Summary: States are essential participants and a WQT program cannot be<br />
implemented without <strong>the</strong> full support of <strong>the</strong> affected state. For each state, <strong>the</strong> transaction<br />
costs may be high on <strong>in</strong>terstate trades. If <strong>in</strong>terested, each state could implement a WQT<br />
program for trades conf<strong>in</strong>ed to <strong>the</strong>ir state.<br />
<strong>Delaware</strong> <strong>River</strong> Bas<strong>in</strong> Commission (DRBC)<br />
DRBC was established <strong>in</strong> 1961 under <strong>the</strong> <strong>Delaware</strong> <strong>River</strong> Bas<strong>in</strong> Compact. It is<br />
governed by governors from <strong>the</strong> four bas<strong>in</strong> states (Pennsylvania, New Jersey, <strong>Delaware</strong><br />
and New York) and a federal representative appo<strong>in</strong>ted by <strong>the</strong> President of <strong>the</strong> United<br />
States (www.state.nj.us/drbc). The DRBC has:<br />
• The legal authority needed to implement a trad<strong>in</strong>g program<br />
• Interstate responsibilities and a history of success on <strong>in</strong>terstate issues<br />
• Knowledge of many of <strong>the</strong> key players <strong>in</strong> <strong>the</strong> Bas<strong>in</strong><br />
• Staff/ expertise on which to build a trad<strong>in</strong>g program<br />
• An <strong>in</strong>terest <strong>in</strong> promot<strong>in</strong>g <strong>in</strong>novative solutions <strong>in</strong> <strong>the</strong> Bas<strong>in</strong><br />
• A structure that can handle <strong>the</strong> f<strong>in</strong>ancial, technical, legal, and adm<strong>in</strong>istrative<br />
issues related to a trad<strong>in</strong>g program<br />
• The ability to promote teamwork and consistency among <strong>the</strong> states<br />
Summary: DRBC should be <strong>in</strong>volved <strong>in</strong> any trad<strong>in</strong>g program <strong>in</strong> <strong>the</strong> LDR Bas<strong>in</strong> that<br />
deals with <strong>in</strong>terstate issues. It should also be <strong>in</strong>volved <strong>in</strong> issues relat<strong>in</strong>g to consistency<br />
between <strong>the</strong> states.<br />
<strong>Delaware</strong> Estuary Program (DELEP)<br />
DELEP was established as part of <strong>the</strong> National Estuary Program <strong>in</strong> 1988<br />
(www.delep.org) and has a steer<strong>in</strong>g committee of officials from <strong>the</strong> three states, two EPA<br />
Regions, and <strong>the</strong> Partnership for <strong>the</strong> <strong>Delaware</strong> Estuary. DELEP seeks cooperation<br />
between all <strong>in</strong>volved <strong>in</strong> <strong>the</strong> Estuary to promote environmental protection and economic<br />
improvements. DELEP has:<br />
• A mandate to promote cooperative solutions<br />
• A vision for <strong>in</strong>terstate education, coord<strong>in</strong>ation, and cooperation<br />
• An extensive network of contacts <strong>in</strong> <strong>the</strong> Estuary<br />
• A staff limited both <strong>in</strong> size and <strong>the</strong> expertise needed for trad<strong>in</strong>g<br />
• A geographic area of responsibility consistent with <strong>the</strong> LDR Bas<strong>in</strong><br />
Summary: DELEP should have a key role <strong>in</strong> trades effect<strong>in</strong>g <strong>the</strong> estuary, especially <strong>in</strong><br />
<strong>the</strong> areas of education and form<strong>in</strong>g cooperative partnerships<br />
