• It is recommended that normative procedures for develop<strong>in</strong>g TR be develop<strong>in</strong>g<br />
for <strong>the</strong> region and be <strong>in</strong>cluded as an <strong>in</strong>tegral part of each TMDL’s (Chapter 2,<br />
Marshall 1999). <strong>Trad<strong>in</strong>g</strong> managers and TMDL developers will never have an a<br />
priori knowledge of all <strong>the</strong> possible TR that traders may need with<strong>in</strong> a bas<strong>in</strong>.<br />
Therefore, it is also recommended that <strong>the</strong> simulation models used to develop<br />
specific TMDL’s are made available to allow potential traders to develop site<br />
specific TR. However, TMDL’s should also <strong>in</strong>clude generalized TR for BMP’s<br />
and major impaired reaches that will allow potential traders to conduct<br />
prelim<strong>in</strong>ary evaluations to determ<strong>in</strong>e if a potential trade warrants fur<strong>the</strong>r analysis.<br />
• Most, if not all, of <strong>the</strong> Best Management Practices that are currently considered <strong>in</strong><br />
WQT <strong>in</strong>volve modify<strong>in</strong>g upland and riparian land use practices. However, dam<br />
releases dur<strong>in</strong>g low flow periods and stream channel restorations can also be used<br />
to improve impaired water bodies. Guidel<strong>in</strong>es for <strong>the</strong>se practices should be<br />
developed and made available to potential traders.<br />
• While <strong>in</strong>ter-pollutant trad<strong>in</strong>g of water pollutants is technically and scientifically<br />
possible, <strong>the</strong>y are very complicated due to <strong>the</strong> complex and site specific chemical<br />
transformations that need to be evaluated. While an eventual goal should be to<br />
build TMDL models and trad<strong>in</strong>g systems that allow <strong>in</strong>ter-pollutant trad<strong>in</strong>g, <strong>the</strong>se<br />
types of trades are not recommended <strong>in</strong> <strong>the</strong> present time unless detailed site<br />
specific studies and analysis are made.<br />
Adm<strong>in</strong>istration and Management<br />
<strong>Trad<strong>in</strong>g</strong> is an evolv<strong>in</strong>g and cont<strong>in</strong>ual process that relies on effective management<br />
and trust between all parties. To date <strong>the</strong> most successful programs work to “keep it<br />
simple” and have focused on <strong>the</strong> simplest trades. Never<strong>the</strong>less, trad<strong>in</strong>g is <strong>in</strong>herently a<br />
complex and dynamic process that requires <strong>in</strong>stitutional leadership, memory and<br />
flexibility to be effective. Fortunately <strong>the</strong> region has strong <strong>in</strong>stitutions committed to<br />
establish<strong>in</strong>g trad<strong>in</strong>g <strong>in</strong> <strong>the</strong> region. To fur<strong>the</strong>r enhance WQT <strong>in</strong> <strong>the</strong> region, it is<br />
recommended that <strong>the</strong> follow<strong>in</strong>g be considered:<br />
• Although <strong>in</strong>dividual states have or are <strong>in</strong> <strong>the</strong> process of develop<strong>in</strong>g trad<strong>in</strong>g<br />
policies and programs, <strong>the</strong>re is no regional trad<strong>in</strong>g policy or guidel<strong>in</strong>es.<br />
Never<strong>the</strong>less, many water bodies and problems are regional. Therefore it is<br />
recommended that DRBC, <strong>the</strong> EPA regions, and <strong>the</strong> states develop a regional<br />
trad<strong>in</strong>g and TMDL policy. This policy should determ<strong>in</strong>e how TMDL’s and trades<br />
will be evaluated. Regional guidel<strong>in</strong>es for monitor<strong>in</strong>g <strong>the</strong> effectiveness of<br />
specific trades should also be developed. The regional policy should also address<br />
how TMDL models can be made available for potential traders and how noncompliance<br />
and <strong>the</strong> failure of well <strong>in</strong>tended but technically <strong>in</strong>adequate trades will<br />
be addressed.<br />
