Grove City to form
financial task force
By Andrea Cordle
Southwest Editor
City leaders are looking for a few financial-minded
community members for a
newly-formed committee.
At the March 18 meeting, Grove City
Council unanimously approved legislation
to establish the Grove City Citizen
Financial Review Task Force.
According to the legislation, the city’s
goal is to continue operating in a fiscally
responsible manner while addressing operating
expenses, existing infrastructure and
The Central Crossing and Grove City High School theatre departments will be performing their spring musicals of “Catch Me If
You Can” and “Bye Bye Birdie,” respectively, during the latter portion of the week of April 1. Here, Grove City students (from left
to right) Leah Joseph, Jared Ellis, Courtney Mix, Shelby Brown, Samuel Nickoloff and Kelsey Heacock model some of the outfits
that will be featured in the popular musical from the 1960s.
A group of drama students stood on
the stage of the auditorium at Central
Crossing High School on March 16, panting
and sweating after performing another
round of high kicks and flicks that will
be featured in their upcoming musical. As
senior Gene Clark noted from a few feet
away, there was not enough enthusiasm
on display.
“You look either bored or tired,” he
said. “We’re dancing in a group and that
is always exciting so I don’t think it is
boredom. Are you just tired?”
“Yes, we’re tired, or at least I am,”
replied one of the exhausted members of
the dance line. “It’s early and we’ve been
at this for hours and that is not counting
the months of rehearsals.”
“I understand but we’re in theatre,”
said Clark. “We’re always tired in theatre
but we’re not allowed to show it. So let’s
take a quick break and then get back to
it.”
A day later, a group of drama students
sat on the stage of the auditorium at
Grove City High School going over line
after line of dialogue and lyrics at the
first sitzprobe for their upcoming musical.
Most of these students had spent the
previous day at vocal competitions yet
spoke and sang their best and fullest as
the orchestra learned their placements in
the production.
“There’s a lot of hard work that goes
into these plays and musicals,” said
senior Kelsey Heacock, “but we do it
because we love what we do. We just hope
the community will love it just as much.”
Since the beginning of January — just
a few weeks after putting on their fall
productions — these two clubs have been
rehearsing for their respective spring
musicals, both of which will be taking the
audience on a trip to the past.
“It’s got a nice, 1950s vibe to it,” said
Heacock, referring to her school’s production
of “Bye Bye Birdie.”
“Ours is a cool 1960s,” said Clark,
referring to his school’s production of
“Catch Me If You Can.”
Though the two musicals vary in
theme — one is a multi-point-of-view tale
of a famed musician who is drafted into
redemption story as well,” he said. “When the story
TASK FORCE
capital improvement needs. Council and
the city’s administration made it a priority
to form this task force this year.
“From goal setting to the budget
process, we want to get ahead of financial
discussions in the city,” said councilwoman
and finance chair Christine Houk. “With
this task force, we can accomplish our
financial goals while staying on sound footing.”
Houk said the citizen financial task
force would be charged with a high-level
service and analysis of revenue options,
capital needs and expenditure review.
“What is the community looking for in
capital improvement projects?” asked
Houk.
The committee will consist of 15 members
selected by council and the mayor with
around the southwest
277-3050 or visit GroveCityOhio.gov.
Adult softball
Men’s, women’s and co-rec, slow-pitch
softball leagues are available for springsummer
competitive and recreational levels.
All leagues play a 10-game season at
Fryer Park, 3899 Orders Road, with men’s
leagues available Tuesday through Friday,
co-rec leagues Fridays or Sundays, a
women’s league Mondays and a men’s
Houk serving as an ex officio member. In
addition to reviewing the city’s operating
expenditures, capital improvement budgets
and suggesting cost saving strategies,
the task force would assess the long-term
revenue picture through methods such as
adjusting user fees, increasing the income
tax rate, reducing the income tax credit,
and increasing property tax. Members
would also prioritize short-term and longterm
capital needs while identifying funding
sources for the city.
“This allows the city to have a global
view to make sure we are set up for longterm
projects,” said Grove City Mayor
Richard “Ike” Stage.
The financial review task force will have
meetings that are open to the public. After
six months of meetings and work, the task
church league Thursdays. League fees are
$360 per team and due in full by the managers’
meeting April 11 at the Kingston
Center. League play begins April 22.
Returning teams receive priority for
league placement. For returning teams, the
full league payment is due at the time of
application. New teams are added to
leagues as space permits based on when
the application is submitted.
force members would submit its report to
council and city staff.
The city is now accepting resumés for
the citizen financial review task force.
Those interested should mail their resumé
to Tami Kelly, clerk of council, 4035
Broadway, Grove City, Ohio, 43123 or
email tkelly@grovecityohio.gov.
In other news, council voted in favor of a
resolution to encourage state lawmakers to
support the 18-cent gas tax hike proposed
by Governor Mike DeWine.
According to city documents, Grove City
is estimated to receive $1.4 million in fiscal
year 2020 from the state under the present
Ohio Motor Fuel Tax of 28 cents per gallon.
If DeWine’s proposed 18 cents per gallon
increase becomes law, the city would
receive approximately $2.3 million.
www.columbusmessenger.com
Adult cornhole
The adult cornhole league plays a sixweek
season at Plum Run Winery/Grove
City Brewing Company, 3946 Broadway.
Each team has two players and plays a
minimum of two games each night. The
league plays Thursday nights starting
April 11; matches start at 6:15 p.m. The
cost is $50 per team.
“This would allow us to increase the revenue
in our street repair program by
approximately $1 million a year,” said
councilman Roby Schottke. “We need to
improve roads. We need good-quality
roads.”
The increase in the gas tax would also
help the city balance the loss of the estate
tax revenue and the reduction in state local
government funding.
According to Schottke, the city averages
about $2.5 million for costs in street maintenance
per year but needs approximately
$3.6 million to maintain local roads.
State representatives have suggested a
gas tax increase of 10.7 cents per gallon
instead of 18 cents.
Fraud is a massive problem for older
Americans.
A report recently released by the U.S.
Senate Special Committee on Aging estimates
they lose an incredible $2.9 billion a
year to financial exploitation schemes and
scams. Seniors are targeted by foreign and
domestic criminals who want to rob them
of their hard-earned retirement savings.
They are being exploited by strangers over
the phone, through the mail, and online.
Unfortunately, the committee notes, far too
many seniors are targeted by family members
or by other people they trust.
Older adults are most vulnerable to
fraud within three years of suffering a life
altering event such as loss of a loved one,
illness or while facing an imminent foreclosure.
Scammers scour various sources
gathering this information and approach
the victim offering comfort and solutions to
their problems.
Are You Considering Moving To A Smaller Home?
Are you considering moving to a smaller home or maybe one that is more “senior friendly”?
Have the hardships of Ohio winters made you vow to never shovel another snowy
sidewalk? Studies have shown that more than 85% of adults over 65 would like to stay in
their home as they age. What you have to examine carefully is whether the decision to stay
put is practical and feasible.
To Move or Not to Move
Deciding to stay at home or move to a more supportive environment can be a difficult and
emotional decision. Older adults who relocate usually do so as a result of retirement, the
loss of a spouse or health changes.
If you are a homeowner and are considering moving, here are some points to consider:
• Does your house need major work in the next few years (a new roof, windows or doors,
furnace, exterior updating)?
• Will the layout accommodate you as you get older? Are there too many stairs and no
main-floor bathroom?
• Does the community lack the resources you need, such as adequate health care,
shopping and public transit? Accessible public transportation is vital to independent
living. Could you stay in your current home if you or your spouse could no longer drive?
• Is there smaller, less expensive but suitable housing in your neighborhood, so you can
remain near friends and relatives?
“Ask yourself many questions about the physical practicality of the house and of your plans
to stay in it,” says Toronto author P.J. Wade in Have Your Home and Money Too (John Wiley
& Sons, 1999).
“As you age, so does the house. Will it age well? What do you really love about living there?
Make a list of your needs and desires. Could you satisfy those needs and desires and
perhaps others as well with other housing?”
Assess the cost of major repairs and modernizations that may become necessary over the
next 10 years. These upgrades – and any resulting increases in property taxes – must be
factored into your budget when you’re deciding whether to stay or move.
“As we age, services become more important,” Wade goes on to say. “Assess your chosen
community and the variety of services it has to offer when you are analyzing whether to age
in place.”
Making Due with Less
It isn’t always feasible to move a lifetime of memories with you. With proper planning, you
can be sure to select the most meaningful items and eliminate the rest. If you haven't used
something in a year or two decide if you really need it. It may be more difficult to part with
collectibles, so concentrate on paperwork. Consult your tax adviser to see how long you
must keep tax records and receipts and toss everything else. If you continue to store your
children’s belongings years after they have moved out, ask them to help you pare these
down to a few precious items.
Tips for purging the excess:
• Hold a garage sale to get rid of extra belongs and earn cash to help may finance your
move.
• Consider working with a consignment shop to sell gently used items.
• Donate items to family, friends and charity --- particularly nontraditional charities that
service fire victims, immigrants or the homeless.
• Consider holding an auction to sell furniture or large items of value.
Explore all Your Options
Many options are available if the escalating cost of homeownership is a primary reason for
your move.
• Inquire about government programs that may help relieve the financial burden. In
Franklin County property tax payment plans allow older and low-income homeowners to
establish payment arrangements that fit their budgets and possibly leave more income
for daily living. Call the Franklin County Treasurer’s office at (614) 525-3438 for more
information.
• You may qualify for home renovation grants or loans to help with needed repairs. For
more information call the City of Columbus at (614) 645-8526 or your city’s development
department.
• Using the equity in your home to make needed repairs or modifications might also be an
option. Check with you current mortgage lender or the Better Business Bureau for tips
on selecting these services.
Moving a houseful of memories can be overwhelming, but careful planning can offset much
of the stress. Seek advice from other seniors who have recently moved. View this as
another adventure to add to your impressive list of lifetime achievements.

Harlem Wizards have a little fun with rival player Merideth Shifley who broke from
her normal role as Central Crossing math teacher and volleyball coach to be part
of the Grove City Rotary Rocks team that took on the Wizards in a March 6 fund
raiser at Grove City High School. The Rotary Rocks team was made up of South-
Western City Schools District teachers and administrators. The third annual
Harlem Wizards Tournament was sponsored by the Grove City Rotary Club.
A speed capturing sign will soon be posted
in the village of Urbancrest.
At the March 12 meeting, council
approved the purchase of one speed capturing
sign with an accompanying data collection
feature at a cost of $4,570. The measure,
which had its first reading last
month, was passed via an emergency declaration
due to a potential cost expiration
issue.
“The quote we were given (for the sign)
was valid only for 60 days, not 90,” said
councilwoman Alicia Wiggins before moving
that the measure be passed via emergency.
She explained that another month’s
delay could cause the village to re-enter
negotiations for the cost, or cause them to
pay more altogether.
Councilwoman Deborah Larkins-
Jackson said she had no issue with the
emergency declaration and felt that it was
time council move forward with the purchase
of a speed capturing sign.
“We’ve been working on this issue for
more than a year,” she said. “I think it’s
time to get it approved.”
Pick-Up &
Delivery
During the initial discussion to add the
emergency declaration to the second reading,
councilman Steven Larkins wondered
whether they should lease the equipment
rather than purchase it outright.
“Should we lease the machine to see how
it works out?” he asked.
Wiggins said that members of the health
and safety committee have researched the
pros and cons of leasing versus purchasing
and came to the conclusion that this specific
sign is the best option.
“The other machines were not as robust
as this one,” she said.
She added that with this speed capturing
sign, the village would be able to see
and collect data, such as the number of
vehicles that travel on the road, the average
speeds they go, and which times are
the most heavily travelled.
Wiggins said with the data in hand, they
would be able to pass along the information
to the Franklin County Sheriff’s Office to
enforce speeding laws or even make future
plans for more road safety measures.
With that in mind, Larkins asked
whether they should lease or purchase a
second speed capturing sign to be posted on
other heavily travelled roads.
Wiggins said one of the best things
about this sign, which is slated to be
Village council approves speed sign
installed on First Avenue when it arrives
within the next 6 to 8 weeks, was that it
can be moved throughout the village.
“We’ll be able to collect data on all of our
roads with this sign,” she said.
Also during this discussion, Mayor
Joseph Barnes Sr. brought up a potential
wording issue in the legislation that said
members of the health and safety committee
and the street department shall have
access to the data provided by Radarsign,
LLC. He mentioned he had no issue with
that aspect but wanted it to be made clear
that anyone who works for the village
should have access to the traffic data collected.
Wiggins said that access will not be prohibited
to the code enforcement officer or
the administration.
“We’re not trying to hide or horde the
data,” she said.
She added that the details will be
worked out when the company adds the village
onto their site.
After the discussion, the village officially
moved to purchase the one speed capturing
sign. Wiggins said it will be installed on
First Avenue upon arrival, then relocated
to Central Avenue, Augustus Drive and
Main Street throughout the year.

Crafting an effective cover letter
A strong cover letter may not
guarantee you land a good job,
but a poor cover letter may guarantee
you won't. On its own, an
effective cover letter can catch
the eye of hiring managers
tasked with finding worthy candidates
among stacks of applications,
while a poor cover letter
may ensure hiring managers
never even glance at an applicant's
resume.An effective cover
letter should be concise, conveying
an applicant's work history
and goals in a few paragraphs or
less.
The following are some additional
ways men and women can
craft effective cover letters:
• Address a specific person when
possible.
• State your purpose early on.
• Explain why you are a qualified
candidate.
• Exhibit some knowledge about
the company to which you're applying.
• Be cordial in your closing
An effective cover letter can go a
long way toward making a
strong first impression on a
prospective employer. Men and
women should look at their cover
letters as their first opportunities
to connect with a company
and write their letters accordingly.
Make sure your resume doesn't cost you a job
Many a night's sleep has been lost worrying
about an upcoming job interview. Questions
like "Will I make a good impression?" or "Am I
qualified for the job?" can make for a restless
night's sleep on the eve before a job interview.
Writing a resume is another aspect of the job
hunt that can stoke your nerves. Men and
women may pour over job timelines and skill
summaries for hours in an effort to ensure they
have included the right mix of information to
get noticed.
Though resume writing has changed considerably
over the years, some conventional wisdom
about resumes still prevails, and how closely
potential applicants adhere to these rules goes
a long way toward determining if they earn a
chance at an interview.
* Me, myself and I: While the resume should
showcase your professional accomplishments,
it also should showcase how your skills relate
to the job you're applying for. This way the
company understands you have researched the
position and are in tune with what they're looking
for in an applicant.
* One document for all responses: A resume is
not a static document. It needs to change depending
on the job you're applying to. Although
there will be certain information that can remain
the same, update the skills and other information
based on each position.
* One page is best: Applicants were long told to
keep their resumes concise, limiting the document
to just one page. However, if your experience
is extensive or one page cannot contain a
long job history, don't be afraid to submit a twopage
resume.
* Failing to be selective: You need not include
your entire job history on a resume, especially
if certain past positions you have held are completely
irrelevant to the position for which you
are applying. Don't be afraid of job gaps, either.
Many of today's recruiters understand that the
changing economy can make it challenging to
maintain steady employment.
* Overembellishment: Do not embellish your
skills. Always be open and honest on your resume.
You may be asked to prove you can perform
certain tasks, and if you cannot back up
what is included on a resume, you will have
wasted your time and the time the interviewer
spent discussing his company's opening with
you.
* Imperfections: A resume is a reflection of you,
so one with typographical errors or a poor layout
is never acceptable. Ensure your resume is
as professional and error-free as possible. Have
a friend or a proofreader look it over before distributing.
* Paid positions: Internships or volunteer work
are perfectly acceptable to include on a resume,
particularly for younger applicants who may
not have a wealth of professional experience.
Include a mix of information on the resume
that will reflect your versatility.
Update your skills in a secure job industry
The last several years have seen a
series of economic ups and downs.
Managing careers amid such instability
has been challenging for
many individuals, but professionals
looking for more security can take
steps to find careers that promise
more long-term stability.
Focusing a job search on industries
that have shown strong growth and
the ability to ride out waves of economic
turmoil can tip the odds in
your favor. Certain industries have
better long-term employment outlooks
than others, and men and
women looking for more stability
should consider these industries
when pondering their next career
moves.
Accounting
Thanks to ever-changing financial
policies and greater scrutiny placed
on lending practices and bookkeeping,
accounting jobs remain solid career
choices. Jobs in accounting can
range from entry-level to more advanced
(and more lucrative) positions
requiring certification or a
secondary education.
Medicine
Financial health does not safeguard
people against
illness, and health services are
needed regardless of the state of the
economy. That makes medical careers
some of the most coveted and
stable around. Healthcare professions
can be lucrative, and careers
in medicine are not restricted to
doctors or nurses. Clinicians, medical
imaging personnel and medical
laboratory technicians also are
needed. The United States Department
of Labor lists services for the
elderly and persons with disabilities,
home healthcare services and
other health practitioner positions
among the fastest-growing career
opportunities.
NOW HIRING
This is a Full-time seasonal position
(Spring, Summer, Fall) - with the potential to
move into a permanent position
This position requires that the employee must
successfully complete criminal history information
background check and drug screening and be able to
obtain and maintain a government security clearance.
The transition from college
student or stay-at-home mom
to full-time professional requires
a number of changes.
Those changes include updating
your wardrobe to give it a
more professional feel. Clothing
that's acceptable for a
jaunt to the store or a night
out may not be appropriate
for the office.
Just what constitutes a professional
wardrobe has
changed over the years, and
the guidelines for such attire
are no longer as firm as they
once were. But it still behooves
a woman to add some
classic, professional pieces to
her closet. While skirts and
pantyhose may no longer be
mandatory, dressing conservatively
and cleanly in an office
environment is always a
safe bet.
In order to achieve a
wardrobe transformation
without breaking the bank,
the fashion experts at Marie
Claire advise adding separates
to build around a base
The rate of pay for this position is $14.00/hr. to
$16.00/hr depending on experience. During snow
events, a $5/hr. differential will be added to regular
rate of pay. Employees who work over 40 hours in
a pay week will receive overtime. The core
working hours are 7:00am-3:30pm,
Monday-Friday. Transportation will be provided
from main shop located near Roberts Rd. & I-270.
Health and Dental Insurance, Life Insurance
$1,000 LANDSCAPE &
paid by the company. 80 Hours PTO after
Sign on
3 months and an additional
40 hours of PTO are available after 6 months.
Bonus
UTILITY CREW Responsibilities: Cut lawns using hand or power
mower, Trim & edge around walks, flower beds &
walls, using clippers & edging tools, May operate
walking type power mowers, snow blowers,
roto tillers or riding mowers, chain saws, hedge
trimmers & other hand-held power operated tools
to prune, cultivate, shovel, trim cut & dig, May be
asked to perform maintenance tasks, including
general carpentry; electrical, mechanical maintenance,
HVAC, ground maintenance, painting &
custodial duties as assigned.
your figure and make it a
workplace staple. Then purchase
coordinating pants,
sweater sets, shirts, another
skirt, and accessories that
can be mixed and matched
with elements from the suit
to create different looks. If
your budget allows, purchase
another suit in a different
color so you can continue to
build wardrobe possibilities.
When selecting base pieces,
opt for neutral colors of tan,
gray, black, and blue so that
these items can be worn repeatedly
without being noticed.
Accessories and blouses
can offer pops of color when
necessary. A nice handbag or
pair of shoes can quite easily
add color to an otherwise
monotone ensemble.
When selecting items from
the rack, look for those that
fit well but aren't too constrictive
or racy. Inquire with
your new employer's hiring
manager or human resources
department to find out if the
workplace has any restrictions
on wardrobe. There
may be employee guidelines,
particularly in certain industries,
such as law or education.
If no such restrictions
are in place, keep skirts to
knee-length and avoid particularly
low-cut tops. Save
more revealing items for
nights out with friends.
Many employers have
adopted dress-down days as
perks for their employees. Although
you may be invited to
dress more casually, avoid
dressing for a day at the
beach or hanging around the
house. Opt for trouser-style
jeans that are free of rips and
embellishments. If athletic
shoes are allowed, make sure
they are clean and not the
pair you wear while tending
to your garden. Avoid graphic
T-shirts that feature potentially
offensive or suggestive
messages. In more conservative
companies, dressing
down may be opting for
khakis instead of suits. It is
important to know the
difference.
To cap off the end to another successful season on the hardwood, the Special
Olympics basketball coaches in the South-Western City Schools District held the first
skills competition on March 6. For more than an hour, the athletes who played on the
Special Olympics basketball squads at Central Crossing, Franklin Heights and Grove
City High School showcased their talents at specialized events such as the Spot Shot,
Speed Dribble, 3-Point Shot and Target Pass. Erin Henschen, one of the coaches at
Franklin Heights, said judging from the reaction of the athletes and their fans, they
hope to make this skills competition an annual event. Here Comets player Noah
Townships work together to repair Hiner Road
upgrades in the coming months.
For following Monday’s Publication.
At the March 19 meeting, the Jackson
Township board of trustees announced a
cooperative agreement with Scioto
Township to make repairs to the roadway.
Township Administrator Shane
Farnsworth said Scioto Township will pay
25 percent of the total cost of the project
while Jackson Township will pick up the
rest.
“We will pay roughly $100,000 for the
work to our portion of the road,”
Farnsworth said.
According to Farnsworth, Hiner Road is
in “rough” shape and is slated to receive
repairs to the pavement, the berms and
culverts, as well as pipe replacement. He
projected that there would be road delays
and closures when the work begins this
summer, but said the township will get
together with the contractors to notify the
residents as to when the closures may
occur.
“We will make sure the community is
aware of any traffic issues,” he said.
Farnsworth also said the township will
do repair work to portions of Dyer Road,
Hyde Road and Lois Drive later this year.
“We don’t have a set date for when those
repairs will take place yet,” he said.
At the meeting, the trustees also
approved the purchase of a new medic unit.
According to Fiscal Officer Ron Grossman,
the medic will cost $304,000, which is an
increase from the last medic they purchased
in October.
“We saw the price go up by 1.4 percent
in just a few months,” he said.
The newly purchased medic, which will
be built locally by Horton, will replace the
medic at Station 203 on London-Groveport
Road. Assistant Fire Chief Shawn Quincel
said the medic that is being replaced has
roughly 206,000 miles on it. It is scheduled
to arrive in six to seven months.
The medic that was purchased in
October is supposed to be delivered to
Station 202 within the next three to four
weeks, said Fire Chief Randy Little.
In Entertainment
“Captive State” explores
human life after aliens win
The Reel Deal
Dedra Cordle
The thread of hope in the aftermath of
an extraterrestrial attack is predominant
in invasion movies. In most, if not all of
these films, the humans overcome insurmountable
odds by successfully fighting off
these technologically advanced beings and
then come together to rebuild a more perfect
world. With the latest product in this
disaster sub-genre, however, that thread is burned and there is no
hope to be found in the cinders.
In “Captive State,” we witness the aftermath of an invasion
where the aliens have won. Brief clips of news footage shows a
valiant fight after the initial event, but the humans falter in the
face of a more advanced species. To lessen the threat of complete
annihilation, the governments of the world reach a treaty with the
aliens wherein they work for them in exchange for the promise of
“human unity.”
In the years since the signing of the treaty, government leaders
and their families and friends have profited immensely by creating
surveillance networks to catch any suspected unity dissenters.
Gone are the days when people would willingly share their private
lives and in its place is a hyper-surveilled state where every single
moment of your life is tracked and monitored by the police, the
government and our apparent alien overlords.
Income inequality has also reached its highest levels to date
Next Edition
(the film is set in the “near” future) and the less fortunate work
for minimal gain with little hope of upward mobility. Among those
in the latter wealth bracket is Gabriel Drummond (Ashton
Sanders), a teenager who lost his mother and father during the
March 10th
initial invasion, and most recently his brother, who was one of the
leaders in a defeated underground resistant movement known as
Phoenix.
Because of his familial ties, Gabriel is more vigilantly monitored
but he takes risks here and there because of his desire for a
better life. While trying to make a little bit more money on the
side one day, he discovers that news reports of the demise of
Phoenix have been greatly exaggerated. Now, he has to decide
whether to follow in the footsteps of his elder brother Rafe
(Jonathan Majors) and fight against the aliens and their government
supporters, or eke out a life under a state of hyper-surveillance
and unequal rule.
“Captive State” is a film that mines elements from previous
invasion movies while also making it feel relevant to today’s world
and original in the world movie. The problem is there are too
many ideas and not enough coherence to follow them through.
While Gabriel is technically the main role in this film, it splinters
into points-of-view from a cop of dubious loyalties (played by John
Goodman) and various members of Phoenix as they try to pull off
an attack. While these POV’s are interesting — if you ever wanted
to see how “terrorist” cells work, this would be the film to watch —
they create a muddling effect with the overall movie, making it
feel far more tedious than it actually is.
If you’re looking for an alien invasion movie that is action
packed and full of witty repertoire, “Captive State” is not it. In
fact, there is barely any humor or levity to be found within. But if
you’re interested in seeing a movie in this sub-genre that is original
albeit muddled, it might be worth a watch in the future on a
streaming service. Grade: C
