A speed capturing sign will soon be posted<br />

in the village of Urbancrest.<br />

At the <strong>March</strong> 12 meeting, council<br />

approved the purchase of one speed capturing<br />

sign with an accompanying data collection<br />

feature at a cost of $4,570. The measure,<br />

which had its first reading last<br />

month, was passed via an emergency declaration<br />

due to a potential cost expiration<br />

issue.<br />

“The quote we were given (for the sign)<br />

was valid only for 60 days, not 90,” said<br />

councilwoman Alicia Wiggins before moving<br />

that the measure be passed via emergency.<br />

She explained that another month’s<br />

delay could cause the village to re-enter<br />

negotiations for the cost, or cause them to<br />

pay more altogether.<br />

Jackson said she had no issue with the<br />

emergency declaration and felt that it was<br />

time council move forward with the purchase<br />

of a speed capturing sign.<br />

“We’ve been working on this issue for<br />

more than a year,” she said. “I think it’s<br />

time to get it approved.”<br />

During the initial discussion to add the<br />

emergency declaration to the second reading,<br />

councilman Steven Larkins wondered<br />

whether they should lease the equipment<br />

rather than purchase it outright.<br />

“Should we lease the machine to see how<br />

it works out?” he asked.<br />

Wiggins said that members of the health<br />

and safety committee have researched the<br />

pros and cons of leasing versus purchasing<br />

and came to the conclusion that this specific<br />

sign is the best option.<br />

“The other machines were not as robust<br />

as this one,” she said.<br />

She added that with this speed capturing<br />

sign, the village would be able to see<br />

and collect data, such as the number of<br />

vehicles that travel on the road, the average<br />

speeds they go, and which times are<br />

the most heavily travelled.<br />

Wiggins said with the data in hand, they<br />

would be able to pass along the information<br />

to the Franklin County Sheriff’s Office to<br />

enforce speeding laws or even make future<br />

plans for more road safety measures.<br />

With that in mind, Larkins asked<br />

whether they should lease or purchase a<br />

second speed capturing sign to be posted on<br />

other heavily travelled roads.<br />

Village council approves speed sign<br />

installed on First Avenue when it arrives<br />

within the next 6 to 8 weeks, was that it<br />

can be moved throughout the village.<br />

“We’ll be able to collect data on all of our<br />

roads with this sign,” she said.<br />

Also during this discussion, Mayor<br />

Joseph Barnes Sr. brought up a potential<br />

wording issue in the legislation that said<br />

members of the health and safety committee<br />

and the street department shall have<br />

access to the data provided by Radarsign,<br />

LLC. He mentioned he had no issue with<br />

that aspect but wanted it to be made clear<br />

that anyone who works for the village<br />

should have access to the traffic data collected.<br />

Wiggins said that access will not be prohibited<br />

to the code enforcement officer or<br />

the administration.<br />

“We’re not trying to hide or horde the<br />

data,” she said.<br />

She added that the details will be<br />

worked out when the company adds the village<br />

onto their site.<br />

After the discussion, the village officially<br />

moved to purchase the one speed capturing<br />

sign. Wiggins said it will be installed on<br />

First Avenue upon arrival, then relocated<br />

to Central Avenue, Augustus Drive and<br />

Main Street throughout the year.
