Accord<strong>in</strong>g to <strong>the</strong> AIM review, network relationships can be <strong>in</strong>termittent and driven by<br />
short-term decision mak<strong>in</strong>g which possibly underm<strong>in</strong>es <strong>the</strong> stable relationships<br />
required for <strong>in</strong>novation. However, <strong>the</strong> latest data show that UK enterprises do cooperate<br />
with o<strong>the</strong>rs on <strong>in</strong>novation projects particularly up and down <strong>the</strong> supply cha<strong>in</strong>.<br />

<strong>The</strong> AIM review also <strong>in</strong>dicated that <strong>the</strong> network <strong>in</strong>frastructure <strong>in</strong> <strong>the</strong> UK, whilst it<br />
operates adequately, has limited impact <strong>in</strong> promot<strong>in</strong>g <strong>in</strong>novation because of <strong>in</strong>sufficient<br />
scale. <strong>The</strong>re are also large differences between regions <strong>in</strong> <strong>the</strong> scale and effectiveness of<br />
<strong>the</strong>ir network <strong>in</strong>frastructure.<br />
