A speed capturing sign will soon be posted
in the village of Urbancrest.
At the March 12 meeting, council
approved the purchase of one speed capturing
sign with an accompanying data collection
feature at a cost of $4,570. The measure,
which had its first reading last
month, was passed via an emergency declaration
due to a potential cost expiration
issue.
“The quote we were given (for the sign)
was valid only for 60 days, not 90,” said
councilwoman Alicia Wiggins before moving
that the measure be passed via emergency.
She explained that another month’s
delay could cause the village to re-enter
negotiations for the cost, or cause them to
pay more altogether.
Councilwoman Deborah Larkins-
Jackson said she had no issue with the
emergency declaration and felt that it was
time council move forward with the purchase
of a speed capturing sign.
“We’ve been working on this issue for
more than a year,” she said. “I think it’s
time to get it approved.”
During the initial discussion to add the
emergency declaration to the second reading,
councilman Steven Larkins wondered
whether they should lease the equipment
rather than purchase it outright.
“Should we lease the machine to see how
it works out?” he asked.
Wiggins said that members of the health
and safety committee have researched the
pros and cons of leasing versus purchasing
and came to the conclusion that this specific
sign is the best option.
“The other machines were not as robust
as this one,” she said.
She added that with this speed capturing
sign, the village would be able to see
and collect data, such as the number of
vehicles that travel on the road, the average
speeds they go, and which times are
the most heavily travelled.
Wiggins said with the data in hand, they
would be able to pass along the information
to the Franklin County Sheriff’s Office to
enforce speeding laws or even make future
plans for more road safety measures.
With that in mind, Larkins asked
whether they should lease or purchase a
second speed capturing sign to be posted on
other heavily travelled roads.
Wiggins said one of the best things
about this sign, which is slated to be
Village council approves speed sign
installed on First Avenue when it arrives
within the next 6 to 8 weeks, was that it
can be moved throughout the village.
“We’ll be able to collect data on all of our
roads with this sign,” she said.
Also during this discussion, Mayor
Joseph Barnes Sr. brought up a potential
wording issue in the legislation that said
members of the health and safety committee
and the street department shall have
access to the data provided by Radarsign,
LLC. He mentioned he had no issue with
that aspect but wanted it to be made clear
that anyone who works for the village
should have access to the traffic data collected.
Wiggins said that access will not be prohibited
to the code enforcement officer or
the administration.
“We’re not trying to hide or horde the
data,” she said.
She added that the details will be
worked out when the company adds the village
onto their site.
After the discussion, the village officially
moved to purchase the one speed capturing
sign. Wiggins said it will be installed on
First Avenue upon arrival, then relocated
to Central Avenue, Augustus Drive and
Main Street throughout the year.
