Children and adolescents in situations of social<br />

disadvantage<br />

As it is known, Cuban children benefit<br />

equally from the actions taken in favor of their<br />

development, however, a part of it, due to<br />

socioeconomic, family and other<br />

circumstances, require special attention and<br />

social protection. It refers to children in<br />

situations of social disadvantage.<br />

The educational institutions in the communities<br />

as part of their social order, carry out<br />

preventive educational activities through<br />

different programs. In most cases, it is the<br />

teachers who for the first time identify the<br />

children at risk, through the use of diagnoses<br />

and characterizations.<br />

Within the educational sector's strategy<br />

for preventive educational work in the<br />

communities has been an important<br />

contribution to the coordination and integration<br />

of the actions of the Council of Attention to<br />

Minors and the educational programs "Educate<br />

Your Child" and "For Life."<br />

Its common objective is to preserve and<br />

defend the rights of children, adolescents and<br />

young people, and within that, the priority of<br />

those in a situation of social disadvantage, with<br />

behavioral disorders or dissociated from the<br />

system.<br />

Schools have been gaining a central role in this<br />

work as coordinating centers of educational<br />

actions, starting from the conception of<br />

strengthening their role as the most important<br />

cultural centers of the community.<br />

The group of children in situations of<br />

social disadvantage also includes those who<br />

require this attention for presenting behavior<br />

disorders, this activity is shared by the Ministry<br />

of Education and the Ministry of Interior, carry<br />

out prevention, evaluation and re-education<br />

actions, as Cuban law regulates the care of<br />

these children, not only through the judicial<br />

and criminal courts of their mothers, guardian<br />

parents, but with an emphasis on their sociopsychological<br />

orientation and work with the<br />

family.<br />

This creates different care systems such as the<br />

Centers of Orientation and Diagnosis; Centers<br />

of Evaluation, Analysis and Guidance of<br />

Minors, among others. These centers have<br />

teams of professionals and specialists from<br />

different disciplines, who study their problems,<br />

and look for alternative solutions to them.<br />

All children with behavioral disorders<br />

are linked to the teaching process of the<br />

National Education System, when they leave<br />

the specialized centers, they are offered care<br />

aimed at their social reintegration and the<br />

follow-up of their reeducation.<br />

Having as one of its objectives to prevent and<br />

correct the behavioral disorders and other risk<br />

situations of these groups, since 1987 and<br />

through legislative regulation, the<br />

Commissions of Prevention and Social<br />

Attention were created as coordinating<br />

mechanism of the Government for the<br />

prevention and social attention in Cuba.<br />

The impact of the economic crisis<br />

The impact of the economic crisis and<br />

the policies applied to its confrontation have<br />

generally affected the social situation of the<br />

country, although its effect has been<br />

differentiated in some areas of services and in<br />

certain sectors of the population. As for the<br />

former, there are spheres where, with some<br />

affectations, the achievements are maintained,<br />

such as education, health and social security<br />

(Díaz, E.1994). In other areas, such as food and<br />

housing, the greatest difficulties are<br />

concentrated. In relation to the second, there<br />

are sectors of society that have felt more<br />

strongly the effects of the crisis and which
