48Following on from my last wet weatherreport … nothing has happened by lateFebruary other than it is now wetter thanever! Perhaps by the time you read this,things might have improved, we can buthope.Other than dealing withthe weather, assumingthat the Agriculture Billpasses throughparliament relativelyunaltered, farmers willsoon be tussling withforthcoming changes toagricultural support,against the uncertaintyof a new tradingenvironment post-Brexit.Rural Ramblings -View from the FarmJulia Hawley helps husband Ianand his family to run Hall Farmin Brentingby where his familyhave farmed since the 1880’s.Here they manage a traditionalmixed farm with sheep, beef,arable and dairy enterprises.Currently support payments take two forms –the Basic Payment Scheme (BPS) and agrienvironmentschemes. Most farmers opt intothe former, which pays on an acreage basisin return for compliance with a range of lawsand extra requirements. On most commercialcropping arms, this includes an element of‘greening’ such as maintaining hedgerows,environmentally friendly cover crops or areasof fallow. Fewer farmers are in the latter,which pays for very specific elements ofcapital and ongoing environmental worktailored to each farm and applications havehistorically been assessed on a ‘value formoney’ basis.The Basic Payment will be phased out from2021, with the largest reductions initially onlarger farms, but it will disappear from allfarms by 2027.‘public payment for public goods’. As well asoptions such as those currently available –e.g. hay meadow management, pollen andnectar mixes, beetle banks, protection ofhistoric landscapes – other ecosystemservices will be supported, such as floodmanagement and carbon sequestration.Designing such a scheme is very complexand widespread consultation with farmersand other groups is taking place. Taking partin such a scheme will probably be the onlyway that farmers will gain any public sectorsupport.The worrying part is that on many farms,current profit equals oris less than the currentBasic Payment – inother words, the costsof producing milk,meat, vegetables, grainand other produce aremore than the salesrevenue from them.Taking part in anyenvironmental schemecarries its own costsand any ‘profit’ from the payment is unlikelyto support current farm viability.This will be the biggest shake-up to ourindustry for over 40 years when we joined theCommon Agricultural Policy. There ispotential for some productivity and efficiencyincreases, partly with adoption of newtechnology, but recent weather has shownhow our ability to produce food is, as ever, atthe mercy of the weather.Will there be a much – needed realism thatthe price of food has to rise if welfare andenvironmental standards are to bemaintained? Or will consumers – via themultiple retailers and big caterers – opt forthe easy option buying cheaper and possiblyfood from where standards are not sodemanding?A new scheme will be introduced –supposedly from 2024 although that islooking optimistic.
