The position has been open since Dec. 10 when former city administrator Ryan Thomas resigned. The council approved the appointments at a special meeting on Jan. 3. That action followed approval of an amendment, brought forth by Councilmember Tim Woerther [Ward 7], to include language in the main section of the bill stating that Cross would temporarily resign as the city treasurer with the intent to return to the treasurer position as soon as a full-time administrator is hired. The amendment also specified that, in the meantime, accounting firm RubinBrown would perform periodic reviews of the city finances via a separate contract to be approved by the city council following the appointments. However, while the council approved the ordinance, Mayor Jim Bowlin formally vetoed it. Both Bowlin and City Attorney John Young expressed concern about placing the amendment within the section part of the bill as opposed to within a “Whereas clause” or recital. They said doing so made the ordinance inconsistent with the appointment process prescribed in the city charter. Because of those concerns, Bowlin did not sign the ordinance on Jan. 3; however, he said he would sign an amended version of the ordinance if the amendment was passed as a recital. On Jan. 14, the council debated having Vujnich serve alone as interim city administrator thus eliminating the need for an amendment. Ultimately, Councilmember Steve Taylor [Ward 4] motioned to re-insert Woerther’s original amendment regarding Cross’ appointment back into the bill as a recital. While some councilmembers criticized the use of a “Whereas clause” as being non-enforceable, specifically regarding Cross’ desire to return to the treasury position following completion of the co-interim position, Taylor expressed confidence in the mayor’s statement that Cross would be re-appointed to the treasury position, barring malfeasance and death. “If Mr. Cross finishes his duties as [cointerim] city administrator and is not given a shot to return as treasurer, I’m going to replay this session,” Councilmember John Gragnani [Ward 1] said, referencing the city’s livestream. For his part, Cross said he accepted the amendment and trusted the mayor’s statement. Councilmember Larry McGowen [Ward 1] said he thought the sharing of Cross’ and Vujnich’s time would serve the city better. The ordinance, as amended by Taylor, ultimately passed on a 10-6 vote, following its second reading. Cross will receive $4,000 in compensation for his share of the city administrator’s duties and Vujnich $2,000, for a total of $6,000 in monthly expenses to the city. Those are another story,” Fitch told West Newsmagazine. “Burglary, sexual contact with a student, second-degree rape, fourthdegree child molestation,” Fitch said those are not instances where the suspects should get off with a “punishment akin to a traffic violation.” Suspects in those instances, he said, should have to post bail and appear in court. As for Bell’s decision not to pursue the death penalty against Bruce, Fitch said, “I’m not surprised.” He pointed to Bell’s campaign rhetoric and asked, “Was there any doubt?” “I think that if he had even one family member [of Schmidt’s] that was OK with him not seeking the death penalty, then that is what he was going to do,” Fitch said. Speaking on behalf of Schmidt’s family, James G’Sell, a deacon at St. Anthony of Padua, the family’s church, said Schmidt’s husband supports Bell’s decision. “Greg thinks in many ways that the death penalty is easier, too generous on Thomas Bruce, because he needs to suffer the consequences of his actions, think about what he did every day for the rest of his life,” G’Sell said. However, Fitch said the community also is a victim in the crime. For many in the community, Bell’s decision may not be as widely accepted.

In the process, those guys, and gals, are raising some big bucks. The three-on-three tournament has a women’s division. “We get a lot of girls who come out and play.” Since its inception eight years ago, the Steinberg Winter Classic has raised over $1.3 million to help families fighting cancer. Fresta’s Cancer Care Foundation works with Mercy Hospital and the Siteman Cancer Center to identify families in need. “It doesn’t matter, whether it’s mom or dad or son or daughter,” Fresta said. “What happens a lot of the time is that someone ends up losing a job, either because they’re too sick to work or because they have to take care of the person with cancer. So finances get really tight. Our approach is to help relieve some of that added stress. “A cancer diagnosis is stressful enough.” Fresta speaks from personal experience. He has battled cancer twice, and those battles inspired both the Steinberg Winter Classic and the Legends of Hockey dinner, which takes place at 6 p.m. on Monday, March 11 at Fleming’s Prime Steak House at Plaza Frontenac. “We’re celebrating winter’s game, which is hockey,” Fresta said. “Fans can just come out and enjoy the games. It’s free to the public. And teams can still register to play. We can take as many teams as we want. We’ll always find room for teams.” “We divide that big rink up into three arenas, so there are three different games going on all day and night throughout the weekend,” Fresta said. A large silent auction adds to the fun. “Sometimes I also have bands playing in the evening. Everybody just hangs out and has a really good time.” The same could be said for Legends of Hockey, which this year features former St. Louis Blues captain and coach Red Berenson.
