4. Assistance Required for Polavaram Project<br />
Commitments of Government of India:<br />
Irrigation: Polavaram Project 1 (Section 90, Andhra Pradesh Reorganisation<br />
Act, 2014)<br />
“90. (1) The Polavaram Irrigation Project is hereby declared to be a national<br />
project.<br />
(2) It is hereby declared that it is expedient in the public interest that the Union<br />
should take under its control the regulation and development of the Polavaram<br />
Irrigation Project for the purposes of irrigation.<br />
(3) The consent for Polavaram Irrigation Project shall be deemed to have been<br />
given by the Successor State of Telangana.<br />
(4) The Central Government shall execute the project and obtain all requisite<br />
clearances including environmental, forests, and rehabilitation and resettlement<br />
norms.”<br />
Prime Minister’s Statement - dated 20 February 2014<br />
“Fourth, I would like to reassure Honourable Members that if any further<br />
amendments are needed to facilitate smooth and full Rehabilitation &<br />
Resettlement (R&R) for the Polavaram project, they will be given effect to at the<br />
earliest. Our government will execute the Polavaram project—let there be no doubt<br />
about it.”<br />
The project was accorded investment<br />
clearance by the Planning Commission<br />
for Rs.10,151 Crore (at 2005-06 price<br />
level) in 2009. Further, the Advisory<br />
Committee of Ministry of Water<br />
Resources (ACMWS) approved the cost<br />
at 2010-11 price level as<br />
Rs. 16,010 Crore during January, 2011<br />
including power and drinking water<br />
component of Rs. 2,868 Crore.<br />
1 The Polavaram Project is on the river Godavari, about 42 km upstream of Sir Arthur Cotton Barrage in the State of Andhra Pradesh.<br />
It envisages construction of a dam and canal system to create ultimate irrigation potential of 7.2 lakh acres, generation of 960 MW<br />
of hydro power, drinking water supply to a population of 28.5 lakh in 540 villages and diversion of 80 TMC of water to Krishna river<br />
basin.<br />
