There are many o<strong>the</strong>r organizations <strong>in</strong> <strong>the</strong> LDR Bas<strong>in</strong> who could be <strong>in</strong>strumental <strong>in</strong><br />
promot<strong>in</strong>g water quality trad<strong>in</strong>g. The follow<strong>in</strong>g list, while not <strong>in</strong>tended to be exhaustive,<br />
represents a sampl<strong>in</strong>g of some of <strong>the</strong> key organizations.<br />
• <strong>Delaware</strong> <strong>River</strong> Port Authority—The DRPA “<strong>in</strong>vests <strong>in</strong> <strong>the</strong> economic growth of<br />
Sou<strong>the</strong>astern Pennsylvania and Sou<strong>the</strong>rn New Jersey” (www.drpa.org) and can<br />
promote <strong>the</strong> trad<strong>in</strong>g concepts with its members.<br />
• <strong>Delaware</strong> <strong>River</strong> and Bay Authority – DRBA, created by Compact <strong>in</strong> 1962,<br />
promotes transportation l<strong>in</strong>ks between <strong>Delaware</strong> and four counties <strong>in</strong> NJ. It also<br />
promotes economic development <strong>in</strong> <strong>the</strong> region (www.drba.net/about/about).<br />
• <strong>Delaware</strong> Valley Regional Plann<strong>in</strong>g Commission—DVRPC, created <strong>in</strong> 1965,<br />
“provides cont<strong>in</strong>u<strong>in</strong>g, comprehensive, and coord<strong>in</strong>ated plann<strong>in</strong>g” <strong>in</strong> five<br />
Pennsylvania counties and four New Jersey counties (www.dvrpc.org). They are<br />
directed by an 18-member Board and have over 100 full- time employees who<br />
work on a broad spectrum of plann<strong>in</strong>g issues, <strong>in</strong>clud<strong>in</strong>g environment,<br />
transportation, hous<strong>in</strong>g, land use, and air quality.<br />
• O<strong>the</strong>r state agencies – Each state has o<strong>the</strong>r governmental organizations that relate<br />
to <strong>the</strong> environment. These <strong>in</strong>clude organizations that deal with natural resources,<br />
recreation, and farm<strong>in</strong>g to name a few.<br />
• US Army Corps of Eng<strong>in</strong>eers --- USACE is <strong>in</strong>volved <strong>in</strong> many eng<strong>in</strong>eer<strong>in</strong>g and<br />
technical projects <strong>in</strong>volv<strong>in</strong>g navigation, <strong>the</strong> environment, and o<strong>the</strong>r issues. Their<br />
Philadelphia District has responsibility for <strong>the</strong> <strong>Delaware</strong> <strong>River</strong> Bas<strong>in</strong><br />
(www.nap.usace.army.mil).<br />
• National Park Service, US Fish and Wildlife Service, USGS, and o<strong>the</strong>r federal<br />
agencies also may have important roles to play depend<strong>in</strong>g on how a trad<strong>in</strong>g<br />
program is structured.<br />
In addition to government agencies <strong>the</strong>re are many o<strong>the</strong>r organizations that can<br />
play important leadership role <strong>in</strong> develop<strong>in</strong>g water quality trad<strong>in</strong>g programs <strong>in</strong> <strong>the</strong> LDR<br />
Bas<strong>in</strong>. These <strong>in</strong>clude:<br />
• <strong>Water</strong>shed Associations and Environmental Groups—<strong>the</strong>re are numerous groups<br />
<strong>in</strong> each state who throughout <strong>the</strong> years have been very <strong>in</strong>fluential <strong>in</strong> promot<strong>in</strong>g<br />
<strong>in</strong>novative ways to protect <strong>the</strong> environment. These groups have demonstrated<br />
leadership, extensive local knowledge, expertise, and <strong>in</strong>terest <strong>in</strong> f<strong>in</strong>d<strong>in</strong>g solutions<br />
that will protect water quality <strong>in</strong> a cost- effective way. These organizations<br />
should be especially valuable <strong>in</strong> identify<strong>in</strong>g local off-set opportunities. In <strong>the</strong><br />
Christ<strong>in</strong>a <strong>River</strong> Bas<strong>in</strong> <strong>the</strong>re have been many active organizations such as <strong>the</strong><br />
Brandyw<strong>in</strong>e Valley Association (www.brandyw<strong>in</strong>ewatershed.org). Depend<strong>in</strong>g on<br />
<strong>the</strong> area covered by a trad<strong>in</strong>g program, <strong>the</strong> appropriate groups should be <strong>in</strong>volved<br />
as full partners at <strong>the</strong> earliest possible time.<br />
• Colleges and Universities—The LDR Bas<strong>in</strong> has one of <strong>the</strong> highest concentrations<br />
of <strong>in</strong>stitutions of higher education <strong>in</strong> <strong>the</strong> US. These organizations offer an<br />
extraord<strong>in</strong>ary range of expertise needed to advance multi-discipl<strong>in</strong>ary efforts such<br />
as water quality trad<strong>in</strong>g. They also offer <strong>the</strong> opportunity to tra<strong>in</strong> <strong>the</strong> current and<br />
future leaders <strong>in</strong> progressive ideas <strong>in</strong> environmental management. Some colleges<br />
and universities also have extensive experience <strong>in</strong> specific watersheds. For<br />
