egional <strong>and</strong> global economies in the future. They include personal <strong>and</strong> corporate tax policies<br />
<strong>and</strong> the l<strong>and</strong>-use <strong>and</strong> l<strong>and</strong>-transfer policies linked to them, currency <strong>and</strong> reserve policies,<br />
financial <strong>and</strong> capital market access policies, regulatory <strong>and</strong> supervisory policies, immigration<br />
policies, infrastructure development policies--from transport systems to health care, education<br />
policies, policies aimed at preserving basic political <strong>and</strong> economic freedoms, <strong>and</strong> governing <strong>and</strong><br />
judicial structures capable of maintaining a credible commitment to the rule of law.<br />
These factors deserve fuller examination <strong>and</strong> critical assessment in any comprehensive<br />
study focused on the future of <strong>Hong</strong> Kong. We return to a consideration of many of them below,<br />
but the best way to prepare the ground for a necessarily abbreviated analysis is to look at how the<br />
rest of the world currently perceives <strong>Hong</strong> Kong’s particular strengths as financial centre.<br />
