Chapter 1 / Case Study 74 Project: Kraftwerk1/Zwicky Süd City: Zurich Client: Bau- und Wohngenossenschaft Kraftwerk1 Planning: Schneider, Studer, Primas Status: Completed 2016 The Co-operative as Developer The Zurich Model Since its founding in the 1990s, the Kraftwerk1 co-operative has been aiming to contribute to urban development through innovative housing projects. Their third project, created on the premises of the Swiss spinning mill Zwicky, houses an extraordinary constellation of clients and is a radical statement for densification and urban life on the periphery of the city. With the settlement Zwicky South, the co-operative is daring to be come involved in this urban agglomeration by investing in an area that has good access to public transportation to Zurich City as well as the airport, despite being difficult to develop due to high lev els of noise pollution and no neighbourhood infrastructure. This area was effectively a no man’s land between three separate municipalities and required a willingness to take risks and implement innovative ideas. Together with interested members, the co-operative developed ideas for land use, approaching the site through a series of local events, while linking networks and the surrounding communities. The architects developed three building types with different qualities: the pane, the block and the hall. These types complement each other, enabling a broad mix of uses with different forms of living, from mini-studios to 14.5-room co-operative housing clusters, commercial units and accommodation services. The robust architectural language is reminiscent of shell buildings: an aesthetics of the unfinished. Appropriation and co-creation by the inhabitants are desired, leaving space for the articulation and creation of individual identities. The ambitious cost targets are anchored in the planning together with the contractor, who has been involved since the beginning. The inhabitants are socially mixed in terms of age, income and education, and for many, the organisation of the co-operative is something new. Orchestrating a self-organised co-existence in this heterogeneity of everyday life is a challenge but for Kraftwerk1 this means assuming the social responsibility enshrined in its statutes: sustainable urban development means divesting collective property from speculation, enabling long-term low-cost rents, living in solidarity and inviting residents to take responsibility for their own living environment so that together they can shape the emerging neighbourhood. Die Genossenschaft als Entwicklerin Ein Zürcher Weg Seit ihrer Gründung in den 1990er Jahren verfolgt die Genossenschaft Kraftwerk1 das Ziel, mit innovativen Wohnprojekten einen Beitrag zur Stadtentwicklung zu leisten. Ihr drittes Projekt, das auf dem Areal der Schweizer Spinnerei „Zwicky“ entstanden ist, zeigt eine außergewöhnliche Konstellation von Auftraggeber*innen und ist ein radikales Statement für Verdichtung und urbanes Leben an der Peripherie der Großstadt: Mit der Siedlung Zwicky Süd wagt die Genossenschaft den Schritt in die Agglomeration. Die Investition in ein Areal, das zwar durch eine gute Nahverkehrsanbindung an Flughafen und Zürich City verfügt, andererseits aber aufgrund starker Lärmbelastung schwierig zu bebauen ist und im Niemandsland zwischen drei Gemeinden keine Quartierinfrastruktur aufweist, erfordert Mut zum Risiko und gute Ideen. Gemeinsam mit interessierten Mitgliedern entwickelt die Genossenschaft Nutzungsideen, nähert sich über Veranstaltungen dem Ort an und knüpft Netzwerke in die umliegenden Gemeinden. Die Architekt*innen entwickeln drei Gebäudetypen mit unterschiedlichen Qualitäten: die Scheibe, den Block und die Halle. Sie ergänzen sich ideal und ermöglichen einen breiten Nutzungsmix mit verschiedenen Wohnformen vom Mini-Studio bis zum 14,5-Zimmer-WG-Cluster, Gewerbeeinheiten und Quartiersdienstleistungen. Ästhetik des Unfertigen: Die robuste Architektursprache erinnert an Rohbauten. Aneignung und Mitgestaltung durch die Bewohner*innen ist ausdrücklich erwünscht und schafft so Identität. Die ambitionierten Kostenziele werden gemeinsam mit der Totalunternehmung, die ebenfalls von Beginn an beteiligt ist, in der Planung verankert. Die Bewohner*innen sind in Bezug auf Herkunft, Alter, Einkommens- und Bildungsniveau breit durchmischt, für viele ist die Organisationsform der Genossenschaft neu. In dieser Heterogenität des gelebten Alltags ein selbstorganisiertes Zusammenleben zu orchestrieren, ist eine Herausforderung. Für Kraftwerk1 bedeutet das, die in ihren Statuten verankerte gesellschaftliche Verantwortung zu übernehmen: Nachhaltige Stadtentwicklung heißt, kollektives Eigen tum der Spekulation zu entziehen, langfristig günstige Mieten zu ermöglichen, Solidarmodelle zu leben und die Bewohnenden dazu einzuladen, Verantwortung für die eigene Lebensumwelt zu übernehmen und das Quartier mitzugestalten.
