• The Cost to benefit ratios of BMPs are site specific. Local conditions not only<br />

affect <strong>the</strong> pollutant removal capability of a BMP but also <strong>the</strong> construction and<br />

operat<strong>in</strong>g cost.<br />

• Some BMPs, especially non structural BMPs, are difficult to monitor and <strong>the</strong>re<br />

are no widely-accepted def<strong>in</strong>itions or techniques for evaluat<strong>in</strong>g <strong>the</strong>ir performance.<br />

Therefore, site specific monitor<strong>in</strong>g plans are often needed and appropriate.<br />

• The effectiveness of BMP’s that rely on reduc<strong>in</strong>g pollutant exports will decrease<br />

with time. Therefore, specific time limits need to be established when BMP’s are<br />

used for trad<strong>in</strong>g.<br />

An additional issue that arises with NPS trades is whe<strong>the</strong>r <strong>the</strong> credit is given for <strong>the</strong><br />

<strong>in</strong>put or export of <strong>the</strong> pollutant (Shortle and Ambler 2001). With <strong>in</strong>put credits, regulators<br />

assign a credit value for practices that reduce or elim<strong>in</strong>ate <strong>the</strong> application (e.g. <strong>in</strong>puts) of<br />

chemicals, fertilizers, of o<strong>the</strong>r pollutants. Export credits are based on <strong>the</strong> reduction <strong>in</strong><br />

pollutants leav<strong>in</strong>g a specific area. The adm<strong>in</strong>istration, monitor<strong>in</strong>g, and enforcement for<br />

<strong>in</strong>put credits is relatively straight forward. The evaluation of export credits relies on<br />

quantify<strong>in</strong>g <strong>the</strong> transport of pollution from <strong>the</strong> landscape. Moreover, calculat<strong>in</strong>g <strong>the</strong><br />

change <strong>in</strong> pollution <strong>in</strong>puts from a new wetland, a new traffic pattern, or land cover<br />

change is more difficult than quantify<strong>in</strong>g <strong>the</strong> reduction of pollutant load by reduc<strong>in</strong>g <strong>the</strong><br />

application of a chemical, fertilizer, flow, etc. Therefore, <strong>the</strong> value of <strong>in</strong>put or export<br />

credits is case specific and will have to be evaluated for each situation. Table 2-15<br />
