Assistance to Develop the Government Infrastructure and the Capital City Region<br />
The Andhra Pradesh Government drew up<br />
ambitious plans to develop Amaravati, the new<br />
Capital City, as a modern city to serve not only<br />
as seat of power, but to be an economic,<br />
educational, healthcare, cultural and<br />
recreational hub.<br />
The key infrastructure for the development of<br />
Amaravati, the greenfield Capital City of the<br />
State of Andhra Pradesh can be broadly<br />
categorised into four:<br />
1 Government buildings and other buildings<br />
2 Social infrastructure<br />
3 Tier-1 trunk infrastructure<br />
4 Tier-2 infrastructure - Land Pooling<br />
Scheme and Others<br />
Developing trunk infrastructure includes major<br />
arterial road network, water, sewer trunks, seed<br />
access road, bridges across the river Krishna,<br />
ducts for power and communication cables<br />
etc., which are essential for initiating<br />
development. Land for Amaravati has been<br />
largely pooled by Land Pooling Scheme<br />
wherein farmers who have voluntarily pooled<br />
their land, get a share of the developed land<br />
in return. Accordingly, they have been allotted<br />
returnable plots for which necessary<br />
infrastructure has to be provided as per the<br />
Andhra Pradesh Capital Region Development<br />
Authoriy Act 2014. In addition, Tier-2<br />
infrastructure for other important regions needs<br />
to be developed.<br />
Government City and Justice City comprising<br />
of Government buildings like Assembly,<br />
Secretariat and Heads of Departments<br />
buildings, Government housing, housing for the<br />
ministers, MLAs, MLCs, Chief Minister’s<br />
residence, Raj Bhavan and Judicial buildings<br />
like High Court, housing for Judges, other legal<br />
institutional buildings, etc. is of first priority for<br />
the Government. Additionally, since the Capital<br />
City would be housing a large number of<br />
people, significant social infrastructure also<br />
needs to be developed to provide services.<br />
As can be seen from Annexure-16, the<br />
estimated cost of Government Complex in<br />
Amaravati is Rs.11,261 Crore. Social<br />
infrastructure for the new Capital City is<br />
estimated to cost Rs. 7,330 Crore. Other<br />
infrastructure including Trunk/Tier I<br />
infrastructure, mass transit connectivity, flood<br />
management, and tier two infrastructure are all<br />
estimated to cost Rs. 90,432 Crore. The total<br />
cost estimate of the ambitious project is<br />
Rs.1,09,023 Crore (Table 9.1).<br />
