Trade facilitation and paperless trade implementation in Latin America and the Caribbean: Regional Report 2017

The Global Survey on Trade Facilitation and Paperless Trade Implementation (“Global Survey”) is a global effort led by the Economic and Social Commission for Asia and the Pacific (ESCAP) in collaboration with all of the United Nations Regional Commissions, namely, the Economic Commission for Latin America and the Caribbean (ECLAC), the Economic and Social Commission for Western Asia (ESCWA), the Economic Commission for Africa (ECA) and the Economic Commission for Europe (UNECE). The goal of the Global Survey is to gather information from the member states of the respective United Nations Regional Commissions on trade facilitation and paperless trade measures and strategies implemented at the national and regional levels. The results of the survey will enable countries and development partners to better understand and monitor progress on trade facilitation, support evidence-based public policies, share best practices and identify capacity building and technical assistance needs.

With<strong>in</strong> <strong>the</strong> Paperless <strong>Trade</strong> category, it is <strong>the</strong> establishment of an electronic s<strong>in</strong>gle w<strong>in</strong>dow<br />

system that would permit compliance <strong>and</strong> practice of most, or all, of <strong>the</strong> rema<strong>in</strong><strong>in</strong>g measures. A s<strong>in</strong>gle<br />

w<strong>in</strong>dow refers to a facility that enables parties <strong>in</strong>volved <strong>in</strong> <strong>trade</strong> <strong>and</strong> transport to submit documentation<br />

<strong>and</strong>/or data requirements for importation, exportation, or transit of goods through a s<strong>in</strong>gle entry<br />

po<strong>in</strong>t. 14 When <strong>the</strong> s<strong>in</strong>gle w<strong>in</strong>dow is electronic, <strong>in</strong>formation <strong>and</strong> communications technology (ITC) is used<br />

to allow data <strong>and</strong> documents to be submitted <strong>and</strong> exchanged electronically.<br />

As already noted, <strong>the</strong> region saw a seven po<strong>in</strong>t decrease <strong>in</strong> its overall <strong>implementation</strong> level for<br />

<strong>the</strong> establishment of an electronic s<strong>in</strong>gle w<strong>in</strong>dow with regard to <strong>the</strong> Global Survey 2015. While South<br />

<strong>America</strong> saw an eight po<strong>in</strong>t decl<strong>in</strong>e (from 79% to 71%), Central <strong>America</strong> improved its performance (from<br />

67% to 72%) <strong>and</strong> that of <strong>the</strong> <strong>Caribbean</strong> rema<strong>in</strong>ed almost unchanged (from 25% to 24%). The decrease <strong>in</strong><br />

<strong>the</strong> region’s overall performance is expla<strong>in</strong>ed both by South <strong>America</strong>’s lower performance <strong>and</strong> by <strong>the</strong><br />

higher weight of <strong>the</strong> <strong>Caribbean</strong> region. While only four of <strong>the</strong> 19 participat<strong>in</strong>g countries <strong>in</strong> <strong>the</strong> Global<br />

Survey 2015 were from <strong>the</strong> <strong>Caribbean</strong> (21%), seven of <strong>the</strong> 21 participants <strong>in</strong> <strong>the</strong> Global Survey <strong>2017</strong> are<br />

from that sub-region (33%).<br />

With<strong>in</strong> South <strong>America</strong>, <strong>the</strong> decl<strong>in</strong>e is expla<strong>in</strong>ed partly by <strong>the</strong> cases of Ecuador <strong>and</strong> Peru. While<br />

both countries answered <strong>in</strong> 2015 that <strong>the</strong>ir respective electronic s<strong>in</strong>gle w<strong>in</strong>dows were fully<br />

implemented, both reported <strong>in</strong> <strong>2017</strong> that <strong>implementation</strong> was only partial. The justification was that not<br />

all relevant parties were connected to <strong>the</strong> system (both <strong>in</strong> Ecuador <strong>and</strong> Peru) <strong>and</strong> that <strong>the</strong> system was<br />

not fully functional (Ecuador). In o<strong>the</strong>r words, <strong>the</strong> responses provided <strong>in</strong> 2015 seem to have been overly<br />

optimistic, overstat<strong>in</strong>g actual <strong>implementation</strong> levels. Overall, two South <strong>America</strong>n countries have<br />

reported full <strong>implementation</strong> of this measure <strong>in</strong> <strong>2017</strong> (Colombia <strong>and</strong> Paraguay), with five be<strong>in</strong>g at <strong>the</strong><br />

stage of partial <strong>implementation</strong> (Brazil, Chile, Ecuador, Peru <strong>and</strong> Uruguay). Argent<strong>in</strong>a (which did not<br />

participate <strong>in</strong> <strong>the</strong> Global Survey 2015) is at <strong>the</strong> pilot stage.<br />

In <strong>the</strong> case of Central <strong>America</strong> <strong>and</strong> Mexico, two countries (Costa Rica <strong>and</strong> Mexico) reported<br />

hav<strong>in</strong>g fully implemented electronic s<strong>in</strong>gle w<strong>in</strong>dows, while three reported partial <strong>implementation</strong> (El<br />
