Amazon aims to build $200 million data center<br />

Jonathan Alder approves tax<br />

incentive/donation package<br />

education voted unanimously in favor of the<br />

incentive structure.<br />

The package includes an Enterprise Zone<br />

Agreement (EZA) between Union County<br />

and Amazon Data Services by which the<br />

company would receive a 100 percent tax<br />

abatement for 10 years on the first phase<br />

and on each of any additional improvements<br />

made in that time period. This type of incentive<br />

is called a “rolling” tax abatement.<br />

The package also includes a donation<br />

agreement by which Amazon would make<br />

payments in lieu of taxes to the taxing authorities<br />

in the project area. The donations<br />

would amount to a total of $4 million over<br />

would receive $2.5 million in that time period.<br />

Jerome Township, and Union County each<br />

would receive $500,000 in that time period.<br />

The abatement would save Amazon an<br />

estimated $6 million in taxes for the first<br />

phase. Factoring in the $4 million the company<br />

would return to the community<br />

through the donation agreement, the company’s<br />

net savings for the first phase would<br />

be $2 million.<br />

The company is looking at three possible<br />

sites: 111 acres at the southwest corner of<br />

Warner Road and Industrial Parkway, 125<br />

acres at the northwest corner of Warner<br />

Road and Industrial Parkway, and 98 acres<br />

at 8619 Industrial Parkway.<br />

At the Nov. 11 Jonathan Alder school<br />

board meeting, Tony Burkart, manager of<br />

economic development for Amazon Web Services,<br />

said the company plans to make site decisions<br />

by “the end of the calendar year.”<br />

“We’re really excited about being here<br />

and look forward to working with you,” he<br />

told school board members.<br />

Phillips and Burkart explained that in<br />

addition to the donation agreement, Amazon<br />

plans to partner with area schools to<br />

provide students with educational opportunities<br />

specific to data processing and other<br />

technical career pathways.<br />

“We’re really trying to be a more proactive<br />

partner with our communities,”<br />

Burkart said.<br />

Amazon has similar data centers in<br />

Dublin, Hilliard and New Albany.<br />

“We’re excited about a partnership.<br />

That’s really, really important to us,” said<br />

Steve Votaw, Jonathan Alder school board<br />

president.<br />

Before moving forward with the project,<br />

Amazon needs additional approvals for the<br />

tax incentive package. The Jerome Township<br />

trustees will vote on the EZA and donation<br />

agreement on Nov. 19. The Tolles<br />

school board will vote on the donation agreement<br />

on Nov. 21. The Union County commissioners<br />

will vote on the EZA and<br />

donation agreement on Nov. 26.<br />

The initial 250,000 square-foot facility<br />

would create an estimated 75 jobs with an<br />

annual payroll of $3.75 million.<br />

Amazon Data Services Inc. is looking to<br />

build a data center along Industrial Parkway<br />

in Union County’s Jerome Township. The<br />

first phase calls for a $200 million, 250,000<br />

square-foot facility. Future phases could increase<br />

that volume to 800,000 square feet.<br />

“This is a substantial development—probably<br />

a top-five project when it comes to investment<br />

in our county,” said Eric Phillips,<br />

economic development director for Union<br />

County and the city of Marysville. “Anytime<br />

you’re talking in the hundreds of millions of<br />

dollars, you’re talking about the kind of development<br />

that doesn’t come around every day.”<br />

On Veteran’s Day, the<br />

park’s staffers honored<br />

military veterans with a<br />

flag ceremony, free breakfast<br />

social and program on<br />

the park’s bison herd. This<br />

was the park’s first ever<br />

Veteran’s Day event.<br />

Large appreciated the<br />

effort, especially because he<br />

feels his service hasn’t always<br />

been honored.<br />

Large served in the Vietnam<br />

war. He enlisted in the<br />

U.S. Army in 1970 and<br />

served for three years. After a short time off,<br />

he went back into the military and served<br />

another 10 years as a staff sergeant.<br />

He said that when he returned home<br />

from Vietnam, he received a lot of hostility<br />

for being a veteran.<br />

“It was rough when we came back because<br />

you didn’t want to be a veteran, because<br />

we were looked at as the bad guys,”<br />

Large said.<br />

Only in the past few years, he said, has<br />

he felt greater acceptance for his service.<br />

“I think it means everything (to be a veteran),”<br />

he said.<br />

park every day … We see<br />

him every day. When we<br />

ans back then,” Thomas said. “Now, I see<br />

our veterans out here, coming to enjoy the<br />

park, and I think that’s another way (the<br />

park) gives back to the veterans … (they)<br />

have a place they can come and enjoy the<br />

nature and the woods just as it was.”<br />

Time in the park can be calming for veterans,<br />

said Christopher Ludwig, a<br />

Reynoldsburg resident who served in artillery<br />

and force reconnaissance in the Marine<br />

Corps for five years during Desert<br />

Storm.<br />

Being in nature reminds him of his service<br />

and helps him to relax, he said. And for<br />

him, Veteran’s Day is mostly about connecting<br />

with and remembering veterans.<br />

for free download to iPhone and Android devices.<br />

“The main purpose for us having an app is<br />

that it’s another way for us to reach out and<br />

stay in touch with the community,” said Chief<br />

Glenn Nicol.<br />

The two features about which Nicol is most<br />

excited are alerts and the “submit a tip” function.<br />

When users download the app, they can<br />

choose to receive alerts. By saying “yes,” they<br />

will get real-time notifications about events<br />

such as water main breaks and road closures<br />

caused by traffic accidents.<br />

“We put this kind of information on our<br />

Twitter feed, but a lot of people don’t use<br />

Twitter. The app is a really simple way to get<br />

that information,” Nicol said.<br />

With the “submit a tip” function, users can<br />

send information to the police department<br />

about drug-related activity, general crime,<br />

and nuisance issues. The tip can include photos<br />

along with a written description. Users<br />

can include their name and contact information,<br />

or they can submit the tip anonymously.<br />

“If people include contact information, we<br />

can follow up with them if we have questions. But if they want to<br />

stay anonymous, this is an easy and very efficient way to do that,”<br />

Nicol said.<br />

He noted that the app should not be used for emergencies or situations<br />

that require immediate attention. For such situations, calling<br />

the police department or 9-1-1 is the way to go, he said.<br />

Other features of the app include:<br />

• Contact Us—a list of email addresses and phone numbers for<br />

each police department staff member;<br />

• Police Beat Recap—summaries of incident reports;<br />

• Traffic Crash Reports—a searchable database of crash reports<br />

from the past five years;<br />

“I can move better and sleep better. I am in<br />

a much better mood. I can do more with my<br />

family and I’m actually looking forward to<br />

the summer so I can work in my yard. I’m<br />

OCV LLC designs and creates custom apps for state, county and<br />

local government agencies. ThePoliceApp.com specializes in app development<br />

for police departments and public safety organizations.<br />

The cost was $4,500 for the app’s development. The police department<br />

will pay about $3,000 per year for the app’s ongoing maintenance<br />

and operation, Nicol said.<br />

Ludwig said that after the breakfast, he planned to call his<br />

friends from the service to check in on them and ask about their<br />

lives and families, something he does often.<br />

“In the Marine Corps, the brotherhood is deep. I don’t see my guys<br />

from my unit as much as I used to, but on any given day we can pick<br />

up a phone and it’ll be like it’s where we left off the last time we<br />

talked,” he said. “We’ve made bonds that’ll never be broken.”<br />

Survey asks public what to do with grandstand<br />

What do you think should be done with<br />

the aging grandstand at the <strong>Madison</strong><br />

County Fairgrounds? <strong>Madison</strong> County leaders<br />

want to know.<br />

The county commissioners have posted a<br />

public opinion survey under “recent news”<br />

at www.co.madison.oh.us/. Anyone is welcome<br />

to fill it out.<br />

The goal with the survey, said county Administrator<br />

Rob Slane, is to see what people<br />

think about the cost benefits of repairing or<br />

replacing the grandstand, as well as their<br />

ideas for how it could be used.<br />

London works on budget<br />

London city council held the first reading<br />

on the city’s proposed 2020 operating budget<br />

at it Nov. 7 meeting.<br />

The proposed budget is a deficit budget<br />

and, at least on paper, will put the city in<br />

the red by approximately $763,000 after figuring<br />

in expected revenues.<br />

The city estimates next year’s operating<br />

expenses will total in excess of $4.4 million.<br />

This includes an average 4.45 percent increase<br />

in spending across all departments.<br />

Operating expenses include such things as<br />

employee salaries, insurance benefits, retirement<br />

benefits, supplies and utilities.<br />

Council will hold a second reading on the<br />

budget legislation at their Nov. 21 meeting.<br />

In the meantime, city leaders will discuss<br />

the budget further in an upcoming finance<br />

committee meeting.<br />

Mayor Pat Closser and Safety Service Director<br />

Joe Mosier stressed that while it is a<br />

deficit budget, that does not mean there will<br />

be deficit spending. According to Closser,<br />

every budget for the last nine years he has<br />

been associated with city government has<br />

had a proposed deficit.<br />

“It is a deficit budget as many government<br />

budgets are. We have always had a<br />

deficit budget but have never deficit spent,”<br />

he said. “We overestimate expenses and underestimate<br />

revenue. My administration<br />

keeps a watchful eye on the budget, and this<br />

spected the grandstand and found it to be<br />

unsafe for occupancy. It was off-limits at<br />

this year’s county fair.<br />

The all-wood structure likely dates back<br />

to the 1870s. While its interior structural<br />

supports are in great shape, much of the<br />

perimeter wood has suffered significant deterioration.<br />

The engineering firm and an architectural<br />

firm, both hired by the commissioners,<br />

put together options and cost estimates.<br />

The estimated cost to repair the grandstand<br />

is $518,400. The estimated cost to demolish<br />

it and replace it with a conventional<br />

bleacher system is $270,750.<br />

At the commissioners’ Nov. 11 meeting,<br />

Dave Monnin, a member of the <strong>Madison</strong><br />

County Agricultural Society (senior fair<br />

board) said he likes the idea of the survey<br />

and wants to see the commissioners and the<br />

Ag Society work together to figure out a solution.<br />

“Can it be fixed? I’m sure it could be, but<br />

is it worth it? I don’t know,” Monnin said,<br />

adding that he would like to see a decision<br />

made relatively soon. “I hate the idea of it<br />

being closed for another fair.”<br />

The structure’s historical value has been<br />

part of many conversations, as has its usefulness.<br />

“I’m a history buff, but I wonder, (if it is<br />

repaired) will it be used or will it just sit<br />

there?” said Commissioner Mark Forrest.<br />

Commissioner Tony Xenikis said he will<br />

not support a large investment in repairs to<br />

Also left on for another reading was legislation<br />

that calls for an increase in pay<br />

Administration and council members disagreed,<br />

saying such concerns should have<br />

been addressed when the parks and recreation<br />

positions were initially separated from<br />

the street department. The window to contest<br />

has long been closed, they said.<br />

In other business, council passed an<br />

amendment to the official zoning map, allowing<br />

rezoning of the former Kmart property<br />

on Lafayette Street from a business<br />

district to a planned unit development.<br />

Council also approved a $5,000 payment<br />

to Heritage Ohio to provide recommendations<br />

on how to improve downtown London<br />

and link up with the organization for other<br />

benefits.<br />

Finally, council voted to vacate an alley<br />

running from North Oak Street through<br />

North <strong>Madison</strong> Road.<br />

decide what to do with it.<br />

place at this time for how any repairs or replacement<br />

would be funded or by whom. In<br />

recent years, the county provided matching<br />

‘Last Christmas’ more than a romantic comedy<br />

The misleading advertising may be to blame for the preconceived<br />

notion that “Last Christmas” is a standard romantic comedy fare.<br />

While romance certainly plays a factor in the film, it is not a deciding<br />

one, making it a bit of an oddball in this genre. Instead of<br />

treading on familiar terrain, “Last Christmas” takes a risk by carving<br />

a path that focuses more on the rediscovery of self after the avalanche<br />

of life takes an unexpected dump on your head.<br />

Depending on how important the romance aspect is to you in a<br />

romantic comedy, “Last Christmas” may not be the film for you. But<br />

if you’re looking for something that is humorous, sweet with a side<br />

of bitterness, and a tad unconventional, this might just be a movie<br />

you want to see.<br />

The film follows Kate (Emilia Clarke), a down-on-her-luck 20-<br />

something who is struggling to find the meaning in life after a near<br />

death experience. Try as she might, she hasn’t found it in brief<br />

hookups, time spent (read: couch surfing) with her friends or at her<br />

job working as an elf at a year-round Christmas shop. As time goes<br />

on, she becomes more and more despondent but then she meets an<br />

affable young man named Tom (Henry Golding) who tries to change<br />

her outlook.<br />

Tom is, in short, a dream. He’s charming and handsome and<br />

spends his nights volunteering at a homeless shelter in downtown<br />

London. And when he sees Kate scowling at him in her elf outfit<br />

one day, he decides to make it his mission to help her rediscover the<br />

joy in life.<br />

At first, Kate is highly skeptical of his mission and even more so<br />

of his sunny disposition. Eventually, though, he wears her down<br />

with his endless enthusiasm and she begins<br />

to open up for the first time in<br />

With his gentle encouragement, Kate<br />

begins to mend fences with the family<br />

she ignores and the friends whose hospitality she has<br />

taken advantage of. She even tries to come to terms<br />

with herself for all of the choices she has made and all<br />

of the disappointments along the way. The latter, however,<br />

proves to be the hardest to do.<br />

While it may seem like “Last Christmas” is another<br />

run-of-the-mill romantic comedy, its latter act upends<br />

the genre which may lead to a lot of disappointment<br />

from the more traditional fans. I don’t want to spoil<br />

what happens but I just want you to be aware of its unconventional<br />

take. It’s not a bad thing, per se, but it will<br />

leave some feeling off-put by the decision to veer off the<br />

common path.<br />

have gone didn’t bother me (the first trailer kinda gave<br />

A banner day<br />

On Nov. 9, dozens of West Jefferson residents braved the blustery<br />

weather to attend the public dedication of banners that honor<br />

local military veterans. The banners, displayed on light poles<br />

along Main Street, show the honorees’ names, photos, military<br />

branches and years served. The banners were a fundraising project<br />

for the West Jefferson Mural Committee, whose goal is to facilitate<br />

When it comes to sales pitches, few are<br />

more straightforward than this one: “If you<br />

want a good laugh, come see ‘The Nerd.’”<br />

Scott Blanton, director of London High<br />

School’s fall play, is excited to put on this<br />

classic comedy.<br />

“I recently heard about a professional<br />

theater company who does this play at least<br />

once every 10 years because audiences respond<br />

so well to it. This is the third time I<br />

have directed it because I enjoy it so much,”<br />

Blanton said.<br />

The story is set in Indiana and revolves<br />

around Willum Cubbert (played by junior<br />

Noah Browning), an architect who is designing<br />

a hotel for the boisterous but grim-faced<br />

Warnock Waldgrave (senior Paul Huff).<br />

Willum is kind and intelligent, but he’s<br />

also a pushover. Waldgrave is pressuring<br />

him to “get rid of all that extra junk” and<br />

just design a basic building. Willum also is<br />

about to lose a loving relationship because,<br />

as his girlfriend Tansy (senior Sara Madden)<br />

puts it, “he lacks gumption.”<br />

with six tackles. Jackson Jones had three<br />

tackles and an interception.<br />

London ended their season with an 8-3<br />

record and their third straight trip to the<br />

state playoffs.<br />

It’s all about the drama in MP’s ‘12 Angry Jurors’<br />

If you ask Owen Phillips and Janelle<br />

Marks, they’ll tell you they like to make people<br />

laugh, but what they really relish are serious<br />

roles.<br />

Both seniors landed lead parts in <strong>Madison</strong>-Plains<br />

High School’s upcoming production<br />

of “12 Angry Jurors.” Both also played<br />

leads in last year’s production of “The Complete<br />

Works of William Shakespeare<br />

(Abridged),” a comedy.<br />

“I definitely think playing a dramatic<br />

character is a lot more interesting,” said<br />

Phillips. “In a comedy, with the jokes, the<br />

laughs are planned out for you. In a drama,<br />

it falls on you to really portray the gravity<br />

of what’s going on.”<br />

“You get to explore more emotion for your<br />

character and subtlety, which you don’t get<br />

to do as much in comedy,” Marks added.<br />

While the premise of “12 Angry Jurors”<br />

is simple, Owens said, the way in which the<br />

characters interact is complex.<br />

“That’s the mark of a good show—when<br />

you don’t have to have anything flashy to<br />

make it interesting,” he said.<br />

“12 Angry Jurors” is set in a jury deliberation<br />

room, where the jurors must decide<br />

the fate of a 19-year-old boy accused of<br />

killing his father. It appears to be an openand-shut<br />

case until one juror votes “not<br />

guilty.” The play goes on to explore bias,<br />

personal motive, and the workings of the<br />

justice system.<br />

Nine of the 13 members of the <strong>Madison</strong>-<br />

Plains cast are seniors, a few of whom are<br />

new to the stage. Director Ashley Woodard<br />

said the experienced actors are serving as<br />

excellent role models to the newbies. She<br />

also said the cast as a whole is embracing<br />

the material.<br />

“You can really see their characters developing.<br />

They are doing a great job of<br />

telling the story and a great job of finding<br />

the details and nuances,” she said.<br />

Juror #8. The other members of the cast are:<br />

Beabea Greenlee, Juror #2; senior<br />

Shows are set for 7 p.m. Nov. 22-23 and<br />

2 p.m. Nov. 24 in the <strong>Madison</strong>-Plains High<br />

Close to 50 runners and walkers participated in the Sterling Fun Run & Walk on Oct.<br />

12. The event benefited the Mount Sterling Community Center. Among the runners,<br />

Lucas King was the youth division winner and Pastor Brian Dunham was the adult division<br />

winner. Among the walkers, Tom May won the adult division. The Meadowview<br />

Sterling Strollers raised the most funds. <strong>Madison</strong> Health’s Mount Sterling, housed at<br />

OPOTA receives two grants totaling $280,000<br />

Ohio Attorney General Dave Yost announced<br />

on Oct. 31 that the Ohio Peace Officer<br />

Training Academy (OPOTA) in London<br />

has received two grants totaling $280,000 to<br />

provide training for law enforcement officers<br />

on topics including identification of impaired<br />

drivers and investigation of traffic<br />

collisions.<br />

Plain City Druggist<br />

is celebrating its<br />

Twenty-Year Anniversary on<br />

Smile Works Family Dentistry is also celebrating its ten-year anniversary and will be participating in<br />

the event. Smile Works is located at 500 South Jefferson Avenue.<br />

The tailgate will feature the OSU football game on a giant screen within a heated tent. There will be<br />

food, trivia games, raffle prizes donated by other local area businesses, a bounce house and face<br />

painter for the kids, and a tethered hot air balloon offering rides. The event will also offer a fundraiser<br />

to benefit the local charity, Black and Orange Cat Foundation.<br />

Plain City Druggist opened on <strong>November</strong> 1, 1999. Joe Craft had always dreamed of owning his own<br />

independent drugstore. After graduating from The Ohio State University’s College of Pharmacy in 1995,<br />

Joe mentored with Ernie Sparks of Ernie’s Pharmacy in London, Ohio to learn the ropes. Because<br />

Joe and his wife, Robin, lived in Plain City, it seemed the natural choice for Joe when he decided to<br />

open the pharmacy within his own hometown. Originally, Joe had hoped to buy an existing store, but<br />

when those opportunities did not materialize, Joe decided to start from scratch in a town that had been<br />

without a pharmacy for almost eight years.<br />

Robin graduated with her pharmacy degree in March 1999.<br />

Plain City Druggist was originally located in Lovejoy Plaza at 220 West Main Street. Having outgrown<br />

the 1,000 square feet of space in the old location, the drugstore moved to 480 South Jefferson Avenue<br />

in January 2007. At that time, Midwestern Compounding Pharmacy was also set up within the lab in<br />

Plain City Druggist.<br />

In December 2014, Joe and Robin purchased Family Medical Pharmacy on Karl Road in Columbus<br />

and changed the name to Happy Druggist Pharmacy. They opened a second Happy Druggist location<br />

in West Jefferson in July 2016. And on <strong>November</strong> 1, <strong>2019</strong>, the twenty-year anniversary of the opening<br />

of Plain City Druggist, they purchased The Village Pharmacy in Mechanicsburg, Ohio.<br />

In 2018, Tayler Yutzy and Meghan Nestleroth became the manager and assistant manager of Plain<br />

City Druggist.<br />

Robin and Joe, as well as Tayler and Meghan, cannot say thank you enough to the community that<br />

has supported them in Plain City for the past twenty years and to their new friends and patients in<br />

Columbus, West Jefferson, and Mechanicsburg.<br />

firefighters found a mobile home on fire behind<br />

a business. They found a deceased<br />

male victim inside the mobile home. The deceased<br />

was transported to the Montgomery<br />

County morgue for an autopsy. The identity<br />

of the victim has not been released.<br />

Doing good<br />

The Heirloom Quilters Guild is at it<br />

again, using their talents to help others.<br />

The <strong>Madison</strong> County group made<br />

scarves and 46 pairs of pajama bottoms of<br />

various sizes for boys and girls. They donated<br />

the lot to Huckleberry House on Nov.<br />

12.<br />

Located in Columbus, Huckleberry<br />

House works with central Ohio youths and<br />

families who are dealing with issues like<br />

abuse, violence, neglect, poverty and homelessness.<br />

Each year, the quilters donate creations<br />

to a charitable organization. They meet the<br />

first Tuesday of the month, September-<strong>November</strong><br />

and January-May, in the community<br />

room at Hurt-Battelle Memorial<br />

Library in West Jefferson. Anyone interested<br />

in quilting is welcome to attend.<br />

Laura “Jeanie” Johnson, 82, of London<br />

died on Nov. 5, <strong>2019</strong>, in Doctor’s West Hospital,<br />

Columbus. Born on May 7, 1937, in<br />

Springfield, she was the daughter of<br />

Charles and Blanche Harris. A member of<br />

Fountain of Truth Ministry, she had led<br />

many Bible studies and was past president<br />

of Seton Hall. Jeanie was an executive secretary<br />

at Wright Patterson Air Force Base<br />

for 26 years and also worked as a bill collector<br />

for Sears. “Aunt” Jeanie is survived by:<br />

special cousins, Christina Scales-Butts,<br />

Deborah Lowery, John Howard, Janet Peterson<br />

and Carolyn Ponders, along with a<br />

host of other cousins, including those in the<br />

Dayton and Germantown areas. She was<br />

preceded in death by her parents and two<br />

infant brothers, Kenneth and Vernon. A<br />

memorial service was held Nov. 11 at Fountain<br />

of Truth Ministry with Pastor Tyrone<br />

Jackie Lee Dixon, Jr. (JD) formerly<br />

of London, passed in peace Sun., Nov. 3, <strong>2019</strong>,<br />

at the age of 66 in Dayton, Ohio.<br />

Predeceased in death by his father, Jackie L.<br />

Dixon Sr.; mother, Louella R. Dixon; and his<br />

Great Aunt Ruth. He is survived by his adoring<br />

daughters, Kathryn Jessee (Matthew), and<br />

Caroline Dixon of Dayton, Ohio; grandchildren,<br />

Adam and Elizabeth Jessee; sister, Debra<br />

Hillman (Bill); niece, Jamie Fike; nephew,<br />

Benjamin Hillman of London, Ohio; and many<br />

other family members and friends.<br />

Jack will be fondly remembered by family and<br />

friends as a loving father, proud patriot, and US<br />

Navy veteran.<br />

Born on July 15, 1945, in Dayton, she<br />

was a daughter of Elmer and Betty (Rayburn)<br />

Houston. Jenny specialized in industrial<br />

case management for more than 30<br />

years as a registered nurse. She cherished<br />

her children and grandchildren and enjoyed<br />

painting, travels to the beach, her friends<br />

and her family. She also was a certified,<br />

card-carrying Parrot Head! Survivors include:<br />

Virgil (McQuaid) Knight. Emma was an<br />

avid reader and belonged to London Public<br />

Library’s Readers Club. Survivors include:<br />

Faith Church and had worked at the former<br />

McIntire and Keith “Hooch” (Abby Finney)<br />
