or regional partners <strong>in</strong> all regions of <strong>the</strong> UK except Nor<strong>the</strong>rn Ireland where local<br />
partnerships were more prevalent.<br />
Overall <strong>the</strong> data shows that firms throughout <strong>the</strong> UK look beyond <strong>the</strong>ir immediate<br />
location when <strong>the</strong>y describe <strong>the</strong>ir customer base or when <strong>the</strong>y look for specialised<br />
sources of knowledge or collaboration opportunities (e.g. l<strong>in</strong>ks to <strong>the</strong> Science Base).<br />
Although many firms will of course rely on access to skilled labour on local or regional<br />
labour markets. This suggests that policy delivery needs to reflect a division of labour<br />
between regional and national government. National government has a greater role to<br />
play where <strong>the</strong>re are clear economies of scale or scope <strong>–</strong> for example develop<strong>in</strong>g<br />
technology programmes relevant to firms across more than one region.<br />
