Katie Roush was certain she was still in<br />

a dream.<br />

It was late in the night when an urge to<br />

quench her thirst roused the Prairie<br />

Township woman out of bed. As she poured<br />

her water into a cup, she noticed a shadowy<br />

movement near the base of her<br />

kitchen floor at the corner of her eye.<br />

long rat making itself at home in her dwelling.<br />

“At first I thought that this can’t be happening, that<br />

I was still in that dream state,” she said.<br />

But Roush realized she was not dreaming.<br />

“I backed my way out the kitchen and walked down<br />

the hallway as quietly as I could, shut my door, put a<br />

towel under it, grabbed my dogs and just sat on my bed<br />

in a state of grossed out shock.”<br />

After finally coming to the realization that it really<br />

was a rat, she turned on her phone and got to work.<br />

“I couldn’t sleep, so I immediately started researching<br />

ways to get rid of them,” said Roush. “I texted my<br />

husband and told him to bring as many rat traps home<br />

as he could, then I called Orkin and told them to come<br />

out as soon as they could. After they came out and told<br />

me I had entryways into my house, I bought concrete<br />

mix, silicon caulk, boards, anything.<br />

The Prairie Township resident then ordered ultrasonic<br />

pest repellers.<br />

“I wanted them out, I wanted them gone and I<br />

wanted them to stay gone.”<br />

In the weeks after her first incident in February of<br />

last year, she found seven rats total — five outdoors and<br />

two indoors. Fortunately for Roush, she has not<br />

encountered any more rats since fortifying her home<br />

but the same cannot be said for many other people living<br />

in the area.<br />

Since being made aware of the growing rat infestation<br />

problem last summer, the township has been collaborating<br />

with Franklin County Public Health<br />

(FCPH) to try to get a foothold on the issue.<br />

“It’s not a quick fix; it’s going to be a slow process,<br />

but we’re trying,” said Zoning Inspector Connie<br />

Swisher.<br />

One measure the partners have taken is to establish<br />

a Rat Prevention and Elimination Workshop,<br />

which is a free educational program for the community.<br />

There, the residents learn how to identify entry<br />

points, take steps to fix them and the means that can<br />

be used to eliminate them. The first session was held<br />

on <strong>March</strong> 19 with roughly 45 people in attendance.<br />

One identifying feature of a rat problem on your<br />

property, said Sarah Fink, a mosquito management<br />

and vector programs specialist with FCPH, are burrow<br />

holes under brush or alongside the foundation.<br />

“They want to feel protected and having burrows in<br />

these places make them feel right at home,” she<br />

explained.<br />

Since burrows can often be used by other animals<br />

such as snakes or chipmunks, she suggested crumpling<br />

up a piece of paper, placing it in the hole and<br />

monitoring whether the paper has been displaced.<br />

“If it is, the chances are that you have an active rat<br />

hole.”<br />

She suggested patching up any possible entry<br />

points — even the easily overlooked openings like dryer<br />

vents — with silicone caulk or steel wool and wire.<br />

“The steel wool and wire are good options, but I<br />

have to mention that rats can chew through hard<br />

materials,” said Fink.<br />

She said if fortifying the foundation, be sure to put<br />

any sheeting at least two feet into the ground. As for<br />

homes, she recommended rat traps with greasy, protein<br />

rich foods like peanut butter, bacon, and Slim<br />

Jims. She did warn the residents that they are dealing<br />

with highly intelligent and suspicious animals.<br />

“It may take them a few days to feel comfortable<br />

going up to investigate,” Fink said.<br />

She said rodenticides can be used, but be mindful of<br />

who or what is also living in your homes.<br />

“If you have small children or pets, be aware of the<br />

risks,” she said. “If a dog eats a rat that had been poisoned,<br />

they’ll have eaten a rat with poison in it. You’ll<br />

have to take them to the veterinarian or an emergency<br />

animal hospital to be checked out.”<br />

She also went over other elimination suggestions,<br />

such as dry ice in burrows — she warned not to use<br />

these close to the foundation as you do not want CO2<br />

coming into your home — as well as clove oil and Coca-<br />

Cola in burrows.<br />

“Those haven’t been proven scientifically but some<br />

people said they have found success with those methods.”<br />

Fink did not, however, recommend live traps.<br />

“I don’t think it’s a good idea,” she said. “You run<br />

the risk of catching a pathogen and then you have to<br />

think about where you would release it. I mean, how<br />

many people would be happy if they saw you release a<br />

rat near their property?”<br />

She also said if you are facing an infestation, only<br />

licensed, professional help from a pest control specialist<br />

will do.<br />

The issue of trash left out in bags was discussed at<br />

the workshop, especially after the public health representatives<br />

said to use alternative means, such as thick<br />

plastic or sturdy metal cans.<br />

Residents said they feel the elimination of bags left<br />

on the curb for collection, or just outside in general,<br />

could greatly quell the rat problem.<br />

“We cannot allow people to keep leaving garbage<br />

bags out,” said one resident. “It’s disgusting and<br />

attracts rats, among other things. I’ve seen them chewing<br />

through them on multiple occasions.”<br />

Swisher said she and Township Administrator Rob<br />

Peters have discussed the collection issues but said it<br />

was ultimately up to the trustees to make that decision.<br />

During this discussion, one resident mentioned<br />

commercial trash and faulty bins, to which Swisher<br />

said they were also trying to address.<br />

Due to the scale of the problem, the workshop will<br />

be held for the community twice more in April, once on<br />

the 1st at 1 p.m. and once on the 3rd at 6:30 p.m. It will<br />

be held at the Prairie Township Hall, 23 Maple Drive.<br />

Swisher said she hopes that the community will<br />

attend the workshop and learn more about prevention<br />

and elimination topics and then spread the word<br />

amongst their families, friends and neighbors.<br />

“We all have to do our part to combat the issue,” she<br />

said. “It’s not going to take a small handful of people to<br />

do it, it’s going to take all of us.”<br />

As for Roush, who attended the workshop, she said<br />

she still has lingering paranoia about her rat<br />

encounter one year ago.<br />

“I’ve done what I can but I still have this fear that<br />

I’m going to come home one day and they’re chilling in<br />

my kitchen, eating crackers,” she said. “I don’t want<br />

that to happen, so I have to stay vigilant and make<br />

sure my house isn’t attractive to them.”

Community concerned about speed cameras<br />

As Franklin Township cracks down on speeders in the area,<br />

several residents are taking issue with the new processing, saying<br />

the township has turned into a speed trap.<br />

Late last year, Franklin Township introduced a new handheld<br />

camera system that allows them to more efficiently enforce speed<br />

limits and reduce traffic accidents. Using the handheld cameras,<br />

deputies have been positioned at high traffic areas where there<br />

has been increased speeding and accidents. Among these locations<br />

is Frank Road.<br />

However, several residents have expressed concerns about the<br />

new ticketing process, saying they are being unfairly targeted, and<br />

the township is using the new system as a way of generating revenue<br />

and not protecting residents.<br />

Franklin Township Police Chief Byron Smith said this couldn’t<br />

be further from the truth.<br />

“We have two major complaints - drugs and speeding,” Smith<br />

said. “We only have so many tax dollars to work off of and this new<br />

system allows us to use our resources in the most efficient ways<br />

possible. We have the highest overdose rate in the county and one<br />

of the highest in the state, this new system allows us to focus on<br />

these issues even more.”<br />

Smith said on average it takes approximately 20 to 30 minutes<br />

per traffic stop. By using a camera system during peak speeding<br />

hours, the township is able to stretch their resources further<br />

because officers are eliminating time on traffic stops.<br />

The handheld camera system is used by one officer during the<br />

school hours, which is peak speeding time, according to Smith.<br />

Typically, the township has four officers on first shift, four officers<br />

on second shift and three officers on third shift.<br />

Residents are ticketed for going 10 miles per hour or more over<br />

the speed limit, according to Smith. Several residents complained<br />

about getting tickets for going slightly over the speed limit, something<br />

Smith and township leadership adamantly deny.<br />

“The township has never issued a citation for any less than 12<br />

miler per hour over the speed limit,” Smith said. “If anyone is getting<br />

a ticket for going less than 10 miles over the limit, please contact<br />

me because that means there is an issue with our system. Our<br />

system is setup to not send tickets to anyone for going less than 10<br />

mile per hour over the speed limit.”<br />

Trustee John Fleshman echoed this saying he would love to see<br />

if anyone has gotten a ticket for going less than 10 mile per hour.<br />

Township selling properties<br />

Franklin Township is unloading some<br />

property they have accumulated in an<br />

effort to bring more funds into the area. At<br />

a recent meeting, the board of trustees<br />

approved the sale of several properties.<br />

Realtor Laura Esterline gave an update<br />

to the board about the sale of properties<br />

the township currently possesses due to<br />

unpaid taxes. Among these properties was<br />

the sale of 1439 Little Avenue and the parcel<br />

at 867 Hart Road.<br />

The township reduced the price for the<br />

home on Little Avenue and accepted an<br />

offer of $34,900 and accepted an offer for<br />

$32,000 for the parcel on Hart Road.<br />

Also, at the meeting, the board discussed<br />

the need for more security at township<br />

hall.<br />

“I would recommend we have better<br />

security in our building,” said Bryon<br />

Smith, police chief for Franklin Township.<br />

“When someone leaves, we have to replace<br />

keys. If we have a digital locking system, it<br />

will be easier to deal with security when<br />

we have turnover.”<br />

Trustee John Fleshman said he recommended<br />

some sort of badge system where<br />

employees can scan a badge to access the<br />

building.<br />

Smith, as well as Franklin Township<br />

Road Superintendent Jim Stevens agreed<br />

to examine this more and present options<br />

to the board in an upcoming meeting.<br />

In other news, the board discussed<br />

offering township employees Hepatitis A<br />

and B vaccines.<br />

The township plans to partner with Mt.<br />

Carmel Hospital and setup booths to give<br />

employees the vaccines in the coming<br />

weeks.<br />

“If someone can show me a ticket they got for going less than 10<br />

miles per hour, I will pay it myself,” Fleshman said. “Speeding is<br />

a big issue in this township and we have had multiple deaths as a<br />

result of it. We need to address this safety issue.”<br />

However, Fleshman said they are not enacting this new system<br />

in an effort to generate more revenue.<br />

“If we never write another ticket again and everyone goes the<br />

speed limit, we would be happy,” Fleshman said. “We started<br />

using these cameras to protect residents and have been transparent<br />

about this entire process.”<br />

The township has issued more than 3,800 tickets from<br />

December 2018 to mid-<strong>March</strong> <strong>2019</strong>. This has resulted in approximately<br />

$104,000 in revenue for the township. As of mid-<strong>March</strong>,<br />

these funds were broken up and distributed to the general fund,<br />

road department, police department and a scholarship fund.<br />

“Sixty percent of the received fines goes to the police department.<br />

This money helps with equipment and manpower to address<br />

the other major complaint we have,” Smith said. “Ten percent of<br />

the money is diverted to roads, 2 percent of the money received is<br />

put away for a scholarship fund for graduating seniors at Franklin<br />

Heights and 28 percent of the money received goes to the general<br />

fund to be used for community projects.”<br />

According to Smith and Fleshman, community projects could<br />

include a new community center for the region, sidewalk additions<br />

or improvements, creating another community garden or sponsoring<br />

more community clean-ups.<br />

Each speeding ticket is priced at a flat $100 fee, according to<br />

Smith. This, he said, is lower than the average speeding ticket in<br />

Ohio, which starts at about $140 and goes up with an increase in<br />

speed.<br />

“After receiving a ticket, a person has 30 days to contest it or<br />

pay it,” Fleshman said. “A magistrate will hear arguments for<br />

tickets and determine<br />

A non-profit company, comprised of Ohio State University students,<br />

is trying to make an impact on the small businesses of the<br />

Hilltop.<br />

Ascent wants to make that difference through lending, financial<br />

education and advising using the resources of Ohio State.<br />

Colin Caniglia is the CEO of Ascent and a sophomore at OSU<br />

studying chemical engineering. He presented Ascent’s plan to the<br />

Greater Hilltop Area Commission.<br />

“A lot of people are distrustful of financial institutions,” said<br />

Caniglia. “Our goal is to try to bridge that gap, be completely<br />

straight forward and transparent with our process and try to give<br />

as much aid and help that we can to small businesses.”<br />

These services are not just for the Hilltop. The company’s mission<br />

is to reduce financial inequality in all of Columbus, but they<br />

are focusing on areas with the highest inequality including the<br />

Hilltop, Franklinton and Linden.<br />

“How can you trust a college student who’s coming over here to<br />

lend money to small businesses?” asked Caniglia. “We have a<br />

board of directors that is very competent and we model our organization<br />

off of other organizations who have done this well in other<br />

cities.”<br />

The board of directors includes a professor at the Fisher College<br />

of Business at OSU, an employee of the Boston Consulting Group,<br />

and the owner of a small business lending institution in Nashville,<br />

Tenn.<br />

meeting, the board agreed to continue the Military Hometown<br />

Hero Banner Program.<br />

The program is a tribute to recognize Prairie Township residents<br />

and graduates of Westland High School who are serving, are<br />

veterans or died in the line of duty while serving the United States<br />

Armed Forces.<br />

Community Focus<br />

Non-profit offers aid to small businesses<br />

Ascent’s lending program focuses on micro-loans of $500 to<br />

$5,000 with an annual percentage rate between 4 and 8 percent,<br />

much lower than most small business loan options.<br />

“Our target customer is a small business owner that would go<br />

to other financial institutions, a credit card, or a bank to get their<br />

means for funding,” said Caniglia. “We are a non-profit, so our goal<br />

is help as many small businesses as possible to avoid lenders.”<br />

Their team of advisors has been helping businesses in other<br />

communities but is now making a push to receive applications for<br />

assistance from the Hilltop.<br />

“The goal of our advisory team is to use Ohio State as a<br />

resource,” said Emily Hovis, a business advisor at Ascent. “We<br />

take students who have skills in special areas that businesses<br />

need help with, and we pair them up.”<br />

Their advisory services can vary from financial advising to website<br />

design, a project Hovis just finished up with a Linden business.<br />

Ascent also offers financial education courses and has teamed<br />

up with the Westgate Community Recreation Center and the<br />

Greater Hilltop Area Shalom Zone to host these classes. Residents<br />

can contact Ascent or the host sites for more information.<br />

The commission seemed optimistic about the program and welcomed<br />

the business to the Hilltop.<br />

“I think what they are trying to do is great,” said commissioner<br />

J.D. Groves. “But I hope they can take it a step further and identify<br />

and approach businesses in the community with a specific<br />

need.”<br />

Township honors Hometown Heroes<br />

Peters said. “The actual cost to create the banners was $109, so I<br />

recommend we adjust the price to reflect the actual cost.”<br />

The board agreed to hang up to 45 banners in <strong>2019</strong>, as well as<br />

make this price adjustment. However, they did make some exceptions<br />

for residents.<br />

“I think if someone participated last year and isn’t making any<br />

changes to their banner, we should rehang those banners at no<br />

cost to them,” said Steven Kennedy, township trustee. “I also think<br />

we should continue to give participants the banners after we take<br />

them down.”<br />

Last year, the township kept the banners up during the warmer<br />

summer months and took the banners down when the weather<br />

started to change. The township is planning to display the banners<br />

from May to August.<br />

The banners will continue to be hung on street lamps on West<br />

Broad Street in the township and will include the service member’s<br />

name, image, military branch and rank.<br />

“The spots will be filled on a first come, first serve basis,”<br />

Kennedy said. “Currently, there are about 14 spots available.”<br />

There are three different types of banners participants can get<br />

- an active duty, veteran and memorial banner. An active duty<br />

banner is designated with a blue star, the veteran banner has a<br />

white star and the memorial banner has a gold star. Memorial<br />

banners will be designated for those who have died in the line of<br />

duty.<br />

This year, the township also hopes to create a walking tour<br />

guide with photos and information about those honored on the<br />

banners.<br />

“We would like to have this guide on the township’s website, as<br />

well as in the township office,” Peters said.<br />

For those who can’t afford a banner, but want to recognize a<br />

service member, the township will be collecting donations to pay<br />

for banners for families that cannot afford them. Residents also<br />

can sponsor a specific banner if they desire.<br />

scams. Seniors are targeted by foreign and<br />

They are being exploited by strangers over<br />

the phone, through the mail, and online.<br />

Unfortunately, the committee notes, far too<br />

many seniors are targeted by family members<br />

or by other people they trust.<br />

Older adults are most vulnerable to<br />

fraud within three years of suffering a life<br />

altering event such as loss of a loved one,<br />

illness or while facing an imminent foreclosure.<br />

Scammers scour various sources<br />

gathering this information and approach<br />

the victim offering comfort and solutions to<br />

their problems.<br />

Beware of phishing emails used to collect<br />

usernames, passwords, Social Security<br />

numbers, and other personal information.<br />

No legitimate organization will ever ask for<br />

Are You Considering Moving To A Smaller Home?<br />

Are you considering moving to a smaller home or maybe one that is more “senior friendly”?<br />

Have the hardships of Ohio winters made you vow to never shovel another snowy<br />

sidewalk? Studies have shown that more than 85% of adults over 65 would like to stay in<br />

their home as they age. What you have to examine carefully is whether the decision to stay<br />

put is practical and feasible.<br />

To Move or Not to Move<br />

Deciding to stay at home or move to a more supportive environment can be a difficult and<br />

emotional decision. Older adults who relocate usually do so as a result of retirement, the<br />

loss of a spouse or health changes.<br />

If you are a homeowner and are considering moving, here are some points to consider:<br />

• Does your house need major work in the next few years (a new roof, windows or doors,<br />

furnace, exterior updating)?<br />

• Will the layout accommodate you as you get older? Are there too many stairs and no<br />

main-floor bathroom?<br />

• Does the community lack the resources you need, such as adequate health care,<br />

shopping and public transit? Accessible public transportation is vital to independent<br />

living. Could you stay in your current home if you or your spouse could no longer drive?<br />

• Is there smaller, less expensive but suitable housing in your neighborhood, so you can<br />

remain near friends and relatives?<br />

“Ask yourself many questions about the physical practicality of the house and of your plans<br />

to stay in it,” says Toronto author P.J. Wade in Have Your Home and Money Too (John Wiley<br />

& Sons, 1999).<br />

“As you age, so does the house. Will it age well? What do you really love about living there?<br />

Make a list of your needs and desires. Could you satisfy those needs and desires and<br />

perhaps others as well with other housing?”<br />

Assess the cost of major repairs and modernizations that may become necessary over the<br />

next 10 years. These upgrades – and any resulting increases in property taxes – must be<br />

factored into your budget when you’re deciding whether to stay or move.<br />

“As we age, services become more important,” Wade goes on to say. “Assess your chosen<br />

community and the variety of services it has to offer when you are analyzing whether to age<br />

in place.”<br />

Making Due with Less<br />

It isn’t always feasible to move a lifetime of memories with you. With proper planning, you<br />

can be sure to select the most meaningful items and eliminate the rest. If you haven't used<br />

something in a year or two decide if you really need it. It may be more difficult to part with<br />

collectibles, so concentrate on paperwork. Consult your tax adviser to see how long you<br />

must keep tax records and receipts and toss everything else. If you continue to store your<br />

children’s belongings years after they have moved out, ask them to help you pare these<br />

down to a few precious items.<br />

Tips for purging the excess:<br />

• Hold a garage sale to get rid of extra belongs and earn cash to help may finance your<br />

move.<br />

• Consider working with a consignment shop to sell gently used items.<br />

• Donate items to family, friends and charity --- particularly nontraditional charities that<br />

service fire victims, immigrants or the homeless.<br />

• Consider holding an auction to sell furniture or large items of value.<br />

Explore all Your Options<br />

Many options are available if the escalating cost of homeownership is a primary reason for<br />

your move.<br />

• Inquire about government programs that may help relieve the financial burden. In<br />

Franklin County property tax payment plans allow older and low-income homeowners to<br />

establish payment arrangements that fit their budgets and possibly leave more income<br />

for daily living. Call the Franklin County Treasurer’s office at (614) 525-3438 for more<br />

information.<br />

• You may qualify for home renovation grants or loans to help with needed repairs. For<br />

more information call the City of Columbus at (614) 645-8526 or your city’s development<br />

department.<br />

• Using the equity in your home to make needed repairs or modifications might also be an<br />

option. Check with you current mortgage lender or the Better Business Bureau for tips<br />

on selecting these services.<br />

Moving a houseful of memories can be overwhelming, but careful planning can offset much<br />

of the stress. Seek advice from other seniors who have recently moved. View this as<br />

another adventure to add to your impressive list of lifetime achievements.

Many a night's sleep has been lost<br />

worrying about an upcoming job interview.<br />

Questions like "Will I make<br />

a good impression?" or "Am I qualified<br />

To cap off the end to another successful<br />

season on the hardwood, the Special<br />

Olympics basketball coaches in the<br />

South-Western City Schools District held<br />

the first skills competition on <strong>March</strong> 6.<br />

For more than an hour, the athletes who<br />

played on the Special Olympics basketball<br />

squads at Central Crossing, Franklin<br />

Heights and Grove City High School<br />

showcased their talents at specialized<br />

events such as the Spot Shot, Speed<br />

Dribble, 3-Point Shot and Target Pass.<br />

Erin Henschen, one of the coaches at<br />

Franklin Heights, said judging from the<br />

reaction of the athletes and their fans,<br />

they hope to make this skills competition<br />

an annual event. Here were some of the<br />

scenes captured during the competition.<br />

“Captive State” explores<br />

human life after aliens win<br />

The thread of hope in the aftermath of<br />

an extraterrestrial attack is predominant<br />

in invasion movies. In most, if not all of<br />

these films, the humans overcome insurmountable<br />

odds by successfully fighting off<br />

these technologically advanced beings and<br />

then come together to rebuild a more perfect<br />

world. With the latest product in this<br />

disaster sub-genre, however, that thread is<br />

burned and there is no hope to be found in<br />

the cinders.<br />

In “Captive State,” we witness the aftermath<br />

of an invasion where the aliens have<br />

won. Brief clips of news footage shows a<br />

valiant fight after the initial event, but the<br />

humans falter in the face of a more<br />

advanced species. To lessen the threat of<br />

complete annihilation, the governments of<br />

the world reach a treaty with the aliens<br />

wherein they work for them in exchange<br />

for the promise of “human unity.”<br />

In the years since the signing of the<br />

treaty, government leaders and their families<br />

and friends have profited immensely<br />

by creating surveillance networks to catch<br />

any suspected unity dissenters. Gone are<br />

the days when people would willingly<br />

share their private lives and in its place is<br />

a hyper-surveilled state where every single<br />

moment of your life is tracked and monitored<br />

by the police, the government and our<br />

apparent alien overlords.<br />

Income inequality has also reached its<br />

highest levels to date (the film is set in the<br />

“near” future) and the less fortunate work<br />

for minimal gain with little hope of upward<br />

mobility. Among those in the latter wealth<br />

bracket is Gabriel Drummond (Ashton<br />

Sanders), a teenager who lost his mother<br />

and father during the initial invasion, and<br />

most recently his brother, who was one of<br />

the leaders in a defeated underground<br />

resistant movement known as Phoenix.<br />

Because of his familial ties, Gabriel is<br />

more vigilantly monitored but he takes<br />

risks here and there because of his desire<br />

for a better life. While trying to make a little<br />

bit more money on<br />

the side one day, he<br />

discovers that news<br />

reports of the demise<br />

of Phoenix have been<br />

greatly exaggerated.<br />

Now, he has to decide<br />

whether to follow in the footsteps of his<br />

elder brother Rafe (Jonathan Majors) and<br />

fight against the aliens and their government<br />

supporters, or eke out a life under a<br />

state of hyper-surveillance and unequal<br />

rule.<br />

“Captive State” is a film that mines elements<br />

from previous invasion movies while<br />

also making it feel relevant to today’s<br />

world and original in the world movie. The<br />

problem is there are too many ideas and<br />

not enough coherence to follow them<br />

through. While Gabriel is technically the<br />

main role in this film, it splinters into<br />

points-of-view from a cop of dubious loyalties<br />

(played by John Goodman) and various<br />

members of Phoenix as they try to pull off<br />

an attack. While these POV’s are interesting<br />

— if you ever wanted to see how “terrorist”<br />

cells work, this would be the film to<br />

watch — they create a muddling effect with<br />

the overall movie, making it feel far more<br />

tedious than it actually is.<br />

If you’re looking for an alien invasion<br />

movie that is action packed and full of<br />

witty repertoire, “Captive State” is not it.<br />

In fact, there is barely any humor or levity<br />

to be found within. But if you’re interested<br />

in seeing a movie in this sub-genre that is<br />

original albeit muddled, it might be worth<br />

a watch in the future on a streaming service.<br />
