Special Assistance in lieu of 90% Union Funding for Centrally Sponsored Schemes<br />
Chronology of events:<br />
In pursuance of the commitments listed above, the Union Cabinet took a decision<br />
in March 2014 to accord Special Category Status to the Successor State of Andhra<br />
Pradesh for a period of five years.<br />
The Fourteenth Finance Commission in its report stated as follows (paras 2.29)<br />
2014<br />
“We did not make a distinction between Special and General Category<br />
States in determining our norms and recommendations. In our assessment<br />
of State resources, we have taken into account the disabilities arising from<br />
constraints unique to each State to arrive at the expenditure requirements.<br />
In this regard, we have observed that the North-eastern and hill States have<br />
several unique features that have a bearing on their fiscal resources and<br />
expenditure needs, such as low level of economic activity, remoteness and<br />
international borders. Our objective has been to fill the resource gaps of<br />
each State to the extent possible through tax devolution. However, we have<br />
provided post-devolution revenue deficit grants for States where devolution<br />
alone could not cover the assessed gap….”<br />
“We are of the view that intra-state inequality is within the policy jurisdiction<br />
of the States and provisioning of adequate resources through tax devolution<br />
should enable them to address intra-state inequalities in an effective<br />
manner”<br />
Government of India in a press communiqué on 15 March 2017 stated as<br />
follows: (Annexure -14)<br />
“(i). The Central Government will provide special assistance measure to<br />
Government of Andhra Pradesh, which would make up for the additional<br />
Central share the State might have received during 2015-16 to <strong>2019</strong>-20, if<br />
the funding of Centrally Sponsored Schemes (CSS) would have been shared<br />
at the ratio of 90:10 between the Centre and the State. The special assistance<br />
will be provided by way of repayment of loan and interest for the Externally<br />
Aided Projects (E<strong>AP</strong>s) signed and disbursed during 2015-2016 to <strong>2019</strong>-20 by<br />
the State.”<br />
