financial task force<br />

City leaders are looking for a few financial-minded<br />
community members for a<br />
newly-formed committee.<br />
At the <strong>March</strong> 18 meeting, Grove City<br />
Council unanimously approved legislation<br />
to establish the Grove City Citizen<br />
Financial Review Task Force.<br />
According to the legislation, the city’s<br />
goal is to continue operating in a fiscally<br />
responsible manner while addressing operating<br />
expenses, existing infrastructure and<br />

Music is in the air<br />

A group of drama students stood on<br />
the stage of the auditorium at Central<br />
Crossing High School on <strong>March</strong> 16, panting<br />
and sweating after performing another<br />
round of high kicks and flicks that will<br />
be featured in their upcoming musical. As<br />
senior Gene Clark noted from a few feet<br />
away, there was not enough enthusiasm<br />
on display.<br />
“You look either bored or tired,” he<br />
said. “We’re dancing in a group and that<br />
is always exciting so I don’t think it is<br />
boredom. Are you just tired?”<br />
“Yes, we’re tired, or at least I am,”<br />
replied one of the exhausted members of<br />
the dance line. “It’s early and we’ve been<br />
at this for hours and that is not counting<br />
the months of rehearsals.”<br />
“I understand but we’re in theatre,”<br />
said Clark. “We’re always tired in theatre<br />
but we’re not allowed to show it. So let’s<br />
take a quick break and then get back to<br />
it.”<br />
A day later, a group of drama students<br />
sat on the stage of the auditorium at<br />
Grove City High School going over line<br />
after line of dialogue and lyrics at the<br />
first sitzprobe for their upcoming musical.<br />
Most of these students had spent the<br />
previous day at vocal competitions yet<br />
spoke and sang their best and fullest as<br />
the orchestra learned their placements in<br />
the production.<br />
“There’s a lot of hard work that goes<br />
into these plays and musicals,” said<br />
senior Kelsey Heacock, “but we do it<br />
because we love what we do. We just hope<br />
the community will love it just as much.”<br />
Since the beginning of January — just<br />
a few weeks after putting on their fall<br />
productions — these two clubs have been<br />
rehearsing for their respective spring<br />
musicals, both of which will be taking the<br />
audience on a trip to the past.<br />
“It’s got a nice, 1950s vibe to it,” said<br />
Heacock, referring to her school’s production<br />
of “Bye Bye Birdie.”<br />
“Ours is a cool 1960s,” said Clark,<br />
referring to his school’s production of<br />
“Catch Me If You Can.”<br />
Though the two musicals vary in<br />
theme — one is a multi-point-of-view tale<br />
of a famed musician who is drafted into<br />

cat chase across the country — they will each offer<br />
entertainment for the public, said the club advisers.<br />
“I think what the community will like most about<br />
this musical is our cast of kids,” said Stefanie<br />
McConnell, an English and acting teacher at Grove<br />
City. “They are so talented and have so much heart.<br />
“I also think the older generations will like this play<br />
because it will bring back that sense of nostalgia and<br />
the younger generations will appreciate the different<br />
takes of this era and our slightly modernized spin to it.<br />
For those who are not familiar with “Bye Bye Birdie,”<br />
I think they’ll just have a fun musical experience.”<br />
Nathan Weaver, an English and acting teacher at<br />
Central Crossing, said the community will find joy in<br />
the display of passion from these students as well as<br />
the contents within the musical.<br />

“From goal setting to the budget<br />
process, we want to get ahead of financial<br />
discussions in the city,” said councilwoman<br />
and finance chair Christine Houk. “With<br />
this task force, we can accomplish our<br />
financial goals while staying on sound footing.”<br />
Houk said the citizen financial task<br />
force would be charged with a high-level<br />
service and analysis of revenue options,<br />
capital needs and expenditure review.<br />
“What is the community looking for in<br />
capital improvement projects?” asked<br />
Houk.<br />

selected by council and the mayor with<br />

Adult softball<br />
Men’s, women’s and co-rec, slow-pitch<br />
softball leagues are available for springsummer<br />
competitive and recreational levels.<br />
All leagues play a 10-game season at<br />
Fryer Park, 3899 Orders Road, with men’s<br />
leagues available Tuesday through Friday,<br />
co-rec leagues Fridays or Sundays, a<br />
women’s league Mondays and a men’s<br />
Houk serving as an ex officio member. In<br />
addition to reviewing the city’s operating<br />
expenditures, capital improvement budgets<br />
and suggesting cost saving strategies,<br />
the task force would assess the long-term<br />
revenue picture through methods such as<br />
adjusting user fees, increasing the income<br />
tax rate, reducing the income tax credit,<br />
and increasing property tax. Members<br />
would also prioritize short-term and longterm<br />
capital needs while identifying funding<br />
sources for the city.<br />
“This allows the city to have a global<br />
view to make sure we are set up for longterm<br />
projects,” said Grove City Mayor<br />
Richard “Ike” Stage.<br />
The financial review task force will have<br />
meetings that are open to the public. After<br />
six months of meetings and work, the task<br />
church league Thursdays. League fees are<br />
$360 per team and due in full by the managers’<br />
meeting April 11 at the Kingston<br />
Center. League play begins April 22.<br />
Returning teams receive priority for<br />
league placement. For returning teams, the<br />
full league payment is due at the time of<br />

leagues as space permits based on when<br />

support the 18-cent gas tax hike proposed<br />
by Governor Mike DeWine.<br />
According to city documents, Grove City<br />
is estimated to receive $1.4 million in fiscal<br />
year 2020 from the state under the present<br />
Ohio Motor Fuel Tax of 28 cents per gallon.<br />
If DeWine’s proposed 18 cents per gallon<br />
increase becomes law, the city would<br />
receive approximately $2.3 million.<br />

Adult cornhole<br />
The adult cornhole league plays a sixweek<br />
season at Plum Run Winery/Grove<br />
City Brewing Company, 3946 Broadway.<br />
Each team has two players and plays a<br />
minimum of two games each night. The<br />
league plays Thursday nights starting<br />
April 11; matches start at 6:15 p.m. The<br />
cost is $50 per team.<br />
“This would allow us to increase the revenue<br />
in our street repair program by<br />
approximately $1 million a year,” said<br />
councilman Roby Schottke. “We need to<br />
improve roads. We need good-quality<br />
roads.”<br />
The increase in the gas tax would also<br />
help the city balance the loss of the estate<br />
tax revenue and the reduction in state local<br />
government funding.<br />
According to Schottke, the city averages<br />
about $2.5 million for costs in street maintenance<br />
per year but needs approximately<br />
$3.6 million to maintain local roads.<br />
State representatives have suggested a<br />
gas tax increase of 10.7 cents per gallon<br />
instead of 18 cents.<br />

Fraud is a massive problem for older<br />
Americans.<br />
A report recently released by the U.S.<br />
Senate Special Committee on Aging estimates<br />
they lose an incredible $2.9 billion a<br />
year to financial exploitation schemes and<br />
scams. Seniors are targeted by foreign and<br />
domestic criminals who want to rob them<br />
of their hard-earned retirement savings.<br />
They are being exploited by strangers over<br />
the phone, through the mail, and online.<br />
Unfortunately, the committee notes, far too<br />
many seniors are targeted by family members<br />
or by other people they trust.<br />
Older adults are most vulnerable to<br />
fraud within three years of suffering a life<br />
altering event such as loss of a loved one,<br />
illness or while facing an imminent foreclosure.<br />
Scammers scour various sources<br />
gathering this information and approach<br />
the victim offering comfort and solutions to<br />

Are You Considering Moving To A Smaller Home?<br />
Are you considering moving to a smaller home or maybe one that is more “senior friendly”?<br />
Have the hardships of Ohio winters made you vow to never shovel another snowy<br />
sidewalk? Studies have shown that more than 85% of adults over 65 would like to stay in<br />
their home as they age. What you have to examine carefully is whether the decision to stay<br />
put is practical and feasible.<br />
To Move or Not to Move<br />
Deciding to stay at home or move to a more supportive environment can be a difficult and<br />
emotional decision. Older adults who relocate usually do so as a result of retirement, the<br />
loss of a spouse or health changes.<br />
If you are a homeowner and are considering moving, here are some points to consider:<br />
• Does your house need major work in the next few years (a new roof, windows or doors,<br />
furnace, exterior updating)?<br />
• Will the layout accommodate you as you get older? Are there too many stairs and no<br />
main-floor bathroom?<br />
• Does the community lack the resources you need, such as adequate health care,<br />
shopping and public transit? Accessible public transportation is vital to independent<br />
living. Could you stay in your current home if you or your spouse could no longer drive?<br />
• Is there smaller, less expensive but suitable housing in your neighborhood, so you can<br />
remain near friends and relatives?<br />
“Ask yourself many questions about the physical practicality of the house and of your plans<br />
to stay in it,” says Toronto author P.J. Wade in Have Your Home and Money Too (John Wiley<br />
& Sons, 1999).<br />
“As you age, so does the house. Will it age well? What do you really love about living there?<br />
Make a list of your needs and desires. Could you satisfy those needs and desires and<br />
perhaps others as well with other housing?”<br />
Assess the cost of major repairs and modernizations that may become necessary over the<br />
next 10 years. These upgrades – and any resulting increases in property taxes – must be<br />
factored into your budget when you’re deciding whether to stay or move.<br />
“As we age, services become more important,” Wade goes on to say. “Assess your chosen<br />
community and the variety of services it has to offer when you are analyzing whether to age<br />
in place.”<br />
Making Due with Less<br />
It isn’t always feasible to move a lifetime of memories with you. With proper planning, you<br />
can be sure to select the most meaningful items and eliminate the rest. If you haven't used<br />
something in a year or two decide if you really need it. It may be more difficult to part with<br />
collectibles, so concentrate on paperwork. Consult your tax adviser to see how long you<br />
must keep tax records and receipts and toss everything else. If you continue to store your<br />
children’s belongings years after they have moved out, ask them to help you pare these<br />
down to a few precious items.<br />
Tips for purging the excess:<br />
• Hold a garage sale to get rid of extra belongs and earn cash to help may finance your<br />
move.<br />
• Consider working with a consignment shop to sell gently used items.<br />
• Donate items to family, friends and charity --- particularly nontraditional charities that<br />
service fire victims, immigrants or the homeless.<br />
• Consider holding an auction to sell furniture or large items of value.<br />
Explore all Your Options<br />
Many options are available if the escalating cost of homeownership is a primary reason for<br />
your move.<br />
• Inquire about government programs that may help relieve the financial burden. In<br />
Franklin County property tax payment plans allow older and low-income homeowners to<br />
establish payment arrangements that fit their budgets and possibly leave more income<br />
for daily living. Call the Franklin County Treasurer’s office at (614) 525-3438 for more<br />
information.<br />
• You may qualify for home renovation grants or loans to help with needed repairs. For<br />
more information call the City of Columbus at (614) 645-8526 or your city’s development<br />
department.<br />
• Using the equity in your home to make needed repairs or modifications might also be an<br />
option. Check with you current mortgage lender or the Better Business Bureau for tips<br />
on selecting these services.<br />
Moving a houseful of memories can be overwhelming, but careful planning can offset much<br />
of the stress. Seek advice from other seniors who have recently moved. View this as<br />

A speed capturing sign will soon be posted<br />
in the village of Urbancrest.<br />
At the <strong>March</strong> 12 meeting, council<br />
approved the purchase of one speed capturing<br />
sign with an accompanying data collection<br />
feature at a cost of $4,570. The measure,<br />
which had its first reading last<br />
month, was passed via an emergency declaration<br />
due to a potential cost expiration<br />
issue.<br />
“The quote we were given (for the sign)<br />
was valid only for 60 days, not 90,” said<br />
councilwoman Alicia Wiggins before moving<br />
that the measure be passed via emergency.<br />
She explained that another month’s<br />
delay could cause the village to re-enter<br />
negotiations for the cost, or cause them to<br />
pay more altogether.<br />

Jackson said she had no issue with the<br />
emergency declaration and felt that it was<br />
time council move forward with the purchase<br />
of a speed capturing sign.<br />
“We’ve been working on this issue for<br />
more than a year,” she said. “I think it’s<br />
time to get it approved.”<br />

During the initial discussion to add the<br />
emergency declaration to the second reading,<br />
councilman Steven Larkins wondered<br />
whether they should lease the equipment<br />
rather than purchase it outright.<br />
“Should we lease the machine to see how<br />
it works out?” he asked.<br />
Wiggins said that members of the health<br />
and safety committee have researched the<br />
pros and cons of leasing versus purchasing<br />
and came to the conclusion that this specific<br />
sign is the best option.<br />
“The other machines were not as robust<br />
as this one,” she said.<br />
She added that with this speed capturing<br />
sign, the village would be able to see<br />
and collect data, such as the number of<br />
vehicles that travel on the road, the average<br />
speeds they go, and which times are<br />
the most heavily travelled.<br />
Wiggins said with the data in hand, they<br />
would be able to pass along the information<br />
to the Franklin County Sheriff’s Office to<br />
enforce speeding laws or even make future<br />
plans for more road safety measures.<br />
With that in mind, Larkins asked<br />
whether they should lease or purchase a<br />
second speed capturing sign to be posted on<br />
other heavily travelled roads.<br />

Village council approves speed sign<br />
installed on First Avenue when it arrives<br />
within the next 6 to 8 weeks, was that it<br />
can be moved throughout the village.<br />
“We’ll be able to collect data on all of our<br />
roads with this sign,” she said.<br />
Also during this discussion, Mayor<br />
Joseph Barnes Sr. brought up a potential<br />
wording issue in the legislation that said<br />
members of the health and safety committee<br />
and the street department shall have<br />
access to the data provided by Radarsign,<br />
LLC. He mentioned he had no issue with<br />
that aspect but wanted it to be made clear<br />
that anyone who works for the village<br />
should have access to the traffic data collected.<br />
Wiggins said that access will not be prohibited<br />
to the code enforcement officer or<br />
the administration.<br />
“We’re not trying to hide or horde the<br />
data,” she said.<br />
She added that the details will be<br />
worked out when the company adds the village<br />
onto their site.<br />
After the discussion, the village officially<br />
moved to purchase the one speed capturing<br />
sign. Wiggins said it will be installed on<br />
First Avenue upon arrival, then relocated<br />
to Central Avenue, Augustus Drive and<br />
Main Street throughout the year.

over the years, some conventional wisdom<br />

showcase your professional accomplishments,<br />
it also should showcase how your skills relate<br />

Townships work together to repair Hiner Road<br />

At the <strong>March</strong> 19 meeting, the Jackson<br />
Township board of trustees announced a<br />
cooperative agreement with Scioto<br />
Township to make repairs to the roadway.<br />
Township Administrator Shane<br />
Farnsworth said Scioto Township will pay<br />
25 percent of the total cost of the project<br />
while Jackson Township will pick up the<br />
rest.<br />
“We will pay roughly $100,000 for the<br />
work to our portion of the road,”<br />
Farnsworth said.<br />
According to Farnsworth, Hiner Road is<br />
in “rough” shape and is slated to receive<br />
repairs to the pavement, the berms and<br />
culverts, as well as pipe replacement. He<br />
projected that there would be road delays<br />
and closures when the work begins this<br />
summer, but said the township will get<br />
together with the contractors to notify the<br />
residents as to when the closures may<br />
occur.<br />
“We will make sure the community is<br />
aware of any traffic issues,” he said.<br />
Farnsworth also said the township will<br />
do repair work to portions of Dyer Road,<br />
Hyde Road and Lois Drive later this year.<br />
“We don’t have a set date for when those<br />
repairs will take place yet,” he said.<br />
At the meeting, the trustees also<br />
approved the purchase of a new medic unit.<br />
According to Fiscal Officer Ron Grossman,<br />
the medic will cost $304,000, which is an<br />
increase from the last medic they purchased<br />
in October.<br />
“We saw the price go up by 1.4 percent<br />
in just a few months,” he said.<br />
The newly purchased medic, which will<br />
be built locally by Horton, will replace the<br />
medic at Station 203 on London-Groveport<br />
Road. Assistant Fire Chief Shawn Quincel<br />
said the medic that is being replaced has<br />
roughly 206,000 miles on it. It is scheduled<br />
to arrive in six to seven months.<br />
The medic that was purchased in<br />
October is supposed to be delivered to<br />
Station 202 within the next three to four<br />
weeks, said Fire Chief Randy Little.<br />

human life after aliens win<br />

The thread of hope in the aftermath of<br />
an extraterrestrial attack is predominant<br />
in invasion movies. In most, if not all of<br />
these films, the humans overcome insurmountable<br />
odds by successfully fighting off<br />
these technologically advanced beings and<br />
then come together to rebuild a more perfect<br />
world. With the latest product in this<br />
disaster sub-genre, however, that thread is burned and there is no<br />
hope to be found in the cinders.<br />
In “Captive State,” we witness the aftermath of an invasion<br />
where the aliens have won. Brief clips of news footage shows a<br />
valiant fight after the initial event, but the humans falter in the<br />
face of a more advanced species. To lessen the threat of complete<br />
annihilation, the governments of the world reach a treaty with the<br />
aliens wherein they work for them in exchange for the promise of<br />
“human unity.”<br />
In the years since the signing of the treaty, government leaders<br />
and their families and friends have profited immensely by creating<br />
surveillance networks to catch any suspected unity dissenters.<br />
Gone are the days when people would willingly share their private<br />
lives and in its place is a hyper-surveilled state where every single<br />
moment of your life is tracked and monitored by the police, the<br />
government and our apparent alien overlords.<br />
Income inequality has also reached its highest levels to date<br />

(the film is set in the “near” future) and the less fortunate work<br />
for minimal gain with little hope of upward mobility. Among those<br />
in the latter wealth bracket is Gabriel Drummond (Ashton<br />
Sanders), a teenager who lost his mother and father during the<br />
<strong>March</strong> 10th<br />
initial invasion, and most recently his brother, who was one of the<br />
leaders in a defeated underground resistant movement known as<br />
Phoenix.<br />
Because of his familial ties, Gabriel is more vigilantly monitored<br />
but he takes risks here and there because of his desire for a<br />
better life. While trying to make a little bit more money on the<br />
side one day, he discovers that news reports of the demise of<br />
Phoenix have been greatly exaggerated. Now, he has to decide<br />
whether to follow in the footsteps of his elder brother Rafe<br />
(Jonathan Majors) and fight against the aliens and their government<br />
supporters, or eke out a life under a state of hyper-surveillance<br />
and unequal rule.<br />
“Captive State” is a film that mines elements from previous<br />
invasion movies while also making it feel relevant to today’s world<br />
and original in the world movie. The problem is there are too<br />
many ideas and not enough coherence to follow them through.<br />
While Gabriel is technically the main role in this film, it splinters<br />
into points-of-view from a cop of dubious loyalties (played by John<br />
Goodman) and various members of Phoenix as they try to pull off<br />
an attack. While these POV’s are interesting — if you ever wanted<br />
to see how “terrorist” cells work, this would be the film to watch —<br />
they create a muddling effect with the overall movie, making it<br />
feel far more tedious than it actually is.<br />
If you’re looking for an alien invasion movie that is action<br />
packed and full of witty repertoire, “Captive State” is not it. In<br />
fact, there is barely any humor or levity to be found within. But if<br />
you’re interested in seeing a movie in this sub-genre that is original<br />
albeit muddled, it might be worth a watch in the future on a<br />
streaming service. Grade: C<br />
