Restricting the use of the title “nurse” to only those who have<br />
received the legally required education protects the public<br />
from unqualified professionals. 39 states agree that a nurse<br />
is a person who has completed required education, clinical<br />
training, examination, and licensing requirements. We must<br />
maintain existing protections in the Code of <strong>Virginia</strong> so that<br />
non-nurses are prohibited from using the term. Can I count on<br />

Issue: Ensure an Educated and Adequate Nursing Workforce<br />
By providing financial incentives for healthcare professionals who serve as<br />
uncompensated preceptors (hands-on clinical instructors) for APRN (advanced<br />
practice registered nurses) students, we can increase access to care, address<br />
the primary care shortage, handle mental health crises, and manage chronic<br />
diseases. All of these factors are crucial in improving the health and wellness of<br />
all <strong>Virginia</strong>ns. The incentive would be available for uncompensated preceptors,<br />
including APRNs, physicians, and physicians’ assistants.<br />
Experienced nurses and other health professionals serving<br />
as preceptors are at the core of nursing education. We are<br />
currently facing a preceptor shortage. Giving financial<br />
incentives to uncompensated preceptors will help end the<br />
shortage, and this will help increase access to care for many<br />
<strong>Virginia</strong>ns. Will you support a tax incentive for uncompensated<br />
preceptors, including APRNs, physicians, and physicians’<br />
