Mollie’srecycling legacy<br />

Mollie Anderson was apioneer in<br />

recycling. Her leadership,<br />

contribution, passionand<br />

dedicationtowaste minimisation<br />

in Amberley and beyond was<br />

inspirational.<br />

Mrs Anderson’s enthusiasmfor<br />

the recycling andwaste industry<br />

overthreedecades was well<br />

known throughout New Zealand,<br />

withmany localgovernment<br />

politicians familiar withher<br />

name and no­nonsenseattitude.<br />

Mrs Anderson, who died<br />

recently at her home in<br />

Broomfield, aged 91, saw waste<br />

minimisation as an obligationto<br />

preserve our fragile<br />

environment, whileatthe same<br />

time sustaining alifestyleto<br />

which we haveall become<br />

accustomed.<br />

She started arecycling<br />

operation in Amberley with a<br />

groupoflocals in theearly 1980s,<br />

when concernsabout the future<br />

of landfills began to gain traction.<br />

She and her helpersaccepted,<br />

sorted and disposedofrecycling<br />

materials on Saturday mornings,<br />

initially fromthe old fire station,<br />

but lateratthe council depot in<br />

Carters Road and the adjoining<br />

Frewsblock, over which anew<br />

street now runs,named in her<br />

honour.<br />

Mrs Andersonwas blunt with<br />

her messages to anyone who did<br />

not fall into linewith her<br />

thinking: ‘‘Ifwetrulyaspiretobe<br />

greenand clean, there is agreat<br />

deal of work to be done.’’<br />

She was afounder of the<br />

Amberleyand District Residents’<br />

Association, whichran Hurunui<br />

Recycling.<br />

As an active volunteer, Mrs<br />

Anderson recognised the need to<br />

instil goodrecycling practices in<br />

people from averyyoung age,<br />

and wrotefour children’s books<br />

Mollie Anderson ... The recycling stalwart has died at the age of 91.<br />

on waste minimisation.<br />

She hosted school toursat<br />

Hurunui Recycling and, withher<br />

husband, Andrew, worked<br />

tirelessly on waste minimisation<br />

tools to help achieve it, as well as<br />

findingmarkets for recyclables.<br />

The recyclingshop became a<br />

much­loved destinationfor many<br />

in the district who tookhome<br />

many treasures. As they left,<br />

more would be dropped off.<br />

Afriend and co­worker for<br />

many years, EsmayEllis,said<br />

Mrs Anderson was atenacious,<br />

amazing ladywho,aspartofa<br />

group,made recycling happenin<br />

the region.<br />

card and PIN number at the local<br />

Hurunui library.<br />

Gone are the days of it justgiving you<br />

access to borrow books.<br />

By going online,particularlyover the<br />

past few weeks when the physical<br />

library doors have been shut due to<br />

Covid­19 protocols,the doorsto<br />

everything elsehave been open. Library<br />

members have been able to watch<br />

movies, look up their ancestry,read<br />

magazinesand newspapers from around<br />

the world, or borrow an e­bookor<br />

e­Audiobook.<br />

District librarian MarkO’Connell says<br />

the library community can also run their<br />

own book club by sharing their viewson<br />

booksthey have enjoyed.<br />

The library is also rich in resources<br />

for students researching school projects,<br />

doinghomework,and seeking<br />

information while learning fromhome.<br />

Mr O’Connell saysKanopy, amovie<br />

and documentary service, had recently<br />

joinedthe library’s stable.<br />

It gives accesstoupto10free filmsper<br />

month,with three daystowatcheach<br />

film. Kanopy Kids has unlimited plays.<br />

Hurunui Library membersalso have<br />

accesstomagazinetitles in electronic<br />

format. People can view and download<br />

the latest issue of popular magazines.<br />

They never become overdue and<br />

peopledon't have to returnthem.<br />

Bunnings looks at closure<br />

Bunnings Rangiora is earmarked to<br />

close. It is oneofseven stores that<br />

Bunnings Warehouse proposes to<br />

close. Staff have been informed.<br />

Waimakariri MP Matt Doocey says<br />

his heart goes out to employeesofthe<br />

business who learned of the proposal<br />

on Tuesday.<br />

‘‘I am disappointedatthe announcement,which<br />

will leave families in our<br />

community hurting. Unfortunately, we<br />

are likelytosee more of this,’’ he says.<br />

‘‘I know from working with our<br />

businesses overthe past few weeks that<br />

the impacts of Covid­19 have included<br />

business closures,income losses and<br />

unemployment. There are goingtobe<br />

people in our communitywho aregoing<br />

to need our support.’’<br />

He says it is vital thatthe community<br />

backs businesses.‘‘I urge everyone to<br />

shoplocal.Our support is going to be<br />

importantfor businessestorecover.<br />

‘‘Business owners and employers,<br />

and their employees, are allmembers<br />

of our community. They are our<br />

neighboursand they are us.’’<br />

He says local job losseswill put pressureonlocal<br />

Legacy for<br />

community<br />

‘‘Mollie andEsmay didn’t get anythingfor the<br />

hourstheydid,but theydid paypeopletowork<br />

for them,’’hesays.<br />

Marriedin1953,Mrs Andersondied justtwo<br />

daysshort of celebrating her 67thwedding<br />

anniversary withAndrew.<br />

Shewas arespected teacher at St Margaret’s<br />

College inChristchurch,where she was the<br />

infant mistress,beforereturning to their<br />

Amberley farm, which they bought in 1974.<br />

She was involved with the Brackenfield Hunt,<br />

helping organise itscentenary celebration in<br />

1984.<br />

‘‘She loved to be involved in acommittee,<br />

ringing up and bossingeveryone about,’’ says<br />

Ian, whose association withthe Andersons<br />

began in 1975 when the couple ran asmall<br />

engineering business on their farm, making<br />

small vehiclesfor farmers.<br />

‘‘Molliegot involved helping withthe book<br />

work andsometimesinthe workshop,’’hesays.<br />

Mrs Anderson alsowroteabookinthe 1960s<br />

aboutvintage cars.<br />

Andrew Anderson is thelast remaining<br />

founding memberofthe national Vintage Car<br />

Club. When they married,Molliebecamethe<br />

editorofthe club’s BeadedWheels magazine.<br />

They left their farm‘‘on the hill’’ in 2008and,<br />

forthepast 12 years,lived on asmall vineyard<br />

propertyatthe endofMound Road.<br />

Iwould like to support Waimakariri<br />

<strong>May</strong>or Dan Gordon's column (<strong>North</strong><br />

<strong>Canterbury</strong> <strong>News</strong>,<strong>May</strong> 7) in regard to parkand­ride<br />

and also the Environment<br />

<strong>Canterbury</strong> rates rise.<br />

Dan is completely correct in saying that<br />

park­and­rideshould be put off for at least<br />

12 months.<br />

Ithink it should not even go ahead at all,<br />

as it would be awhite elephant and will<br />

never work.What are the councillors<br />

thinking?<br />

As for ECan, what an absolute disgrace in<br />

this uncertain time that they are asking for<br />

a9.8 percent increase in rates. How rude in<br />

asking for arates rise of this scale.<br />

One huge dump last week<br />

of whiteware and household<br />

plastic was ‘‘criminal’’ and<br />

the laststraw for the resident<br />

who runs alongthe<br />

stopbanks every day.<br />

It is apopular area for<br />

recreation and she is joined<br />

by other runners,aswell as<br />

peoplewalkingand biking.<br />

The woman, who asked not<br />

to be named, tookher<br />

concerns aboutthe latest<br />

dump of rubbish directlytoa<br />

company whom she traced<br />

from siftingthrough the pile.<br />

She also rang the<br />

Waimakariri District<br />

Council, and Environment<br />

<strong>Canterbury</strong> (ECan).<br />

Afew days later the<br />

rubbish had disappeared.<br />

‘‘It is not acceptable. There<br />

is an astonishing amount of<br />

stuffbeing dumped around<br />

The Hanmer Springs Thermal Pools and<br />

Spa will re­open on <strong>May</strong> 26.<br />

Generalmanager GraemeAbbot says<br />

the pools are avital component of the<br />

wellbeing of HanmerSprings and getting<br />

themopen as soon as possible would<br />

helpdrawvisitors to thetown and its<br />

businesses.<br />

Openingwas alsoimportant in<br />

providing socialand mentalinteraction<br />

for its staff, on the backof18staff being<br />

maderedundant, includingthreefrom<br />

Artisan Spa, off site in the village.<br />

Mr Abbot says123 people are<br />

employed at the pools,but somehad<br />

already leftatthe end of the busy<br />

summer season.<br />

Those remaining were already starting<br />

to filter back, and management was hard<br />

at work crunching thenumberstosee<br />

how to manage thosevisiting the pools at<br />

any one time.<br />

He says the reality is the complex<br />

The area is becoming<br />

‘‘completelylittered’’, she<br />

says. The area had been<br />

beautified with alot of<br />

nativesplanted and apicnic<br />

table installed.<br />

‘‘Itnow looks more<br />

inhabitedwhich helps,and a<br />

rubbishbin has been put in<br />

at the picnic area,’’ she says.<br />

She hopes this might<br />

encourage peopletostop<br />

dumping theirrubbish in the<br />

areaand ruining the<br />

environmentfor others.<br />

Couriers work through lockdown<br />

Business has increased 150<br />

percent for <strong>North</strong><br />

<strong>Canterbury</strong> courier service<br />

iDeliver during the<br />

lockdown restrictions.<br />

‘‘It has been areal<br />

challenge at times that is for<br />

sure but we are really<br />

enjoying it,’’ says managing<br />

director Stephen Carr, who<br />

owns the business with Paul<br />

Love.<br />

Running it under<br />

lockdown restrictions has<br />

proved arollercoaster ride<br />

for the Waipara pair.<br />

Courier services were<br />

recognised as an essential<br />

service and could operate<br />

under strict guidelines.<br />

However, they were<br />

initially unsure how their<br />

business would go under<br />

lockdown.<br />

They temporarily lost the<br />

custom of regular customers<br />

who were unable to trade —a<br />

setback which came only<br />

three weeks after the<br />

partners bought Rangiora<br />

Couriers to add to their<br />

business.<br />

However, once ‘‘click and<br />

collect’’ shopping gained<br />

momentum under level 3,<br />

they recognised an<br />

opportunity picking up the<br />

‘‘overflow’’ of deliveries from<br />

other courier businesses.<br />

They also successfully<br />

reached out to other<br />

businesses which they hoped<br />

needed help with deliveries.<br />

Paul and Stephen set up<br />

iDeliver in December 2013<br />

with one van driven by Paul.<br />

It now employs 12 people and<br />

owns 11 vans, working in<br />

<strong>North</strong> <strong>Canterbury</strong>,<br />

Christchurch and Ashburton.<br />

Projects<br />

Scott steps up for trust<br />

raisefunds for the Westpac <strong>Canterbury</strong><br />

West Coast Air Rescuehelicopter service<br />

yearsafter it helped to save his life.<br />

ScottBamford, who almost diedalonein<br />

an upturnedtruck on an isolated road in<br />

CulverdenonChristmas Eve in 2015,says<br />

he willalwaysbegrateful for thehelp he<br />

received from the air rescue service.<br />

‘‘Everyoneknows someone the air<br />

rescue service has helped,’’ Scottsays.<br />

‘‘They are there for every major accident,<br />

not justroad accidents. It can be asimple<br />

hiking accidentinthe PortHills.You don’t<br />

have to be miles away to be in danger.’’<br />

Christine Princesays Scott is avalued<br />

fundraiserfor the service.In2017, Scott<br />

and two friends, Mitch Pannett and Ben<br />

Irwintookpart in the Mongol Rally, billed<br />

as ‘‘thegreatest motoring adventure on the<br />

planet’’ and ‘‘motoringstupidity on a<br />

globalscale’’, to raise funds for the service.<br />

They raised $9400inthe 1700km rally<br />

through 20 countries in Europe, finishing<br />

in Russia in the car they bought for $700.<br />

Since the rally Scott has continued to<br />

help the air servicewith fundraising,<br />

including the annual air rescuetrust’s<br />

chopper appeal beingheld now.<br />

Christine says many of the trust’s<br />

fundraising events have been cancelled<br />

duringthe lockdown restrictions and<br />

grantsare down. Helpisneeded now more<br />

than ever.<br />

‘‘We recognise it is adifficult time for<br />

everyone but life carriesonand things<br />

happen,’’ she says.‘‘Thecrew have been<br />

busy responding to motor vehicle<br />

accidents, cardiac incidents, strokes, burn<br />

victims, aprematurebaby,seizures and<br />

several winchrescues.’’<br />

Mr Blackwell issued<br />

the warning while<br />

delivering the zone<br />

committee’s annual<br />

report to the<br />

Waimakariri District<br />

Council’s Zoom meeting<br />

livestreamed last week.<br />

While the world has<br />

changed since the<br />

annual report was<br />

written, ‘‘nothing has<br />

changed in the environment,<br />

so anything we<br />

don’t do now will pass<br />

the burden on to future<br />

generations’’.<br />

Mr Blackwell said it<br />

was important the<br />

council continued to<br />

progress the Zone<br />

Implementation Plan<br />

Addendum (ZIPA)<br />

recommendations,<br />

which the council<br />

endorsed in December<br />

2018. It is now subject to<br />

Environment<br />

<strong>Canterbury</strong>’s (ECan)<br />

Plan Change 7process.<br />

He said many of the<br />

recommendations had a<br />

timeframe of five to 10<br />

years, so any delay<br />

would ‘‘push those<br />

focus over the last year<br />

has been working on the<br />

‘‘non­statutory requirements’’<br />

of the ZIPA.<br />

‘‘We’ve been working<br />

with community groups<br />

on planting projects and<br />

trying to educate and<br />

encourage more people<br />

to get involved.’’<br />

Acontroversial<br />

approach adopted by<br />

the committee is putting<br />

the health and wellbeing<br />

of water first in<br />

decision­making, with<br />

human needs second<br />

and other uses third,<br />

which Mr Blackwell says<br />

is apolicy direction at<br />

both aregional and<br />

national level.<br />

‘‘It’s an indication of a<br />

direction of travel, even<br />

though it’s not in law<br />

yet,’’ Mr Blackwell said.<br />

‘‘The primary focus of<br />

this process going<br />

forward will be on the<br />

health of waterways,<br />

because if that is<br />

created and maintained<br />

you will find your<br />

drinking water is of<br />

equal standard,<br />

eventually, because<br />

everything is connected<br />

and that is important to<br />

Some major issueshave emerged fromthe<br />

Governmentinthe past week.<br />

Last Fridayafternoon, the Government<br />

decided to dump more than 300<br />

documents, including papers, minutes and<br />

advice to most sectors of the Government,<br />

from January until April17.<br />

In aMarch20document, top health<br />

officials recommended New Zealand<br />

move to AlertLevel 2, and remain there<br />

for up to 30 days.<br />

Only three days later, the Government<br />

movedtolevel3,and in another two days<br />

went to level 4. Thereare clear contradictions<br />

between what the Government<br />

saw aboutits response and what it was<br />

telling the New Zealand public.<br />

Then we had the leaked memo froma<br />

ministerialadvisertothe prime minister<br />

to Beehivestaff which said: ‘‘There’s no<br />

real need to defend. Because the public<br />

have confidence in what has been<br />

achieved and whatthe Government is<br />

doing. Instead we can dismiss.’’<br />

The Government’s conclusion that it can<br />

dismiss questioning of its decision­making<br />

over Covid­19 is deeplytroubling. For a<br />

Governmentthat claims to be open and<br />

transparent, it is incredibletothinkits<br />

ministers won’tfrontthe public on what<br />

has been the biggestpublic health<br />

response this country has experienced.<br />

Rather than dismissing and concealing,<br />

the Government should be explainingand<br />

public has theutmost confidence in its<br />

response, but it is clearthey don’t have<br />

confidence in themselves.<br />

Billionsofdollars are being spent and<br />

1000 peopleaday are losingtheirjobs.<br />

Now, more thanever, the Government<br />

should be scrutinised and held to account<br />

forits decisions.Itisnot the New Zealand<br />

waytohave one voicemake all our<br />

decisions for us, declaring they are the<br />

right decisions and thennot being<br />

accountable for them.<br />

Alleyes will also be on the Government<br />

over the Budget.<br />

We all know there willbeamajordeficit<br />

in future budgets due to Covid­19. It will<br />

therefore be essential that the Government<br />

has aplan to prevent the current<br />

financial hole frombecoming adisaster.<br />

We need to act fast to save jobs with a<br />

cashflow injection and provide other<br />

supportfor businesses.<br />

We need commonsenseand practical<br />

rule­makingtoboost development. We<br />

need to unleashthe private sector to<br />

become more productive and innovative.<br />

And, unlikethe current Governmentof<br />

thepast two years, we need to build the<br />

infrastructure for amodern New Zealand<br />

to get us moving, earning and working<br />

again. Let us at least hopethe<br />

Government’s Budget documents aren’t<br />

leaked earlyagain this year.<br />

Planning for the future<br />

We should consider what it means to<br />

be aregion supporting the primary<br />

industry, as we work towards opening<br />

up our district and region, including<br />

the possibility of an Australian<br />

bubble.<br />

An important lesson learned<br />

through this forced lockdown is that<br />

our district is able to continue to<br />

function, with 68 percent of its<br />

workforce deemed essential services.<br />

It has been well documented that<br />

the most severely hit is our valuable<br />

hospitality and retail business.<br />

We have been hit hard by drought,<br />

earthquake and Covid­19.<br />

For our district to prosper, we need<br />

to be considered in what and where<br />

we spend —‘‘keeping it local is key to<br />

our recovery”.<br />

For several months now,<br />

governments around the world have<br />

advised or instructed their citizens to<br />

stay at home and keep healthy.<br />

The importance of our health has<br />

never been in such sharp focus and,<br />

consequently, it is not surprising that<br />

consumers are thinking more about<br />

the foods they eat and the impact that<br />

these will have on their long­term<br />

health and wellness.<br />

therefore protect the wellness of their<br />

families.<br />

The traditional government<br />

response to an economic crisis is to<br />

build roads to get people back into<br />

work and money into the economy.<br />

There is an opportunity to create<br />

the right space to lift the country’s<br />

food resilience, by investing in water<br />

storage, improving rural connectivity,<br />

and continuing to ensure health and<br />

education opportunities are available<br />

to all.<br />

This is atime when we all need to<br />

play our part to ensure that our supply<br />

chain is secure.<br />

There has never been amore<br />

important time to value everyone’s<br />

contribution to our district.<br />

These practices are embodied in<br />

Maori culture “manaakitanga” (caring<br />

and supporting others) and<br />

“kaitiakitanga” (caretaking of the<br />

environment).<br />

These generate responsibilities for<br />

remembering what has come before<br />

us, realising wellbeing today and<br />

creating sustainable conditions for<br />

future generations.<br />

it needs to be remembered that<br />

the lossoflife and lost/damaged<br />

soulsmakes this war seem like an<br />

inconvenience to those of us left<br />

who remember that scary time<br />

that ended 75 years ago.<br />

Locally,here in Waipara a<br />

hastycelebrationwas set up all<br />

thoseyears ago at the Waipara<br />

Hall,which was thenalittle<br />

wooden building with astageand<br />

an attachedrifle rangetunnel.<br />

aged 7. We weretaken along by<br />

our parents. There werealso<br />

otherfarm workers and visitors<br />

who witnessed an effigyofAdolf<br />

Hitler burnt atopabig bonfire.<br />

Everyone cheered,clapped,<br />

Tearswere shedfor those who<br />

Waipara resident John McCaskey has fond memories of VE Day celebrations in the<br />

district from 75 years ago, after World War 2ended in Europe.<br />

Then the partystarted in the<br />

old hall —Charlie Phillips (the<br />

stationmaster) was master of<br />

ceremonies, and auctioneer for<br />

all the local baking and produce<br />

sold to raise money for the Red<br />

Crossand the “boys and girls”<br />

overseas.<br />

This was interspersed with a<br />

glorious sing­along of those wellknownsongs<br />

from both world<br />

wars —all sung with gusto.Ican<br />

stillsee Jack Rule(a‘‘wheel<br />

tapper’’ withthe Railways) on<br />

stageplaying his harmonica.<br />

Everyyear therehad been<br />

many such community<br />

gatherings, but this one was<br />

extra­special. The world was at<br />

peaceatlast.<br />

However, rural NewZealand<br />

continued as it had during the<br />

war —therewas starvingwartorn<br />

Britain and muchofEurope<br />

to feed. King, countryand the<br />

Commonwealth were atightknit<br />

and supportive communityand<br />

therewas agreat dealofintercountry<br />

banter.<br />

Our farm(typical of the time)<br />

had plenty of staff.MrRichards<br />

livedinthe hut that was the<br />

original WekaPlains residence<br />

in 1915.Itstill stands. Then there<br />

was the ‘‘landgirl’’, Val Williams,<br />

who spent her lastyears in<br />

Amberley. Her ‘‘room’’ was a<br />

little former Railways hut.A<br />

married couple occupied the<br />

cottage.<br />

Visitorstothe farm included<br />

the US Marines —Jack,Manuel<br />

and others on R&R before<br />

deploymentinthe Pacific.<br />

Therewere also two university<br />

holiday workers who were<br />

helping my dad build an<br />

irrigationscheme.<br />

Then of course, there were the<br />

shearing/crutchinggangs of up to<br />

seven. There was the Manawatu<br />

family from the Peninsula and<br />

then the Pomarefamilyfrom<br />

Tuahiwi —the dad, sonsand<br />

daughters. There were some<br />

greatsing­alongs. Theyeven took<br />

me eeling afterdinner.<br />

Ican assure readersthere was<br />

never adull momentgrowing up<br />

on the “Weka Plains”. Everyone<br />

ate at the homestead dinner table<br />

—myMum, chief caterer, was a<br />

former citygirl.Itwas quite a<br />

culture change for her.<br />

My Dad’s wartime diaries are<br />

pretty empty.Hewas too damn<br />

tired!<br />

Iwon’t be herefor the<br />

centennial of VE Day but Isure<br />

wish we had been able to<br />

organise a75th in the ‘‘old­time<br />

way’’. We could have sung Land<br />

of Hope and Glory, Pokarekare<br />

Ana, Maori Battalion,and the<br />

nationalanthems one moretime.<br />

Adriel’srecipe for a<br />

fruitful lockdown<br />

There is abounty of fresh jam and<br />

baking in the larder at Adriel House<br />

and Rest Home.<br />

Residents at the Amberley­based<br />

home, which cares for those who have<br />

suffered memory loss, have been busy<br />

picking fruit, making jam, fruit<br />

crumbles, and baking during Covid­19<br />

alert levels 3and 4.<br />

Owner Mischeal McCormick says<br />

the harvest has kept everyone busy,<br />

and this has led to alot of discussion<br />

about recipes and baking, which in<br />

turn has led to aphoto shoot, with a<br />

recipe book now on the menu.<br />

‘‘The recipes will definitely be tried<br />

and true. The harvest, baking and<br />

recipe book provided alot to talk<br />

about with relatives when they rang to<br />

talk to their loved ones over recent<br />

weeks,’’ Mischeal says.<br />

Staff and residents had all<br />

responded to the constraints of the<br />

Covid­19 alert levels well. The home’s<br />

amazing diversional therapy staff<br />

developed aprogramme that ensures<br />

there is always plenty to do every day.<br />

Acircuit has been developed<br />

around the rest home to ensure<br />

residents get plenty of exercise. It has<br />

developed into a‘‘bit of aracetrack’’,<br />

with residents keen to walk around it,<br />

finding things to do and talk about<br />

along the way.<br />

‘‘The residents have been really<br />

active, which is great, and we have<br />

been really lucky everyone has got on<br />

board with the lockdown and<br />

supported each other.’’<br />

Mulholland, who joined the staff a<br />

couple of months ago to look after the<br />

day­to­day running of the home, has<br />

fitted into life at Adriel well, and staff<br />

and residents are loving having her on<br />

the floor, Mischeal says.<br />

Zoom meetings are up and running<br />

and proved invaluable on Mother’s<br />

Day, with residents and family being<br />

able to see each other and have achat<br />

on the special day.<br />

‘‘We have tried to ensure residents<br />

have been able to keep in touch with<br />

family the whole way through these<br />

trying times,’’ Mischeal says.<br />

Support from the Ministry of Health<br />

and the <strong>Canterbury</strong> District Health<br />

Board has been invaluable.<br />

‘‘Everyone has come on board and<br />

worked together and kept us in touch<br />

every day, keeping us connected.’’<br />

Mischeal says because of the nature<br />

of Covid­19, homes such as Adriel are<br />

vulnerable. However, protocols are in<br />

place and they have kept everyone<br />

safe and well.<br />

Services at Alert Level 2<br />

As we move to Alert Level 2and closer to asense of normality we have<br />

more facilities open to the public. While more is open we still need to<br />

distance, practice good hygiene and collect contact details of our visitors.<br />

All information below comes into play when<br />

the country moves toAlert Level 2.<br />

Service Centres<br />

Service Centres in Rangiora, Kaiapoi and Oxford<br />

will open to the public for essential customer<br />

service enquiries like dog registration, and<br />

requesting or changing awheelie bin. Please<br />

ring us if you want to arrange an appointment<br />

for arates rebate. We will be able to accept<br />

payment by cash, cheque or epos.<br />

You can always contact us by email, phone and<br />

online and we encourage you todothis in the<br />

first instance.<br />

Community Facilities<br />

We can re-open our playgrounds, skate parks<br />

and dog parks -which will be arelief to parents<br />

and dog owners alike. Other community<br />

facilities like sports grounds and community<br />

halls will take abit longer to open to ensure that<br />

they have contact tracing and health and safety<br />

processes in place.<br />

Aquatic Centres<br />

Aquatic Centres will reopen but options are<br />

limited to mainly lane swimming with physical<br />

distancing. The smaller pool, leisure pool, lazy<br />

river and spa pool remain closed.<br />

As we are restarting the equipment this means<br />

that our pools will take some time to heat up so<br />

it will be chilly.<br />

We ask that users arrive and leave inyour togs<br />

so we can limit the number of people using<br />

shared changing rooms. Check out our website<br />

or Facebook page for our opening date and<br />

when other aquatic activities start.<br />

Libraries<br />

Our staff areworking hard to openfromMonday<br />

items at our return slots –please remember<br />

Southbrook Resource Recovery Park<br />

The recycling drop-off area will reopen for<br />

plastic and glass. We can’t accept paper,<br />

hazardous waste, white ware, electrical waste<br />

or child car seats at this time. The ReSale store<br />

remains closed.<br />

Oxford Transfer Station<br />

The recycling area, rubbish pit and green waste<br />

areas will reopen.<br />

Both transfer stations will have physical<br />

distancing measures in place. Please ensure<br />

items are pre-sorted before arriving.<br />

At this stage, the Cust Rural Recycling Drop-off<br />

remains closed.<br />

Kaiapoi is once again showing<br />

resilience in the face of adversity.<br />

Atkinson says the town’s earthquake<br />

experience meant the town and the<br />

wider district were ‘‘semi­prepared’’ for<br />

the impacts of the Covid­19 lockdown.<br />

‘‘The attitude around town is<br />

extremely positive. People are looking<br />

forward rather than back.<br />

‘‘There is alot of resilience in the<br />

district as aresult of the quakes, so even<br />

though it’s very different —it’s a<br />

pandemic —people were semiprepared.’’<br />

While the recovery could take several<br />

years, Mr Atkinson says the big<br />

advantage for this recovery is there is no<br />

infrastructure damage.<br />

‘‘We need to look at recovery not just<br />

as adistrict, but also from aregional<br />

point of view as part of Greater<br />

Christchurch and also <strong>Canterbury</strong> as<br />

well, and we also need to consider how<br />

<strong>Canterbury</strong> fits into New Zealand Inc.<br />

‘‘None of us will recover on our own.<br />

We need each other.’’<br />

Mr Atkinson says, besides Covid­19<br />

itself, his biggest concern is the mental<br />

wellbeing of residents.<br />

‘‘Like everybody I’m concerned about<br />

what people are really thinking. I’m<br />

keen to find out how people are actually<br />

feeling.’’<br />

Kaiapoi­Tuahiwi Community Board<br />

chairwoman Chris Greengrass says she<br />

has been pleased to see the increase in<br />

traffic in the town over the last week.<br />

She hopes to encourage landlords of<br />

empty shops on Williams St to make<br />

them more attractive to bring in tenants.<br />

‘‘The whole environment has changed,<br />

so it will depend on people’s mindset.<br />

Will people be going to the malls?<br />

‘‘Places like Kaiapoi and Rangiora<br />

may become more attractive places for<br />

businesses to rent.’’<br />

Mrs Greengrass also chairs All<br />

Together Kaiapoi, which was<br />

established as the You Me We Us<br />

Kaiapoi Project to support community<br />

in the coming months, even if they are<br />

reduced.<br />

While the Kaiapoi Art Expo and the<br />

Fire &Ice Festival have been cancelled,<br />

All Together Kaiapoi still plans to put up<br />

lanterns along Williams St during the<br />

winter “which will give something for<br />

the locals”.<br />

Earthquake commemorations<br />

planned for September 4, to mark the<br />

10th anniversary, have been postponed<br />

until next year, but All Together Kaiapoi<br />

still hopes to proceed with the spring<br />

festival in late September.<br />

‘‘We probably won't be able to have<br />

Party in the Park, but the week prior we<br />

will look at putting the decorations up<br />

the street and we will encourage<br />

businesses to put up window displays,”<br />

Mrs Greengrass says.<br />

Sadly, the children’s division of All<br />

Together Kaiapoi, KYDz, which was due<br />

to meet in March, has been ‘‘put on the<br />

back burner until next year’’.<br />

River effort to help at-risk terns<br />

Nationally endangered native blackfronted<br />

terns have been handed abig<br />

advantage when it comes to the ongoing<br />

battle against braided­river predators<br />

on the Clarence River.<br />

Aerial weed control is scheduled to<br />

take place in autumn, as Covid­19<br />

restrictions allow, after aerial surveys of<br />

nesting islands in February indicated<br />

weeds were growing back, the Kaikoura<br />

land management and biodiversity<br />

officer for Environment <strong>Canterbury</strong><br />

(ECan), Heath Melville, said.<br />

The weeds reduce the viability of<br />

nesting sites, which are monitored as<br />

part of ECan partnership's with the<br />

Department of Conservation.<br />

The project focuses on restoring the<br />

numbers of black­fronted tern.<br />

In an effort to curb the predator<br />

population, traps will also be laid every<br />

100 metres along the banks of the river,<br />

with the aim of improving the odds of<br />

survival in the terns' nests, Heath says.<br />

The riverbed has been degraded<br />

throughout its catchment by predators<br />

and weeds, which threaten the braided<br />

river habitat.<br />

In the breeding season, terns pick<br />

braided river islands free of woody<br />

vegetation to nest, which the likes of<br />

broom and gorse can rapidly colonise.<br />

This reduces available nesting<br />

habitats and forces terns into less<br />

desirable locations where they are more<br />

vulnerable to predators and flooding.<br />

Hedgehogs, stoats, weasels, cats, rats,<br />

mice, possums and the karoro (southern<br />

black­backed gull) have all been<br />

targeted with the trapping strategy<br />

because of their hunger for eggs, chicks<br />

and, occasionally, adult birds.<br />

Karoro are significant predators of<br />

birds that depend on braided rivers for<br />

breeding grounds and food, such as the<br />

black­fronted tern.<br />

In 2016, the Kaikoura Zone Committee<br />

committed $250,000 of Immediate Steps<br />

biodiversity funding over five years to<br />

protecting indigenous biodiversity in the<br />

Clarence/Waiau Toa catchment through<br />

ongoing weed control and pest<br />

management.<br />

Heath says it is important to be<br />

providing the native terns “a hand up”.<br />

“We’ve seen huge benefits to trapping<br />

and habitat enhancement over the<br />

course of the study.”<br />

“Above­average river flows in October<br />

created many natural islands and<br />

cleared vegetation to the benefit of the<br />

birds.<br />

“But, unfortunately, high flows<br />

followed, leading to islands being<br />

flooded and only <strong>14</strong> chicks fledging this<br />

season compared to <strong>14</strong>2 chicks the<br />

season before,” Heath says.<br />

Lucy tackles flystrike<br />

in her university work<br />

Flystrike is no laughing matterfor<br />

<strong>Canterbury</strong> sheepfarmers, butafamily<br />

joke led to aRangiora womanstudying<br />

genetic resistancetoit.<br />

Lucy Burrowsdeveloped an interest for<br />

sheepgenetics while at Rangiora High<br />

School.<br />

“My brother John had jokingly said that<br />

one of his friends was trying to breed<br />

sheep, on alifestyle block, thatweren’t<br />

susceptible to flystrike.<br />

“It occurred to me, ‘wouldn’t it be goodif<br />

we could breed asheep thatwas resistant<br />

to flystrike’.”<br />

That was during the summer afterher<br />

thirdyear at LincolnUniversity andshe<br />

was looking for atopic for adissertation as<br />

part of the requirements for her science<br />

honours degree.<br />

She proposed the topic to her<br />

supervisor, Professor Jon Hickford, and<br />

went on to studythe FABP4gene for<br />

possible resistance to flystrikeinsheep.<br />

Lucy found the development of agene<br />

marker test for selecting sheep thatare<br />

genetically resistant to flystrike was<br />

possible, but more research was needed,<br />

so she spent afurtherfour yearsatLincoln<br />

University’s Gene­MarketLaboratory and<br />

completedaPhD. “We probably won’t<br />

eliminate flystrike, but we cancertainly<br />

reduce its impact,” she says.<br />

The original dissertation is beingpeerreviewedfor<br />

publication in ascientific<br />

journal.<br />

Lucy was born at Culverdenand her<br />

family moved to her maternal<br />

grandparents’ farmatKaitaiawhen she<br />

was eight. The Burrowssettled at<br />

Horrelville, nearOxford,threeyears later.<br />

Her parents, Tom and Fiona Burrows,<br />

are well­established Corriedale and<br />

Perendale sheep breeders,while brother<br />

John has DorsetDown sheep.<br />

Lucy has taken ashine to the less<br />

common Shropshire breed. “I hadmyfirst<br />

lambing seasonin2008 and my dad helped<br />

me alot with managing them, whichwe<br />

have worked on together.”<br />

Now that she has graduated, Lucyis<br />

working at the Ministry of Primary<br />

Industries’ animal healthlaboratory in<br />

Wellington.<br />

She saysthere are plentyofgaps in the<br />

studyofsheepand other animals for other<br />

budding scientists to make their mark.<br />

HARVESTING CONTRACTORS HAPPY TOBEBACK ATWORK<br />

Harvesting contractors in <strong>Canterbury</strong> are feeling<br />

more optimistic following the return to work<br />

under COVID-19 Alert Level 3. Log markets in<br />

China plummeted inFebruary, and all harvesting<br />

operations were forced to stop under Alert Level<br />

4leaving many workers with an uncertain future.<br />

Operations have been allowed to start upagain<br />

with strict protocols around physical distancing<br />

and hygiene. International and domestic markets<br />

for New Zealand logs are improving and there is<br />

renewed interest from private forest owners<br />

wanting to take advantage ofthe current<br />

opportunity.<br />

The logs Alex iscutting will be sold through PF<br />

Olsen into domestic and export markets to<br />

generate the best returns for the forest owner.<br />

The <strong>Canterbury</strong> region isfortunate to have solid<br />

and well-established domestic log processing<br />

facilities. This domestic processing capacity<br />

provides price stability that benefits the forest<br />

owner and workers right along the supply chain<br />

by reducing exposure to volatile export prices.<br />

The mix of domestic and export log options<br />

enables forest owners to maximize financial<br />

returns and utilize all different parts ofthe tree<br />

with variable log qualities.<br />

Market update<br />

Domestic demand for structural grade sawntimber<br />

prior to the COVID-19 lockdown was very strong,<br />

driven mainly by construction in the upper <strong>North</strong><br />

Island. There was also asurge in DIY sales.<br />

Sawmills are currently assessing demand<br />

post-lockdown as they recommence production.<br />

The New Zealand Government has also signalled<br />

an intent to undertake infrastructure projects to<br />

kick start the economy.<br />

Log prices inChina have increased by30% since<br />

New Zealand entered the COVID-19 lockdown.<br />

The log sales are in USD and with the NZD also<br />

weakening against the USD over this period, this<br />

has further increased the prices New Zealand<br />

forest owners receive for their logs. Ocean freight<br />

is also very cheap currently with reduced demand<br />

and low oil prices.<br />

Before the New Zealand COVID-19 lockdown log<br />

stocks inChina had reached 8million m 3 .They<br />

remained stubbornly high as New Zealand logs<br />

continued to arrive in China onvessels that set sail<br />

just prior to lockdown. Log stocks have started to<br />

reduce and are now below 4million m 3 .This trend<br />

will continue as it will beseveral weeks before the<br />

first of New Zealand’s post-lockdown logs reach<br />

China.<br />

Concern among Chinese log buyers about global<br />

log supply is supporting current strong pricing. Log<br />

supply from many countries is still affected by<br />

COVID-19 restrictions. There is reduced supply of<br />

logs and lumber from Russia due to unseasonably<br />

warm weather hindering their winter harvest<br />

programme. The previously growing supply of<br />

spruce from Europe is currently constrained due to<br />

alack of consumer demand in Europe for Chinese<br />

products leaving very few containers available to<br />

be back-loaded with logs.<br />

During the first three months of the year (Q1<br />

<strong>2020</strong>), China imported just short of 12m m 3 of<br />

logs which was down about 20% from last quarter<br />

of 2019 (Q4 2019) and down around 15% in<br />

comparison with the first quarter of 2019 (Q1<br />

2019).<br />

While the current situation is very positive, there<br />

are some concerns about the China log market in<br />

the medium term. Some sawmills inChina are<br />

struggling to operate profitably with the high cost<br />

of logs and we have yet to see any stimulus<br />

package from the Chinese Government have a<br />

material effect ondemand. Let’s hope that<br />

demand for logs continues to recover post<br />

COVID-19 both domestically and internationally<br />

and benefit New Zealand forest owners, logging<br />

contractors and wood processors alike.<br />

Kiwi views on trees changed<br />

Climate change has changed the way<br />

New Zealanders view trees, says<br />

University of <strong>Canterbury</strong> head of<br />

forestry, Professor Bruce Manley.<br />

He has worked in forestry since 1976<br />

and says forestry plantations are<br />

essential to meeting New Zealand’s<br />

international obligations and<br />

reaching the carbon­zero goal.<br />

“The only way New Zealand is going<br />

to meet that is, in part at least, through<br />

using plantations and in native forest<br />

reversion.”<br />

He says “native forest reversion”<br />

can be achieved through supporting<br />

the regeneration of native species to<br />

naturally occur, when there is a<br />

natural seed source. While there are<br />

good long­term environmental<br />

benefits to native tree plantations,<br />

they tend to take more work to<br />

establish than exotic trees.<br />

“The challenge with natives is that<br />

with radiata pine you do aweedicide<br />

spray when you plant it and then a<br />

year later, but with native species you<br />

may need to do it for 10 years.”<br />

Native species often need a“nurse<br />

crop” of pine, manuka or kanuka to<br />

help become established.<br />

Forestry school stands tall<br />

Now is an exciting time for young people<br />

to get into forestry, says University of<br />

<strong>Canterbury</strong> head of forestry,Professor<br />

Bruce Manley.<br />

While exporters have faced uncertainty<br />

in the logging tradewith China due to<br />

Covid­19,there have been big opportunitiesfor<br />

graduates in recent years. He<br />

expects that to continue long term.<br />

“It’s an exciting time to be in forestry.<br />

There’s been amazing volumes that have<br />

been harvested forexport in the last few<br />

years and the One BillionTrees initiative<br />

has put forestry centre­stage.”<br />

The university’sschool of forestry is the<br />

only one of its kind in Australasia,<br />

meaninggraduates are in demand on<br />

both sides of the Tasman.<br />

“Our graduates have been getting jobs<br />

very easily. Our students have been<br />

getting offeredsummer jobs in Australia<br />

to encourage them to go back and work<br />

there,” he says.<br />

Two years ago, the school attracted<br />

about 25 first­year students annually for<br />

its four­year forestry sciencedegree,<br />

while just five or six ayear were takingup<br />

the forestry engineering degree.<br />

ForestryMinister Shane Jones visited<br />

the school in 2018 to ask how the<br />

government couldhelp. “We said ‘we<br />

need to increaseour profile’.’’<br />

From that meeting,scholarships were<br />

made availabletoencourage more<br />

female and Maori studentstostudy<br />

forestry.“Last year the quality wasso<br />

good they ended up giving eight scholarships<br />

rather than the four they’d planned.<br />

“This year they presented six and next<br />

year they plan to award another eight.”<br />

Scholarshipsare also available through<br />

the WIDE (Wood Industry Development<br />

and Education) Trust and from forestry<br />

companies, meaningabout half of the<br />

forestry studentsare on scholarships.<br />

Last year there were 41 first­year<br />

forestry science students. There are 34<br />

this year, and 15 forestry engineering<br />

students entered their firstprofessional<br />

year this year.<br />

AKenyan student hopes her research<br />

into harvested New Zealand trees will<br />

help this country meet its climate<br />

change targets.<br />

Anne Wekesa has been studying for a<br />

PhD in forestry science for the past<br />

three years at the University of<br />

“It used to be thought that when atree<br />

was harvested the carbon entered the<br />

atmosphere, so in New Zealand the<br />

information has been lacking for how<br />

long carbon stays in wood products.<br />

“I’m hoping my research will be used<br />

in developing policy in New Zealand, but<br />

it could be applicable in other countries,<br />

including Kenya.”<br />

Ms Wekesa talked to sawmills,<br />

manufacturers and pulp plants, but<br />

found many had little idea where wood<br />

products went after being processed, so<br />

it had taken considerable research to<br />

track timber. Her preliminary data<br />

suggests most domestically consumed<br />

New Zealand timber is used in products<br />

with alife of perhaps 50 years before<br />

being burned.<br />
