ICT Training Catalogue There are four levels of certifications in Six Sigma, if individuals seek to gain this credential. These include yellow belt, green belt, black belt, and master black belt. However, the immediate needs of the GoJ can be satisfied with participants taking the yellow and green belt training. Target Audience: This training would benefit persons who are programmers or systems analysts; project managers; team leaders and team members who will participate in improvement projects; and anyone who support the planning and execution of process improvement projects. Individuals in the F02, F06, and F07 ICT Job Families are good candidates. Requirements and Qualifications: No special requirements for this training even though it is best that participants have a bachelor’s degree. ISO 9002 Description: The International Organization for Standardization (ISO) provides best practices on quality management. This type of training could help ICT leaders and practitioners streamline processes through effective documentation, corrective actions, and quality for improvement. ISO also provides training in information security management such as ISO 27001 that could also benefit ICT staff. Target Audience: while all ICT staff could benefit from quality management training the primary audience would the F07 Job Family that will need to ensure that quality services and products are delivered. Requirements and Qualifications: there is no special pre-requisites for this type training. Customer Service Training Description: Customer service training may already exists in training institutions and the GoJ can tap into what are already available instead of re-inventing the wheel. This type of training could be developed and customized specifically for the government services in Jamaica in order to address certain issues and target specific concerns. The objective of this training is to help build a good relationship among internal and external stakeholders of the government through highly trained ICT staff. Target Audience: This training should target all ICT Job Families for core competencies. In particular, those tasked with service delivery and support such as those in the F05, F06, and F07 Job Families would be highly suited for this training. Requirements and Qualifications: there are no special pre-requisites for this training. All ICT staff should be able to enroll in this training. Specialized Training Description: Special training for persons involved in SCADA, healthcare, Geographic Information Systems (GIS) – training provided by Spatial Innovision in Jamaica, artificial intelligence, and other highly specialized computing systems. Training in EMR/EHR and other healthcare technologies - including introduction to Health 24
ICT Training Catalogue Insurance Portability and Accountability Act (HIPAA) for privacy concerns. Vendor specific training such as IBM and HP since the government may employ extensive use of these types of equipment and software from these companies. Firewall training from Cisco and Palo Alto are also example training that may worth having. Fiber Optics Specialist Certification (Fiber Optics Association) Training for skills-based, application-based and fiber optics network design. This type of training may be customized for individuals working with the National Works Agency (NWA) in the installation of fiber optics cable backbone around the country. Skillsbased training should include: 1) outside plant installation; 2) termination (connectors); 3) splicing; 4) testing; and 5) fiber characterization. GoJ Procurement Guidelines training – for F08 Knowledge management – Enterprise content management training for F09. Some of the specialized training may need to be customized and developed in partnership with vendors or training providers. VIRTUAL IT TRAINING LABS These are two virtual training labs that may be used as lab environments. EC-Council iLabs Cisco NETLAB+ PROFESSIONAL MEMBERSHIPS Membership in professional organizations and associations are excellent resources for training that will benefit the GoJ. It is recommended that subscription to professional associations and institutions be made and access given to ICT staff within the GoJ. Membership can be in local, regional and international or global research associations and professional organizations. Example of professional organizations for ICT include the Association of Computing Machinery (ACM), the Institute of Electrical and Electronics Engineers (IEEE), the International Information Systems Security Certification Consortium (ISC) 2 , SAS, and other information systems, network and cyber security organizations and conferences. Membership is particularly good to keep abreast of developments in highly specialize technologies such as internet of things (IoT) artificial intelligence (AI) initiatives such as robotics. These can be used to stimulate ideas for the F10 ICT Job Family. 25
