Multiplier (Table 5.5). If, however, the<br />

adjustment is made for population and<br />

5% inflation, then the grant to backward<br />

regions of Andhra Pradesh on par with<br />

Bundelkhand Package will be of the<br />

order of Rs. 25,000 Crore. This number<br />

would be much higher when adjusted<br />

to the overall budgetary increases, or<br />

inflation in the interregnum period.<br />

In the case of Bundelkhand Development Package,<br />

the Union Government allocated an amount of<br />

Rs. 7,266 Crore for a three-year period of 2009-12.<br />

Subsequently, in the period 2012-17, a further<br />

Backward Regions Grant Fund of Rs. 4,400 Crore<br />

was allotted to Bundelkhand. Thus a total of<br />

Rs. 11,666 Crore was given as special grant for the<br />

development of Bundelkhand region. This translates<br />

into a per capita grant of Rs. 6,374 for a populationof<br />

1.83 Crore in the 13 districts of Bundelkhand in Uttar<br />

Pradesh and Madhya Pradesh States. The total<br />

population of backward areas of Andhra Pradesh is<br />

2.52 Crore. If a per capita grant similar to<br />

Bundelkhand package at 2009 prices is made to the<br />

seven backward districts of North Coastal Andhra<br />

and Rayalaseema (including Markapur division of<br />

Prakasam district, which forms part of Rayalaseema),<br />

the grant should be of the order of<br />

sought Special Development<br />

Assistance for its backward areas<br />

particularly Rayalaseema and North<br />

Coastal Regions for an amount of<br />

Rs. 24,350 Crore over a period of five<br />

years (2014-15 to 2018-19). The<br />

assistance sought is thus roughly<br />

comparable to Bundelkhand Package<br />

when adjusted to inflation and<br />

population.<br />
