The <strong>City</strong> as a Climate Machine<br />
Weltweit sind Städte mit den Auswirkungen des Klimawandels konfrontiert:<br />
Starkregen und heftige Gewitter verwandeln öffentliche Plätze in Seen.<br />
Städte und Gemeinden entwickeln Alarmpläne zum Schutz vor Hochwasser.<br />
Aus stillgelegten Gleisanlagen werden Naherholungsgebiete. So verschmelzen<br />
Natur und Infrastruktur und die Stadt wird zur Klimamaschine.<br />
Cities around the world are confronted with the effects of global climate<br />
change, as heavy rains transform public squares into ponds overnight. Cities<br />
and municipalities are developing emergency plans to protect against flooding.<br />
Former railway systems become urban spaces for nature and recreation.<br />
Ecology and infrastructure converge: the city becomes a climate machine.<br />

opportunity for design within the new perception of landscape architecture.<br />
Die Städte werden grüner. Mit Urbanisierung und Klimakrise<br />
wächst auch das Interesse an der Natur. Dabei<br />
wird sie oft technisch betrachtet und quantifiziert. Um<br />
wieviel Grad können Bäume die Temperatur der Straße bei<br />
Hitze senken? Wie viel Feinstaub kann der Hain binden? Wie<br />
viel Wasser versickert in der Rasenfläche? Die Frage: „Was<br />
leistet das Grün?“ bestimmt die Betrachtung. Stadtgrün wird<br />
zum Dienstleister degradiert, der technische Erfordernisse<br />
erfüllt. Die beherrschende ingenieursmäßige Sichtweise, mit<br />
der wir Jahrzehnte lang Graue Infrastruktur geplant und gebaut<br />
haben, wird jetzt auf die Stadtnatur übertragen.<br />
Viel sinnvoller wäre es, zu fragen: Wie können wir dem<br />
Klimawandel begegnen? Wie können wir einen funktionstüchtigen<br />
Naturhaushalt erhalten und gleichzeitig räumliche Qualitäten<br />
schaffen? Wo kann die Grüne die Graue Infrastruktur<br />
entlasten und wie lassen sich beide Systeme sinnvoll in die<br />
Stadt integrieren? Hier sind Landschaftsarchitekt*innen gefragt,<br />
die – gemeinsam mit Ingenieur*innen und Expert*innen<br />
für Wasserbau, Biologie, Medizin – neue, hybride Freiräume<br />
entwickeln. Grüne Infrastruktur kann beides: technische Aufgaben<br />
erfüllen und zeitgleich die Lebensqualität der wachsenden<br />
Städte zum Positiven verändern.<br />
Cities are becoming greener. Due<br />
to urbanisation and the climate<br />
crisis, interest in green thinking<br />
is increasingly common. In the process,<br />
however, nature is often viewed as a<br />
technically quantifiable factor. How<br />
much might the presence of trees reduce<br />
temperatures on the street during<br />
periods of extreme heat? How much<br />
fine dust is absorbed by urban green<br />
spaces? How much water is retained by<br />
urban green spaces? The central question<br />
becomes: ‘How well does green thinking perform?’ In this way, green infrastructure<br />
becomes a service-provider fulfilling technical demands. Thus the dominant,<br />
engineer-based mode of thinking, which has conceived of and built ‘grey’<br />
infrastructure, is also transferred onto urban nature.<br />
Perhaps deeper questions should be posed. How might we meaningfully deal<br />
with climate change? How can we maintain a well-functioning ecosystem and at<br />
the same time create spatial qualities? Where might green infrastructure relieve<br />
grey infrastructure, integrating both systems constructively into the city as a<br />
whole? These questions are posed to landscape architects, who – together with<br />
engineers, hydraulic engineers, biologists and medical professionals – develop<br />
new, hybrid public spaces. Complex green infrastructures have the capacity to<br />
fulfil technical tasks while also delivering a high quality of urban life.<br />

Die Auswirkungen des globalen Klimawandels zeigen<br />
sich zunehmend in extremen Wetterbedingungen und<br />
steigenden Meeresspiegeln. Küstenstädte sind davon<br />
besonders betroffen. Im Umgang mit den Veränderungen hat<br />
Kopenhagen nun einen ganzheitlichen Weg eingeschlagen. Die<br />
Stadt hätte, um den zunehmenden Niederschlägen und Überschwemmungen<br />
vorausschauend zu begegnen, auch konventionell<br />
vorgehen und die bestehenden Kanalnetze und Entwässerungssysteme<br />
ausbauen können. Damit hätte sie ihre Graue Infrastruktur<br />
optimiert. Stattdessen beschloss die Stadtverwaltung, einen<br />
„grün-blauen“ Ansatz zu verfolgen und gleichzeitig soziokulturelle Aspekte des<br />
Stadtlebens einzubeziehen. Die Lösung ist ein Netz von Parks, Wolkenbruch-<br />
Boulevards und Rückhaltebecken auf Straßenniveau. Öffentliche Parkanlagen<br />
fungieren als Speicher und bieten zugleich soziale Räume für Gemeinschaftsgärten<br />
und Sportplätze, die bei Wasserüberschuss zu Teichen oder Eishockeyfeldern<br />
werden. Kopenhagen hat die Gelegenheit genutzt, die städtischen<br />
Parks klimaresilient umzugestalten. Die Stadt zeigt damit, dass ein ganzheitlicher<br />
Ansatz, der die Bürger*innen ins Zentrum der Zukunftssicherung stellt,<br />
sich auf bemerkenswerte Weise für die Gesellschaft als Ganzes auszahlt. Mit<br />
dem Schutz vor den Kräften des Klimawandels steigt die örtliche Lebensqualität<br />
überirdisch, anstatt das Wasser unterirdisch abzuleiten. / TS<br />
The effects of global climate change are becoming apparent, with increasingly<br />
extreme weather conditions and sea levels on the rise. This affects<br />
coastal cities in particular. The city of Copenhagen has taken an integrated<br />
approach to anticipate these changes. In order to prepare for increased rainfall and<br />
associated flooding, the city could have simply expanded its existing sewer and<br />
drainage systems – in effect optimising its ‘grey’ infrastructure. But city officials<br />
decided on a more ‘green and blue’ approach, while integrating socio-cultural<br />
aspects of urban life. Rather than funnelling all stormwater through underground<br />
pipes, this option deals with water at street level through a network of parks, cloudburst<br />
boulevards, and retention zones. Public parks simultaneously function as an<br />
absorption mechanism, while also providing social services such as community<br />
gardens or sports fields that can function as ponds when there is excess water.<br />
Copenhagen has used the opportunity to redesign its parks, increasing climate<br />
resilience. The city demonstrates that a holistic approach that places citizens at<br />
the heart of future-proofing has a remarkable payback for society as a whole. This<br />
is about much more than burying big new water pipes underground. / TS<br />
