Skillset has confirmed that it wishes to consider to what degree the functions of regional<br />

training consortia might be stabilised and enhanced if there is to be a more formal link<br />

between the consortia and other film and moving image organisations in individual<br />

regions (especially screen commissions and regional production funds). Skillset and the<br />

<strong>FILM</strong> COUNCIL propose that this is tested on a region-by-region basis through detailed<br />

feasibility studies commissioned by the emerging regional groupings, in association with<br />

the <strong>FILM</strong> COUNCIL and Skillset.<br />

The <strong>FILM</strong> COUNCIL wants to make additional investment available to training consortia<br />

in partnership with Skillset. This will assist organisational stability and sector<br />

development and enable the training sector to participate in establishing integrated<br />

regional planning.<br />

A briefing paper on Skillset’s partnerships in the English regions is given as Appendix I.<br />

3.5 Written submissions<br />

Written evidence reinforced many of the issues, which had arisen throughout the<br />

consultation programme. It also brought forward a large number of very detailed points<br />

which are being addressed by the <strong>FILM</strong> COUNCIL on a one-to-one basis.<br />
