7. Agricultural University, Guntur –A Central<br />
Agricultural University has not been<br />
established. Instead, the Union<br />
government released a grant of Rs. 135<br />
Crore to Acharya NG Ranga Agricultural<br />
University (ANGRAU), a State Agriculture<br />
University. ANGRAU is functioning in<br />
temporary campus from 2015-16<br />
8. Indian Institute of Information Technology,<br />
Design and Manufacturing (IIITDM),<br />
Kurnool –functioned in a temporary<br />
campus in Kancheepuram, Tamil Nadu<br />
since 2015-16. In July 2018, the campus<br />
was shifted to a permanent facility in<br />
Kurnool<br />
9. All India Institute of Medical Sciences<br />
(AIIMS), Mangalagiri –functioning in<br />
temporary campus from 2018-19<br />
10. Tribal University, Vizianagaram – Yet to<br />
be established<br />
11. National Institute of Disaster Management<br />
(NIDM), Vijayawada –functioning in<br />
temporary campus from 2016-17<br />
As can be seen from the above information<br />
(Source: Communication received from office<br />
of Andhra Pradesh Reorganisation Act) six<br />
of these institutions commenced classes in<br />
2015-16, two in 2016-17 and two in 2017-18,<br />
all in temporary campuses. Government of<br />
Andhra Pradesh transferred 2912 acres of land<br />
for all these institutions, and released Rs. 131<br />
Crore as grant towards the State’s contribution<br />
to infrastructure. Students are selected through<br />
national competitive tests.<br />
As of now, as against the total project cost of<br />
Rs. 12,746.38 Crore (excluding the State<br />
Government’s contributions) only<br />
Rs. 845.42 Crore, (6.63% of the funds) has<br />
been released by Government of India. Most<br />
of these institutions have no permanent<br />
campus.<br />
Section 93 of <strong>AP</strong>RA mandates that these<br />
Institutions should be developed within ten years<br />
from the appointed day of 02 June 2014. It is<br />
imperative that the Union government releases<br />
all the balance funds within the next five years,<br />
and ensures completion of all the projects in<br />
all respects before 2024.<br />
Recommendations:<br />
• Rs. 12,746.38 Crore is the estimated cost<br />
for all the eleven projects; the State<br />
Government has already fulfilled its<br />
commitment<br />
• Only Rs. 845.42 Crore i.e. 6.63% of the<br />
total project cost is released by<br />
Government of India; 93% is still<br />
remaining<br />
• The remaining funds need to be released<br />
faster<br />
