Change in fire
protection for
Somerford Twp.
By Kristy Zurbrick
Madison Editor
Somerford Township is changing its fire protection service
provider from the London Fire Department to the Central Townships
Joint Fire District.
The township trustees took the first step toward that transition
on Nov. 14 when they voted unanimously to accept Central Townships’
invitation to become a member of the fire district.
The next step will be to terminate the contract with London. The
current contract runs through 2023. Either entity can terminate
the contract with a 12-month notice; termination can happen sooner
if both parties agree to an alternate date. Bill Laney, Somerford
Township trustee, said that by the end of this year, the trustees
will submit written notice to London of their desire to terminate
the contract.
In October, both Central Townships and London presented proposals
to the trustees.
Central Townships invited Somerford Township to become a
member of the fire district. Deercreek, Monroe, Oak Run, Paint and
Union townships are already part of the district. Each participating
Trophies will go to the winners.
The second parade, set for 5 p.m. on the other end of Main
Holiday fun in Mt. Sterling
By Kristy Zurbrick
Madison Editor
Smalltown charm shines during Mount Sterling’s
annual Christmas in the Village, presented each year
by the Mount Sterling Chamber of Commerce and the
Mount Sterling Community Center. This year’s festivities
are scheduled for Nov. 30-Dec. 1.
“We put it on for community pride and community
spirit. We want to see people walking around town,
supporting the businesses, having fun. And it’s something
for the kids to build their excitement for Christmas,”
said Chamber member Becky Martin.
“It’s a wonderful way to celebrate Christmas for all
ages,” added Annie Tomlinson, Community center director.
The weekend starts Nov. 30 with a Christmas Shop
Hop from 4 to 8 p.m. Visitors who get a special card
stamped at each participating business earn chances
to win prizes. During that same time, churches, organizations,
crafters and vendors will sell goods at the
Merry Market on the town hall lawn. Mittens, gloves,
hats and scarves—free to anyone who needs them—will
be pinned to a “giving tree” at the town gazebo.
At 6 p.m., a tree lighting will take place at the
gazebo. A choir will perform and Santa will hand out
candy. From 4:30 to 7:30 p.m., a caricaturist will draw
portraits at the Mad Hatter, 17 N. Main St. (rear), and
a face painter will set up shop at the Little Shoppe on
London, 28 N. London St.
The Community Center is sponsoring a gingerbread
house contest, open to businesses, adults,
youths, and families. The public is invited to vote for
their favorites. Prizes go to the winners. Entries must
be delivered to the center, 164 E. Main St., by 5 p.m.
Nov. 30. The houses will be on display 9 a.m.-4 p.m.
Dec. 1 at the center. For more information, call (740)
869-2453 or email msccinc@embarqmail.com.
The Community Center’s “Christmas in the Village”
celebration is set for 2-4 p.m. Dec. 1. Festivities
include a visit from Santa and Mrs. Claus, a Mount
Sterling Public Library craft, an Ugly Christmas Shirt
contest, music by the First United Methodist Church
hand bell choir, refreshments, and a Christmas Past
Mount Sterling council is getting the
word out about a new recycling option in the
village.
“On the fourth Monday of every month,
the village will be partnering with the Ohio
Solid Waste District, the Pleasant Township
Trustees and the United Church to offer
complimentary recycling to residents,” said
council member Becky Martin. “Taking
place at the vacant lot on the corner of High
and Columbus streets in Mount Sterling,
residents can drop off a variety of their recyclables.”
From 9 to 11:30 a.m. on the designated
Mondays, residents can drop off paper,
newspapers, magazines, cardboard, aluminum
cans, steel food cans, glass food bottles
and jars and No. 1 and No. 2 plastic
bottles and jugs.
“Please remember you cannot leave your
recycling there if there is not an attendant
to take it from you,” Martin said. “If you
leave it there without someone there, that
is breaking the law because that would be
illegal dumping.”
Martin also stated that the collection site
does not accept household hazardous waste,
electronics, tires or other solid waste.
Improper disposal of garbage has been an
ongoing issue in the village. The problem recently
resulted in a backup on West Main
Street, according to Courtney Bricker, fiscal
officer and clerk of council.
“We had a sewer issue on West Main
Street and taking care of that was a two-day
event,” Bricker said. “We found a lot of items that were not disposed
of correctly, including solution containers and a lot of disposable
wipes. These materials will not break down in the sewer system
and instead get lodged in there and that is what happened here.”
Bricker said the village will be opening other manhole covers to
make sure items aren’t lodged in other parts of the sewer system.
Also during the meeting, council members thanked residents for
showing support of veterans during the Veterans Day ceremony at
the town gazebo. Residents can continue to show their support by
purchasing bricks to be placed around the veterans monument at
the gazebo. The bricks can be engraved with the names of veterans
or current military service men or women, or with well wishes to
regional military. The bricks come in two sizes, 4x8 inches for $50
and 8x8 inches for $100.
parking lot off of Main Street, just north of High Street. In case of
bad weather, he will move inside to nearby Trinity Episcopal
Church, 10 E. Fourth St.
At 6 p.m., the DLA will pay tribute to veterans in a ceremony at
the veterans monument on the Madison County Courthouse lawn.
A uniformed serviceman will read the names of all deceased veterans
from Madison County who served in war from the Korean War
forward. Additionally, anyone is welcome to pay tribute to a veteran
by writing the veteran’s name on a ribbon to be placed on a tree set
up next to the monument. The ribbons will be available at the site
for the remainder of the holiday season.
Throughout the evening, horse-drawn wagon rides will run between
Cowling Park and First Street, the Music Men barbershop
quartet will stroll the streets, performing a variety of tunes, and
costumed characters will hand out candy. A special backdrop for
free photo ops will be set up outside Fine Designs & Interiors, 11
S. Main St.; bring your own camera or camera phone.
A wreath auction will take place in the parking lot at Huntington
Bank, 2 E. High St. Participants will place bids in sealed boxes.
The wreaths, all decorated in Christmas themes, will go to the highest
bidders.
Businesses and other organizations in the downtown area will
host open houses and activities and offer refreshments. The DLA
has created a streetscape map that shows which locations are participating
and in what ways. Free copies of the maps can be found
in downtown retail businesses.
“Olde Fashioned Christmas gives people a chance to meet
friends downtown. It’s fun, entertaining and enjoyable,” said DLA
member Jack Starr. “Plus it’s a chance to show people that the
downtown is growing and rejuvenating.”
display by the Mount Sterling Community Museum. Judging for
the Ugly Christmas Shirt contest is set for 2:30 p.m.
Visitors also are invited to make Christmas greeting cards for
veterans at the VA Hospital in Chillicothe. Each child who visits
Santa will receive a gift. Visitors can vote on their favorite gingerbread
houses, as well as bid on a Christmas quilt created by the
center’s Sew Social Ladies. The quilt silent auction runs Nov. 26-
Dec. 21.
“The quilt is beautiful. It has a rural farm theme and is machine-quilted.
I’m sure just because of where we live, it will be very
popular,” Tomlinson said.
After the Community Center finishes its activities at 4 p.m., the
Chamber will continue the fun into the evening. Churches, organizations,
crafters and vendors will be back on the town hall lawn
from 4 to 8 p.m. Businesses will stay open late for holiday open
houses. The caricaturist and face painter will return from 4:30-6
p.m. An illuminated parade is set for 6 p.m.
To participate in the parade or for a sales space at the Merry
Market, call Becky Martin at (740) 506-0006 or (740) 831-4200.

Proud of London
Red Raider team
letter
As the clock ticked down at the
London High School football team’s
regional championship game on Nov.
17, a lot of different emotions could be felt from everyone in attendance.
The overwhelming emotion I felt was pride—pride in our
team, pride in the Red Raider Nation, and pride in our community.
I know the outcome is not what everyone would have preferred
but the accomplishments of this team are amazing. It has been 23
years since the Red Raiders have made it to the regional championship;
this only has been done two other times, 1994 and 1995.
As the players were walking off the field, I had the honor of
shaking their hands. Seeing the looks on their faces really made
me feel for these young men. Being in that same position over 20
years ago, I knew what they were going through and I told each one
of them to not to hang their heads. These players should walk tall
for what they have done.
This program seemed to have difficulties for many years. Then
Coach Kyle Cutler came, brought in his coaching staff and changed
the mentality of London High School football. These players bought
into his vision and became highly successful. They knew, just as in
life, that success would not come without hard work. These young
men are some of the finest people I have ever met, and I wish them
I voted for London
Mayor Patrick Closser. I
voted “no” on the city’s 2-
mill levy for emergency medical services (EMS) on the
Nov. 8 ballot.
If it ain’t broke, do not fix it. I see this as a power
struggle, nothing else.
We have been happy with and well served by the
Madison County Emergency Medical District for
decades. They are professionals and are very caring. I
have no doubt that the London Fire Department would
do a fine job, also. However, we already have a welltuned
emergency medical department. So, why change
it? The city says it has been great stewards of our taxpayer
dollars. Then show us where you have the money
to run the EMS for this city.
Before the election, the mayor said that no matter if
the people voted the levy down, the city would move forward
with providing EMS through the city fire department.
After the election, he said, “I have all the
confidence in my administration, our citizens and especially
our fire and EMS department, and am certain
that we will be able to pass this levy in the future.”
We do not live in a dictatorship city. We live in a
democracy. The people have spoken. Let the fire department
do what it does best. Let the Madison County
Emergency Medical District do what it does best.
Stop misusing
parking spots
I am a handicapped,
disabled Vietnam veteran,
and I’m looking for
help in stopping the misuse of handicap parking and
handicap placards.
An example: I recently asked a young couple that
was parking with a blue placard at a store in London if
they were handicapped. The man in the driver’s seat
said his mother gave him permission to use the handicap
placard.
Most of the time, I am the only person with a handicap
plate in the parking lot. All the rest are what I call
“hanger people.” I see lazy people every day parking and
abusing the handicap parking places. I have seen people
put up a blue hanger and run into local grocery stores.
When I brought this to the attention of the store managers,
they told me nothing could be done, that if someone
has a blue hanger they are considered handicapped.
I have contacted the mayor and the police department
several times, and nothing is done.
It is so bad, I see people drive up and leave their older
parents or grandparents in the car so they can go into
the store and shop. Of course, the handicapped person
is in the passenger seat. I have fallen and bloodied my
knees and elbows because I could not find a handicap
parking place.
Black Lives Matter, the Me Too movement, LGB
rights—all have agendas. What about the handicapped?
Heated discussion over results of EMS levy
By Kristy Zurbrick
Madison Editor
The outcome of London’s 2-mill tax levy
ballot issue for emergency medical services
(EMS) was the subject of heated discussion
at city council’s Nov. 15 meeting.
The levy failed in the Nov. 6 general election,
1,296 (45 percent)-1,576 (55 percent).
In September, the city split from the Madison
County Emergency Medical District
(EMD) and will provide its own emergency
medical services through the city fire department
starting Jan. 1, 2019. The levy
would have helped to fund those services.
About the levy outcome, resident Doug
Pyles said to council, “If you accept this as
anything but a mandate from what the residents
of the city think about this program,
you’ve got your heads in the sand.”
Council member Rex Castle stated that
tax levies often don’t pass on the first try.
He said the Nov. 6 attempt failed by a small
margin, 5 percent, and that the city would
have more time to educate voters on the
issue prior to a second attempt.
Later in the meeting, council member
Henry Comer, who opposed the split from
the EMD, stated, “Since we are voted in by
the people and for the people, as a council
we are here as the voice of the community.
We’re here to echo their wishes and not pursue
our own agenda.”
He continued, “To suggest that the community
is confused and picked the wrong option
is another blow to their intelligence.”
Comer said the split from the EMD was
designed to force the community to vote for
the newly formed city-run emergency medical
services.
Council member Anthony Smith rebutted,
saying council listened to people’s
concerns about the issue and answered their
questions.
“To say that we’re pushing anything
against the people is disgraceful and disgusting,”
he said. “We pushed forward to save people
tax dollars. That’s what we did. And we
voted to make sure that people were safer.”
Council president Joe Russell said that
the issue was obviously a difficult one with
people on both sides. He said council made
the decision to split from the EMD and is
moving forward with its own services.
“People are still talking about this as if
they are going to say something now that
we’re going to change our mind,” Russell
said. “We should all be getting behind the
fire department and their efforts to be able
to provide this service.”
He stated that he and other city leaders
will continue to keep tabs on how the transition
is going, keeping up constant communication
with Fire Chief Todd Eades.
“We’re ready to move on, and I hope the
city is, as well,” Russell said.
Vacant buildings
Council continues to discuss a proposal
to assess fees on vacant business properties.
Comer introduced legislation last month
proposing a program to identify, register
and inspect vacant commercial and industrial
buildings. Once a building is identified
as vacant, the city would charge the property
owner an initial registration fee of $400
followed by annual, escalating renewal fees.
The focus would be on buildings that could
become eyesores or present fire or other
safety hazards.
Russell said he supports finding ways to
make property owners maintain their properties
but thinks fees would add another
burden.
Castle wondered about the costs to the city
for code enforcement. Comer said the fees are
designed to cover that cost. Joe Mosier,
safety-service director, said the model assumes
property owners will pay the fees.
Questions also have been raised about
putting a cap on fees and specific scenarios,
such as strip malls with partial vacancies.
Comer agreed council needs to continue
looking into the different facets of the proposal.
He noted that committee discussions
have generated ideas for other programs
that would help business owners and spur
economic development.
Both Russell and Castle said the city also
needs to look into addressing vacant residential
properties.
ODOT/fire renovations
The city will not be spending $100,000 on
renovations and repairs at the former Ohio
Department of Transportation (ODOT)
garage, which now houses the city’s street
department, or at the fire department,
which is expanding into the street department’s
former space.
Council voted down legislation that
would have moved funding from one fire
budget line to another to pay for renovations
at both sites.
“Basically, what’s happened is Bill has
been able to take care of some things with
your current budget,” Castle said, referring
to repairs Bill Long, street superintendent,
and his staff have completed in-house at the
garage.
Castle added that Chief Eades does not
have firm cost estimates for renovations at
Council passed the city budget for 2019.
Castle said the numbers reflect a 4.5 percent
previous years’ trends. As he has done in
previous comments about the budget, Castle
praised the administration’s track record for
George Bailey and the people of Bedford
Falls will be on stage in Rosedale Bible College’s
(RBC) production of “It’s a Wonderful
Life—A Live Radio Play” Nov. 30-Dec. 2.
Director Christa J. Wolf chose Joe
Landry’s adaptation of the 1946 Frank
Capra film, “It’s a Wonderful Life,” in part
because it respects “the essence of this timeless
classic while giving it a refreshing twist.”
For those who have never been to a live
radio play, Wolf suggests imagining “something
similar to the disclaimer before a sitcom:
‘filmed in front of a live studio
audience.’”
Landry’s retelling of the film is a play
within a play. A group of professional actors
joins with talented individuals from a local
radio station to tell the story of George Bailey
and his home town. They voice over 50 characters
at several microphones, sing jingles
from sponsors, and use items like dried beans,
rigatoni, and a bike horn for sound effects.
Most people know the story. George Bailey
is at the end of his rope, struggling to
keep his business afloat as the country is
still in recovery from the Great Depression
and World War II. With mounting pressure
to provide for his family, pay off personal
loans, support his friends, and deal with Mr.
Potter, the greedy tycoon of Bedford Falls,
SOMERFORD
Continued from page 1
township pays 4.75 mills for fire protection
and each township board has a voting representative
on the fire district board. The
Madison County Emergency Medical District
(EMD) operates a station out of the
Somerford Township hall; the township
pays the EMD 3 mills for emergency medical
services. Central Townships proposed
operating fire services out of the same
space, equipping the station with an engine
George contemplates what his
life is worth. In a moment of
desperation, George is met by
an angel, Clarence Oddbody,
who shows him what the town
would be like had he never
been born.
“The impact that one life
can make for good,” says Wolf,
“is a profound reminder that
each of us has greater value
than we may realize.” The
story also touches on the nature
of “true success.”
Wolf says the challenge of a
play like this is “to authentically
represent the audible aspects
of a radio drama” while
performing for a modern audience
who is more dependent on
visual stimulation.
With that in mind, she has
tried to add blocking that is entertaining,
but subtle enough not to be distracting.
She hopes that people who attend
RBC’s production will be able to get the
same enjoyment out of the play whether
“they choose to sit back with their eyes
closed in nostalgia or attentively watch the
action for the first time.”
and staffing it with three fire fighters.
London proposed adding emergency medical
services (EMS) to the contracted fire
services it already provides to Somerford
Township. In September, the city split from
the EMD and, starting Jan. 1, 2019, will be
providing EMS services within the London
city limits through the city fire department.
Currently, the city provides fire services to
Somerford Township for 3.1 mills. The city
initially proposed providing the township
with fire and EMS services for a total of 5
mills and equipping and staffing the township
facility with an engine and three fire
fighter/paramedics or fire fighter/EMTs.
Laney said one concern he had about the
city’s proposal was that one three-person
crew would be handling fire and EMS calls.
When the township informed the city they
were leaning toward Central Townships’
offer, the city came back with multiple options
with different levels of staffing, running
from 5 mills to 7.75 mills, said Joe
Mosier, the city’s safety-service director.
The 7.75 mills is equivalent to what township
residents will pay for fire protection
from Central Townships and emergency
medical services from the EMD.
Before the trustees voted to accept Central
Townships’ offer, Laney praised the
London Fire Department for the services it
has provided to the district.
“They have done a wonderful job. We
haven’t had any qualms whatsoever with
London,” he said.
After the vote, Laney noted that Somerford
Township has contracted with the EMD
for emergency medical services since the
EMD’s inception 37 years ago.
“We could not see any reason to make a
switch,” he said.
As for the membership with Central
Townships and representation on the fire
district board, he stated, “We have a seat at
the table. That’s the big thing.”
When the township’s fire contract with
London is terminated, the township will
merge into Central Townships’ existing
4.75-mill levy. The difference between what
township residents pay now for fire service
(3.1 mills) and what they will be paying
after the transition (4.75 mills) equates to
an additional $57 per year per $100,000 of
property valuation, Laney said.
The current Central Townships levy expires
at the end of 2021, at which time it will
be placed back on the ballot.
The timing of the transition will depend
on the agreement made between Somerford
Township and London. With a 12-month notice,
London would continue to provide fire
services to the township through 2019.
Central Townships Chief Brian Bennington
said the fire district board will start
planning now for the changes to come. The
board’s next meeting is at 7:30 p.m. Nov. 28
at the Deercreek Township Hall, 75 Middle
St., London.
Laney further noted that a merge of the
Central Townships Fire District and the
Madison County EMD is a possibility down
the road. With Somerford joining the fire
district, the fire district and the EMD will
be serving the same six townships.
The Somerford Township trustees board
includes Laney, Jim Moran and Ernie
Sparks. The trustees meet at 7 p.m. the second
Wednesday of each month at the township
hall, 91 State Rte. 56 NW (the former
Somerford school building).

Raiders end season as
regional runner-up
The London Red Raiders’ magic carpet
ride in the Div. IV state football tournament
came to an end Nov. 17 when they
lost to a talented Cincinnati Wyoming
squad 28-0 at Centerville High School.
The Raiders and the Cowboys traded
possessions into the second quarter, when
London took the ball over in good position
on Wyoming’s 46-yard line. After a 10-
yard penalty on the first play moved the
ball back to their 41-yard line, the Raiders
lost a fumble at their own 38-yard line.
Wyoming scored in three plays, culminated
by athletic quarterback Evan
Prater’s 26-yard touchdown run. The point
after was good, and the Red trailed 7-0.
London’s Brennen Spiess took the ensuing
kickoff back 34 yards, and London was
set with a first down on the Cowboy’s 41-
yard line. London moved to a fourth and
six at the 27 when their pass was intercepted.
Wyoming marched 11 plays for a
touchdown on Prater’s 22-yard pass to Joey
Edmonds, and with the point after, the
Raiders went into halftime trailing 14-0.
Wyoming took the second half kickoff
and, 11 plays and 90 yards later, scored on
a touchdown pass from Prater to Edmonds,
moving the score to 21-0. London’s
K.J. Price returned the kickoff 45 yards,
but the Red was forced to a four and out.
Early in the fourth quarter, after an exchange
of punts, Prater ran untouched for
a 70-yard touchdown to set the final score
at 28-0.
London’s ace running backs, Price and
Spiess, were held to 76 yards and 46
yards, respectively, by the tough Cowboy
defense. Bricker Thiel and Nate Wells led
the Red with eight tackles each; Richie
Geib added six; and Tyler Tobin notched
five to round out the top tacklers for London.
Even with the loss, London recorded
one of its most successful seasons in the
last 25 years, finishing as regional runnerup
and achieving an 11-2 record on the
season.
After the bus trip back to London, a
short ceremony spotlighted the team’s 12
senior players, who each rang the victory
bell one last time.
The London Rotary Club is
pleased to honor senior Amaya
Siddiqi as London High
School’s November Student of
the Month.
Students of the month are
selected by school administrators
based on their academic
and extracurricular achievement
and positive character.
Siddiqi has a 3.9 grade point
average and ranks first in her
class. She states that her favorite
class is anatomy.
Siddiqi is this year’s National
Honor Society president, having been
inducted as a sophomore. She is a four-year
member of Quick Recall and a three-year
member of the Thespian Society. She is a
four-year member of the varsity soccer
team, serving as captain and receiving honorable
mention honors her junior year and
second-team honors her senior year.
When asked to name a school staff person
who has inspired her, she named
Janelle Wilson, stating, “She cares deeply
for her students and shows it through her
hard work and dedication to her classes.”
Wilson commented, “Although I've only
been Amaya's Spanish teacher for a few
Amaya Siddiqi
months, I first had the pleasure
of meeting her while I was
working as choreographer for
the high school musical last
spring. That is where I got to
know the type of person and
student Amaya is: hard-working,
sweet, kind and extremely
driven. She was always the first
to volunteer when I needed help
demonstrating anything Her
leadership skills proved to be
very strong during our musical
practices. Then this year in our
Spanish 4 class, I have been
able to see her academic success. She has a
work ethic and determination to succeed far
greater than most. She is always up for a
challenge and never gives in until she has exceeded
her own expectations.”
After graduation, Siddiqi plans to attend
the University of Cincinnati to study physical
therapy. She is the daughter of Zahid
and Jenny Siddiqi of London.
St. Patrick School
donating books
St. Patrick School in London recently hosted their 6th Annual
Scholastic Book Fair. Once again, the school participated in
Scholastics All for Books, a program through which schools partner
with community organizations to provide new books to children in
need.
The Scholastic Possible Fund matches every donation received
through the program and distributes the books through Kinds In
Need Foundation, Reader to Reader, National Center for Families
Learning, and similar organizations.
This year, St. Patrick School held a loose-change coin drive during
the book fair. Students and their families donated a total of $724
to purchase books for HELP House in London. That will make possible
the donation of 140 books to pre-schoolers through teenagers.
St. Patrick School’s mission is: “Academic excellence and the fulfillment
of self for the glory of God.” An integral part of this mission
is service learning and service to the community.
The All for Books program affords
the school the opportunity to help children
locally and around the country experience
the joy of reading.
Notice must be served not less than 20 days before the date of the hearing
[R.C. 3107.11]
To: Ryan Andrew Henderson - Unknown Address
You are hereby notified that on the 13th day of November, 2018, Joseph Michael Polen II,
THE MINOR AND YOU AND THE MINOR’S OTHER RELATIVES, SO THAT THE MINOR THEREAFTER IS A STRANGER
TO YOU AND THE MINOR’S FORMER RELATIVES FOR ALL PURPOSES. IF YOU WISH TO CONTEST THE ADOPTION,
YOU MUST FILE AN OBJECTION TO THE PETITION WITHIN FOURTEEN DAYS AFTER PROOF OF SERVICE OF
NOTICE OF THE FILING OF THE PETITION AND OF THE TIME AND PLACE OF HEARING IS GIVEN TO YOU, IF YOU
