PAID TRAINING PROGRAM FOR COMPANY DRIVERS

Veteran driver Steve Fields’ devotion to trucking
industry doesn’t punch a clock
YRC Freight professional truck driver Steve Fields, center, receives the Mike Russell
Trucking Image Award from American Trucking Associations Chairman Barry Pottle,
right. Looking on is Tommy Hogan with Hire Right, which sponsors the award.
For some, driving a truck professionally is a
job. There are good days and bad days, but when
the parking brake is on and the key turned off,
it’s time to leave it behind and go home.
Then there are drivers like Steve Fields, for
whom representing the trucking industry is a
round-the-clock proposition. He’s driven 3.3
million miles without an accident in a career
spanning 34 years, setting examples for both
safety and longevity for other drivers. He’s been
with YRC for 22 years and sits on the company’s
freight safety committee.
Steve has competed in truck driving
championships at state and national level for
most of his career. He often shines brightest,
however, when he climbs down from the cab.
He has served as a captain with America’s Road
Team and is still an active participant in the
American Trucking Associations’ (ATA’s) Share
the Road program. He’s a member of Trucker
Buddy. He’s worked with the U.S. Secretary of
Transportation in a safety campaign and talked
trucking with President Trump at the White
House. And, he was the ATA’s choice to receive
the 2019 Mike Russell Trucking Image Award,
presented at the organization’s Management
Conference and Exhibition, October 5-9 in San
Diego.
Like many drivers, Fields got his start in
trucking at a young age.
“My grandfather drove for TG&Y Stores back
in the day,” he said. “I would sometimes ride
12 INDEPENDENT CONTRACTOR 2019 HUNDREDS OF JOBS www.TruckJobSeekers.com

along in his GMC Astro 95.” Fields has noticed
a difference in the way drivers were perceived
back then versus how they are seen now. “In my
grandfather’s day,” he said, “truck drivers were
held in high regard. A lot has changed.”
In his view, the driver is on the front line of
the image battle. “The public perceives trucking,
as a whole, by the actions of the driver. How you
dress, how you act, the language you use all say
something about trucking.”
While racking up safe miles, Steve began
participating in truck driving championships in
his home state of Missouri and nationally. Fields
won the Missouri Grand Champion crown in
2003 and was top in the twins category at the
nationals in 2011. The competition is fierce, but
he enjoys watching and working with the other
contestants. “This will be my 28th or 29th year,”
he said. “I’ve got a lot of seconds and thirds,
but it’s always great to see the talented drivers
compete.”
In 2007, he was selected as a captain on ATA’s
America’s Road Team, frequently traveling to
speak to high school students, drivers and to
industry and community groups about driving
safely around tractor-trailers.
One of Steve’s favorite assignments is
making presentations to teen drivers through
ATA’s Share the Road program.
“We talk to high school drivers ed classes
about following distances, characteristics of the
truck, stopping distances and so on,” Fields said.
“Most of them are really surprised that takes
more than a football field, including end zones,
to stop a truck.”
The instruction includes tips on giving trucks
plenty or room, especially passing safely without
pulling back in front of the truck too soon.
The visits include some real-world training,
as cars are placed in blind spots around the
parked truck.
“When they get behind the wheel and close
the doors, they can’t see the cars,” he said. “It
really opens their eyes.”
Fields is a fan of the latest safety technology,
but when asked for the most impactful
innovations he’s definitely old school.
“The number one safety improvement is the
seat belt,” he said. “Any time you can stay in
the vehicle during an accident, your chances are
better.”
He’s adamant, however about one thing.
“The safest thing on the truck is the driver,”
he said. When he speaks to other drivers, he
talks about seat belts.
“I always ask, ‘if you knew that 20 minutes
from now you were going to be involved in a
rollover accident, would you put your seat belt
on?”
On the rare occasions when he’s not behind
the wheel or in front of a group, Fields likes
camping, motorcycle riding and showing off his
hot rod, a ’67 Camaro RS/SS that he enters into
local parades and shows. He has a daughter who
recently became engaged. “It’ll be an interesting
year,” he said.
The Mike Russell Trucking Image Award,
sponsored by Hire Right, is presented to an
individual, motor carrier, trucking organization
and industry supplier who “demonstrates
excellence in illustrating the industry’s
essentiality, safety-first approach to doing
business and professionalism.”
With drivers like Steve Fields carrying the
torch, the industry is well represented to the
public, helping promote a return to the high
regard earned by past drivers like his grandfather.
From the schoolhouse to the White House, his
attitude and professionalism have taken him far
beyond a truck driving job.
“I’ve enjoyed this career,” Fields said. “It’s
been a wonderful ride.”
NHTSA seeking comments on
proposed rules for mirrorless
rearview systems
The National Highway Traffic Safety Administration
(NHTSA) has published an Advance
Notice of Proposed Rulemaking (ANPRM) that
could eventually lead to camera-based rear visibility
systems, commonly referred to as camera
monitoring systems (CMS) as an alternative to
inside and outside rearview mirrors.
The federal motor vehicle safety standard currently
requires that vehicles be equipped with
rearview mirrors to provide drivers with a view of
objects that are to their side or to their side and rear.
Independent Contractor
NEWS
December 2019
Last December, the Federal Motor Carrier Safety
Administration granted an exemption requested
by Stoneridge Inc. allowing its MirrorEye CMS to
be installed as an alternative to conventional rearvision
mirrors currently required on commercial
motor vehicles in the United States.
In a notice published in the Federal Register
October 9, NHTSA said the ANPRM responded
to two rulemaking petitions, one pertaining to
light vehicles from the Alliance of Automobile
Manufacturers and Tesla and one from Daimler
Trucks North America relating to heavy vehicles.
The agency said the ANPRM builds on the
agency’s prior efforts to obtain supporting technical
information, data, and analysis on CMS
so that the agency can determine whether these
systems can provide the same level of safety as
the rearview mirrors currently required under
federal regulations.
There is already some development underway
in the CMS arena.
Last December, the Federal Motor Carrier
Safety Administration
granted an exemption
requested by Stoneridge
Inc. allowing its Mirror-
Eye CMS to be installed
as an alternative to conventional
rear-vision mirrors
currently required
on commercial motor
vehicles in the United
States. The exemption
applies solely to Stoneridge’s
MirrorEye system
making it the only CMS
that allows for complete
removal of traditional
mirrors in the United
States, Stonebridge said
in a news release.
In issuing the AN-
PRM, NHTSA acknowledged
that part of its responsibility
in carrying
out its safety mission is
not only to develop and
set new safety standards
for new motor vehicles
and motor vehicle equipment,
but also to modify
NEWS
existing standards as appropriate to respond to
changing circumstances such as the introduction
of new technologies.
“Examples of previous technological transitions
that triggered the need to adapt and/or replace
requirements in federal safety regulations
include the replacing of analog dashboards by
digital ones, the replacing of mechanical control
systems by electronic ones, and the first production
of electric vehicles in appreciable numbers,”
the Federal Register notice said.
The agency said it was publishing the AN-
PRM to gather information and receive feedback
to enable the agency to decide whether (and if
so, how) to propose amending federal regulations
on “rear visibility” to permit camera-based
rear visibility system as an alternative compliance
option in lieu of outside rearview mirrors
or in lieu of all rearview mirrors, both inside and
outside ones. Specifically, NHTSA said it hoped
the ANPRM, through the public comment process,
will provide the agency with additional
safety-related research and data to support a potential
future rulemaking on this subject.
NHTSA said it was asking for information
based on 21 questions among the following seven
categories:
• Existing industry standards
• System field of view and related test procedures
• Image quality and related test procedures
• Rearview image display type related human
factors
• Side rearview image display locations, driver
acclimation and related test procedures
• Camera durability, reliability and related
test procedures
• System availability when vehicle ignition
is off
The ANPRM can be seen at https://federalregister.gov/d/2019-22036,
and on govinfo.gov
The deadline for public comments is December
9.
To comment online, go to regulations.gov
and follow the instruction on the site using docket
Chair DeFazio Urges DOT
IG to investigate reports of
Secretary Chao’s conflicts of
interest
The chairman of the House Transportation and
Infrastructure Committee is requesting an investigation
into Secretary of Transportation Elaine Chao
and her reported conflicts of interest.
Rep. Peter DeFazio, D-Ore., made the request
in a letter to Department of Transportation Inspector
General Calvin L. Scovel III.
The letter, sent October 11, cites newly-obtained
information from a recent media report that
suggested Chao used her office to give preferential
treatment to organizations and projects in Kentucky
where her husband, Senate Majority Leader Mitch
McConnell, R-Ky., is currently seeking re-election.
Politico reported that 25% of Secretary Chao’s
meetings with local officials between January 2017
and March 2018 were with individuals from Kentucky.
DeFazio said the report noted that requests for
meetings with Chao are typically forwarded from
McConnell’s office to Chao’s chief of staff, who
previously worked on McConnell’s Senate campaign,
DeFazio wrote.
DeFazio said the Politico report followed an
earlier report that Chao had asked her chief of staff
to serve as an intermediary between her office and
McConnell’s office, and that he had helped advise
the senator and local Kentucky officials on federal
grants of particular significance to McConnell.
“Allegations included the steering of discretionary
grants to fund these projects,” DeFazio wrote.
“I would expect Secretary Chao to meet with individuals
from her home state more regularly than
other states, but the sheer volume of meetings with
local officials from Kentucky when compared to
meetings with local officials from the rest of the
country creates an appearance of favoritism that is
troubling. Even more troubling is the fact that Mc-
Connell’s campaign touted the Politico article on
social media saying, ‘Mitch McConnell is a Kentucky
Asset.’”
DeFazio said news reports have also raised
questions about Chao’s adherence to her federal
ethics agreement in which she agreed to divest
certain assets to prevent her personal finances from
creating conflicts of interest.
In particular, it has been reported that the secretary
retained stock in Vulcan Materials, a stone and
asphalt producer, as opposed to accepting a cash
payment for her stock options in the company, as
provided for in her ethics agreement.
Tire management tool provides fleet
managers wealth of data to track
performance
Pressure Systems International (P.S.I.) unveiled
TireView LIVE, its latest tire management
tool, at the recent North American Commercial
Vehicle Show.
Jim Sharkey, vice president of global sales
and marketing and Jonathan Gravell, vice
president of business development, explained
how the newly-launched TireView LIVE tire
analytics platform allows commercial fleet
operators to see and analyze the health of their
tires.
Combined with its TireView TPMS product
line, TireView LIVE delivers a major advantage
of not only seeing tire health online
and in real-time but the ability to view and
analyze tire history, they said, noting this ability
can be critical in evaluating whether immediate
action must be taken, or if a repair can
be scheduled at the end of the run.
The advent of TireView LIVE is one result
of fleets becoming increasingly sophisticated
in tracking their tire costs to optimize tire programs
and reduce related costs. Tires are arguably
the No. 1 opportunity to reduce costs and
improve efficiencies.
Reliance on drivers to monitor and report
issues is completely reactive and largely ineffective,
the P.S.I. officials said.
TireView LIVE was developed to be the
primary fleet-wide solution for tire management
and includes:
• Data Accumulation. TireView LIVE
provides a data analytics platform that allows
fleets to track and manage tire performance
HUNDREDS OF JOBS www.TruckJobSeekers.com INDEPENDENT CONTRACTOR 2019 23

PRODUCT
PROFILE
and provide fleet managers the ability to compile
historical data for pressure and temperature
for their tires.
• Categorized Assets. Equipped vehicles
can be grouped for optimized tire analytics,
such as tractor vs. trailer, or long-haul vs.
P&D. This ability provides increased accuracy
of data to make it more understandable
for effective decision making.
• User-Specified Alerts. The platform includes
easily modified threshold settings for
all parameters for the entire fleet. There is no
need to reset such alerts for individual vehicles.
• Notification Flexibility. Event types can
be set individually or combined to generate a
grid alert or email alerts to one or multiple recipients
to optimize fleet management. They
can also be sent via text messages to key
people within an organization, such as various
repair shops to generate work orders.
• Telematics Partners.
P.S.I. is establishing telematics
integration partners to
collect data from the vehicles
and reduce telematics hardware,
related fees and typical
platform sign-ins
• Independent Platform
Updates. Updates and modifications
to the TireView
LIVE platform are made
quickly and independently of
the telematics platform. This
means that fleets don’t have
to wait for new versions to be
rolled out.
In addition to the introduction
of TireView LIVE, P.S.I.
presented their overall strategy
to offer North American
fleets full tire management
solutions including automatic
tire inflation and tire monitoring
options to address individual fleet operations.
“TireView LIVE is far more than a simple
low-pressure alert. It provides the entire story”
Sharkey said. “The next opportunity for fleets
to save money is to deliver real-time data to the
office, where they can make faster and betterinformed
decisions and let the driver focus on
driving.”
“Both Automatic Tire Inflation and Tire
Pressure Monitoring System solutions are largely
reactionary in nature. TireView LIVE is the
tool that allows fleets to get ahead of problems
before they become mission-critical,” Gravell
said. “The ability for our customers to customize
their tire management solutions from a single
systems provider is increasingly important. We
are continuing to expand that product portfolio
and industry partnerships.”
https://www.tireview.com/livetpms.
Pressure Systems International officials said
tires are arguably the No. 1 opportunity to
reduce costs and improve efficiencies.
