[Rockwood Drug Free Coalition Facebook photo] By RACHAEL NARSH Though Missouri voters approved the use of marijuana for medicinal purposes last fall, many residents across West County and the greater St. Louis area are still unsure about the components of medical marijuana as well as its potential risks and benefits. There are also many questions surrounding the regulation of medical marijuana’s distribution and the enforcement of state and federal policies. The Rockwood Drug-Free Coalition, along with the Missouri Department of Health and Senior Services, hosted a Medical Marijuana Night on Nov. 12 at Lafayette High in Wildwood to help educate members of the community. The coalition is a non-profit organization providing leadership, education and resources to prevent and address substance use among the district’s youth. Presenters for this event included Lyndall Fraker, director of medical marijuana regulation with the Missouri Department of Health and Senior Services; Jaime Hoff, Prevention Educator from NCADA [formerly the National Council on Alcoholism and Drug Abuse]; and Brandon Costerison, MO-HOPE Project Manager. MO-HOPE is an organization working to reduce threats of opioid overdose. “Our concerns include youth access and kids getting their hands on marijuana and marijuana products, especially bringing edibles to schools,” Costerison said. “We see that happening in other states all the time.” “We also are concerned about illegitimate recommendations or certifications by providers and that some people will use this not for legitimate medical means but just as a way to access recreational marijuana,” he said. Dr. Mark Miles, Rockwood Superintendent, stressed the importance of the district maintaining a quality learning environment at the event. “Rockwood officials do not want to stand in the way of people accessing legal health care,” said Miles. “But our responsibility is for the care and well-being of the children in our communities. Normalizing marijuana usage does not achieve that.” The Rockwood School District’s position is that local and state agencies should give serious consideration to how the location of these facilities will affect students. “We support the state of Missouri’s assertion that such facilities should not be located within 1,000 feet of a school,” Miles said. Coalition coordinator Lili Schliesser echoed the superintendent’s sentiments. “Locating those facilities near our schools and playgrounds can lead to normalization of marijuana,” Schliesser said. “That can minimize perceptions of harm and impact the decision to use marijuana illegally.” According to a paper titled “How Legal Marijuana is Helping the Black Market” that was referenced during the presentation, marijuana legalization in the U.S. has fueled, rather than eliminated, the black market. When growers produce more than consumers need, there is an increase in the amount of illicit marijuana available, the paper explained. “We’ve been told by law enforcement and others that Missouri has about a $500 million black market marijuana industry,” said Fraker. “This program is estimated to be worth $100-200 million once it’s going full steam.
