The Groveport Madison High School Divisi A capella Choir performed during the district’s
State of the Schools celebration on March 14 at Groveport Madison High
School. The event also featured other student performances, the District Art Show,
school displays, food from the Eastland-Fairfield Culinary Arts program, and an
address by Groveport Madison Schools Superintendent Jamie Grube about the
accomplishments and future of the district.
The Groveport Madison Board of
Education continues to work with SHP
Architects for facility planning regarding
the potential renovation, expansion, or
replacement of the district’s existing elementary
and middle schools, plus a potential
addition to the high school.
The Master Facility Plan is a guide to
the growth and development of school facilities
— such as potential new buildings and
building restructuring based on growth of
the community and possible passage of a
bond issue.
Speaking at the district’s State of the
Schools Celebration on March 14,
Groveport Madison Superintendent Jamie
Grube said regarding the Master Facility
Plan, “We want an environment that is
safe, welcoming, and conducive to student
success. We’re shaping the future of the
community one student at a time.”
SHP representative Josh Predovich
spoke at the board’s March 13 meeting and
said the district is in line to potentially
receive Ohio Facilities Construction
Commission funding for 53 percent of the
cost of a project with local funding providing
47 percent.
Earlier this year SHP representatives
said the district could consider placing a
bond issue on the November 2024 ballot or
May 2025 ballot. The Ohio Facilities
Construction Commission considers
schools for the next round of state funding
in July.
Groveport Madison officials have stated
overcrowding is a central issue facing the
district, but other factors to be considered
in the facilities planning process include
the age, condition, efficiency, adaptability,
and cost to maintain the existing elementary
and middle schools.
Enrollment and capacity
School enrollment in Ohio from 2013 to
2023 is down six percent and is expected to
decrease another three percent in the next
10 years, according to SHP. In Franklin
County enrollment is down one percent.
However, enrollment in Groveport
Madison is expected to increase by 626 students
in the next 10 years, which is about 9
percent. This increase includes a projected
72 more students in grades PK-5; 153 in
grades 6-8; and 401 in grades 9-12 (including
139 in career tech).
According to SHP and information from
a school capacity study by Cropper GIS
Consulting, the current enrollment and
capacity configurations for the district’s
schools are (modular classrooms where
indicated):
•Asbury Elementary (includes four
modulars): enrollment, 506; capacity, 481.
•Dunloe Elementary (includes four
modulars): enrollment, 499; capacity, 540.
•Glendening Elementary: enrollment,
492; capacity, 480.
•Groveport Elementary (includes four
modulars): enrollment, 475; capacity, 504.
•Madison Elementary: enrollment 362;
capacity, 359;
•Sedalia Elementary (includes 12 modulars):
enrollment, 606; capacity, 656.
•Middle School Central: enrollment,
477; capacity, 463;
•Middle School North: enrollment, 479;
capacity, 583.
•Middle School South: enrollment, 463;
capacity 485.
•High School: enrollment, 2,009; capacity,
1,440.
Predovich noted the high school enrollment
has been over capacity “since day
one.”
According to district officials, the original
design capacity for the new high school
was based on the Ohio School Facilities
Construction Commission’s Facilities
Master Plan (which included OSFCC
enrollment projections). When the OSFCC
shared its enrollment projections, the
board and the district’s administration at
the time disagreed with the OSFCC, believing
the commission’s enrollment projections
to be substantially low at the high
school.
“Despite the district’s objections, the
high school was constructed for about 1,500
students,” said Groveport Madison
Superintendent James Grube in a past
interview. “Knowing there were already
1,900 plus high school schools enrolled
before its opening, the district spent a portion
of its local share of the project’s budget
on upgrading the foundation and HVAC
components of the building to accommodate
a future addition to the school.”
District officials said there was almost
$5 million in funds left over from the high
school construction project. Of this amount
$2.4 million was the district’s local share
and $2.6 million was the state’s share. The
district believed it should have had those
state funds, but the OFCC considered the
project closed and rejected releasing the
remaining state funds to the school district.
Master Facility Plan options
According to Predovich, district officials
can consider the following Master Facility
Plan options:
•Renovations or additions on existing
elementary and middle schools plus an
addition to the high school.
•Constructing all new elementaries and
middle schools plus an addition to the high
school.
•Combination of new construction and
renovations and additions to the existing
elementary and middle schools plus an
addition to the high school.
Predovich said, according to the OFCC,
if renovation costs exceed two-thirds the
cost of replacing a building, the state recommends
replacing the building. The district
would have to meet state requirements
to get a waiver to make renovations
for buildings above this limit.
According to 2023 OFCC figures, all of
the district’s elementaries and middle
schools exceed this two-thirds limit with
Asbury at 89 percent; Dunloe at 91 percent;
Glendening at 83 percent; Groveport at 99
percent; Madison at 88 percent; Sedalia at
67 percent; Middle School North at 78 percent;
Middle School South at 77 percent;
and Middle School Central at 79 percent.
Next steps to be considered
According to Predovich, the next steps to
be considered include: reviewing all district
owned sites and identifying buildings that
can support additions and sites that can
support new construction that would not
disrupt ongoing school operations; transportation
impact; staffing impact; and
operational impact.
According to SHP, if the board wants to
Women’s History - Honoring
The Past and Casting Forward
Dear Neighbor,
As we celebrate Women's History Month, it's imperative
that we not only reflect on the incredible
accomplishments of women throughout history
but also take concrete steps to ensure that
progress continues. We stand on the shoulders of
trailblazers who fought tirelessly for women’s
rights. Our duty as a community is to honor their
legacy by actively supporting and uplifting
women today.
Reflecting on the past year, I am proud to have
sponsored legislation like SB 93 and co-sponsored
HB 35, which directly address pressing issues
facing women in our society. These
initiatives represent crucial steps toward improving
maternal health and seeking justice for survivors
of sexual abuse. However, our work is far
from over.
To truly advance the cause of women's rights, we
must remain vigilant and proactive in our efforts.
It's not enough to simply acknowledge the
achievements of women; we must actively work
to dismantle the barriers that still exist. This
means advocating for policies that promote gender
equality, providing support and resources for
women in all aspects of their lives, and fostering
a culture that values and respects the contributions
of women.
As leaders, we have a responsibility to lead by example
and create opportunities for women to
thrive. By championing the advancement of
women, we not only honor the legacy of those
who came before us and ensure a brighter future
for generations to come.
But supporting women isn't just the responsibility
of those in positions of power – it's something
everyone can do. Whether through simple acts of
encouragement, advocating for equal opportunities,
or challenging stereotypes and biases, we
all have a role in creating a more equitable
society.
So let us use Women's History Month as a catalyst
for change – a reminder of our progress and the
work that still lies ahead. Together, we can build
a legacy of support and empowerment for
women that will be remembered for generations.
At the district’s State of the Schools
Celebration on March 14, Groveport
Madison Schools Treasurer Adam Collier
said 44 percent of the district’s general
fund revenue comes from property taxes
and 36 percent comes from state funding.
Regarding expenditures, he said 44 percent
of the district’s spending goes to
salaries, 20 percent to retirement and
insurance, and 17 percent to purchased
services.
“These expenses are normal for schools
because we are a service industry,” said
Collier.
Collier added that Groveport Madison’s
millage tax rate is “the second lowest in
Franklin County.”
He said the operating levy that passed
last November is only the second such levy
passed in the district that generated new
money since 1992.
“We will continue to spend wisely and
effectively to guarantee the best education
possible,” said Collier. “But we need a bond
issue next year for new buildings.”
First “super load” passes through Groveport
By Rick Palsgrove
Groveport Editor
The first shipment of the giant things
passed through southeastern Franklin
County from March 8-10.
“This first super load was one of the
smaller ones that will pass through the
area this year,” said Groveport Police Chief
Casey Adams. “This one was on its way to
a project in Hebron, which is not related to
the Intel project in Licking County.”
Adams said this first shipment rolled
through the area from Rickenbacker
Airport to Old Bixby Road in less than two
hours.
“There were no big problems,” said
Adams. “One stop sign had to be moved
and the truck and the load went slightly
over a curb at Opus Drive and Green
Pointe Drive South.”
According to the Ohio Department of
Transportation, these super loads will pass
through the area several times this year.
They arrive in Manchester, Ohio, via barge
and each load will move onto a semi-truck
and be transported via a predetermined
route to either New Albany or Hebron.
Most of the loads are associated with
Intel’s semiconductor campus in Licking
County. The other destination is Freepoint
EcoSystems’ advanced recycling facility
just north of Hebron. The loads will not
contain any hazardous material.
ODOT officials said some of the loads
will could weigh up to 900,000 pounds, be
19 feet wide, 24 feet high, and 270 feet
long. Each oversized and overweight load
will take approximately 8-15 days to reach
its destination from Manchester. While no
long-term closures or detours are planned,
slow-rolling roadblocks will be necessary
during transit, and drivers should plan
ahead for long delays along the route.
In Groveport, these shipments may
require southbound traffic to be diverted
for portions of State Route 317 during
which some super load trucks will travel
northbound in the southbound lanes
between Groveport Road and Bixby Road
to ensure clearance of utility lines and traffic
signals. Each super load truck is escorted
by several Ohio State Highway Patrol
troopers, vehicles from ODOT, and vehicles
from the heavy hauler companies. Crews
will move power lines and traffic signals
out of the way and resolve other needs that
arise.
According to city of Groveport officials,
the city is collaborating with ODOT,
Madison Township Police and Fire
Departments, and other first responder
partners to ensure emergency vehicles can
get around the super load trucks. Large
electronic message boards are placed at
key locations along the expected travel
route in advance of each shipment to
inform motorists of the impending obstacle
to their commute.
Visit www.OHGO.com or download the
OHGO mobile app to review real-time traffic
updates. For information visit
The route
Here is the expected route for the super
loads in Pickaway, Franklin, and Licking
counties:
•Travel north on U.S. 23 to Chillicothe.
•Take U.S. 35 west to State Route 104
north.
•Take 104 north to State Route 762
near Commercial Point.
•Travel east on State Route 762 to
•Travel south on Saltzgaber Road to
State Route 317.
•Travel north in the southbound lanes
advised that this maneuver requires southbound
traffic along State Route 317 to be
temporarily diverted between Groveport
Road and Bixby Road.
The first of the giant super loads heading to projects in Licking County passed through
the Groveport area from March 8-10. Pictured here is the first super load as it makes
the turn at Opus Drive and Green Pointe Drive South heading north to east.
At Opus Drive and Green Pointe Drive South, the rear portion of the shipment went up
over the curb. Workers are shown here placing heavy planks on the ground so the
wheels would not get bogged down in the mud.
The first super load passes through the intersection of State Route 317 and Groveport
“Little Shop of Horrors” is a popular
musical comedy, based on a 1960 B-
grade horror film of the same name. A
strange and unusual plant seems like
just the thing to save the troubled Skid
Row flower shop and its unfortunate
employees, Seymour and Audrey. But
when that plant turns out to feed on
human blood along with plans of world
domination things get messy. With
Grammy and Academy Award-winning
songs, you’ll laugh and cringe at
this darkly comedic horror musical.
Our Pictorial Past by Rick Palsgrove
This photo has appeared previously in Our Pictorial Past, but it is such a fascinating photo
depicting how much the town of Groveport has changed. I thought it was worth publishing
it again as it is one of my favorite photos of Groveport from its 19th century canal days. This
is a view from around 1900 of the Ohio and Erie Canal in Groveport looking northeast toward
Main Street approximately from what today is the intersection of Oak Street and Wirt Road.
The iron bridge on Main Street can be seen in the background at right. The canal route ran
along what is now Wirt Road in this section of town. In the background the three story tall
Groveport Town Hall can be seen and it is the only landmark from the photo that still exists
today. At left a large hog can be seen in front of a shed. The towpath is on the right. The canal
route through Groveport was lined with various businesses and storage warehouses. This
photo was taken in the waning days of the canal and someone built a foot bridge across the
canal which can be seen in the foreground.
KidSpace’s future in limbo
By Rick Palsgrove
Groveport Editor
Groveport City Council will most likely
postpone a vote on the future of the
Crooked Alley KidSpace building until its
April 8 meeting.
The delay is because council will not be
at full strength at its March 25 meeting
and council members want all six members
to be present for the vote.
The 3,100 square foot KidSpace building,
located at 630 Wirt Road, was built in
1955 and was originally the Groveport
Municipal Building for many years and
later was home to the senior center.
KidSpace moved into the building in the
early 2000s after the senior center moved
to the Groveport Recreation Center.
Council must decide if it wants to
demolish the KidSpace building - at an
estimated cost of $30,000 - or repair it at
an approximate cost of $800,000.
According to Groveport Public Services
Director Brian Strayer, the building needs
the following: a new roof, new electrical
panel, upgraded HVAC, exterior brick tuck
pointing, repairs to a “significant” crack on
the east side of the building, repairs to the
main floor which has settled and cracked,
window replacements, repairs to rusted
window transoms, new gutters, interior
and exterior painting, and elimination of
mold.
City officials said demolishing the building
would allow for the creation of expanded
public parking in the downtown area.
“We are looking how best to maximize
the existing parking area,” said Groveport
City Administrator B.J. King.
King said several downtown area businesses
have expressed a need for more public
parking and the city is looking at
options. Currently the downtown public
parking lots south of Main Street along
Wirt Road are often full. Another downtown
public parking lot with about 99
spaces is located on the north side of Main
Street near Ace Hardware and Delaney’s.
Council is considering two pieces of legislation
to address the situation. One
would authorize King to solicit bids and
contract for the re-alignment and expansion
of the existing municipal parking lot
situated along Wirt Road, Crooked Alley,
and Cherry Street.
Groveport City Engineer Steve Farst
said this proposed parking expansion
would increase the parking capacity in the
lot to approximately 100 to 112 spaces from
the current 60 spaces.
“If approved, the plan associated with
this project would include the demolition of
KidSpace and the closure of a portion of
Cherry Street to combine these properties
with the existing municipal parking lot
property,” said King.
The second ordinance would authorize
King to contract with Leukco Construction
for the buildout of the second floor of the
Rarey’s Port building on Main Street
(above Delaney’s Diner).
“That space is proposed to be used as
the new location of KidSpace activities as
well as conference room space,” said King.
Another option to be considered is to
either donate or lease the KidSpace building
to American Legion Robert Dutro Post
486.
“We need a home base. We have not had
a permanent home,” said American Legion
Robert Dutro Post 486 Commander Josh
Saunders representing the 50 members of
the post, which currently meets at the
Madison Township Community Center.
The Post hopes to also use the building
as community space for events and blood
drives as well as space for satellite offices
for veterans assistance agencies. According
to members of the Post, this would make
veterans assistance more accessible to the
over 868 veterans and their families in the
Groveport, Canal Winchester and Madison
Township areas. The building has also
served as a voting location.
Saunders said the Post could have
repairs made to the building by obtaining
various grants.
“Taxpayers would not have to pay for
the repairs and it would give the building a
new lease on life,” said Saunders, who
added there would be no alcohol or gambling
on the premises. “We can save this
building that has been in the community
many years and have it keep serving the
community.”
Groveport Law Director Kevin Shannon
said if the city were to decide to lease the
building to the Post, details about who
would make repairs and perform ongoing
maintenance on the structure would need
to be specified.
Councilman Shawn Cleary said that if
the city decides to lease the building to the
Post that the city “should not put a dime
into it” for repairs.
Councilman Jack Rupp said he would
like to see city officials explore other
options in town besides the KidSpace
building as a potential home for the Post.
Council President Ed Dildine said he
respects veterans organizations, but the
ability to enhance public parking in the
historic downtown outweighs keeping the
KidSpace building.
“I think we can find somewhere in town
for a home for the veterans group,” said
Dildine. “We have space, but KidSpace is
not it. Downtowns die from a lack of parking.
If we want businesses to thrive we
need parking. I like to look at the big picture
of what is needed for the entire community.
There has to be a compromise
somewhere to find a home for the veterans
group.”
The KidSpace building also includes two
public art works — a mural on an interior
wall depicting Groveport during the 19th
century Ohio and Erie Canal era and a
Groveport Elementary School student art
project on an exterior wall.
Council will most likely vote on the
issue at its April 8 meeting at 6:30 p.m. in
the municipal building, 655 Blacklick St.
Once upon a time, the stories in books
and movies were filled with meek young
women, usually a princess or royal of some
sort, trapped in a bad situation. Sad, alone,
and defenseless, she would sit atop her
tower and wait for a strapping man to
come and save her, whisking her off to a
happily ever after.
Nowadays, the stories in books and
movies are filled with subversions to the
old fairy tale cliché of the damsel in distress.
Rather than conveying a message
that one should sit around and wait to be
saved, they encourage the bright young
lasses to pick up a sword (literal or
metaphorical) and fight to control their
own destiny. Although these stories have
become something of a cliché in and of
themselves, it is never a bad thing to be
reminded that one can use their wit and
skill to get out of situations they do not
want to be in. The latest offering of this
worthy message comes from Netflix and a
young star who knows something about
perseverance.
In the cheekily titled “Damsel,” Millie
Bobby Brown plays Elodie, the sweet and
kind elder daughter of Lord Bayford (Ray
Winstone). She presides over a community
in which there is not enough to go around;
the harsh landscape makes the ground less
fertile and her subjects often struggle to
find enough food or heat. To try to make up
for the lack, she scavenges the forest for
food and lumber to make sure that her
family and her people do not starve or
freeze to death.
Living in such a barren place can make
one desperate, which is why her father is
so willing to turn her over to a suitor from
a faraway land. “They are offering us food
and riches beyond our dreams,” Lord
Bayford tells his daughter. Despite her
reluctance to marry — she wants nothing
more than to sail the high seas in search of
a grand adventure — she is willing to do so
because of her loyalty to her family and to
her people.
Elodie is immediately struck by her new
home; the air is warm and clean, the land
is fertile and bountiful, and the homes and
palaces are wrapped in luxury. The only
thing more impressive is the fact that her
suitor, Prince Henry (Nick Robinson) is
close to her age, handsome, and has a full
head of lush hair.
The only thing that truly gives Elodie
and her stepmother pause is the fierce
Queen Isabelle (Robin Wright) who is regal
and remote, rebuffing any attempt at
friendship from either pair. Lady Bayford
tells Elodie she does not have to go through
with the marriage, but the young woman
knows what she must do: wed, start a family,
and perhaps work toward a happily
ever after with her handsome but bland
husband-to-be.
After the wedding, Elodie is taken to the
mountainside where a strange ceremony is
being conducted. The
guests are all adored
with masks a la “Eyes
Wide Shut” and her
mother-in-law stands
at the altar with a dagger
that is to be used to
mix the blood of the
newlyweds. Although
Elodie is unsure and a
little freaked out at
www.columbusmessenger.com
“Damsel” is a mix of
Cinderella and “Die Hard”
The Reel Deal
Dedra
Cordle
Oftentimes while watching
“Damsel,” I found myself wishing that it
could have had a traditional theatrical
release, because the settings are
filled with enticing details that bolster
some of the weaknesses of the
screenplay and story.
this point, she goes with the flow, trusting
her husband and new family to do right by
her. But then Prince Henry sweeps her off
her feet and casually throws her into a
chasm where a fire-breathing dragon with
a big grudge against the royal family of
Aurea awaits.
Up until this point, this movie was looking
more like “Damsel: Cinderella” than
anything else. But when she is thrown into
the lair it turns into “Damsel: Die Hard” as
Elodie tries to escape from the exceptionally
well-designed dragon, played with great
menace by the smoky voiced Shohreh
Aghdashloo. At times, it often has the feel of
a video game where Elodie faces one obstacle
after another, making some progress but
not enough. Brown is on her own for a long
stretch of time, and she is quite effective at
alternating fear and determination, using
wit and skill to try to survive the dragon
lurking around every dark corner.
The one major complaint I had about
this dark fantasy written by Dan Mazeau
and directed by Juan Carlos Fresnadillo is
that it does not feel as if there are any
stakes at play. Although the heroine is
being stalked and harmed by a dragon, we
know that no real harm will come to her so
it lacks that urgency and investment needed
to sell a fantasy.
Oftentimes while watching “Damsel,” I
found myself wishing that it could have
had a traditional theatrical release,
because the settings are filled with enticing
details that bolster some of the weaknesses
of the screenplay and story. But
even on the smaller screen, the female-led
and rage-filled take on the traditional fairy
tale is ultimately worthy of a watch.
“Damsel” is now streaming on Netflix.
This song is either brilliant or an
incredibly annoying sound to bounce off
one’s ear drums.
It’s “Surfin’ Bird” by The Trashmen,
which made it into Billboard’s top 10 in
1963 and is known for the repetitive line
“the bird is the word.”
Though the song arose during the surf
music craze of the early 1960s, I am throwing
this out there for your consideration: I
think it might be the first punk rock
record, pre-dating the raucous punk rock
music era of the late 1970s by more than a
decade.
Arguments can be made that Link
Wray, with his distorted guitar sounds, or
Dick Dale, with his use of volume and
reverb, could claim this mantle of the earliest
punk rock record, or maybe even
Little Richard with his energetic, frenzied
sound. But the music created by these and
others like them is still more polished than
the crazy cacophony of “Surfin’ Bird.”
From a bit of research, I’ve found that
the song is a mash up - by the garage band
The Trashmen, who hailed from Minnesota
- of two rhythm and blues songs written by
The Rivingtons.
Why do I think The Trashmen’s “Surfin’
Bird” is the first punk rock record? Well, it
shares many of punk rock’s characteristics.
It’s loud. It’s short. It’s aggressive. It’s simple.
It has attitude. It means nothing and
everything at the same time. It’s a bit
angry. It’s fun.
Editor’s Notebook
The lyrics are
repetitive to the point
that they get stuck in
your brain. By lyrics,
I mean, well, there
are some words being
sung, but there are
also odd vocal noises
that just seem to fit.
Musically the guitar
and bass churn
and burn the chords
into your being and
the drummer powerfully
propels the song.
Even the band’s
Rick
Palsgrove
name is punk - The Trashmen. It’s kind of
gritty and an almost self-admittance that
what they are doing is trashy.
The song pops in and out of popularity
every so often. Punk rockers The Ramones
and The Cramps did versions of it (and if
you are a fan of the song I recommend you
check out their versions of it).
It’s also appeared in some movies as
well as on television shows, most notably
“Family Guy.”
Songs come and go, but remember, love
it or hate it, “the bird is the word.”
Rick Palsgrove is editor of the Groveport
Messenger.
