Str<strong>at</strong>egy<br />

A<br />

str<strong>at</strong>egy is the structured and effective manner<br />

in which an established vision, aim, or goal<br />

can be achieved; it refers to the how? (planning<br />

tools, including policies and regul<strong>at</strong>ion), to the when?<br />

(phasing, priorities), and to the with whom? (stakeholders)<br />

of sp<strong>at</strong>ial development and transform<strong>at</strong>ion. Consequently,<br />

a str<strong>at</strong>egic project is ‘str<strong>at</strong>egic’ because it is<br />

part of a str<strong>at</strong>egy, and thus contributes to and is directed<br />

towards achieving th<strong>at</strong> vision, aim, or goal. Str<strong>at</strong>egy<br />

making in urbanism is the critical altern<strong>at</strong>ive for urban<br />

developments and transform<strong>at</strong>ions via a collection of<br />

unconnected interventions and actions.<br />
