<strong>in</strong>al justice system <strong>in</strong> this country is nei<strong>the</strong>r fair nor just for<br />

<strong>Hispanic</strong>s,” said Janet Murguia, NCLR’s executive director <strong>and</strong> chief operat<strong>in</strong>g officer.<br />

“Recent polls show that <strong>Lat<strong>in</strong>o</strong>s care very much about protect<strong>in</strong>g public safety <strong>and</strong><br />

fight<strong>in</strong>g crime, but <strong>the</strong>y recognize that be<strong>in</strong>g tough on crime is not always <strong>the</strong> same as<br />

be<strong>in</strong>g smart on crime. Our community is los<strong>in</strong>g a whole generation of people, <strong>and</strong> that is<br />

a national tragedy. What we need is a system that does a better job of protect<strong>in</strong>g public<br />
