Amazon aims to build $200 million data center
Jonathan Alder approves tax
incentive/donation package
By Kristy Zurbrick
Madison Editor
the Jonathan Alder Local Schools board of
education voted unanimously in favor of the
incentive structure.
The package includes an Enterprise Zone
Agreement (EZA) between Union County
and Amazon Data Services by which the
company would receive a 100 percent tax
abatement for 10 years on the first phase
and on each of any additional improvements
made in that time period. This type of incentive
is called a “rolling” tax abatement.
The package also includes a donation
agreement by which Amazon would make
payments in lieu of taxes to the taxing authorities
in the project area. The donations
would amount to a total of $4 million over
10 years. Jonathan Alder Local Schools
would receive $2.5 million in that time period.
Tolles Career and Technical Center,
Jerome Township, and Union County each
would receive $500,000 in that time period.
The abatement would save Amazon an
estimated $6 million in taxes for the first
phase. Factoring in the $4 million the company
would return to the community
through the donation agreement, the company’s
net savings for the first phase would
be $2 million.
The company is looking at three possible
sites: 111 acres at the southwest corner of
Warner Road and Industrial Parkway, 125
acres at the northwest corner of Warner
Road and Industrial Parkway, and 98 acres
at 8619 Industrial Parkway.
At the Nov. 11 Jonathan Alder school
board meeting, Tony Burkart, manager of
economic development for Amazon Web Services,
said the company plans to make site decisions
by “the end of the calendar year.”
“We’re really excited about being here
and look forward to working with you,” he
told school board members.
Phillips and Burkart explained that in
addition to the donation agreement, Amazon
plans to partner with area schools to
provide students with educational opportunities
specific to data processing and other
technical career pathways.
“We’re really trying to be a more proactive
partner with our communities,”
Burkart said.
Amazon has similar data centers in
Dublin, Hilliard and New Albany.
“We’re excited about a partnership.
That’s really, really important to us,” said
Steve Votaw, Jonathan Alder school board
president.
Before moving forward with the project,
Amazon needs additional approvals for the
tax incentive package. The Jerome Township
trustees will vote on the EZA and donation
agreement on Nov. 19. The Tolles
school board will vote on the donation agreement
on Nov. 21. The Union County commissioners
will vote on the EZA and
donation agreement on Nov. 26.
The initial 250,000 square-foot facility
would create an estimated 75 jobs with an
annual payroll of $3.75 million.
Amazon Data Services Inc. is looking to
build a data center along Industrial Parkway
in Union County’s Jerome Township. The
first phase calls for a $200 million, 250,000
square-foot facility. Future phases could increase
that volume to 800,000 square feet.
“This is a substantial development—probably
a top-five project when it comes to investment
in our county,” said Eric Phillips,
economic development director for Union
County and the city of Marysville. “Anytime
you’re talking in the hundreds of millions of
dollars, you’re talking about the kind of development
that doesn’t come around every day.”
Amazon is seeking approvals for a tax incentive
package for the project. The first approval
came on Nov. 11 when members of
Other veterans gathered
alongside him.
Large lives in Galloway
and visits the park
often. But this visit was a
little different.
On Veteran’s Day, the
park’s staffers honored
military veterans with a
flag ceremony, free breakfast
social and program on
the park’s bison herd. This
was the park’s first ever
Veteran’s Day event.
Large appreciated the
effort, especially because he
feels his service hasn’t always
been honored.
Large served in the Vietnam
war. He enlisted in the
U.S. Army in 1970 and
served for three years. After a short time off,
he went back into the military and served
another 10 years as a staff sergeant.
He said that when he returned home
from Vietnam, he received a lot of hostility
for being a veteran.
“It was rough when we came back because
you didn’t want to be a veteran, because
we were looked at as the bad guys,”
Large said.
Only in the past few years, he said, has
he felt greater acceptance for his service.
“I think it means everything (to be a veteran),”
he said.
Large was the inspiration for
Battelle Darby Creek’s Veteran’s
Day event, said Kevin
Kasnyik, park manager.
“(Large) walks in the
park every day … We see
him every day. When we
raise the flag up, he always
steps up and
salutes it,” Kasnyik
said.
park) gives back to the veterans … (they)
have a place they can come and enjoy the
nature and the woods just as it was.”
Time in the park can be calming for veterans,
said Christopher Ludwig, a
Reynoldsburg resident who served in artillery
and force reconnaissance in the Marine
Corps for five years during Desert
Being in nature reminds him of his service
and helps him to relax, he said. And for
Ohio Police Division” on the App Store and
Google Play.
“The main purpose for us having an app is
that it’s another way for us to reach out and
stay in touch with the community,” said Chief
Glenn Nicol.
The two features about which Nicol is most
excited are alerts and the “submit a tip” function.
When users download the app, they can
choose to receive alerts. By saying “yes,” they
will get real-time notifications about events
such as water main breaks and road closures
caused by traffic accidents.
“We put this kind of information on our
Twitter feed, but a lot of people don’t use
Twitter. The app is a really simple way to get
that information,” Nicol said.
With the “submit a tip” function, users can
send information to the police department
about drug-related activity, general crime,
and nuisance issues. The tip can include photos
along with a written description. Users
can include their name and contact information,
or they can submit the tip anonymously.
“If people include contact information, we
can follow up with them if we have questions. But if they want to
stay anonymous, this is an easy and very efficient way to do that,”
Nicol said.
He noted that the app should not be used for emergencies or situations
that require immediate attention. For such situations, calling
the police department or 9-1-1 is the way to go, he said.
Other features of the app include:
• Contact Us—a list of email addresses and phone numbers for
each police department staff member;
• Police Beat Recap—summaries of incident reports;
• Traffic Crash Reports—a searchable database of crash reports
from the past five years;
“I can move better and sleep better. I am in
a much better mood. I can do more with my
family and I’m actually looking forward to
the summer so I can work in my yard. I’m
looking forward to retirement now!” R.H.
The London Police Department’s new
smartphone application is now available
for free download.
• News—press releases issued by the department;
• Social Media—a direct link, presented in
chronological order, to the messages the department
posts to its Facebook and Twitter
feeds (users do not have to have Facebook or
Twitter accounts to see these messages);
• Forms—links to downloadable forms for
vacation house checks, special duty requests,
and inclusion in the public safety database;
• Inmates—basic information (photo, race,
gender, date of birth, and charge) about all
Madison County inmates held at Tri-County
Regional Jail;
• Recent Arrests—Madison County inmates
who have been arrested and jailed in the last
24 hours;
• Sex Offenders—a map marked with the
addresses of registered sex offenders in the
area;
• City Permits—information about permits
for garage sales, solicitors, concession licenses,
and parking permits; and
• Resource Links—links to websites for
area health, emergency, and law enforcement
agencies.
ThePoliceApp.com, a division of OCV LLC, developed the app.
OCV LLC designs and creates custom apps for state, county and
local government agencies. ThePoliceApp.com specializes in app development
for police departments and public safety organizations.
The cost was $4,500 for the app’s development. The police department
will pay about $3,000 per year for the app’s ongoing maintenance
and operation, Nicol said.
Ludwig said that after the breakfast, he planned to call his
friends from the service to check in on them and ask about their
from my unit as much as I used to, but on any given day we can pick
Survey asks public what to do with grandstand
By Kristy Zurbrick
Madison Editor
What do you think should be done with
the aging grandstand at the Madison
County Fairgrounds? Madison County leaders
want to know.
The county commissioners have posted a
public opinion survey under “recent news”
at www.co.madison.oh.us/. Anyone is welcome
to fill it out.
The goal with the survey, said county Administrator
Rob Slane, is to see what people
think about the cost benefits of repairing or
replacing the grandstand, as well as their
ideas for how it could be used.
Earlier this year, an engineering firm in-
The interior structural supports of the
grandstand are in good shape. The wood
on the exterior and perimeter is not.
London works on budget
By Andrew Garrett
Staff Writer
London city council held the first reading
on the city’s proposed 2020 operating budget
at it Nov. 7 meeting.
The proposed budget is a deficit budget
and, at least on paper, will put the city in
the red by approximately $763,000 after figuring
in expected revenues.
The city estimates next year’s operating
expenses will total in excess of $4.4 million.
This includes an average 4.45 percent increase
in spending across all departments.
Operating expenses include such things as
employee salaries, insurance benefits, retirement
benefits, supplies and utilities.
Council will hold a second reading on the
budget legislation at their Nov. 21 meeting.
In the meantime, city leaders will discuss
the budget further in an upcoming finance
committee meeting.
Mayor Pat Closser and Safety Service Director
Joe Mosier stressed that while it is a
deficit budget, that does not mean there will
be deficit spending. According to Closser,
every budget for the last nine years he has
been associated with city government has
had a proposed deficit.
“It is a deficit budget as many government
budgets are. We have always had a
deficit budget but have never deficit spent,”
he said. “We overestimate expenses and underestimate
revenue. My administration
keeps a watchful eye on the budget, and this
spected the grandstand and found it to be
unsafe for occupancy. It was off-limits at
this year’s county fair.
The all-wood structure likely dates back
to the 1870s. While its interior structural
supports are in great shape, much of the
perimeter wood has suffered significant deterioration.
The engineering firm and an architectural
firm, both hired by the commissioners,
put together options and cost estimates.
The estimated cost to repair the grandstand
is $518,400. The estimated cost to demolish
it and replace it with a conventional
bleacher system is $270,750.
At the commissioners’ Nov. 11 meeting,
Dave Monnin, a member of the Madison
County Agricultural Society (senior fair
board) said he likes the idea of the survey
and wants to see the commissioners and the
Ag Society work together to figure out a solution.
“Can it be fixed? I’m sure it could be, but
is it worth it? I don’t know,” Monnin said,
adding that he would like to see a decision
made relatively soon. “I hate the idea of it
being closed for another fair.”
The structure’s historical value has been
part of many conversations, as has its usefulness.
“I’m a history buff, but I wonder, (if it is
repaired) will it be used or will it just sit
there?” said Commissioner Mark Forrest.
Commissioner Tony Xenikis said he will
not support a large investment in repairs to
year is no different regarding spending tax
dollars effectively and efficiently.”
Also left on for another reading was legislation
that calls for an increase in pay
ranges for employees of the city’s parks and
recreation department. Josh Rice, local
chapter president of the AFSCME union,
was on hand again to express his concerns.
Rice said certain positions in the parks
and recreation department are doing work
previously done by the street department
which is manned entirely by union members.
By extension, Rice contends that those
positions should be made bargaining unit
positions.
Administration and council members disagreed,
saying such concerns should have
been addressed when the parks and recreation
positions were initially separated from
the street department. The window to contest
has long been closed, they said.
In other business, council passed an
amendment to the official zoning map, allowing
rezoning of the former Kmart property
on Lafayette Street from a business
district to a planned unit development.
Council also approved a $5,000 payment
to Heritage Ohio to provide recommendations
on how to improve downtown London
and link up with the organization for other
benefits.
Finally, council voted to vacate an alley
running from North Oak Street through
North Madison Road.
Last summer, the grandstand at the Madison County Fairground was declared off-limits
after an engineering firm found it to be unsafe to occupy. County leaders are trying to
decide what to do with it.
the grandstand.
“I want the most cost-effective answer
that will still satisfy what needs to be done,”
he said. “There’s that saying, ‘You can put
lipstick on a pig, but it’s still a pig.’ Sometimes,
things outlive their usefulness.”
According to Slane, there is no plan in
place at this time for how any repairs or replacement
would be funded or by whom. In
recent years, the county provided matching
public funds to private donations the Ag Society
raised for new buildings at the
grounds.
‘Last Christmas’ more than a romantic comedy
The misleading advertising may be to blame for the preconceived
notion that “Last Christmas” is a standard romantic comedy fare.
While romance certainly plays a factor in the film, it is not a deciding
one, making it a bit of an oddball in this genre. Instead of
treading on familiar terrain, “Last Christmas” takes a risk by carving
a path that focuses more on the rediscovery of self after the avalanche
of life takes an unexpected dump on your head.
Depending on how important the romance aspect is to you in a
romantic comedy, “Last Christmas” may not be the film for you. But
if you’re looking for something that is humorous, sweet with a side
of bitterness, and a tad unconventional, this might just be a movie
you want to see.
The film follows Kate (Emilia Clarke), a down-on-her-luck 20-
something who is struggling to find the meaning in life after a near
death experience. Try as she might, she hasn’t found it in brief
hookups, time spent (read: couch surfing) with her friends or at her
job working as an elf at a year-round Christmas shop. As time goes
on, she becomes more and more despondent but then she meets an
affable young man named Tom (Henry Golding) who tries to change
her outlook.
Tom is, in short, a dream. He’s charming and handsome and
spends his nights volunteering at a homeless shelter in downtown
London. And when he sees Kate scowling at him in her elf outfit
one day, he decides to make it his mission to help her rediscover the
joy in life.
At first, Kate is highly skeptical of his mission and even more so
of his sunny disposition. Eventually, though, he wears her down
the finer points away), I found myself
really enjoying this film. Its two
leads have a warm screen presence
and the addition of Emma Thompson
as Kate’s overbearing mother
(Thompson also co-wrote the movie)
and Michelle Yeoh as Kate’s Christmas-loving
boss really rounds out a
great cast. While the dialogue isn’t
always the sharpest and the side
plots meander on occasion, “Last
about re-learning, or just learning,
to fall in love with yourself. It won’t be for everyone, but
it should be given a chance.
A banner day
On Nov. 9, dozens of West Jefferson residents braved the blustery
weather to attend the public dedication of banners that honor
local military veterans. The banners, displayed on light poles
along Main Street, show the honorees’ names, photos, military
branches and years served. The banners were a fundraising project
for the West Jefferson Mural Committee, whose goal is to facilitate
the creation of murals in downtown West Jefferson.
It’s all about the laughs in LHS’s ‘e Nerd’
PAGE 6 - MADISON MESSENGER - November 17, 2019
Madison Editor
When it comes to sales pitches, few are
more straightforward than this one: “If you
want a good laugh, come see ‘The Nerd.’”
Scott Blanton, director of London High
School’s fall play, is excited to put on this
classic comedy.
“I recently heard about a professional
theater company who does this play at least
once every 10 years because audiences respond
so well to it. This is the third time I
have directed it because I enjoy it so much,”
Blanton said.
The story is set in Indiana and revolves
around Willum Cubbert (played by junior
Noah Browning), an architect who is designing
a hotel for the boisterous but grim-faced
Warnock Waldgrave (senior Paul Huff).
Willum is kind and intelligent, but he’s
also a pushover. Waldgrave is pressuring
him to “get rid of all that extra junk” and
just design a basic building. Willum also is
about to lose a loving relationship because,
as his girlfriend Tansy (senior Sara Madden)
puts it, “he lacks gumption.”
To top it all off, when the guy who saved
Willum’s life in Vietnam (Rick Steadman
In a scene from “The Nerd,” the title character suggests that guests at a dinner party
play a game of “Socks and Shoes,” which requires each participant to put a bag over
his or her head and tear out one eye-hole. Having fun with rehearsals are cast members
in London High School’s upcoming production of the play: (from left) Sara Madden, Noah
played by junior Luke Peart) shows up “Because this play has a smaller cast, it
needing a place to stay, Willum can’t say means that there are a lot more lines for the
“no” to him, even when he turns out to be individual actors. They’ve responded well
the most annoying person on the planet. and done a great job learning their lines,” he
Among the other characters in the mix said. “We’ve also had a lot of fun, too. We
are: Axel Hammond (freshman Anthony can’t help but laugh about the outrageous situations
these characters find themselves in.”
Holfinger), a drama critic and Willum’s best
friend; Clelia Waldgrave (junior Alicia Skinner),
the hotel owner’s high-strung wife who he has a student director for the fall play.
Blanton also noted that for the first time,
only releases stress when she can break Senior Ciara Cooney is filling the role. “She
“something small;” and Thor Waldgrave has done a great job overseeing props and
(freshman Ashton Deere), Warnock and costumes and even blocking a scene,” he said.
Raiders wrap up fine season
On Nov. 8, the London Red Raiders
dropped their opening round playoff game
to the No. 1 state ranked Hartley Hawks 14-
8 at Hartley’s Jack Ryan Field.
After a scoreless first quarter, London’s
failed fourth down, first-down try led to a
short-field touchdown to give the Hawks a 7-
0 lead. Hartley then scored with 3:25 left in
the quarter to take a halftime lead of 14-0.
London scored late in the fourth quarter
on a Juane Gardner 11-yard pass to Ethan
Minner. Caleb Sollars scored the 2-point
conversion to make the score 14-8 with 52
seconds left to go. Hartley recovered Seth
Best’s onside kick at Hartley’s 48-yard line,
and London’s season was over.
The offense was paced by Sollars’ 71 yards
on 18 carries and Gardner’s 69 yards passing.
Xavier Manville, who also recovered a
fumble, and Richie Geib led the defense
with six tackles. Jackson Jones had three
tackles and an interception.
London ended their season with an 8-3
record and their third straight trip to the
state playoffs.
It’s all about the drama in MP’s ‘12 Angry Jurors’
By Kristy Zurbrick
Madison Editor
If you ask Owen Phillips and Janelle
Marks, they’ll tell you they like to make people
laugh, but what they really relish are serious
roles.
Both seniors landed lead parts in Madison-Plains
High School’s upcoming production
of “12 Angry Jurors.” Both also played
leads in last year’s production of “The Complete
Works of William Shakespeare
(Abridged),” a comedy.
“I definitely think playing a dramatic
character is a lot more interesting,” said
Phillips. “In a comedy, with the jokes, the
laughs are planned out for you. In a drama,
it falls on you to really portray the gravity
of what’s going on.”
“You get to explore more emotion for your
character and subtlety, which you don’t get
to do as much in comedy,” Marks added.
While the premise of “12 Angry Jurors”
is simple, Owens said, the way in which the
characters interact is complex.
“That’s the mark of a good show—when
you don’t have to have anything flashy to
make it interesting,” he said.
“12 Angry Jurors” is set in a jury deliberation
room, where the jurors must decide
the fate of a 19-year-old boy accused of
killing his father. It appears to be an openand-shut
case until one juror votes “not
guilty.” The play goes on to explore bias,
personal motive, and the workings of the
justice system.
Nine of the 13 members of the Madison-
Plains cast are seniors, a few of whom are
new to the stage. Director Ashley Woodard
said the experienced actors are serving as
excellent role models to the newbies. She
also said the cast as a whole is embracing
the material.
“You can really see their characters developing.
They are doing a great job of
telling the story and a great job of finding
the details and nuances,” she said.
Phillips plays Juror #3 and Marks plays
Juror #8. The other members of the cast are:
junior Michael Whitmoyer, Juror #1; sophomore
Beabea Greenlee, Juror #2; senior
Nic Nye, Juror #4; senior Dani Breen, Juror
#5; senior Abby Holbert, Juror #6; senior Alisha
Higbee, Juror #7; sophomore Paul Errett,
Juror #9; senior Annie Wethington,
Juror #10; junior Becky Grigsby, Juror #11;
senior Shelby Jones, Juror #12; and senior
Dalton Dodds, the guard. Senior Fiona
Stewart is the stage manager.
Shows are set for 7 p.m. Nov. 22-23 and
2 p.m. Nov. 24 in the Madison-Plains High
School auditorium. Tickets will be sold at
the door and are $7 for adults, $5 for senior
citizens (age 60 and older), and $3 for students
OPOTA receives two grants totaling $280,000
Ohio Attorney General Dave Yost announced
on Oct. 31 that the Ohio Peace Officer
Training Academy (OPOTA) in London
has received two grants totaling $280,000 to
provide training for law enforcement officers
on topics including identification of impaired
Plain City Druggist
is celebrating its
Twenty-Year Anniversary on
Saturday, November 16
with a tailgate party in the pharmacy parking lot
480 South Jefferson Avenue in Plain City
During the Ohio State University vs. Rutgers football game.
The party begins at 2:30 pm with the game kickoff at 3:30 pm.
Grand Opening in 1999 - Lovejoy Plaza
Smile Works Family Dentistry is also celebrating its ten-year anniversary and will be participating in
the event. Smile Works is located at 500 South Jefferson Avenue.
The tailgate will feature the OSU football game on a giant screen within a heated tent. There will be
food, trivia games, raffle prizes donated by other local area businesses, a bounce house and face
painter for the kids, and a tethered hot air balloon offering rides. The event will also offer a fundraiser
to benefit the local charity, Black and Orange Cat Foundation.
Plain City Druggist opened on November 1, 1999. Joe Craft had always dreamed of owning his own
independent drugstore. After graduating from The Ohio State University’s College of Pharmacy in 1995,
Joe mentored with Ernie Sparks of Ernie’s Pharmacy in London, Ohio to learn the ropes. Because
Joe and his wife, Robin, lived in Plain City, it seemed the natural choice for Joe when he decided to
open the pharmacy within his own hometown. Originally, Joe had hoped to buy an existing store, but
when those opportunities did not materialize, Joe decided to start from scratch in a town that had been
without a pharmacy for almost eight years.
Robin graduated with her pharmacy degree in March 1999.
Plain City Druggist was originally located in Lovejoy Plaza at 220 West Main Street. Having outgrown
the 1,000 square feet of space in the old location, the drugstore moved to 480 South Jefferson Avenue
in January 2007. At that time, Midwestern Compounding Pharmacy was also set up within the lab in
Plain City Druggist.
In December 2014, Joe and Robin purchased Family Medical Pharmacy on Karl Road in Columbus
and changed the name to Happy Druggist Pharmacy. They opened a second Happy Druggist location
in West Jefferson in July 2016. And on November 1, 2019, the twenty-year anniversary of the opening
of Plain City Druggist, they purchased The Village Pharmacy in Mechanicsburg, Ohio.
In 2018, Tayler Yutzy and Meghan Nestleroth became the manager and assistant manager of Plain
City Druggist.
Robin and Joe, as well as Tayler and Meghan, cannot say thank you enough to the community that
has supported them in Plain City for the past twenty years and to their new friends and patients in
Columbus, West Jefferson, and Mechanicsburg.
Please stop by the anniversary tailgate so the Plain City Druggist team can personally express their
gratitude to you, our friends, patients, and family.
Doing good
The Heirloom Quilters Guild is at it
again, using their talents to help others.
The Madison County group made
scarves and 46 pairs of pajama bottoms of
various sizes for boys and girls. They donated
the lot to Huckleberry House on Nov.
12.
Located in Columbus, Huckleberry
House works with central Ohio youths and
families who are dealing with issues like
abuse, violence, neglect, poverty and homelessness.
Each year, the quilters donate creations
to a charitable organization. They meet the
first Tuesday of the month, September-November
and January-May, in the community
room at Hurt-Battelle Memorial
Library in West Jefferson. Anyone interested
in quilting is welcome to attend.
