Gateway Plan gets<br />

council approval<br />

The city of Groveport is looking west and north for redevelopment<br />

along two of the main roadway corridors into the town.<br />

On June 25, Groveport City Council unanimously approved the<br />

acceptance of the Gateway Corridor Plan.<br />

“This allows us to start making changes in our city codes,” said<br />

Groveport City Administrator Marsha Hall.<br />

“It’s got to be done,” said Councilwoman Jean Ann Hilbert.<br />

The plan arose following a study conducted by consultant<br />

James Hartzler at a cost of $8,800 to conduct a study of the<br />

Hamilton Road corridor between U.S. 33 and Bixby Road; and the<br />

Groveport Road corridor from State Route 317 west to Swisher<br />

Road.<br />

Groveport Finance Director/Assistant Administrator Jeff<br />

Green said the Groveport Community Improvement Corporation<br />

market study of the city being conducted this summer will also<br />

take the Hamilton Road and Groveport Road corridors into consideration.<br />

The Hamilton Road corridor is currently a mix of schools, warehouses,<br />

offices, township government, and other general commercial<br />

uses.<br />

The west Groveport Road corridor is a mix of warehouses, small<br />

businesses, and residences.<br />

Green previously stated the Gateway Corridor Plan will help<br />

the city to address: recommended land use, appropriate zoning,<br />

the overall aesthetic, what types of commercial development<br />

would best complement the existing industrial development, and<br />

what the best uses are for the vacant land on Hamilton Road and<br />

Groveport/Saltzgaber Roads.<br />

The plan’s recommendations<br />

Hamilton Road corridor:<br />

•Adaptive reuse of existing industrial buildings.<br />

•Establish a link between Homer Ohio Lane and Higgins<br />

Boulevard and extend Firehouse Lane.<br />

•Potential uses for the 40 acre AEP site: school use, AEP<br />

expansion, or flex space office/industrial (with flexible interior layouts<br />

and configurations). It is estimated around 300,000 to<br />

400,000 square feet of building space - most likely in several structures<br />

- could fit on<br />

the site.<br />

Pool makes crowd adjustments<br />

Summer has brought many seeking relief from<br />

the heat to the Groveport Aquatic Center and city<br />

officials are taking steps to manage the large crowds<br />

and to keep them safe.<br />

Groveport City Council and city administrators<br />

stepped up police presence in response to security<br />

complaints from patrons at the pool and also instituted<br />

new maximum occupancy rules.<br />

“Police presence will be increased on weekends<br />

and especially on hot days,” said Groveport City<br />

Administrator Marsha Hall.<br />

Groveport Recreation Director Kyle Lund said<br />

the security complaints involve patron altercations,<br />

including physical fights and verbal confrontations.<br />

“To my knowledge, we have had three issues this<br />

year thus far,” said Lund.<br />

The new maximum capacity policy reads as follows:<br />

“No day pass patrons (including those with<br />

pre-purchased day passes) will be permitted in the<br />

facility once 800 patrons have entered the facility.<br />

Only season pass holders (and their paying guests)<br />

will be permitted to enter the facility once 800<br />

patrons have entered the facility. No person shall<br />

enter the facility once 1,000 persons have entered<br />

the facility. Season pass holders (and guests in their<br />

immediate party) will be admitted ahead of persons<br />

who have a pre-purchased day pass and persons<br />

needing to purchase a day pass.”<br />

Hall said the new maximum capacity policy will<br />

enhance safety by making the amount of people in<br />

areas lifeguards cover more manageable. She said<br />

fewer people in the water at one time could also help<br />

reduce the possibility of injuries to pool patrons<br />

caused by overcrowding.<br />

The previous maximum capacity was unofficially<br />

around 1,000 to 1,100.<br />

“The facility never used an actual number in the<br />

past,” said Lund. “We called maximum capacity<br />

when lifeguards felt that they could no longer scan<br />

their zones properly. The 1,000 to 1,100 was an<br />

approximation. If a lifeguard does not feel that he or<br />

she can properly scan their assigned zone due to a<br />

large number of patrons, he or she notifies management.<br />

Management analyzes that particular area<br />

and other areas in the facility and talks to lifeguard<br />

staff and then determines if maximum capacity<br />

should be called.”<br />

According to Lund, there are between 18 to 22<br />

lifeguards scheduled per shift.<br />

“We currently have 65 lifeguards employed,<br />

including head lifeguards and assistant managers,”<br />

said Lund.<br />

Lund said the pool officials still have the ability<br />

to call maximum capacity before it reaches 800.<br />

“It really depends on how many people are in the<br />

water, not just in the facility,” said Lund. “On really<br />

warm days, there may be more people in the water<br />

as compared to days when the temperature is in the<br />

low 80’s.”<br />

Police & firefighters make good use of old school<br />

The old Groveport Madison High School<br />

on South Hamilton Road performed one<br />

more educational function before it will be<br />

demolished this summer.<br />

On June 8, Groveport Police and<br />

Madison Township Police used the now<br />

empty school for training on how to<br />

respond to active threat situations.<br />

Additionally, the Madison Township<br />

Fire Department held firefighter training<br />

sessions in the school from June 8-11.<br />

Josh Short. “We conduct this type of training<br />

due to the nationwide increase in active<br />

threat incidents and our desire to more efficiently<br />

stop one if it were to occur in our<br />

area. Using school locations is convenient<br />

for us due to the wonderful relationship we<br />

have with Groveport Madison Schools.”<br />

Madison Township Police Chief Gary<br />

York said officers were placed into a simulated<br />

“active threat” situation in which they<br />

were the initial responding officer and then<br />

had to locate and render the threat inactive.<br />

“We used the term ‘active threat,’<br />

because not all incidents involve the use of<br />

a gun,” said York. “Knives, improvised<br />

explosive devices, vehicles, or other objects<br />

could be used.”<br />

York said, by going through the scenarios,<br />

officers learned how critical the use of<br />

cover and tactical deployment is.<br />

“We attempted to make this training as<br />

real as possible,” said York.<br />

“Officers were given the details of the<br />

scenario and then had to recognize and<br />

react, while navigating the school, to eliminate<br />

the threat,” said Short.<br />

In the training scenario, officers were<br />

“dispatched” to the school on report of an<br />

active shooter with multiple victims. Once<br />

inside the officer had to safely and efficiently<br />

navigate the many halls, doorways,<br />

stairs, and rooms of the large school to<br />

quickly get to the shooter.<br />

“Once you start the scenario, you are<br />

totally focused on the situation, and it seems<br />

like it took forever, but it was literally over in<br />

about a minute,” said<br />

difficult when you are<br />

shooting at an actual<br />

moving person versus<br />

a paper target.”<br />

According to<br />

using modified<br />

weapons that can<br />

shoot blanks, to simulate<br />

real gunfire,<br />

and marking cartridges,<br />

which allow<br />

officers to engage<br />

the threat with nonlethal<br />

bullets.<br />

Short, who played<br />

the role of an active<br />

shooter, described<br />

his experience as the<br />

villain in the training<br />

session in one<br />

word: “Ouch!”<br />

York said officers<br />

were provided limited<br />

information and<br />

then a stimulus - the<br />

sounds of gun shots,<br />

loud noises or a person with a deadly<br />

weapon - where they needed to react based<br />

on their training and experience.<br />

“We placed the officers in a tough, realistic<br />

scenario, which induced stress and<br />

forced them to make quick decisions to end<br />

the threat,” said York.<br />

Short said that, once the shooter was<br />

located, officers employed tactics on how to<br />

penetrate the room to stop the shooter and<br />

avoid injury to innocent victims. Officers<br />

were also updated on proper procedures for<br />

afterwards, such as radio communication<br />

and first aid.<br />

By this type of training, Short said, officers<br />

experienced the negative physical<br />

responses, such as tunnel vision, rapid<br />

breath, shaking hands, caused by stress.<br />

“Through exposure, repetition, and after<br />

action assessment we want the officers to<br />

overcome the negative responses so their<br />

performance improves with each scenario,”<br />

said Short.<br />

Short said the training is important<br />

because active threat situations are<br />

increasing nationwide.<br />

“As with any criminal trend, law<br />

enforcement must respond with awareness<br />

and training to ensure the public we are<br />

committed to their safety,” said Short.<br />

York said training like this keeps things<br />

real for the officers.<br />

“It shows them areas of needed improvement,<br />

along with equipment adjustments<br />

and basically what works and what doesn’t,”<br />

said York.<br />

Firefighters take on a challenge<br />

Madison Township Fire Chief Jeff<br />

Fasone said when the chance to use the old<br />

high school for training arose, his department<br />

jumped at the chance.<br />

“Training opportunities are more likely<br />

a residential structure in disrepair or being<br />

cleared for other development,” said<br />

Fasone. “Commercial structures usually<br />

get remodeled instead of demolished. Old<br />

schools can also be remodeled. So, when<br />

you hear of an opportunity to use a school<br />

for training, you pounce.”<br />

Fasone said firefighters practiced several<br />

scenarios that required advancing hose<br />

lines charged with water long distances<br />

and up stairs. This included fire suppression<br />

techniques, forcible entry and downed<br />

firefighter rescue in zero visibility aided by<br />

the department’s smoke generator.<br />

“Some shifts took time after the drills to<br />

practice breaching cement block walls for<br />

emergency egress from the building,” said<br />

Fasone.<br />

Fasone said the training sessions challenged<br />

the firefighters.<br />

“Hot days in full fire gear,” said Fasone.<br />

“They would recon a fire alarm scenario,<br />

locate the fire area, get hose lines established<br />

to that area, then go ‘on air’ enter a<br />

zero visibility area and have to force a door<br />

to get to the seat of the fire. Once they<br />

found the seat of a simulated fire they were<br />

able to open the hose line and throw water<br />

inside the room until told the fire was out.”<br />

Fasone said extending long hose lines<br />

can present problems that can be avoided<br />

when you take time setting up.<br />

“Some door locks were set a little higher<br />

than expected, this made forcing entry in a<br />

blind environment more difficult and these<br />

doors were more robust than a door found<br />

in a residence,” said Fasone.<br />

Training such as this benefits firefighters,<br />

according to Fasone.<br />

“A lot of our training is computer or<br />

classroom based,” said Fasone. “We can<br />

build simulators and training aids to simulate<br />

a task that needs to be done. But<br />

that’s no match for getting to use the skills<br />

you’ve learned in a hands-on environment<br />

to add a sense of realism.”

Old tools test modern minds<br />

Have you ever looked at an old tool, machine, or<br />

utensil and wondered, “What is it?”<br />

The folks at Metro Parks’ Slate Run Living<br />

Historical Farm displayed 18 such items around the<br />

farm from June 19-24 and invited visitors to guess the<br />

name and function of each. The items were all tools<br />

used during the 1880s, which is the era that Slate Run<br />

Living Historical Farm represents.<br />

“The more unusual looking items were hard for people<br />

to figure out,” said Rachel Brooks of Slate Run<br />

Living Historical Farm. “Some people identified a few<br />

of the items after they carefully looked them over and<br />

reasoned out their function and whether or not they<br />

had any similarities to modern tools.”<br />

The task was more difficult for kids because they do<br />

not have the same broad reference points as adults.<br />

However, Brooks said the historical knowledge of some<br />

of the youthful visitors was impressive.<br />

“One boy instantly knew what the pot scrubber<br />

was,” said Brooks. (The pot scrubber looks almost<br />

medieval as it consists of a handle attached to metal<br />

chain mail.)<br />

I am humbled to say that I was able to name only 9<br />

of the 18 items. Some of the items I identified were: the<br />

ice cream scoop made up of a conical metal scoop with<br />

a key on top that turns a blade within the scoop to<br />

release the ice cream; a boot jack, used to help one<br />

remove one’s boots; a root cutter, which is a machine<br />

with a hand crank that cuts carrots, turnips and beets;<br />

an apple butter stirrer; and a potato grader that was<br />

used to sort potatoes.<br />

The potato grader consists of a cylindrical barrel<br />

with holes in it. One turns the handle and the small<br />

potatoes fall through into a pan. The larger potatoes<br />

that remained in the barrel were kept for human consumption<br />

or to be sold. The small taters were fed to the<br />

hogs because they would not bring much money at the<br />

market. Hence the saying, “Small potatoes.”<br />

said potatoes were not a big crop in Central Ohio in the<br />

1880s.<br />

“There’s too much clay in the soil for potatoes,” said<br />

Huels. “Northwest Ohio, where the ground was more<br />

mucky, produced more potatoes.<br />

The items displayed for the guessing game at Slate<br />

Run Living Historical Farm were all commonly used in<br />

the 1880s and were considered state-of-the-art technology<br />

for their time. Once essential tools, now they are,<br />

for the most part, gone for all practical purposes. It<br />

makes one wonder what every day items that we use<br />

now will be replaced and disappear. The typewriter<br />

and the rotary phone, which are now rarely seen, come<br />

to mind.<br />

so far this year,” said Lund.<br />

“That’s more than in a usual season,”<br />

Groveport celebrates Independence Day in a big way<br />

Groveport knows how to throw a<br />

party on the Fourth of <strong>July</strong>.<br />

The city’s annual Fourth of <strong>July</strong> celebration<br />

will feature the traditional<br />

parade, fireworks and more.<br />

“Our festival has a special hometown<br />

feel. There’s a closeness to it,”<br />

said Groveport Mayor Lance<br />

Westcamp. “We are ‘Central Ohio’s<br />

Hometown.’”<br />

The parade and grand marshal<br />

The celebration will take place on<br />

<strong>July</strong> 4 and begins with the parade at 11<br />

a.m. The parade starts at the<br />

Groveport Recreation Center and then<br />

goes west on Main Street, then north<br />

on Hendron Road and ending at<br />

Glendening Elementary.<br />

Westcamp said the parade is one of<br />

his favorite things about the festival.<br />

“It’s a chance to see a lot of people<br />

who have moved away, but who return<br />

to town for the parade,” said<br />

Westcamp. “People always come back<br />

home.”<br />

Westcamp said the 12<strong>1st</strong> Air<br />

Refueling Wing of the Ohio Air<br />

National Guard, located at<br />

Rickenbacker International Airport, is<br />

this year’s grand marshal for the city’s<br />

Fourth of <strong>July</strong> Parade.<br />

Colonel Mark Auer, the commander<br />

of the wing, will represent his unit’s<br />

1,200 airmen and women in the<br />

parade.<br />

The 12<strong>1st</strong>’s mission is to deliver<br />

worldwide air refueling, disaster relief<br />

and combat support. Its official designation<br />

was received in November 1950.<br />

Since then, the unit has supported a<br />

number of missions, including the<br />

Korean Conflict, Berlin Crises, Gulf<br />

War, and Operation Enduring<br />

Freedom after 9/11.<br />

Considered one of the premier units<br />

in the Air National Guard and Air<br />

Force, its men and women are dedicated<br />

to continuing their record of outstanding<br />

service to the nation, state<br />

and community. The unit has received<br />

four Air Force Outstanding Unit<br />

Awards.<br />

In October 2017, a KC-135<br />

Stratotanker, the “Pride of Groveport,”<br />

was dedicated in honor of Groveport.<br />

Westcamp said he is proud of<br />

Groveport’s relationship with the<br />

12<strong>1st</strong>, and hopes the unit considers the<br />

city its “Hometown.”<br />

Fireworks!<br />

Fireworks at Heritage Park begin at<br />

dusk on <strong>July</strong> 4 accompanied by patriotic<br />

music. Tune into 88.3 FM on your<br />

radio to hear patriotic background<br />

music for the fireworks. Anyone within<br />

a two mile radius of the festival will be<br />

able to pick up the coordinated music.<br />

“The radio connection will make the<br />

fireworks even better,” said Westcamp.<br />

“It’s going to be unbelievable.”<br />

<strong>July</strong> 7, at dusk.)<br />

My bars of expectation were set low for<br />

“Fallen Kingdom,” the sequel to the 2015<br />

dinosaur romp “Jurassic World.”<br />

‘Surely, it can’t be any worse,’ is what I<br />

thought while waiting for the screening to<br />

start and yet it was able to pull out a surprise.<br />

Admittedly, “Fallen Kingdom” is not a<br />

great film, but it makes for a far better<br />

viewing experience than its predecessor.<br />

It’s equally as stupid and silly, but the content<br />

within is slightly more resonant than<br />

whatever it was that was in the one that<br />

came before.<br />

It is set four years after carnivorous<br />

dinosaurs killed and maimed hundreds of<br />

tourists at the ancient beast resort of Isla<br />

Nublar and things are still not going so<br />

well throughout the land.<br />

Though previously established as being<br />

built on a dormant volcano, Isla Nublar is<br />

now ready to blow because plot advancement<br />

dictates it to be so.<br />

Most animal lovers across the globe are<br />

pushing for the remaining species to be<br />

rescued and leading the charge is Claire<br />

Dearing (Bryce Dallas Howard), the previous<br />

head of operations at Jurassic World<br />

and the non-sensible shoe wearer of prehistoric<br />

creature chase scenes.<br />

Benjamin Lockwood (James Cromwell)<br />

reaches out to Claire and proposes to fund<br />

the rescue mission.<br />

In turn, she reaches out to her former<br />

partner and noted velociraptor trainer<br />

Owen Grady (Chris Pratt) for assistance.<br />

Taking the position of the majority of<br />

the public, Owen initially believes they<br />

should let the dinosaurs die on the island<br />

to correct the hubris of humans who<br />

believed they could and should be cloned.<br />

But his mind is changed when he is told<br />

that Blue, the slightly more emphatic<br />

velociraptor, is still living on Isla Nublar.<br />

Because there is another film to follow<br />

this — it is set to be released in 2021 — the<br />

rescue mission does not go as planned and<br />

we are introduced to multiple plot points<br />

related to human cloning, dinosaur warfare<br />

and how people would fare should<br />

dinosaurs be released into the world.<br />

My guess on the latter is not great, but<br />

there are some people I wouldn’t mind<br />

being whisked away by a flock of<br />

Pteranodons.<br />

While “Fallen Kingdom” is an overall<br />

silly movie, it works in a way that<br />

“Jurassic World” didn’t by offering more<br />

thought about human stupidity, conservation,<br />

and animal rights.<br />

I never expected to see a message about<br />

the importance of the latter two in a summer<br />

blockbuster movie not named ‘Planet<br />

of the Apes,’ but here we are.<br />

Perhaps because the expectations were<br />

set so low, I found “Fallen Kingdom” to be<br />

not half bad. It’s entertaining, non-dragging<br />

and just a decent way to spend two<br />

hours.<br />

Cell tower<br />

In 2016, the city of Groveport approved<br />

Verizon’s request for a cell tower to be<br />

placed on the water treatment plant site.<br />

The company put the plan on hold. Now,<br />

according to city officials, Verizon is ready<br />

to build the cell tower, but needs a site<br />

east of the original site. There are discussions<br />

to erect the tower near the city’s<br />

public works facility on the east end of<br />

Groveport. According to City<br />

Administrator Marsha Hall, the tower<br />

could be built in 2019.<br />

New GMHS dedication<br />

The dedication ceremony for the new<br />

Groveport Madison High School will be<br />

held Aug. 29 from 7-9 p.m. The Groveport<br />

Madison School District extends a community-wide<br />

invitation to attend the ceremony.<br />

following demolition of the building this<br />

summer, according to school district officials.<br />

The demolition contractor will maintain<br />

a pile of salvaged bricks so that the<br />

public may have a keepsake item from the<br />

school. The brick pile will be located close<br />

to the main entrance of the site. If you stop<br />

by to get a brick, be careful, as the bricks<br />

may have wire or other sharp objects<br />

attached to them.<br />
